The Šumava and Bavarian Forest National Parks together form the largest forest protected area in Central Europe with a total area of over 900 km². At the same time, the area is a popular holiday and excursion destination for several million visitors annually.
The increasing use of recreation and the resulting conflicts between different user groups and with regard to nature conservation are today one of the key challenges of the management of large protected areas. Only through reliable data on the quantity and quality of visitors can a visitor management be carried out, which allows visitors the expected natural experience and takes into account the protection objectives of the national parks.
Data on the spatial behaviour, the socio-demographic structure, but also on the wishes, expectations and training of visitors are an important basis for sustainable environmental education and visitor information work. Due to language barriers and cross-border access in both protected areas, this data can only be collected through joint cross-border socio-economic monitoring (SÖM). Within the framework of the project, cross-border socio-economic monitoring in the two national parks Šumava and Bavarian Forest will be designed and an initial survey carried out according to the latest scientific evidence with the support of external experts.
Quantitative methods (automated visitor counting, manual visitor counting, evaluation of other data such as accommodation statistics, etc.) as well as qualitative methods (question-based survey of visitors in the field) are used to collect and evaluate the data with identical methodology on both sides of the border. The qualitative data collection includes not only socio-demographic aspects of visitors, but also contains different thematic elements such as questions about the state of knowledge about ecological contexts, expectations of recreational activities in the large protected areas or the evaluation of the visitor infrastructure — especially of exhibitions and information facilities.
From the initial survey, a minimum programme with survey modules spread over 5 years is derived, which is to be processed permanently within the national parks’ budgets, in particular in order to capture long-term trends.This allows on the one hand to identify and resolve usage conflicts in a timely manner, while on the other hand, visitor-oriented environmental education and information concepts can be derived from the data obtained.
The data is collected by the national park administrations and is regularly made available to all tourism players in the region. Thus, the data could provide an important basis for the future development of a sustainable tourism strategy for the region of the two national parks.

Národní parky Šumava a Bavorský les tvoří dohromady největší chráněné lesní území ve střední Evropě o celkové rozloze přes 900 km². Současně jsou každoročně pro miliony návštěvníků oblíbeným místem dovolených.
Zvyšující se rekreační využívání a z toho vyplývající konflikty mezi jednotlivými skupinami uživatelů a konflikty se zájmy ochrany přírody tvoří v současné době klíčovou výzvu v péči o chráněná velkoplošná území. Pouze spolehlivé údaje o množství a požadavcích návštěvníků umožní provádět návštěvnický management, který splňuje návštěvníky očekáváný prožitek přírody a je v souladu s posláním národních parků.
Data o prostorovém chování a sociodemografické struktuře návštěvníků, ale i o jejich přáních, očekáváních a informovanosti, představují důležitý základ pro dobré environmentální vzdělávání a informování návštěvníků. Z důvodu jazykové bariéry a přeshraničních přechodů mohou být tyto údaje shromažďovány pouze v rámci společného přeshraničního socioekonomického monitoringu (SEM).
V rámci projektu by měl být v obou národních parcích Šumava a Bavorský les s pomocí externích odborníků podle nejnovějších vědeckých poznatků koncipován a poprvé proveden přeshraniční socioekonomický monitoring. Pomocí kvantitativních metod (automatizované a manuální sčítání návštěvníků, vyhodnocení dalších údajů, jako statistik o ubytování atd.) a kvalitativních metod (dotazníkový průzkum návštěvníků v terénu) budou shromažďována a analyzována data stejnou metodikou na obou stranách hranice. Sběr kvalitativních údajů bude zahrnovat nejen sociodemografické aspekty o návštěvnících, ale bude obsahovat různé tematické moduly, jako jsou otázky týkající se informovanosti o ekologických procesech, očekávání rekreační nabídky ve velkoplošných chráněných územích nebo vyhodnocení návštěvnické infrastruktury - zejména expozic a informačních středisek.
