Description (DE): Risiken in Verbindung mit Regen und Schnee gehören zu den großen Herausforderungen in der SI-AT Programmregion. Das zeigte sich etwa durch die Hochwässer im September 2010, Katastrophenlawinen im Februar 2009 oder Schäden durch hohe Schneelasten im Frühling 2016. Dennoch gibt es derzeit keine einheitlichen Vorhersagen oder Warnungen vor derartigen Ereignissen in der Region und die zuständigen Institutionen haben teilweise nicht die finanziellen und personellen Mittel um ihre Vorhersage- und Warnwerkzeuge zu verbessern. Da beide Länder vor ähnlichen Herausforderungen stehen und da Wetterprozesse, Naturgefahren und menschliche Aktivität nicht an der Staatsgrenze halt machen, hat das Projekt CROSSRISK das Ziel die Expertise der Institutionen in der Programmregion zu vereinen und gemeinsame Entwicklungen voranzutreiben. Dadurch entstehen Synergien, die beträchtliche Qualitätsverbesserung und gesteigerte Kosteneffizienz auf beiden Seiten der Grenze zur Folge haben werden und in Folge die Sicherheit der Bevölkerung in der Programmregion erhöhen und ihre Infrastruktur besser schützen werden. Zusätzlich wird der Tourismus durch verbesserte Sicherheitsinformation für Skitourengeher und verbesserte Vorhersage des Potentials zur Erzeugung von technischem Schnee unterstützt. Daher werden viele Zielgruppen (lokale, regionale und nationale Behörden, Betriebe, NGOs, Bürger und Touristen) vom Projekt profitieren. Die geplanten Hauptergebnisse sind verbesserte Vorhersagen und Warnungen vor Risiken im Zusammenhang mit Regen, Hochwasser und Schnee, ihre grenzübergreifende Vereinheitlichung und ihre bessere Verständlichkeit, Verfügbarkeit und Verbreitung. Zusätzlich wird der Informationsfluss zwischen den relevanten Institutionen beider Länder und die Qualifikation ihrer Experten verbessert. Die innovativen Aspekte des Projekts sind demnach neuartige, einheitliche Warnwerkzeuge und innovative Vermittlungs-, Verbreitungs- und Ausbildungskonzepte.
Read more Description (SL): Tveganja, povezana z dežjem in snegom, sodijo med ključne izzive v programskem SI-AT območju. Na to kažejo dogodki, kot so bili denimo poplave septembra 2010, obsežni plazovi februarja 2009 ali škoda zaradi velike količine snega spomladi 2016. Napovedi in opozorila, povezani s takšnimi dogodki, na slovensko-avstrijski meji trenutno niso usklajeni in institucijam, pristojnim za izdajanje opozoril, običajno primanjkuje finančnih in kadrovskih sredstev za zadovoljiv razvoj najsodobnejših orodij. Ker se s takšnimi težavami soočata obe državi, in ker vremenski procesi, naravne nesreče in človeške aktivnosti niso omejeni z državnimi mejami, bo projekt CROSSRISK združil znanje in spodbudil skupen razvoj na področju napovedovanja in opozarjanja na tveganja, povezana z dežjem in snegom. Posledično bodo na obeh straneh meje doseženi sinergijski učinki in visoka stroškovna učinkovitost.
Splošni cilj projekta je izboljšanje varnosti ljudi in izboljšanje zaščite infrastrukture na programskem območju. V oporo turizmu bo tudi dvig ozaveščenosti o priložnostih in tveganjih s pomočjo izboljšane informiranosti o varnosti turnih smučarjev ali izboljšanih napovedi potenciala za umetno zasneževanje. Posledično bodo imele od projekta korist številne ciljne skupine (lokalne/regionalne oblasti, podjetja, nevladne organizacije, prebivalci in turisti).
Glavni učinki projekta so izboljšanje napovedi in opozoril glede dežja, poplav in snega, njihova čezmejna usklajenost in izboljšanje njihove razumljivosti, dostopnosti in razširjenosti. Poleg tega se bo izboljšal pretok informacij med pristojnimi institucijami v obeh državah in dvignila usposobljenost njihovih strokovnjakov. Inovativne vidike projekta CROSSRISK predstavljajo nova orodja za opozarjanje in inovativni koncepti za posredovanje in razširjanje informacij ter izobraževanje, ki bodo vodili k večji ozaveščenosti o tveganjih in priložnostih za ciljne skupine ter posledično k večji varnosti.
