Regionale Stromerzeugung durch erneuerbare Energien ist auf dem Vormarsch. Damit jedoch ein überzeugender Beitrag zur radikalen Dekarbonisierung des Energiesektors geleistet werden kann, sind Veränderungen notwendig die das große Prosumer-Potential nutzen. Das Forschungsprojekt behandelt kommunale virtuelle Kraftwerk (community-based Virtual Power Plant cVPP), ein innovatives Model, das helfen kann, erneuerbare Energieerzeugung & Verteilung im regionalen Kontext zu organisieren & signifikant zu steigern. VPP ist ein Cluster von dezentralen Stromerzeugungseinheiten, Laststeuerung & Energiespeicher, die von einem Punkt gesteuert werden können. Das System kann verwaltet werden wie ein Energiekraftwerk und fördert die Verbreitung von erneuerbare Energie & Flexibilität in dem Strommarkt. Es gibt verschiedene VPPs, aber Implementierung ist bis auf jetzt noch begrenzt auf einen Top-down Focus auf technische Parameter. cVPP ist ein Bottom-up Prozess von Bürgerinitiative und konzentriert sich auf Nachhaltigkeit. Mit der Verwaltung von kollektiver Kraft nimmt die Partizipation und Einfluss von der lokalen Gemeinschaft zu und fördert die Entwicklung von VPPs. cVPP bietet für die lokale Gemeinschaft eine Chance den lokale Energiebedarf zu decken von dezentralen kleinen Energiequellen hinzuzufügen, mit Beteiligung von Konsumenten, lokale Energieversorger und kleine mittelständige Unternehmer. Es kann Prosumerzugang zu kompetitiven Strommarkt gewähren & trägt bei zur Demokratisierung von dem Markt & fördert Umweltbewusstsein & Engagement. Bürgerinitiativen erreichen die kritische Masse um bei zu tragen an eine Energiewende. Das Projekt 1) entwickelt & testet gemeinsam cVPP in vier Märkten: BE, NL, UK, IR, gerichtet auf maximale Konsistenz zwischen cVPP & erlernen von verschiedenen institutionellen Rahmenbedingungen die Einführung von cVPP beeinflussen. 2) co-entwickelt eine Mobilisation & Replication Model (MoRe) auf Basis von Praxiserfahrungen von cVPP Entwicklung auf 4 Standorte & mit Hilfe von theoretischen Einsichten & Befragung. MoRe verbreitet cVPP in anderen Gebieten, unter Berücksichtigung von lokalen Aspekten & bietet ein Hilfsmittel um Barrieren bei cVPP Realisierung zu meistern. 3) testet & analysiert MoRe in Replikation Gemeinschaften, welche identifiziert & aktiv in den Prozess engagiert werden. In 10 Jahren: Investitionen werden neue (ca 50) cVPP entstehen lassen, mit großen ökologischen (-450 KT CO2 Emissionen), sozialen & ökonomischen (4500 Arbeitsplätze, 25.000 Häuser mit verbesserter Energiebilanz) Folgen. Diese Replikation bildet die Grundlage für die Einrichtung des EU-cVPP-Netwerk.

Description (EN):

