Ein interessanter Ansatz – neben gemeinsamer Übungen und Ausstattungskauf – ist die Erarbeitung eines Leitfadens für Einsätze im Nachbarland sowie der Dokumentation des Hochwasserwarnsystems (z.B. KWISA auf der polnischen Seite).

Read more Achievements (DE): Immer häufiger auftretende extreme Wetterereignisse, wie Stürme, Überschwemmungen oder überdurchschnittlich hohe Temperaturen sind eine große Gefahr für materielle Güter und Leben der Einwohner im Grenzgebiet, und die Beseitigung der Schäden, wie auch Präventivmaßnahmen machen eine umfangreiche Zusammenarbeit unterschiedlicher Institutionen notwendig. Das Projekt Kom(m)ando „Zur Hilfe!/Na pomoc!” befasst sich mit dem weit gefassten Thema der Sicherheit der Einwohner im deutsch-polnischen Grenzraum, insbesondere im Gebiet des Landkreises Lubań auf der polnischen und der Stadt Löbau auf der deutschen Seite der Grenze. Die Projektpartner setzten sich das Ziel, die Zusammenarbeit im Bereich Katastrophenschutz zu stärken.
Die wichtigsten Aktivitäten im Projekt waren gemeinsame Übungen deutscher und polnischer Feuerwehren, medizinischer und technischer Dienste, aber auch Sprachkurse für Mitarbeiter/-innen von Institutionen beiderseits der Grenze. Im Ergebnis der Maßnahme konnte ein deutsch-polnischer Leitfaden mit Hinweisen zur Durchführung von Einsätzen in Sachsen für Feuerwehrleute aus dem Landkreis Lubań und Vorgaben für sächsische Feuerwehrleute bei Einsätzen in Polen erarbeitet und veröffentlicht werden. Im Leitfaden ist auch ein Glossar mit deutschen und polnischen Feuerwehrbefehlen enthalten.
Ein weiteres wichtiges Ergebnis der Projektarbeit ist das Warnsystem „KWISA“, ein Netzwerk für die Beobachtung der Wasserstände an den gefährlichsten Wasserläufen im Landkreis Lubań. Die Vorgaben für das Frühwarnsystem wurden vom polnischen Institut für Meteorologie und Wasserwirtschaft bestätigt. Mit dem System können Gewässer im Gebiet des Landkreises überwacht und bei hohen Wasserständen die Katastrophendienste und Einwohner über das System von der drohenden Gefahr sofort informiert werden.
Außerdem konnten im Projekt Investitionen zur Verbesserung der Effizienz von Rettungseinsätzen umgesetzt werden. In Kittlitz (Löbau) wurde ein zusätzlicher Stellplatz für ein Sondereinsatzfahrzeug geschaffen und der Landkreis Lubań schaffte zwei Sonderfahrzeuge (ein Lösch- und Rettungsfahrzeug und einen LKW) und ein Flachboot an. Die Ausrüstung wurde an die Dienste übergeben und wird von den Beamten/-innen aus der Kreisdienststelle der Berufsfeuerwehr in Lubań und der Kreisstraßenverwaltung genutzt.
Read more Achievements (EN): Increasingly frequent extreme weather events, such as storms, floods or above-average temperatures, are a major threat to material goods and lives of residents in the border area, and the elimination of damage, as well as preventive measures, require extensive cooperation between different institutions. The project Kom(m)ando “Zur Hilfe!/Na pomoc!” deals with the broad topic of the security of residents in the German-Polish border area, especially in the area of the district Lubań on the Polish and the city of Löbau on the German side of the border. The project partners set themselves the goal of strengthening cooperation in the field of civil protection.
The most important activities in the project were joint exercises by German and Polish fire brigades, medical and technical services, as well as language courses for staff from institutions on both sides of the border. As a result of the measure, a German-Polish guide with instructions on how to carry out operations in Saxony for firefighters from the Lubań district and guidelines for Saxon firefighters during operations in Poland was drawn up and published. The guide also contains a glossary with German and Polish fire commands.
Another important result of the project work is the “Kwisa” warning system, a network for monitoring water levels at the most dangerous watercourses in Lubań County. The guidelines for the early warning system were confirmed by the Polish Institute of Meteorology and Water Management. With the system, waters in the district can be monitored and, at high water levels, the disaster services and residents of the system can be immediately informed of the imminent danger.
In addition, the project implemented investments to improve the efficiency of rescue operations. An additional parking space for a special emergency vehicle was created in Kittlitz (Löbau) and the Lubań County acquired two special vehicles (one fire and rescue vehicle and one truck) and a flat boat. The equipment was handed over to the services and is used by officials from the district service of the professional fire brigade in Lubań and the district road administration.
