Description (LT): Svetingumo ir maitinimo pasaugų gebėjimų poreikiai, taip pat poreikis maisto saugos žinioms atspindi Ventspilio regiono ekonominį pobūdį, tuo tarpu grožio terapijos įgūdžių poreikį Panevėžio regione liudija šio dalyko populiarumas Panevėžio regiono profesinėse mokyklose. Abiejų regionų suaugusieji taip pat turi poreikį bendriesiems su įsidarbinimo galimybių didinimu susijusiems gebėjimams. Projektu siekiama padėti suaugusiems darbuotojams prisitaikyti prie sparčiai besikeičiančios technologijų aplinkos bei įgyti socialinius įgūdžius. Dėl sunkumų, su kuriais susiduria darbo rinkos ir regionų ekonomika, reikia gerai subalansuotų edukacinių programų rinkodaros priemonių ir radikalių pokyčių programų ir instituciniu lygmeniu, ieškant stipraus išskirtinumo. Sprendžiant Programos teritorijos darbo rinkos neefektyvumo klausimus, švietimo sistemos tobulinimas, įvedant sisteminį požiūrį į sprendimą, įtraukiant atitinkamus suinteresuotuosius subjektus ir taikant naujoviškus technologiškai bei metodiškai pagrįstus mokymo ir mokymosi metodus, gali turėti teigiamų rezultatų, ypač asmenims, siekiančiais tapti verslininkais, ar prisitaikyti prie sparčiai besikeičiančių darbo kokybės reikalavimų. Projekto tikslas - didinti įsidarbinimo galimybes ir paskatinti besimokančius įgyti įgūdžių, kurie jiems padėtų kilti karjeros laiptais, tuo pat metu suteikiant besimokančiųjų gebėjimų ir įgūdžių pripažinimą kaip įrodymą, reikalingą sėkmei darbo vietoje. Numatoma atlikti dabartinių programų, naudojamų identifikuotiems įgūdžiams tobulinti ir mokymo procesų analizę, kurie padės parengti atotrūkio analizę ir gaires profesinių programų parengimui ar atnaujinimui.
Projekte bus analizuojamos dabartinės Ventspilio technikumo ir Panevėžio profesinio rengimo centro programos, kurių pagrindu bus parengtas programų rengimo ir diegimo planas. Pastarosios keturios profesinio mokymo programos bus atnaujintos ir kuriamos remiantis tarptautiniu mastu pripažintais standartais ir naudojant geriausią pasaulio praktiką. Programa "Darbo įgūdžiai" apima savireguliavimo įgūdžius, savęs vertinimą, darbą komandoje, grįžtamojo ryšio teikimą ir gavimą, asmeninius lyderystės gebėjimus, pristatymo, derybų įgūdžius, nuostatas darbo vietoje, kritinį mąstymą, sprendžiant su darbu susijusias problemas, projektų valdymo įgūdžiai, gebėjimai pradėti verslą (130 mokymosi valandų). Programa "Svetingumo ir maitinimo principai" (Maistas ir gėrimai) apima klientų aptarnavimo principus svetingumo, laisvalaikio, kelionių ir turizmo srityse, saugos maistui reikalavimus, stalo aptarnavimui ir alkoholinių ir nealkoholinių gėrimų tiekimui. Šioje kvalifikacijoje besimokantieji plėtos pagrindinius įgūdžius, žinias ir supratimą, reikalingus dirbti svetingumo industrijoje (160 mokymosi valandų). Programa "Praktinė maisto sauga maitinimo įstaigose" apima pagrindinį supratimą, žinias ir įgūdžius, reikalingus saugiai valdyti maisto tvarkymo situacijas maitinimo ir svetingumo industrijoje (40 mokymosi valandų). Programoje "Grožio terapija" pristatomi vaškavimo būdai, veido procedūros, veido priežiūros priemonės, makiažas ir kūno menas, taip pat suteikiami manikiūro, pedikiūro, blakstienų ir kirpimo procedūrų praktiniai įgūdžiai (263 mokymosi valandos). Programos bus išbandytos, įtraukiant ne mažiau kaip 100 asmenų (60 iš Latvijos ir 40 iš Lietuvos). Projekto dėka dvi regionų mokyklos, Ventspilio technikumas ir Panevėžio profesinio rengimo centras, galės vykdyti aukštos kokybės mokymo programas, atitinkančias tarptautinius standartus.

