Um ihre THG-Reduktionsziele zu erreichen setzen pol. Entscheidungsträger auf Erneuerbare Energien (EE). Allerdings können sie sich derzeit nur an große, gewinnorientierte, zentrale Energieversorger wenden. Zwar interessieren sich diese für die Erzeugung von EE, nicht jedoch für die Nutzung sozioökonomischer Potentiale in Dorfgemeinschaften. Dies führt zu wachsender öfftl. Ablehnung (NIMBY) & dem Marktversagen von EE. EE ermöglichen eine dezentrale Produktion & die Einbeziehung lokaler Gemeinschaften. Bioenergiedörfer in DE sind der beste Beweis dafür. Durch die Einbeziehung lokaler Gemeinschaften kann das Marktversagen von EE überwunden werden. Vor allem ländliche Gebiete & Landwirte bieten die physischen & sozialen Ressourcen für einen dezentralen, gemeinschaftsorientierten Ansatz. Allerdings stehen lokale Gemeinschaftsinitiativen vor Barrieren: Sie haben zu wenig Kenntnisse über Finanzen, Technologie, Marketing & Management, was sie daran hindert zu zuverlässigen EE-Anbietern zu werden. Wir wollen das Wachstum der lokalen Energiegemeinschaft (ECCOs) sowohl in der Wirksamkeit als auch in der Zahl beschleunigen. Wir werden dies erreichen, indem wir ECCOs zusammenbringen und sie mit relevanten Wissensquellen aus der Nähe von NWE verknüpfen, um die derzeitigen Barrieren zu überwinden. Darüber hinaus werden wir Politiker und Community-Gruppen dazu inspirieren, ihre eigenen ECCOs zu initiieren und anschließend werden wir ihre Initiations- und Entwicklungsprozesse erleichtern. Durch die Gestaltung und Etablierung eines transnational verbundenen Accelerator Network (AN) bauen wir die Organisationsstruktur auf, die sicherstellt, dass die Supportaktivitäten nach Beendigung des Projekts fortgesetzt werden. Die große Zahl von Politikern und Organisationen, die sich bereits als assoziierte Partner zu diesem Projekt angemeldet haben, wird als erstes Zeugnis der Verpflichtung zu den Ergebnissen angesehen, die wir liefern wollen. Wir beginnen mit 9 existierenden ECCOs in NWE. Die Erfahrungen dieser Best Practice Beispiele werden in diesem Projekt organisiert, um neue ECCOs & pol. Entscheidungsträger zu inserieren. Sie werden als "Leuchtfeuer" (beacon) während & nach dem Projekt fungieren. Während der Projektlaufzeit wird die Entwicklung von 50 neuen ECCOs unterstützt, die jeweils 600MWh EE produzieren & so die THG-Emissionen um 7500t/Jahr reduzieren werden. Durch die Umsetzung dieses Potenzials werden wir pol. Entscheidungsträger dazu ermutigen, ihre Politik zugunsten von ECCOs anzupassen. Dies wird zu 20 regionalen Energiepolitiken führen, die das ECCO-Konzept für 10 Jahre nach Projektende unterstützen. REScoop.eu, ein EU-Netzwerk von überwiegend größeren Energiekooperativen, wird das BN nach Projektende weiterführen & die Entwicklung von ECCOs unterstützen. Nach 10 Jahren werden so 500 zusätzlich ECCOs entstehen, die die Reduktion der THG-Emissionen auf 150000t/Jahr erhöhen.