Z tohoto prvního sběru dat bude odvozen minimální program s moduly rozdělenými na pět let, které budou správy i po ukončení projektu nadále provádět z vlastního rozpočtu, aby bylo možné identifikovat i dlouhodobé trendy.
Tím bude možné na jedné straně zjistit a v brzké době vyřešit konflikty ve využívání chráněného území a na druhé straně odvodit ze získaných dat cílené vzdělávací a informační koncepty.
Sběr dar zajistí správy národních parků a budou je pravidelně poskytovat všem turistickým aktérům z regionu. Tím mohou být získaná data i důležitým podkladem pro budoucí rozvoj strategie udržitelného cestovního ruchu v regionu obou národních parků.

Die Nationalparke Šumava und Bayerischer Wald bilden zusammen das größte Waldschutzgebiet Mitteleuropas mit einer Gesamtfläche von über 900 km². Gleichzeitig stellt das Gebiet ein beliebtes Urlaubs- und Ausflugsziel für mehrere Millionen Besucher jährlich dar.
Die steigende Erholungsnutzung und die daraus resultierenden Konflikte zwischen verschiedenen Nutzergruppen und mit Belangen des Naturschutzes stellen heutzutage eine der zentralen Herausforderungen des Managements von Großschutzgebieten dar. Nur durch verlässliche Daten über die Quantität und die qualitativen Eigenschaften von Besuchern kann ein Besuchermanagement durchgeführt werden, das den Besuchern das erwartete Naturerlebnis ermöglicht und den Schutzzielen der Nationalparke Rechnung trägt.
Daten über das raumzeitliche Verhalten, die soziodemographische Struktur, aber auch über die Wünsche, Erwartungen und die Vorbildung der Besucher stellen eine wichtige Grundlage für eine nachhaltige Umweltbildungs- und Besucherinformationsarbeit dar. Aufgrund der Sprachbarrieren und der grenzüberschreitenden Zugangsmöglichkeiten in beide Schutzgebiete können diese Daten nur durch ein gemeinsames, grenzüberschreitendes sozioökonomisches Monitoring (SÖM) erhoben werden. Im Rahmen des Projektes soll ein grenzüberschreitendes sozioökonomisches Monitoring in den beiden Nationalparken Šumava und Bayerischer Wald nach neuesten wissenschaftlichen Erkenntnissen mit Unterstützung von externen Fachleuten konzipiert und eine Erstaufnahme durchgeführt werden.
Durch quantitative Methoden (automatisierte Besucherzählungen, manuelle Besucherzählungen, Auswertung sonstiger Daten wie Beherbergungsstatistiken etc.) sowie qualitative Verfahren (fragebogengestützte Befragung von Besuchern im Gelände) werden die Daten mit identischer Methodik beidseits der Grenze erhoben und ausgewertet. Die qualitative Datenerhebung umfasst dabei nicht nur soziodemographische Aspekte der Besucher, sondern enthält unterschiedliche thematische Bausteine wie Fragen zum Wissensstand über ökologische Zusammenhänge, Erwartungen an die Erholungsangebote in den Großschutzgebieten oder die Evaluation der Besucherinfrastruktur - besonders von Ausstellungen und Informationseinrichtungen.
Aus der Ersterhebung wird ein Mindestprogramm mit Erhebungsbausteinen verteilt auf 5 Jahre abgeleitet, das innerhalb der Budgets der Nationalparke dauerhaft bearbeitet werden soll, um insbesondere auch langfristige Trends zu erfassen.So können einerseits Nutzungskonflikte identifiziert und zeitnah aufgelöst werden, andererseits aus den gewonnenen Daten besucherorientierte Umweltbildungs- und Informationskonzepte abgeleitet werden.
Die Daten werden von den Nationalparkverwaltungen erhoben und regelmäßig allen touristischen Akteuren aus der Region zur Verfügung gestellt. Somit könnten die Daten eine wichtige Grundlage für die zukünftige Entwicklung einer nachhaltigen Tourismusstrategie für die Region der beiden Nationalparke bieten.