Ņemot vērā grūtības, ar ko saskaras darba tirgus un reģionu ekonomika, ir radusies nepieciešamība pārdomātam un līdzsvarotam izglītības programmu mārketinga aktivitāšu kopumam, kā arī ir veicamas noteiktas radikālas izmaiņas programmu un organizāciju līmenī, vienlaikus identificējot spēcīgus diferencējošus faktorus. Lai risinātu Programmas teritorijas darba tirgus neefektivitāti, jāuzlabo izglītības sistēma, ieviešot sistēmisku pieeju, vienlaikus piesaistot ieinteresētās puses un sadarbības partnerus, izmantojot tehnoloģiju un metodoloģijas ziņā inovatīvas mācību un mācīšanās metodes, it īpaši attiecībā uz cilvēkiem, kuri cenšas kļūt par uzņēmējiem un pielāgoties strauji mainīgās darba kvalitātes prasībām.
Projekta uzdevumi ir veicināt nodarbinātību un motivēt izglītojamos apgūt prasmes, kas būs tiem noderīgas karjeras veidošanā, vienlaikus nodrošinot prasmju un iemaņu atzīšanu, kā arī apliecinot profesionālajiem panākumiem nepieciešamās iemaņas. Tiek plānots analizēt esošās Ventspils Tehnikuma un Paņevežas Profesionālās izglītības centra (Panevėžio profesinio rengimo centras) mācību programmas un mācību procesu kopumā, rezultātā izstrādājot ceļvedi programmu izstrādei un ieviešanai. Noslēgumā, pamatojoties uz starptautiski atzītiem standartiem un labāko pasaules mēroga praksi, tiks izstrādās četras izglītības programmas. Programma „Darba prasmes“ ietvers pašorganizācijas prasmes, pašnovērtēšanu, darbu komandā, atsauksmju sniegšanu un uzklausīšanu, līderības prasmes, lietišķās saskarsmes prasmes, pārrunu un pārliecināšanas prasmes darbā, kritiskās domāšanas, ar darbu saistītu problēmu risināšanas prasmes, projektu vadības prasmes, uzņēmējdarbības uzsākšanas prasmes (mācības 130 stundu apjomā). Programma „Pārtikas drošība ēdināšanas jomā“ sniegs pamatzināšanas, prasmes un izpratni, lai rīkotos droši saskarē ar pārtikas produktiem ēdināšanas un viesmīlības nozarē (mācības 40 stundu apjomā). Programmā „Skaistumkopšana“ tiks apgūtas vaksācijas, sejas kopšanas un masāža, grima un ķermeņa apgleznošanas, kā arī manikīra un pedikīra prasmes, skropstu pieaudzēšana un uzacu kopšana (mācības 263 stundu apjomā). Šīs programmas tiks izmēģinātas, iesaistot vismaz 100 izglītojamos – 60 no Latvijas un 40 no Lietuvas.
Projekta rezultātā divas mācību iestādes no Programmas teritorijas spēs nodrošināt augstas kvalitātes macību programmas, kas atbilst starptautiskiem standartiem.
Read more Description (EN): The needs for hospitality and catering skills as well as for food safety knowledge reflect the economic character of Ventspils region, whereas the need for beauty therapy skills is evidenced by popularity of the subject in Panevėžys region vocational schools. Adults in both regions also look for soft employability skills.
The project aims at helping adult employees to adapt to rapidly changing technology environments and to embrace social skills. Due to challenges faced by the labour markets and regional economies, there is a need for a well-balanced marketing mix of the educational programmes, and some radical changes at programme and institutional levels, while looking for some very strong differentiating factors. While tackling inefficiency of labour market of the Programme area, improvement of the education system through introduction of systemic approach to the solution, while involving relevant stakeholders and applying innovative technologically and methodologically sound teaching and learning methods, could lead to impactful results, especially from the perspective of people striving to become the entrepreneurs or adjusting to rapidly changing demands for work quality.
