Description (IT):

Il progetto riguarda la promozione del “car pooling”, vale a dire la condivisione di automobili private tra un gruppo di persone, al fine di ridurre i costi del trasporto ed attuare una mobilità maggiormente sostenibile. Attualmente, il tasso di occupazione delle automobili è vicino ad 1, contribuendo in questo modo alla congestione del traffico ed all’inquinamento. L'obiettivo generale è diffondere la pratica del car pooling integrandola con le altre forme di mobilità. Gli obiettivi specifici di “Co&Go” sono essenzialmente due: da un lato individuare e realizzare modelli efficaci e replicabili di promozione e sperimentazione del car-pooling per i diversi target e i vari contesti territoriali (aree urbane/periurbane, collinari, pedemontane, montane), e dall’altro adottare processi di governance guidati e monitorati dalle Amministrazioni territoriali competenti, ripetibili in altri territori. Il principale gruppo di destinatari del car pooling è rappresentato da lavoratori pendolari che si spostano regolarmente per recarsi presso il luogo di lavoro, da studenti, da persone che viaggiano verso i poli sanitari, da persone che si spostano verso eventi o luoghi turistici. L’auto di gruppo riduce il numero di spostamenti effettuati in automobile con la conseguente riduzione delle emissioni e del consumo energetico. Come in altri settori della sharing economy la diffusione di questa pratica è legata a processi innovativi di tipo culturale, sociale e tecnologico. Si tratta quindi a tutti gli effetti di una bella sfida, nella quale si farà tesoro sia delle migliori pratiche realizzate ai livelli nazionali e internazionale.

Le projet s’occupe de la promotion du covoiturage, c’est-à-dire le partage de véhicules privés entre un groupe de personnes, afin de réduire les coûts des transports et mettre en œuvre une mobilité plus durable. Actuellement, le taux d’occupation des automobiles est proche de 1, contribuant en cela à la saturation du trafic et la pollution. L’objectif général du projet est de soutenir la pratique du covoiturage en l’intégrant aux autres formes de mobilité. Les objectifs spécifiques de “Co&Go” sont : d’une part, individualiser et réaliser des modèles efficaces et reproductibles de promotion et d’expérimentation du covoiturage pour les diverses cibles et les divers contextes territoriaux (aires urbaines/périurbaines, de collines, aux pieds des montagnes et montagneux), et d’autre part adopter des processus de gouvernance guidés et contrôlés par les administrations territoriales compétentes, reproductibles sur d’autres territoires. Les principaux destinataires du covoiturage sont les travailleurs pendulaires qui se déplacent régulièrement pour se rendre sur leur lieu de travail, les étudiants, les personnes voyageant vers les pôles de santé, les personnes qui se déplacent à des évènements ou des lieux touristiques. Le covoiturage réduit le nombre de déplacements effectués en automobile, et par conséquent réduit les émissions et la consommation énergétique. Comme dans d’autres secteurs de l’économie partagées, la diffusion de cette pratique est liée à un processus innovants de type culturel, social et technologique. Il s’agit donc d’un défi, pour lequel le projet s’appuiera sur les meilleures pratiques réalisées aux niveaux nationaux et internationaux.

The project is focused on the promotion of car sharing, which means the sharing of a private vehicle between groups of people, in order to reduce transport costs and develop a sustainable mobility. Actually, the occupation rate of vehicle is close to 1, contributing to the saturation of the traffic and pollution. The main objective of the project is to sustain the car sharing integrating it in other forms of mobility. The specific objectives of “Co&Go” are, from one hand individualize and realise some efficient and reproducible models of promotion and experimentation of car sharing for diverse targets and diverse territorial contexts (urban/periurbain areas, mountains ….); from another hand adopted process of governance guided and controlled by territorial and competent administrations, reproducible on other territories. Main recipients of the car sharing are commuters who move often to reach their working place, students, people travelling toward health centres, people going to events or touristic places. The car sharing reduces the number of displacements effectuated by car, and therefore reduce the emissions and energetic consumption. As other sectors of the shared economy, the diffusion of this practice is lined to an innovative process of a cultural, social and technologic type. It’s a challenge for which the project will use the best practices realized at national and international level.