Local power generation by renewable sources is increasing but to have real impact on radical decarbonisation of energy sector, changes are needed to unlock the potential of prosumer. This project proposes community-based Virtual Power Plant (cVPP), a novel model that can help organise & significantly boost renewable energy production & distribution at a local level. A virtual power plant (VPP) refers to a cluster of dispersed generator units, controllable loads & storage systems, aggregated to operate as a unique power plant. It enables integration of renewables & flexibility in demand in energy markets. There are several VPP designs on the market (esp. in Germany). The concept has been developed by various (large) organisations (Siemens, E-on) but its implementation remained limited due to top-down focus on technical parameters. Community-based version of a VPP is bottom-up & focusses on sustainability issues. By organizing a form of Collective Power, that is increasing the level of participation & control of the local community, the cVPP aims at taking the development of the VPP a step further. The concept offers a community the opportunity to provide its energy needs with small-scale, distributed low-carbon technologies with participation from individual consumers, local energy companies or SMEs. It can empower prosumers and contribute to democratisation of energy markets. This process spurs awareness & public engagement in the energy transition. By doing so, it facilitates upscaling of low-carbon energy community-driven initiatives that, so far, missed critical mass to trigger the energy transition. This project will: 1) Jointly conceptualise & test cVPP in 4 different markets of BE, NL, UK, IRL with an aim to maximise interconnectedness of the cVPPs, joint influence & learning about different institutional contexts influencing implementation of cVPP; 2) Cocreate a Mobilisation& Replication (MoRe) model based on practical lessons from realisation of different cVPP designs in 4 locations & cultures, supported by theoretical insights & interviews. MoRe aims to enable propagation of cVPP to other territories by accounting for local preferences & aims, & by provision of guidance to communities on how to address emerging barriers to cVPP implementation in their areas; 3) Test & assess the MoRe by replicating in follower communities that will be identified & actively engaged in the process. After its end, the project will contribute to further roll-out of the cVPP to other NWE & European areas by dissemenation of business plans & guidance. In 10 yrs, the investments will stimulate the development of ca 50 new cVPPs in Europe, motivating environmental (450 KT CO2 emission reduction), social (4500 jobs) & economic (25000 houses with improved energy classification) effects that will proliferate further into the future. This replication will form the basis for the establishment of the EU cVPP network.

La production de l’électricité en utilisant des ressources énergétiques durables augmente et contribue à une énergie sobre en carbone. On a donc besoin de changements. Ce projet présente une centrale virtuelle énergique pour le citoyen (VPP). Ce modèle règle l’organisation et l’augmentation signifiante de la production durable de l’électricité et la distribution au niveau local. VVP unie les installations de production, la demande et les services de stockage. Ce système peut être géré comme une centrale électrique. Ça facilite le développement de l’énergie durable dans le marché de l’énergie. Une VVP est supporté par les citoyens et se concentre sur la conservation. Grâce à la participation et le soutien de la communauté locale, une VVP se développera. Pour la communauté locale, Le concept offre la chance de pourvoir aux besoins énergiques locaux. Ça avec des technologies sobre en carbone dans lesquels les entreprises d’énergie locales et les consommateurs peuvent joindre. Les prosumers peuvent participer au marché et cela contribue à la démocratisation du marché de l’électricité. Ce procès incite la prise de conscience et l’engagement public à la transition de l’énergie. Ce projet (1) crée et examine le VPP dans 4 marchés: BE, NL, VK & IR . (2) Le co-développement Mobilisation et Réplication (MoRe) modèle à base des cours de pratique, en réalisant un plan unique VPP dans 4 cultures et locations. Aussi les interviews et les opinions théoriques. MoRe veut distribuer le VPP dans autres régions et veut être un modèle pour les communautés qui montre comment utiliser le VPP dans leurs régions. (3) Tester et analyser MoRe dans les sites de réplication qui sont identifiés et stimulés de manière actifs pendant le projet. D’ici 10 ans, les investissements stimuleront le développement de 50 cVPPs, qui déclencheront des effets environnementaux (une réduction des émissions de 450 kt de CO2), sociaux (4500 emplois) et économiques (une meilleure cote énergétique pour 25000 logements), et leurs répercussions. Cette réplication servira de base à l’établissement du réseau cVPP européen.

Expected Outputs (EN):

There are no cVPPs operating in partner regions but many low-carbon energy communities (ca 1500 in EU). Some of them tried the commercial, top-down & technical concept of a VPP but with little impact on current CO2 emissions (5,452KT). Existing regional & municipal energy plans & public institutions, where communities are located, miss capacities & novel strategies to deal with the complex process of energy transition. There are no transnational networks acting as replication vehicle.
