Description (EN): The aim is to intensify cooperation between neighbouring regions at administrative level and to develop coordinated approaches for the development of the border area. In the SN-CZ programme, a coordinated CLARA3 project is carried out in parallel, so that a trilateral cooperation BY-CZ-SN is achieved.
The basic idea was developed as part of the implementation of projects CLARA@eu (2004-06) and CLARA II (2010-13). These projects led to closer cooperation between authorities (Karovy Vary and Upper Franconia). However, it is necessary to further develop cooperation in order to continue to contribute to the resolution of the problems and to the coordinated development of the common space.
Some of the partners have already worked together in previous projects (Karlovarský kraj, Government of Upper Franconia, City of Bayreuth, and new partners join the project (Cheb City, Mariánskolázeňsko, Wunsiedel County and Hof).
The project covers a wide range of cross-border (sufficient) areas of public administration:
1_Civil Protection (LP/PP4)
In concrete terms, 2 gü. Exercises of the CZ-BY rescue systems implemented.
2_Tourism and Spa and Bathing (PP3/PP2/PP6/PP7)
The gü. Tourism in the project area still needs to catch up. Innovative and sustainable forms of tourism should be further developed. In particular, the aim of the project is to present the cycling region “Bavarian — Bohemian Baths” as a region that combines cycling tourism, spa tourism and geotourism in a unique way.
3_Modern Public Administration (PP6/PP7/LP)
In this area, the experience gained from the preliminary projects in SN (Geoportal Vogtlandkreis/Karlsbad) will also be transferred to the BY site and an exchange of spatial data services between the districts Hof/Wunsiedel with the district Karlovy Vary will be organised.
4_Regional Development and Spatial Planning (LP/PP4)
In this area, in particular, the potential of alternative mobility technologies for sustainable development will be achieved. Study of spatial development. The aim is to clarify the possibilities offered by electromobility in the border area.
5_Environment (PP4/PP6/LP)
One issue in particular is the gü. Cooperation and coordination in the fight against neophytes. New challenges include the coordination of care concepts for protected areas and coordinated strategies for the collection and protection of significant species.
6_Transport (PP5/PP2)
A study on rail passenger transport showed the need for measures to ensure safety and/or further development of gü. Offered on. In addition, there is the strengthening of the gü. Rail freight transport, which is well below average despite dense rail networks in the cooperation area.

Im Programm SN-CZ wird parallel ein abgestimmtes CLARA3-Projekt durchgeführt, so dass im Ergebnis eine trilaterale Kooperation BY-CZ-SN erreicht wird.
Die Grundidee ist im Rahmen der Umsetzung von Projekten CLARA@eu (2004-06) u. CLARA II (2010-13) entstanden. Diese Projekte begründeten die engere Zusammenarbeit von Behörden (Bezirk Karlovy Vary u. Oberfranken). Es ist allerdings notwendig, die Zusammenarbeit weiterzuentwickeln, um weiterhin einen Beitrag zur Lösung der Probleme u. zur abgestimmten Entwicklung des gemeinsamen Raumes leisten zu können.
Einige der Partner arbeiteten bereits in vorherigen Projekten zusammen (Karlovarský kraj, Regierung von Oberfranken, Stadt Bayreuth, und neue Partner treten dem Projekt bei (Stadt Cheb, Mariánskolázeňsko, Landkreise Wunsiedel u. Hof).
Das Projekt umfasst ein breites Spektrum von grenzübergreifenden (gü.) Bereichen der öffentlichen Verwaltung:
1_Zivilschutz (LP/PP4)
Konkret werden 2 gü. Übungen der CZ-BY-Rettungssysteme umgesetzt.
2_Tourismus und Kur- und Badewesen (PP3/PP2/PP6/ PP7)
Der gü. Tourismus im Projektgebiet hat weiterhin Nachholbedarf. Innovative u. nachhaltige Tourismusformen sollen im weiterentwickelt werden. Insbesondere ist es Ziel des Projektes, die Radregion „Bayerisch – böhmische Bäder“ als Region darzustellen, die Radtourismus, Bädertourismus u. Geotourismus in einmaliger Weise verknüpft.
3_Moderne öffentliche Verwaltung (PP6/PP7/LP)
In diesem Bereich sollen die Erfahrungen aus den Vorprojekten in SN (Geoportal Vogtlandkreis/Karlsbad) auch auf die BY-Seite übertragen werden u. ein Austausch von Geodatendiensten zwischen den Landkreisen Hof/Wunsiedel mit dem Bezirk Karlovy Vary organisiert werden.
4_Regionale Entwicklung und Raumplanung (LP/PP4)
Im diesem Bereich werden insbesondere die Potenziale alternativer Mobilitätstechnologien für die nachhaltige gü. Raumentwicklung untersucht. Es soll geklärt werden, welche Möglichkeiten die Elektromobilität im Grenzraum bietet.