Read more Description (EN): Risks related to rain and snow belong to the key challenges in the SI-AT programme region. This has been demonstrated by floods in September 2010, large avalanches in February 2009, or snow load damages in spring 2016. However, forecasts and warnings related to such events are currently not harmonised across the Austrian-Slovenian border and the warning institutions partly lack financial and personal resources to sufficiently develop their tools to the current state-of-the-art. Since both countries face similar challenges and since weather processes, natural hazards, and human activities don’t stop at national borders, the proposed project CROSSRISK will pool expertize and foster joint development in the field of forecast and warning of rain- and snowfall-related risks. Consequently, synergistic effects will be exploited and high cost-efficiency will be achieved on both sides of the border. The general goal is to improve safety of population and to better protect infrastructure in the programme region. In addition, tourism will be supported by raising awareness of opportunities and risks, e.g., by improved communication of safety information for backcountry tourists, or by improved forecasts of technical snow production potential. Consequently, many target groups (local/regional/national authorities, companies, NGOs, citizens, and tourists) will benefit from the project. Major project outputs are improved forecasts and warnings concerning rain, floods and snow, their cross-border harmonization and the improvement of their comprehensibility, availability and dissemination. In addition, the information flow between relevant institutions in both countries will be improved and the qualification of their experts will be raised. The innovative aspects of CROSSRISK are novel and harmonised warning tools as well as innovative dissemination and education concepts, which will lead to better awareness of risks and chances in the target groups and consequently to more safety.

Expected Results (SL): Stopnja trajnostnega institucionalnega sodelovanja na področju energije in obvladovanja tveganj ali zdravja in socialne kohezije v programskem območju
Expected Outputs (DE): Neue und verbesserte Warnungen vor Risiken und Vorhersagen von Chancen im Zusammenhang mit Regen und Schnee werden für die gesamte SI-AT Programmregion erstellt. Insbesondere werden Hochwasservorhersagen und –warnungen, Vorhersagen des Abflusses aus Schmelzwasser, Vorhersagen von kritischen Neuschneehöhen und Schneelasten, Vorhersagen für das Potential zur technischen Schneeerzeugung und die Einschätzung der Lawinengefahr verbessert. Verbesserungen werden durch die gemeinsame Entwicklung von innovativen numerischen Modellen und Messsystemen durch die Projektpartner aus Slowenien und Österreich erreicht. Um auch die Bewusstheit über die oben genannten Risiken und Chancen anzuheben, werden zielgerichtet neue Kommunikationskonzepte erarbeitet und die Zielgruppen werden über neue und klassische Medien, Workshops, Kurse, Seminare und Konferenzen angesprochen. Diese Verbesserungen werden letztendlich die Sicherheit der Bevölkerung in der Programmregion erhöhen und ihren Wohlstand vermehren.
Read more Expected Outputs (SL): Ustvarjene bodo nove in izboljšane napovedi in opozorila o nevarnostih in možnostih, povezanih z dežjem in snegom, za programsko območje SI-AT. Zlasti se bodo izboljšale napovedi in opozorila o poplavah, taljenju snega, sneženju, snežni obtežitvi, potencialu za umetno zasneževanje in nevarnostih plazov. Višjo kakovost bo mogoče doseči s skupnim razvojem inovativnih numeričnih modelov in sistemov za monitoring. Ta sredstva bodo privedla do večje varnosti in blaginje v programskem območju, saj bodo prosto in trajno na voljo prek spletnih portalov operativnih služb. Za povečanje ozaveščenosti bodo oblikovane nove komunikacijske strategije, izdelana nova izobraževalna in promocijska gradiva, na ciljne skupine pa bodo tudi neposredno naslovljene delavnice, usposabljanja, seminarji in konference.
CROSSRISK je neposredno povezan s programskim kazalnikom neposrednega učinka, saj se osredotoča na izboljšanje sodelovanja med institucijami na področju obvladovanja tveganj.
Read more Expected Outputs (EN): New and improved forecasts and warnings of risk and opportunities related to rain and snowfall will be generated for the SI-AT programme region. In particular, forecasts and warnings of floods, snowmelt, snowfall, snow loadings, potential to generate technical snow, and avalanche danger will be improved. Higher quality will be achieved by joint development of innovative numerical models and monitoring systems. To increase awareness, new communication strategies will be designed, new education and promotion material will be elaborated, and the target groups will additionally be directly addressed by workshops, trainings, seminars, and conferences. Those assets will result in more safety and wealth in the programme region, since they will be freely and sustainably available via the web-portals of the operational services.
CROSSRISK is directly connected to the programme indicator, since it focuses on improvement of cooperation between institutions in the field of risk management.
