De Vlaams - Nederlandse Delta is goed voor een tewerkstelling van om en bij de 5 miljoen mensen. Door de digitalisering, automatisering en robotisering van de havensector is er een sterk toenemende vraag naar hogere technische profielen. Dit opent enerzijds ongekende mogelijkheden voor alle economische sectoren in en rond de havengebieden, maar anderzijds stelt dit zowel de arbeidsmarkt als het onderwijs voor grote uitdagingen. Wil de regio zijn positie van voorloper in innovatie behouden, dan moet ze de juiste mensen met de nodige ‘21st century skills’ kunnen leveren. De knelpuntenlijsten van VDAB en UWV benadrukken echter het tekort aan technische profielen. Van onderhoudsmecanicien over technicus tot technisch leidinggevende: het blijft voor werkgevers in de regio problematisch om voldoende geschikte arbeidskrachten met een technische achtergrond te vinden. Omdat te weinig jongeren kiezen voor een technische opleiding en door de groeiende vervangingsvraag als gevolg van de vergrijzing wordt de problematiek alleen maar groter. Met de input van 14 partners zorgt ‘Skills Navigator’ voor een optimale match tussen arbeidsvraag en –aanbod. Daarbij legt ze de focus op het opbouwen van de nodige digitale skills van zowel schoolgaande jongeren als (her)intreders op de arbeidsmarkt tussen 16 en 26 jaar. Voor de deelnemende havengebieden in Antwerpen, Gent, Terneuzen en Rotterdam brengt het project de gevraagde skills van nu en de toekomst in beeld. Werkgevers kunnen daarnaast via verschillende werkgeversarrangementen de brug maken tussen de werkzoekende, de opleiding en de eigen werkvloer. Alle vormen van werkplekleren worden onder de loep genomen, gaande van de werkgever in het leslokaal tot les geven op de werkvloer. Bestaande initiatieven zoals de Jongerenakkoorden in Nederland worden onder de loep genomen, alsook Engage+ in Antwerpen waar werkgevers en jongeren dichter bij elkaar gebracht worden door middel van opleidingen en trainingen bij werkgevers. Gebaseerd op de bestaande ervaringen wordt een gedeelde methodologie uitgewerkt voor het opzetten van nieuwe werkgeversarrangementen in de grensregio. Daarnaast wordt een online vacatureapplicatie voor deze specifieke doelgroep ontwikkeld en geïntegreerd op de websites van VDAB en UWV.

The Flemish - Dutch Delta is good for an employment of around 5 million people. By the digitization, automation and robotization of the port sector, there is a sharply increasing demand for higher technical profiles. On the one hand this opens up unprecedented opportunities for all economic sectors in and around the port areas, but on the other hand this poses major challenges for both the labor market and education. If the region wants to maintain its position as a forerunner in innovation, it must be able to provide the right people with the necessary '21st century skills'. The bottleneck lists of VDAB and UWV, however, emphasize the shortage of technical profiles. From maintenance technician to technician to technical manager: it remains problematic for employers in the region to find sufficient suitable workers with a technical background. Because too few young people opt for a technical education and because of the growing replacement demand as a result of the aging population the problem is only getting bigger. With the input of 14 partners 'Skills Navigator' ensures an optimal match between labor demand and supply. In doing so, it focuses on developing the necessary digital skills of both school-age youngsters as (re) entrants on the labor market between 16 and 26 years. For the participating port areas in Antwerp, Ghent, Terneuzen and Rotterdam, the project portrays the requested skills of today and the future. In addition, employers can make the bridge between the job-seeker, the study program and their own work floor through various employers' arrangements. All forms of workplace learning are examined, going from the employer in the classroom to teaching on the work floor. Existing initiatives such as the Youth Agreements in the Netherlands are under scrutiny, as well as Engage + in Antwerp where employers and young people are brought closer together through education and training at employers. Based on the existing experiences, a shared methodology is developed for setting up new employer arrangements in the border region. In addition, an online vacancy application for this specific target group is being developed and integrated on the websites of VDAB and UWV.

