Description (FR): Increase est un parcours innovant de formation et d´accompagnement en 6 étapes pour 4000 exclus économiques de quartiers d´habitat social.Par des activités-tests, des données recueillies et nos propres enquêtes initiales,nous avons identifié le besoin d´aide supplémentaire dans les parcs sociaux.L’aide de l’Etat consiste en de multiples renvois entre services et peu de partage de données.Cela crée des lacunes.Par exemple la New Enterprise Allowance (NEA) en GB a obtenu des succès,mais les critères d’admission,les exigences de sélection et les échéances la rendent difficilement accessible pour nos groupes cibles.En France,le taux d’emploi est très bas,et nos chiffres d’enquête démontrent que dans certains quartiers de logement social seuls 25% des habitants ont un emploi.Avec Increase, nous comptons créer jusqu’à 1200 nouvelles entreprises et générer 2000 progressions vers l’emploi sur 3 ans.Ceci va:Créer des opportunités d´insertion pour 3200 individus économiquement vulnérables Générer des économies de services Réduire le nombre d’individus recevant des aides sociales Améliorer les économies locales et développer un esprit de quartier Aider à la création de solutions pour quitter l´aide sociale dans l’espace FMA.Notre solution innovante s´appuie sur l’expérience des SAIDEM (Services d’AIDes à l’Employabilité et à la Micro-entreprise) et des partenaires bailleurs sociaux pour créer un service intégré. Ce service sera le résultat d’un mariage d´expériences GB et FR, notamment le succès FR en micro-crédit et l’expertise GB en participation des habitants dans leurs quartiers Nous permettrons aussi la pérennité du projet d´une façon unique par la création d’ambassadeurs locaux pour continuer l´accompagnement et intégrer les leçons tirées du projet.Notre prestation de service en 6 étapes comprend: Etape 1La sensibilisation et l’évaluation des besoins (AT1.1)Etape 2La phase de préparation (AT1.2) Etape 3La mise en place de nouvelles unités de formation (AT1.3)Etape 4Le soutien constant à la création de nouvelles entreprises, emplois et formation continue (AT1.5)Etape 5La formation des ambassadeurs (A4.1)Etape 6Activités des ambassadeurs (AT2.4) Notre approche évalue les besoins des participants et assure la continuité des activités créées dans les quartiers en Impliquant 6000 individus Aidant 4000 participants à terminer leur formation Inspirant 3200 personnes à lancer une activité ou une recherche d´emploi. Les étapes 5 &6 sont centrées sur l’implication, la formation et le suivi de certains participants formés pour devenir ambassadeurs de leurs pairs. Ils aideront les partenaires bailleurs sociaux à obtenir le soutien des acteurs locaux et créeront des réseaux de soutien dans chaque site de déploiement. Au niveau international, nous produirons un manuel de transférabilité avec tous les aspects du service, utilisé par des membres notre Comité de Direction (CD) pour encourager changement/reproduction.
Read more Description (EN): Increase is an innovative 6 step training and support pathway for 4000 economically excluded people in Housing Association (HA) neighbourhoods. Through pilot work, collected data and our own baseline survey across FCE region; we’ve identified need for further support in HA neighbourhoods. State support involves multiple referrals between services and little data sharing. This has created gaps (for instance New Enterprise Allowance (NEA) in UK has success but screening criteria, entry levels requirements, and timescales make it difficult for our target groups to access. In France employment levels are very low and our survey data showed some areas as having as little as 25% employed in HA neighbourhoods.
We expect Increase to create up to 1200 new businesses and 2000 employment outcomes over 3 years. This will:
• Create inclusive opportunities for 3200 economically vulnerable people.
• Save money on services.
• Reduce the number of people on benefits.
• Improve local economies and build neighbourhoods’ spirit.
• Help create options for transfer from welfare benefits across FCE.
Our innovative solution is tailored using experience of MEESS (Micro Enterprise and Employment Support Services) and HA partners to create an integrated service. This will be created through a combination of UK and FR experience including FR micro-credit success and UK community based delivery expertise. We’re also creating a unique project legacy by creating community based ambassadors to continue to support and embed learning.
The 6 step service offer involves:
Step 1- Engagement and assessment of needs (Activity T1.1).
Step 2- Preparation activity (Activity T1.2).
Step 3- Implementation of new training modules (Activity T1.3).
Step 4- Ongoing support into new business, employment or further training (Activity T1.5).
Step 5- Ambassador training (Activity T2.1).
Step 6- Ambassador activity (Activity T2.4).
Our approach assesses client needs and ensures sustainability of the activity we’ll create in neighbourhoods by:
• Engaging 6000 people.
• Helping 4000 participants complete training.
• Inspiring 3200 into trading or job starts Steps 5 + 6 focus on engaging, training and supporting some clients; trained to be ambassadors for their peers. They’ll help HA partners engage local stakeholder support and create support networks at each site of delivery.
On an international level we’ll have a transferability manual with all elements of the service; used by influential Steering Committee (SC) members as evidence for change and replication.
