Description (DE): Der Hauptvorteil des Projekts sei die Entwicklung von medizinischen Technologien in der Diagnostik der Körperhaltung bei Kindern. Die gemeinsame Forschung soll zur Entstehung einer neuen Computertechnik / eines Konzeptes zur automatischen Auswertung der Körperhaltung beitragen. Dieser Teil des Projekts beansprucht den Großteil der beantragten Fördermittel und ist dabei jedoch am wenigsten (im Vergleich zu anderen Projektmaßnahmen) mit dem Ziel der der 4. Prioritätsachse des Programms verknüpft. Als Folge wird aber sicherlich das Potenzial der gesundheitlichen Einrichtungen im Fördergebiet – des multidisziplinären Krankenhauses – Unabhängigen Öffentlichen gesundheitszentrums in Zgorzelec erhöht.
Außerdem werden die nationalen Vorschriften des deutschen und polnischen Gesundheitssystems analysiert, um beiderseits der Grenze eine Harmonisierung der Verfahren im Gesundheitswesen zu initiieren.

Na podstawie wspólnie prowadzonych badań wypracowana zostanie nowa komputerowa technologia/koncepcja do automatycznej oceny postawy ciała. Ta część projektu absorbuje znaczącą większość środków przewidzianych na jego realizację, a równocześnie w najmniejszym stopniu (spośród działań projektowych) wiąże się ona z celem IV osi priorytetowej programu. Ponadto zostaną przeanalizowane krajowe przepisy niemieckiego i polskiego systemu opieki zdrowotnej, w celu zainicjowania ujednolicenia procedur służby zdrowia po obu stronach granicy.

Based on joint research, a new computer technology/concept will be developed to automatically evaluate body postures. This part of the project absorbs a considerable majority of project funds, at the same time being least (among project activities) related to the objective of programme priority axis IV. However, its performance will certainly increase the capacity of healthcare institutions in the support area: the Multi-Specialist Hospital - Independent Public Healthcare Centre in Zgorzelec.
In addition, legal regulations of the German and Polish healthcare systems will be analysed in order to initiate unification of healthcare procedures on both sides of the border.
Read more Achievements (DE): Das Projekt „Gesunde Kinder - Gesundes Europa“ greift ein Thema auf, das nicht nur für die deutsch-polnische Grenzregion, sondern im Allgemeinen für die gesamte Welt von größter Bedeutung ist: die Gesundheit der jüngsten Einwohner. Genau genommen befasst es sich mit der Haltungsschwäche, einer der sog. Zivilisationskrankheiten, bei der die Prävention im jungen Alter eine fundamentale Rolle spielt. Die Projektpartner folgten der richtigen Annahme, dass sie mit geeinten Kräften einerseits den Zugang der Einwohner der Grenzregion zur hochqualitativen medizinischen Versorgung entscheidend verbessern und andererseits ein neuartiges Programm von Präventionsuntersuchungen anbieten können.
Die Projektaktivitäten konzentrierten sich auf drei Bereiche. Der erste Bereich waren Screeninguntersuchungen zur Diagnose von Haltungsschwächen im Multifunktionskrankenhaus Zgorzelec. Untersucht wurden 805 Kinder zwischen 8 und 13 Jahren aus Sachsen und Polen. Dank der Untersuchungen konnten bei Feststellung von Haltungsschwächen, die eine fachspezifische Behandlung erforderten, frühzeitig Maßnahmen ergriffen werden. Eine wichtige Rolle spielten dabei Termine, die für Eltern und Betreuer von Kindern und Jugendlichen in Schulen durchgeführt wurden.
Im nächsten Schritt erstellten Ingenieure von der Technischen Universität Dresden auf Grundlage der gesammelten Daten ein innovatives Konzept für ein computergestütztes Verfahren zur Klassifizierung von Haltungsschwächen.
Der dritte Bereich umfasste gemeinsame Analyse von Hindernissen beim Zugang zur medizinischen Versorgung auf der jeweils anderen Seite der Grenze und die Erarbeitung eines Gutachtens zur Vereinheitlichung des Zugangs zu medizinischen Leistungen in der Europastadt Görlitz/Zgorzelec in Form einheitlicher Rechtsvorschriften, wodurch Synergien in der medizinischen Versorgung beiderseits der Grenze genutzt werden könnten.
Die erfolgreiche Zusammenarbeit der Ingenieure aus Dresden und der Mitarbeiter aus dem Krankenhaus Zgorzelec zeigte, dass in der Grenzregion Chancen für eine Zusammenarbeit im Bereich der Gesundheitsvorsorge existieren.
Read more Achievements (EN): The project “Healthy Children — Healthy Europe” addresses a topic that is of paramount importance not only for the German-Polish border region, but in general for the whole world: the health of the youngest inhabitants. In fact, it deals with the weakness of posture, one of the so-called diseases of civilisation, in which prevention plays a fundamental role in young age. The project partners followed the right assumption that they could use united forces to significantly improve the access of the inhabitants of the border region to high-quality medical care and, on the other hand, to offer a novel programme of prevention examinations.
The project activities focused on three areas. The first area was screening tests for the diagnosis of postural weaknesses in the multifunctional hospital Zgorzelec. 805 children between the ages of 8 and 13 were studied from Saxony and Poland. Thanks to the studies, measures could be taken early in the detection of postural weaknesses that required specialist treatment. Appointments for parents and caregivers of children and adolescents in schools played an important role.
In the next step, engineers from the Technical University of Dresden, based on the collected data, developed an innovative concept for a computer-aided method for classifying postural weaknesses.
The third area included joint analysis of barriers to access to medical care on the other side of the border and the preparation of an opinion on the standardisation of access to medical services in the European city of Görlitz/Zgorzelec in the form of uniform legislation, thus exploiting synergies in medical care on both sides of the border.
The successful cooperation between the engineers from Dresden and the staff from the hospital Zgorzelec showed that there are opportunities for cooperation in the area of health care in the border region.

Expected Results (DE): 1: Die Untersuchungen des Bewegungsapparates an 800 Kindern der Förderregion führen zur Intensivierung von grenzübergreifenden Kontakten der Bevölkerung mit Institutionen des öffentlichen Dienstes und dadurch zur Überwindung von soziokulturellen und Sprachbarrieren.

Initiierung einer Vereinheitlichung der medizinischen Versorgung in der Europastadt unter Berücksichtigung der nationalen rechtlich-administrativen Hintergründe.Die Synergieeffekte der Teilergebnisse tragen zur nachhaltigen Überwindung der in der Europastadt bestehenden administrativen, ökonomischen und mentalen Grenzen bei. Output 2: a scientifically justified technical concept will be designed for modern computer-aided method of classifying body postures, enabling compensation for the shortfall of doctors by optimisation of the decision-making process and reduction of single examination costs, which will relieve the public finances. In addition, the deepened scientific co-operation of the institutions will enable technological transfer to the regional economy as well as perception of the region as a technology incubator.
Output 3: an analysis of the national healthcare law, with particular attention paid to similarities between the German and Polish systems. Initiated unification of the healthcare system in the Europe City, taking into account the national administrative and legal frameworks. Synergy between all the partial results will help to permanently overcome the still-existing Europe City's administrative, economic, and mental boundaries. In the long run, a better usage of the Europe City's diagnostic and therapeutic resources can help increase the number of screening examinations by the 9-12 age group.