De knelpuntenlijsten van VDAB en UWV benadrukken echter het tekort aan technische profielen. Van onderhoudsmecanicien over technicus tot technisch leidinggevende: het blijft voor werkgevers in de regio problematisch om voldoende geschikte arbeidskrachten met een technische achtergrond te vinden. Omdat te weinig jongeren kiezen voor een technische opleiding en door de groeiende vervangingsvraag als gevolg van de vergrijzing wordt de problematiek alleen maar groter. Met de input van 14 partners zorgde ‘Skills Navigator’ voor een optimale match tussen arbeidsvraag en –aanbod. Daarbij legde ze de focus op het opbouwen van de nodige digitale skills van zowel schoolgaande jongeren als (her)intreders op de arbeidsmarkt tussen 16 en 26 jaar. Voor de deelnemende havengebieden in de Vlaams - Nederlandse Delta bracht het project de gevraagde skills van nu en de toekomst in beeld. Als basis werd een reviewrapport rond bestaand onderzoek naar 21st century skills opgesteld. Er werd bekeken welke modellen bestaan en welke toepasselijk op onze context. Uit het bestaande onderzoek ontwikkelde het project een Skills Navigator model. Dit model werd vervolgens getoetst bij de werkgevers in de havengebieden aan de hand van een vacatureonderzoek, focusgesprekken en een enquête en op basis hiervan licht bijgestuurd. Om werkgevers en opleidingsverstrekkers te inspireren om in de toekomst kijken en de evoluerende skillsnoden in te schatten of werk maken van de toekomstgerichte skillsopbouw van (zittend) personeel en lerenden/studenten, werd een bundel met goede praktijken samengesteld. Zowel bedrijven binnen de Vlaams-Nederlandse Delta als opleidingsverstrekkers met een uitstroom naar deze havengebieden leverden bijdragen over hoe zich voor te bereiden met het oog op de ‘Next Economy’. Verder werd een ‘quick-scan’ ontwikkeld, die een opleider en werkgever snel inzicht kan geven in de belangrijkste specifieke vaardigheden van het werkveld. Dit om recruterings-, trainings- en opleidingsnoden snel te kunnen aanpassen. Het Skills Navigator model vormde ook de basis voor de ontwikkeling van een oriënterings- en screeningstool voor jonge werkzoekenden die een job ambiëren in de haven. De tool geeft aan de werkzoekende via vragen, situaties, tests en spelletjes feedback over het al dan niet beschikken over gevraagde 21e -eeuwse vaardigheden gelinkt aan jobs in de haven. Aan de werkgeverzijde kunnen werkgevers hun vacatures vertalen naar de 21e -eeuwse vaardigheden van het Skills Navigator model. De tool analyseert dan of de gevraagde skills in de vacature overeenstemmen met de aanwezige skills bij de werkzoekende. Is er nog een onvoldoende match en moet hier en daar nog aan wat skills worden bijgeschaafd, dan biedt het project een aanbod aan werkgeversarrangementen. Deze werkgeversarrangementen omvatten diverse vormen van werkplekleren, gaande van de werkgever in het leslokaal tot lesgeven op de werkvloer, waarmee een werkgever en een student/werkzoekende aan de slag kunnen om een skillsgap te overbruggen. Alle projectpartners brachten hun best practices naar voor en deze werden opgenomen in een catalogus werkgeversarrangementen, die vrij toegankelijk is voor iedere geïnteresseerde. Voor de werkgeversarrangementen werden ook draaiboeken gemaakt om hier vlot mee aan de slag te kunnen gaan. Om werkgevers extra te motiveren om niet te wachten op de witte raaf maar zelf een werkzoekende op te leiden, werd een kostprijsberekenaar ontwikkeld, die werkgevers de kost voorspiegelt van het wachten op de ideale kandidaat en de winst die te behalen valt door sneller iemand aan te werven en die zelf (mee) op te leiden. Vanaf 2019 gingen de partners ook aan de slag met de good practices van de andere partners in de eigen context om hieruit te leren. Gebaseerd op die ervaringen werd een gedeelde methodologie uitgewerkt voor het opzetten van nieuwe werkgeversarrangementen in de grensregio. In 2020 strooide de pandemie echter roet in het eten en had het een impact op de praktische uitrol van het project. Aan het belang en de urgentie van de basispremisse veranderde dat echter niets. Hoewel het eventjes leek alsof de krapte op de arbeidsmarkt verminderde, is de krapte postcorona nijpender dan ooit en is de noodzaak om verder te kijken dan diploma's en ervaring nu nog groter.

Because too few young people opt for technical training and the growing demand for replacement due to the ageing population, the problem is increasing. With the input of 14 partners, ‘Skills Navigator’ ensured an optimal match between labour demand and supply. In doing so, she focused on building the necessary digital skills of both school-aged young people and (re)entrants in the labour market between 16 and 26 years of age. For the participating port areas in the Flemish – Dutch Delta, the project presented the required skills of today and the future. As a basis, a review report was drawn up on existing research into 21st century skills. We looked at which models exist and which fit our context. From the existing research, the project developed a Skills Navigator model. This model was then tested by employers in the port areas on the basis of a vacancy survey, focus interviews and a survey and on this basis slightly adjusted. In order to inspire employers and training providers to look into the future and assess the evolving skills needs or work on the future-oriented skills building of (sitting) staff and learners/students, a bundle of good practices was compiled. Both companies within the Flemish-Dutch Delta and training providers with an outflow to these port areas contributed on how to prepare for the ‘Next Economy’. Furthermore, a ‘quick scan’ was developed, which can quickly give a trainer and employer insight into the most important specific skills of the field. This in order to be able to quickly adjust recruitment, training and training needs. The Skills Navigator model also formed the basis for the development of an orientation and screening tool for young jobseekers who aspire to a job in the port. The tool provides the jobseeker with questions, situations, tests and games feedback on whether or not they have requested 21st century skills linked to jobs in the port. On the employer side, employers can translate their vacancies into the 21st century skills of the Skills Navigator model. The tool then analyses whether the skills requested in the vacancy correspond to the skills present at the jobseeker. If there is still an insufficient match and needs to be upgraded to some skills, the project offers an offer of employer arrangements. These employer arrangements include various forms of work-based learning, ranging from the employer in the classroom to teaching in the workplace, which allows an employer and a student/jobseeker to bridge a skills gap. All project partners presented their best practices and were included in a catalogue of employer arrangements, which is freely accessible to all interested parties. For the employers’ arrangements, preparedness plans were also made in order to be able to work with them quickly. In order to further motivate employers not to wait for the white raven but to train a job seeker themselves, a cost calculator was developed, which predicts employers the cost of waiting for the ideal candidate and the profit that can be achieved by recruiting someone faster and training them themselves. From 2019, the partners also started working on the good practices of the other partners in their own context to learn from this. Based on these experiences, a shared methodology was developed for setting up new employer arrangements in the border region. However, in 2020, the pandemic sprinkled soot in food and had an impact on the practical roll-out of the project. However, the importance and urgency of the basic premise did not change anything. Although it seemed as if the tightness in the labour market was diminishing, the tight post-corona is more acute than ever and the need to look beyond diplomas and experience is now even greater.
