Description (DE): Da derzeit Auswirkungen des Klimawandels bereits beobachtet werden können, wird die grenzüberschreitende Zusammenarbeit im Bereich der lokalen Anpassungsmaßnahmen (TRANSGEA) der Erarbeitung einer gemeinsamen Betrachtungsweise für den Bedarf an Anpassungs- und Schutzmaßnahmen bei extremen Wettererscheinungen im Grenzgebiet Polens und Sachsens dienen. Ein wichtiges Element des Projektes ist die Aufnahme einer Zusammenarbeit im Bereich Umweltschutz. Im Rahmen des Projektes werden u.a. Analysen der hydroklimatischen Bedingungen im Projektgebiet, eine Empfindlichkeitskarte der Region über den kommenden Klimawandel, Anpassungsmaßnahmen-katalog, ein Ratgeber für die lokale Behörden und Schulungsmaterialien erarbeitet. Die ausgewählten Gemeinden werden zur Zusammenarbeit aufgefordert, wo Schulungen und Debatten hinsichtlich der Anpassung durchgeführt werden. Die lokalen Gemeinschaften werden sich im Rahmen der Debatten zur Aufnahme der lokalen Anpassungsmaßnahmen äußern und ihre Empfehlungen an die Selbstverwaltungen übermitteln können. Es ist geplant, Bildungsworkshops für Jugendliche und Senioren sowie zahlreiche Vorführungen zu organisieren. Die Ergebnisse der Zusammenarbeit werden ermöglichen, ein aktuelles Bild der Klimabedingungen im Grenzgebiet darzustellen und sie werden auch eine breite Palette der guten Praktiken der Anpassung an den Klimawandel auf lokaler Ebene geben.
Read more Description (EN): As symptoms of the warming up climate are being observed, cross-border co-operation in local adaptation actions (TRANSGEA) will be taken to work out a joint methodological approach intended to counteract extreme weather phenomena in the Poland-Saxony borderland region. Initiation of co-operation in ecology will be an important element of the project. The project outputs will comprise e.g. analyses of hydro-climate conditions in the support area, a map of assessment of the region's sensitivity to climate changes, a list of adaptation actions, a guidebook for local government representatives, and training materials. Selected communes will be invited to co-operate, for which training courses will be carried out together with debates about adaptations to climate changes. Debates are planned with the participation of the inhabitants who will have a chance to express their opinions on local actions adapting to climate changes and to make their own recommendations for local governments. Also educational workshops are planned for schoolchildren and seniors. The co-operation effects will enable presentation of an actual picture of the Poland-Saxony borderland climate conditions, and will provide a wide range of good practices for local adaptations to climate changes.
Read more Description (PL): Ponieważ obecnie obserwuje się symptomy ocieplania się klimatu, transgraniczna współpraca w zakresie lokalnych działań adaptacyjnych (TRANSGEA) będzie poświęcona wypracowaniu wspólnego podejścia metodycznego na potrzeby przeciwdziałania ekstremalnym zjawiskom pogodowym w rejonie przygranicznym Polski i Saksonii. Ważnym elementem projektu jest zainicjowanie współpracy w dziedzinie ekologii. W ramach projektu zostaną opracowane m.in. analizy warunków hydroklimatycznych w regionie wsparcia, mapa oceny wrażliwości regionu na zachodzące zmiany klimatu, katalog działań adaptacyjnych oraz poradnik dla samorządowców i materiały szkoleniowe. Zostaną zaproszone do współpracy wybrane gminy, dla których przeprowadzone zostaną szkolenia oraz debaty dotyczące adaptacji do zmian klimatu. Planowane jest przeprowadzenie debaty z udziałem mieszkańców, którzy będą mieli okazję wypowiedzieć się w sprawie podejmowania lokalnych działań adaptacyjnych do zmian klimatu oraz przekazać swoje rekomendacje samorządom. Planowane są także warsztaty edukacyjne dla młodzieży szkolnej i seniorów. Efekty współpracy pozwolą stworzyć aktualny obraz warunków klimatycznych pogranicza polsko-saksońskiego, a także dostarczą szerokie spektrum dobrych praktyk w zakresie adaptacji do zmian klimatu w lokalnym wymiarze.