Sběr dat o počtu, sociodemografické struktuře, časoprostorovému chování a očekáváních návštěvníků umožní vytvoření atraktivních turistické a informační nabídky, která bude sladěna v souladu s potřebami a přáními návštěvníků a která bude cíleně a udržitelně zprostředkovávat přírodní a kulturněhistorickou sounáležitost obou národních parků (plocha NP Bavorský les cca 245 km2, NP Šumava cca 690 km2).
Socioekonomický monitoring povede konkrétně k následujícím vylepšením turistické nabídky v obou národních parcích:
- Vypracování konkrétní nabídky pro různé cílové skupiny, jako jsou rodiny s dětmi, lidé na invalidním vozíku atd.
- Vypracování návrhů na přeshraniční cesty při zapojení veřejných autobusů a vlaků
- Zajištění rekreační infrastruktury v závislosti na intenzitě využívání a přitažlivosti
- Vyhodnocení vlastností (povrch, šířka atd.) stezek a cyklostezek v závislosti na přáních návštěvníků a ekologických nárocích a návrh jejich úpravy
- Odhalení konfliktů mezi různými skupinami uživatelů a návrhy na jejich řešení, jako je oddělení chodců od cyklistů
- Optimální umístění informací pro návštěvníky v terénu a přizpůsobení obsahu na potřeby návštěvníků (například mnohojazyčnost)
Vývojem modulárního monitorovacího systému s pevným cyklem mohou být optimálně nasazeny finanční a lidské zdroje správ národních parků. Nabídka může být průběžně u návštěvníků evaluována a vyvíjena podle nejnovějších požadavků. To znamená, že projekt přispívá k udržitelnému zvýšení atraktivity kulturního a přírodního dědictví v přeshraniční projektové oblasti.

Die Datenerhebungen zu Anzahl, soziodemographischer Struktur, raum-zeitlichem Verhalten und die Erwartungshaltung der Besucher ermöglichen es, attraktive Tourismus- und Informationsangebote zu schaffen, die auf die Bedürfnisse und Wünsche der Besucher abgestimmt sind und durch welche die natur- und kulturgeschichtlichen Gemeinsamkeiten der Nationalparke (Fläche Nationalpark Bayerischer Wald ca. 245 qkm, Nationalpark Šumava ca. 690 qkm) zielgerichtet und nachhaltig vermittelt werden.
Das sozio-ökonomische Monitoring wird konkret zu folgenden Verbesserungen des touristischen Angebots in den beiden Nationalparken führen:
- Ausarbeitung konkreter Angebote für unterschiedliche Zielgruppen wie z.B. Familien mit Kindern, Rollstuhlfahrer etc.
- Erarbeitung von Tourenvorschlägen auf grenzüberschreitenden Wegen unter Einbeziehung des Angebotes an öffentlichen Bussen und Bahnen
- Bereitstellung von Erholungsinfrastruktur in Abhängigkeit von Nutzungsintensität und Attraktivität
- Ausbildung der Qualitäten von Fuß- und Radwanderwegen in Zusammenschau aus Wünschen der Besucher und ökologischer Notwendigkeit
- Aufdecken von Nutzungskonflikten verschiedener Nutzergruppen und Ableitung von Lösungen wie z.B. Trennung von Rad- und Fußverkehr
- Optimale Positionierung von Besucherinformationen im Gelände und Anpassen der Inhalte an die Bedürfnisse der Besucher (z.B. Mehrsprachigkeit)
Durch die Entwicklung eines modularen Monitoringsystems mit festem Erhebungszyklus können die finanziellen und personellen Ressourcen der Nationalparkverwaltungen optimal eingesetzt werden. Die Angebote können so laufend auf ihre Resonanz bei den Besuchern und ihre Aktualität überprüft und zeitgemäß weiterentwickelt werden. Somit trägt das Projekt zu einer nachhaltigen Erhöhung der Attraktivität des Kultur- und Naturerbes im grenzüberschreitenden Projektgebiet bei.