Les décideurs politiques cherchent à développer les ressources Energies Renouvelables (ENR) pour atteindre leurs objectifs de réduction de gaz à effet de serre (GES). Cependant, ils ne peuvent actuellement s’adresser qu’à des producteurs d’énergie traditionnels pour produire des ENR. Ces acteurs commencent à s’intéresser aux ENR, mais sont très réticents à partager les bénéfices socio-économiques avec les territoires locaux concernés. Il en résulte une réticence croissante de la population contre les ENR (NIMBY) et un marché défaillant pour RE. Alors, ce sont les ENR qui permettent une production distribuée et une implication forte des collectifs locaux. Les « Bio-Energie-Dörfer » en DE en sont la preuve : en impliquant activement les collectifs locaux il est possible de surmonter l'échec du marché des ENR. Ce sont justement les zones rurales et les agriculteurs qui disposent des ressources physiques et sociales nécessaires pour une approche décentralisée basée sur les collectifs locaux. Cependant, ces derniers se heurtent actuellement à des barrières. Ils manquent de connaissances en finance, technologie, marketing et gestion, ce qui les empêche de devenir des fournisseurs d’ENR fiables. Nous allons augmenter en nombre et efficacité des Coopérations de Collectifs d’ENR Locaux (ECCO) en mettant en place un réseau accélérateur transnational interconnecté qui mobilise les savoir-faire à travers l’Europe Nord-Ouest (NWE) afin de faciliter l’émergence et le développement d’ECCOs supplémentaires en les aidant à surmonter ces barrières. Ceci apporte une réponse efficace aux demandes des décideurs politiques à travers NWE. En témoignent les engagements pris pour ce projet par de nombreux décideurs politiques nationaux, régionaux et locaux en signant les lettres de soutien en tant que partenaires associés. Nous démarrons avec 9 ECCOs déjà existants en NWE. La combinaison de leur expérience et des meilleures pratiques leur permettra d’inspirer des ECCOs potentielles et les décideurs politiques. Elles fonctionneront comme ‘balise’ (beacon) pour nos acteurs, aussi bien pendant la durée du projet qu’après. Pendant la période du projet nous allons accompagner le développement de 50 ECCOs supplémentaires, chacune produisant 600MWh d’ENR, réduisant ainsi l’émission de GES de 7.500 t/an au total. La démonstration tangible de ce potentiel nous permettra d’encourager les décideurs politiques à adapter leurs politiques en faveur des ECCOs, générant ainsi 20 politiques régionales adoptant le concept ECCO dans la période de 10 ans après le projet. REScoop.eu, un réseau UE de (plutôt grandes) coopérations énergétiques créé dans un projet Intelligent Energy for Europe, va héberger le réseau d’accélération après le projet et sera ainsi en mesure de supporter les ECCOs locaux. Après 10 ans, ceci aura généré 500 ECCOs supplémentaires augmentant la réduction de GES au total à 150.000 t/an.

Policymakers want to unlock Renewable Energy (RE) to meet their GHG reduction targets. Currently, they can only turn to the establishment of energy producers to realise their objectives. These traditional actors are slowly becoming interested in RE but are very reticent to share socio-economic benefits with the local communities concerned. The result is a growing public resentment (NIMBY) and a failing market for RE. Characteristically, RE allows for distributed production and for involving local communities. Bio-Energie Dörfer in DE are the best proof of this: actively involving local communities in their RE production is a feasible way to address the failing RE market. Especially rural areas and farmers offer the physical and social resources needed for a decentralised, community based approach to providing RE. However, emerging local community initiatives are presently facing barriers. They lack adequate knowledge (of finances, technology, marketing, and management), which prevents them from becoming reliable RE providers. Numerous policymakers have indicated, therefore, that an effective exchange of knowledge is needed to speed up the RE transition. We aim to accelerate the growth of local Energy Community Co-Operatives (ECCOs), both in effectiveness and in numbers. We will achieve this by bringing ECCOs together and linking them up with relevant sources of knowledge from around NWE to overcome the barriers they face at present. Additionally, we will inspire policymakers and community groups to initiate their own ECCOs and, subsequently, we will facilitate their initiatiation and development processes. By designing and establishing a transnationally connected Accelerator Network (AN), we build the organisational structure that secures that the support activities are continued after the project has ended. The large number of policymakers and organisations that have already signed up as associated partners to this project are seen as a first testimony of commitment to the results we want to deliver. We start off bottom-up with the combined experience and best practices of 9 existing ECCOs spread around NWE. The transnational work of these pilots will function as beacons for us during the project period and beyond to inspire policymakers and prospective ECCOs. We will reach and engage 50 new ECCOs during the project, each producing at least 600 MWh RE on average, reducing GHG emissions by 7.500 tns/yr in total. The tangible demonstration of this potential will encourage other policymakers to adapt their policies in favour of ECCOs (20 policies expected in 10 years post project). REScoop originated as an H2020 thematic EU network for mostly larger RE coopertives. The AN will make them well equipped to reach out to individual local ECCOs. This results in 500 additional ECCOs in 10 years post project, bringing the GHG reduction total up to 150.000 tns/yr.

Expected Outputs (EN):

Data for GHG emission reduction by ECCOs are not available for all NWE regions. DE provides an exception. Based on available data, University of Marburg calculated that DE energy policy stimulated the initiation of 812 Bio-Energiedörfer between 2006 and 2015. On average these each produce 1.216 MWh of energy whilst reducing GHG emissions by ~1.150 tons/year/co-op. Due to large substitution of brown coal energy production, a GHG reduction factor of 0,94 tons per MWh is being realized in DE.