Expected Results (IT):

Le principali attività del progetto sono: Analisi delle buone pratiche di promozione del car pooling realizzate in Italia ed all’estero, con identificazione degli ostacoli, delle motivazioni, dei fattori di successo. Analisi degli strumenti informatici presenti per incrociare domanda ed offerta dei passaggi. Indagine sulle abitudini e sulla disponibilità a praticare il car pooling da parte dei vari target. Predisposizione ed attuazione di progetti pilota. Realizzazione di infrastrutture per facilitare il car pooling (piazzole di interscambio). Realizzazione di iniziative di comunicazione. Identificazione degli strumenti di policy più efficaci. Valutazione dei risultati. I risultati attesi, oltre al consolidamento della collaborazione tra i territori confinanti di Italia e Francia sul tema mobilità sostenibile, sono: Maggiore consapevolezza sulla mobilità sostenibile da parte dei target individuati, nei diversi contesti. Avvio o miglioramento dell’offerta di servizi di car pooling. Avvio di un cambiamento culturale e comportamentale. Messa a disposizione e condivisione con amministratori e addetti ai lavori delle informazioni raccolte e delle sperimentazioni condotte. Maggiore accessibilità delle aree periferiche, disagiate e/o poco servite dal trasporto pubblico locale. Aumento del tasso di occupazione delle vetture. Riduzione della congestione stradale nelle aree urbane e periurbane e intorno ai poli attrattori, culturali, industriali, commerciali e di servizio alla cittadinanza. I fondi serviranno per incrementare e condividere le conoscenze tecniche sul tema del car pooling, realizzare piccole infrastrutture, aumentare la consapevolezza da parte dei cittadini, informarli sulle opportunità disponibiliper condividere gli spostamenti.

Expected Results (FR):

Les principales activités du projet sont : Analyse des bonnes pratiques de promotion du covoiturage réalisée en Italie et à l’étranger avec une identification des obstacles, de la motivation, des facteurs de succès. Analyse des instruments informatiques présents pour croiser l’offre et la demande des passagers. Enquête sur les habitudes et les disponibilités des personnes cibles à pratiquer le covoiturage. Préparation et mise en œuvre de projets pilotes. Réalisation d’infrastructures pour faciliter le covoiturage (aires de covoiturage). Réalisation d’intiatives de communication. Identification des instruments politiques plus efficaces. Evaluation des résultats. Les résultats attendus, outre la consolidation de la collaboration entre les territoires frontaliers italiens et français sur le thème de la mobilité, sont : Une plus grande connaissance de la mobilité durable de la part des personnes, dans les divers contextes. Le lancement ou l'amélioration de l’offre de services de covoiturage . Le lancement d’un changement culturel et comportemental. La mise à disposition et le partage avec les administrés et les responsables des travaux des informations récoltées et des expérimentations menées. Une plus grande accessibilité des aires périphériques, défavorisées et/ou peu desservies par les transports publics. L'augmentation du taux d’occupation des véhicules. La réduction des embouteillages dans les aires urbaines/périurbaines et autour des pôles d’attraction culturels, industriels, commerciaux et des services aux citoyens. Les fonds du programme serviront à renforcer et partager les connaissances techniques sur le thème du covoiturage, réaliser des petites infrastructures, augmenter la connaissance de la part des citoyens, les informer sur les opportunités disponibles pour partager les déplacements.

Expected Results (EN):

The main activities of the project are: • Analyse of good practices of car sharing’s promotion realized in Italy and abroad with the identification of obstacles, motivations, factors and successes . • Analyse of informatic instruments presents to cross the offer and supply off passengers. • Do a survey on habits and availability of target peoples to practice car sharing. • Prepare and develop pilote projects. • Realize infrastructures to facilitate car sharing (car sharing areas). • Identify more efficient political instruments. • Evaluation of the results. Expected results, apart from consolidation of the collaboration between French and Italian cross-border territories on mobility thematic, are: • A bigger consciousness of sustainable mobility from people, in various contexts. • The launching or amelioration of the car sharing offer . • The putting at disposition or the sharing, with administrates and responsible of experimentations realized. • A better accessibility to peripheric areas, disadvantaged and/or operational areas by public transports. • Reduction of the traffic in the urban/outer-urban around cultural, industrial, commercial attraction pole and services to citizens . Funds of the program will serve to reinforce and share technical knowledges on car sharing thematic, realise infrastructures, rise the knowledge from citizens, inform them on possible opportunities to share their displacements.