Read more Achievements (DE): Das Klima im sächsisch-polnischen Grenzraum erwärmt sich und wird in Zukunft weiteren Änderungen unterliegen. Die Folgen des Klimawandels (immer häufiger auftretende extreme Wetterereignisse wie Überschwemmungen, Dürren, intensive Regenfälle und Hitzewellen) sind schon heute sichtbar und die Gefahren werden von Jahr zu Jahr größer. Aus diesem Grund war es für die Projektpartner besonders wichtig, die Zusammenarbeit im Umweltbereich zwischen Institutionen und Einwohnern zu koordinieren und sich so auf den kommenden Klimawandel auf lokaler Ebene vorzubereiten. Diese Aufgabe war das Ziel im Projekt TRANSGEA.
Bei Planung ihrer Aktivitäten setzten die Projektpartner vor allem auf Bildung und Wissensvermittlung. Sie haben Publikationen zum Klimawandel im Fördergebiet u.a. einen grenzüberschreitenden Ratgeber für Kommunen „Wie soll die Gemeinde auf den Klimawandel vorbereitet werden?“ erstellt, eine Konferenz mit dem Titel „Dürre oder Hochwasser - Anpassung an den Klimawandel durch lokales Handeln“ veranstaltet sowie eine Reihe von Bürgerdebatten und Schulungen für polnische Kommunen mit dem Titel „Gute Praxis-Beispiele von Anpassungen an den Klimawandel in Gemeinden“ durchgeführt. Die Projektpartner organisierten auch Bildungsworkshops zum Klimawandel in Deutschland und Polen für Senioren und Schüler und Schülerinnen im Alter zwischen 10 und 20 Jahren.
Die Projektpartner folgten der Annahme, dass Wissen am besten durch praktische Beispiele vermittelt wird, weshalb sie die sog. Mikroadaptationen umsetzten. Es waren Beispiele von kostengünstigen Maßnahmen auf lokaler Ebene, die Entscheidungsträger zum Handeln anregen sollten. Die mit geringem finanziellen Aufwand, aber großer Wirkung durchgeführten Maßnahmen waren Pflanzungen von Bäumen und honigspendenden Pflanzen, Insektenhotels und ein Regenwasser-Auffangsystem zur Bewässerung des Schulgartens in Zgorzelec. Es waren keine großen Investitionen, zählten aber zu den wichtigsten Projektaktivitäten.
Read more Achievements (EN): The climate in the Saxon-Polish border area is warming and will be subject to further changes in the future. The consequences of climate change (increasingly occurring extreme weather events such as floods, droughts, intense rains and heat waves) are already visible today and the dangers are increasing year by year. For this reason, it was particularly important for the project partners to coordinate environmental cooperation between institutions and residents in order to prepare for future climate change at local level. This task was the goal of the TRANSGEA project.
When planning their activities, the project partners focused primarily on education and knowledge transfer. They have produced publications on climate change in the assisted area, including a cross-border guide for municipalities “How should the community be prepared for climate change?”, organised a conference entitled “Drag or Flood — Adaptation to Climate Change through local action”, and held a series of citizens’ debates and trainings for Polish municipalities entitled “Good practice examples of adaptations to climate change in communities”. The project partners also organised educational workshops on climate change in Germany and Poland for seniors and pupils between the ages of 10 and 20.
The project partners followed the assumption that knowledge is best conveyed through practical examples, which is why they implemented the so-called microadaptations. These were examples of cost-effective measures at local level that should encourage decision-makers to act. The measures carried out with little financial effort but great impact were planting trees and honey-giving plants, insect hotels and a rainwater collection system for irrigating the school garden in Zgorzelec. These were not large investments, but were one of the most important project activities.

