Description (EN): S-3 EUROHAB will tackle the common marine environment challenges of harmful algal blooms (HABs) and poor water quality (WQ). HABs are naturally occurring phenomena caused by excessively high growth of microscopic marine algae which release toxins into the marine that can kill fish, shellfish and humans. Eutrophication is the anthropogenic enrichment of water by nutrients causing accelerated growth of algae and a deterioration in WQ. HABs require specific light, nutrient and temperature conditions for them to bloom and produce toxins. The frequency and magnitude of HABs and poor WQ are increasing globally, posing high risk to human health and shellfish industries. HABs cannot be eliminated or prevented but only monitored and predicted.A cross-border approach is required because HABs often start in one area and evolve to become problematic in another. This project will improve the ways in which HABs and WQ are currently monitored in the FCE by enhancing spatial and temporal data coverage to facilitate faster response times and better spatial management of these events, to make operations more cost effective. HABs and toxins are currently monitored using boat surveys for collection and analyses of discrete water samples. Detection of HAB toxins over threshold levels results in closure of an entire shellfishery which is regulated by UK&Fr government agencies. This procedure is necessary to safe guard human health, but could be improved using satellite data to make the current monitoring effort more efficient. To achieve this, S-3 EUROHAB will develop 3 main outputs: A cross-border data portal that will be used to assess the environmental drivers, transport and dispersion of key HAB species in the FCE, an assessment of GES baseline in the Channel for the MSFD and for the development of satellite algorithms to detect these events; A web based HAB and WQ alert system designed with marine managers and industry end users; A socio-economic survey of the cost of poor WQ and HABs and the benefit of using the web based alert system. These outputs will be developed in collaboration with the project target groups who are Marine Managers, Marine Policy makers and Scientists. Fr &UK have established complementary monitoring programs and developed different satellite algorithms that could be jointly applied to tackle these common problems. During 2015-16, Copernicus (the European system for monitoring the earth) launched a series of satellite sensors (the Sentinels) to enhance the marine monitoring for the next 20y. S-3 EUROHAB will use this latest satellite technology to develop and test HAB and WQ detection algorithms for the shellfisheries to address CP Challenges 5 & 6. The value of the SW UK shellfishery is €8.25M per yr, of which €2.9M is lost to HABs which could be saved by an alert system. The current costs of monitoring HABs in the FCE is €2M per yr which cover 6% of the FCE. With the S-3 alert system the cost is €42K per yr for the entire FCE.

L’eutrophisation est un enrichissement des eaux marines et côtières par des nutriments d’origine anthropique responsables d’une détérioration de la qualité des eaux. Pour survenir et produire des toxines, les épisodes HABs requièrent des conditions de lumière, de nutriments et de températures spécifiques. La fréquence et l’amplitude des efflorescences nuisibles s’accroissent globalement, faisant peser des menaces élevées sur la santé humaine et l’exploitation des eaux côtières. Ce projet améliorera la façon dont les HABs et la qualité des eaux sont aujourd’hui suivis et contrôlés dans l’espace France Manche Angleterre (FMA) en améliorant la couverture des données spatiales et temporelles afin de permettre des temps de réponse plus courts et une meilleure gestion transfrontalière de ces évènements. La détection des toxines HABs au-delà de seuils limites entraîne la fermeture intégrale d’une exploitation gérée par les agences gouvernementales françaises et britanniques. Cette procédure est nécessaire pour préserver la santé humaine, mais elle pourrait être améliorée par l’emploi de données satellite pour un suivi plus efficace. Pour atteindre cet objectif S-3 EUROHAB développera 3 principaux produits : Un portail de données transfrontalier qui sera utilisé pour évaluer les forçages environnementaux, la dispersion des espèces clés de HABs, les conditions du bon état écologique pour la DCSMM ainsi que le développement d’algorithmes satellitaires pour la détection de ces évènements ; Un système d’alerte en ligne HABs et Qualité des eaux ; Une analyse socioéconomique des coûts liés aux HABs et des bénéfices induits par l’utilisation du système d’alerte en ligne. Ces produits seront développés en collaboration avec le conseil des parties prenantes du projet (gestionnaires du milieu marin, professionnels, usagers et scientifiques). En 2015-2016, Copernicus a lancé une série de capteurs satellite pour améliorer les suivis marins sur les 20 prochaines années. S-3 EUROHAB utilisera cette technologie récente pour développer et tester des algorithmes de détection des HABs et Qualité des eaux à destinations des exploitations marines pour aborder les challenges CP 5 & 6. La valeur des pêcheries du Sud-Ouest du R-U est estimée à 8,25M € par an, dont 2,9M € de pertes dues aux HABs qui pourraient être évitées ou atténuées par le système d’alerte. Le coût du réseau de suivi des HABs dans l’espace FMA est de 2M € par an pour une couverture de 6%. Le système d’alerte S-3 EUROHAB couvrant la totalité de l’espace FMA coûterait autour de 42k€ par an.

These results will provide an improved assessment of baseline GES in the Channel, which so far does not exist. It will also provide linkage between GES in coastal and transitional waters and those of the cross-border Channel. The GES baseline provides a means to assess GES in the region and to then improve the management of it. A socio economic assessment of the 5 main HABs that occur in the region will provide the tools for stakeholders to monitor them better.

Ils permettront d'améliorer l'évaluation du BEE de référence dans la Manche, ce qui n'existe pas encore. Il établira également un lien entre le BEE dans les eaux côtières et les eaux de transition et celui de la zone transfrontalière. La base de référence fournira un moyen d'évaluer le BEE et d'améliorer ensuite sa gestion.Une évaluation socio-économique des 5 HAB principaux fournira les outils permettant aux parties prenantes de mieux les surveiller, ce qui favorisera le BEE dans la FMA.