The objective of the project is to enhance employability and encourage students to gain skills to help them with career progression, while providing recognition for learners’ abilities and evidence of the skills required for success in the workplace. It is intended to carry out analysis of the current programs that are used to address targeted skills, and teaching processes that will lead to preparation of gap analysis and roadmap for introduction or update of the vocational programmes.
The project will make an analysis of the current programmes of Ventspils Vocational College and Panevezys Centre of Vocational Education, based on which a roadmap for programme development and deployment will be prepared. Latter four vocational training programmes will be updated and developed based on internationally recognised standards and using the best global practices. Programme “Work Skills” includes self-management Skills, Self-assessment, Working in a Team, Giving and Receiving Feedback, Personal Skills for Leadership, Presentations for Work, Negotiation Skills and Persuasion in the Workplace, Critical Thinking, Solving Work-related Problems, Project Management Skills, Skills for Starting a Business (130 learning hours). Programme “Hospitality and Catering Principles” (Food and Beverage Service) includes principles of customer service in hospitality, leisure, travel and tourism, food safety in catering, service of food at table, and service of alcoholic and non-alcoholic drinks. In these qualifications learners will develop the underpinning skills, knowledge and understanding required to work in the hospitality industry (160 learning hours). Programme “Practical Food Safety in Catering” covers the basic understanding, knowledge and skills required to operate safely within food handling situations in the catering and hospitality industry (40 learning hours). Programme “Beauty Therapy“ includes waxing techniques, facial techniques, facial skincare, make-up and body art application, and giving manicure, pedicure, eyelash and brow treatments (263 learning hours).The programmes will be piloted, while involving at least 100 persons (60 from Latvia and 40 from Lithuania).
As a result of the project, two schools in Programme regions will be capable of delivering high quality training programmes in compliance with international standards.

Also at least 8 teachers/lectures had to be prepared to deliver the lectures. Vocational programme which was implemented into both project partner education institutions had to be developed and implemented based on internationally recognised standards and using best global practices.
Improvement of teachers’ competencies:
BTEC “Work skills” programme that was introduced in both partner education institutions consisted of 6 modules, each modules lenght – 30h. Both partners were able to choose how to develop their own programme depending on their expert suggestions and regional economical needs but the practices and basic principles (evidence registration, the % of theory and practice) had to be the same. To reach common understanding of how to develop and implement the programme Pearson staff (BTEC experts) flew to Latvia during the summer of 2019 for 2 two day trainings to train LP and PP2 teachers and administration. Certificates were issued to all 22 attendees that will be able to use this knowledge and methodolical tools not only in this projects’ framework but also in their day-to-day work in other programs and subjects that will give project result longlife.
Enhancement of employability and labour mobility:
The BTEC Work Skills program was developed using best global practices. The Work Skills program includes the development of competencies related to skills such as self-assessment, teamwork, leadership skills, self-presentation and communication skills, critical thinking, work-related problem solving, project management skills and business start-up skills that will allow our students to be more skilled and in demand in both the local and European labor markets. The program was piloted in September 2020 in Latvia (Ventspils) and and in February 2021 in Lithuania (Panevėžys). In total 100 students conducted training in this program, increased their competenes and obtained certificates that are recognised in more than 70 countries around the world.
Strengthening the material and technical base in the field of digital technologies:
To ensure Work skills programme implementation project partners each bought equipment (20 tablets) that was used for education purposes and distances learning while Covid-19 restrictions did not allow face-to-face studies. This have also complemented institution’s material and technical equipment base and will allow students to learn with more modern technologies.
Methodological materials and manuals:
Programme partners developed several handbooks and materials that were based on BTEC standards but adjusted to Work skills program that was implemented in each institution. Some of these handbooks are very specific and aimed for particual education institution but one of them “BTEC Centre handbook” can be used as information source for other interested groups who would like to develop and implement similar program in their institutions.
Project reach:
During project implementation project partners used their own social media platforms and web pages to inform general audiences and also target groups about the program and project aims, project progress and results. Two weeks before the end of the project an international conference was organized and gathered around 70 participants from various European countries to hand-over experience to other education institutions, to inform stakeholders about achieved results and just to celebrate successful project implementation.