Expected Results (DE): Die Aktivitäten und Initiativen der 5 Projektpartner aus Polen und Sachsen im Bereich der grenzüberschreitenden Zusammenarbeit für die lokalen Maßnahmen zur Anpassung an den Klimawandel werden zur Erarbeitung einer gemeinsamen methodischen Betrachtungsweise hinsichtlich einer Empfindlichkeitsanalyse des grenzüberschreitenden Gebietes dienen. Als Empfindlichkeit wird der Grad verstanden, in dem das jeweilige Gebiet auf den Klimawandel reagiert. Die Durchführung der Empfindlichkeitsanalyse umfasst eine Analyse der ausgewählten Klimafaktoren. Die Empfindlichkeitskarte bildet die Grundlage zur Erstellung eines Katalogs von Maßnahmen, die an die unterschiedliche Empfindlichkeit des Grenzgebietes angepasst sind. Dazu kommt noch ein Ratgeber für die Selbstverwaltungen „Wie kann man die Gemeinde auf den Klimawandel vorbereiten?”und die Intensivierung der Zusammenarbeit mit ausgewählten Gemeinden in Form von Schulungen und Debatten zum Thema Klimawandel. Es werden auch Informationen und Empfehlungen für die Bevölkerung erarbeitet, darunter ein Film zum Projektthema, eine zweisprachige Internetseite des Projektes, Bildungspfad, Fotoausstellung, Prospekt über den Klimawandel, Infowand, Vorträge für Jugendliche in Schulen und Senioren. Die Partner realisieren im Projekt auch eigene Aktivitäten zur Mikroanpassung. Des Weiteren werden den Einwohnern Mechanismen vorgestellt, wie sie den negativen Folgen des Klimawandels einfach und kostengünstig entgegenwirken können.
Read more Expected Results (EN): The initiative undertaken by 5 partners from Poland and Saxony for cross-border co-operation in favour of local actions adapting to climate changes will help work out a joint methodological approach to the sensitivity assessment of the cross-border area. Sensitivity is deemed to be the degree to which the given region reacts to the climate changes occurring. The sensitivity assessment will cover an analysis of selected climate factors. The sensitivity map is related to another output - a list of adaptation actions adjusted to the diverse sensitivity of the cross-border region. The named outputs will be supplemented by the guidebook “How to prepare commune for climate changes” intended for local government representatives. The project will also result in intensified co-operation with selected communes by way of a series of training courses and debates devoted to climate changes. Information and recommendations for the communities will be developed, including an educational film, a bilingual project website, an educational path, a photo exhibition, a file on climate changes, an information wall, and educational speeches for schoolchildren and seniors. In addition, the project partners will take and present micro adaptation actions constituting examples how the local community can undertake simple and relatively inexpensive initiatives to counteract the adverse effects being observed and the anticipated climate changes.

Przez wrażliwość rozumiany jest stopień, w jakim dany obszar reaguje na zachodzące zmiany klimatu. Przeprowadzenie oceny wrażliwości obejmie analizę wybranych czynników klimatycznych. Mapa wrażliwości nawiązuje do kolejnego produktu - katalogu działań adaptacyjnych, dostosowanych do zróżnicowanej wrażliwości obszaru transgranicznego. Wymienione produkty uzupełni poradnik dla samorządowców „Jak przygotować gminę na zmiany klimatu?”. Rezultatem projektu będzie również intensyfikacja współpracy z wybranymi gminami poprzez cykl szkoleń i debat poświęconych zmianom klimatu. W ramach projektu zostaną również opracowane informacje i zalecenia dla społeczeństwa w tym: film edukacyjny, dwujęzyczna strona internetowa projektu, ścieżka edukacyjna, wystawa fotograficzna, folder o zmianach klimatu, ścianka informacyjna oraz przeprowadzone prelekcje edukacyjne dla młodzieży szkolnej i seniorów. Ponadto partnerzy projektu zrealizują i zaprezentują działania mikroadaptacji stanowiących przykład jak w sposób prosty i przy stosunków niskich nakładach finansowych społeczność lokalna może podjąć inicjatywę przeciwdziałania negatywnym skutkom obserwowanych i spodziewanych zmian klimatu.