5_Umwelt (PP4/PP6/LP)
Ein Thema ist insbesondere die gü. Zusammenarbeit u. Koordination im Kampf gegen Neophyten. Neue Herausforderungen sind die Abstimmung von Pflegekonzepten für Schutzgebiete u. abgestimmte Strategien bei Erfassung u. Schutz raumbedeutsamer Arten.
6_Verkehr (PP5/PP2)
Eine studie zum Schienenpersonenverkehr zeigte die Notwendigkeit von Maßnahmen für das Sicherstellen bzw. weitere Entwicklung von gü. Angeboten auf. Hinzu kommt die Stärkung des gü. Schienengüterverkehrs, der trotz dichter Schienennetze im Kooperationsraum weit unterdurchschnittlich ausgeprägt ist.
Es entsteht eine Projektwebseite (DE/CZ), verlinkt mit den Partnerwebseiten. Es findet je 1 Auftakt-/Abschlusskonferenz (LP).
Read more Description (CS): Cílem je zintenzivnění spolupráce sousedních regionů na úrovni správních orgánů a vytvoření koordinovaných konceptů rozvoje pohraničí. Paralelně dojde k realizaci koordinovaného projekt CLARA3 v programu SN-CZ, díky čemuž bude dosaženo třístranné spolupráce BY-CZ-SN“.
Základní myšlenka vznikla v rámci realizace projektů CLARA@eu (2005-2006) a CLARA II (2010 - 2013). Tyto projekty nastavily úzkou spolupráci úřadů (Karlovarský kraj a Horní Franky). Je však potřeba dále rozvíjet spolupráci a přispět tak k řešení problémů a ke koordinovanému rozvoji společného území.
Někteří z partnerů již spolupracovali na minulých projektech (Karlovarský kraj/ Vláda Horních Frank/ město Bayreuth, a do projektu vstupují i noví partneři (město Cheb, Mariánskolázeňsko/ Zemské okresy Wunsiedel a Hof.
Projekt zahrnuje široké spektrum oblastí veřejné správy s přeshraničním významem:
1_civilní ochrana (LP)
Budou realizována 2 přeshraniční cvičení CZ-BY- záchranných systémů.
2_cestovní ruch a lázeňství (PP3, PP2, PP6, PP7)
Oblast přeshraničního cestovního ruchu je stále velkým tématem. Projektem dojde k dalšímu rozvoji inovativních a udržitelných forem cestovního ruchu. Projekt se především zaměřuje na prezentaci cykloregionu „Bavorsko-české lázně“ jako regionu, který jedinečným způsobem propojuje cykloturistiku, lázeňskou turistiku a geoturistiku.
3_moderní veřejná správa (PP6/PP7, LP)
V této oblasti dojde k přenosu zkušeností z předchozího projektu ze SN-strany (geoportál Vogtlandska/Karlovarska) na BY-stranu. Dojde k nastavení přenosu geodatových služeb mezi zemskými okresy Hof/Wunsiedel a Karlovarským krajem.
_4 regionální rozvoj a územní plánování (LP, PP4)
V této oblasti se zameříme na průzkum potenciálu alternativních technologií mobility pro trvale udržitelný rozvoj přeshraničního území. Především bude řešeno, jaké možnosti nabízí elektromobilita pro pohraničí.
_5 životní prostředí (PP4, PP6,LP)
Tématem je především přeshraniční spolupráce a koordinace v boji s invazivními druhy rostlin. Nové výzvy na nás čekají v oblasti koordinace konceptů péče o chráněná území a koordinace strategií pro mapováni a ochranu pro území významných druhů.
_6 doprava (PP5, PP2)
V oblasti dopravy ukázala studie na téma osobní železniční doprava, potřebnost opatření na zajištění, resp. další rozvoj přeshraničních nabídek v železniční dopravě. Dále se budeme zabývat přeshraniční nákladní železniční dopravou, která je - i přes hustou železniční síť – stále podprůměrného charakteru.
Vznikne webová stránka (DE/CZ) projektu, která bude propojena se stránkami jednotlivých partnerů. Také se uskuteční zahajovací a závěrečná konference (LP).

3_Moderne öffentliche Verwaltung (PP6/PP7/LP)
Durchführung von mind. 4 Treffen. Die Themen sind insbeson. Verbesserung des gü. Austauschs von Geoinformationen. Beschaffung eines Geoinformationssystems für die Landkreise Hof/Wunsiedel (interaktives Geoportals). Einbindung von Geodaten/Datendiensten zwischen den Landkreisen Hof/Wunsiedel, der Stadt Hof u. dem Bezirk Karlovy Vary.
4_Regionale Entwicklung und Raumplanung (PP4/LP)
Durchführung von 4 Treffen, davon 1 Busexkursion nach Deggendorf (TU, Projekt "E-Wald"). Es erfolgt u.a. eine Analyse von Basisdaten zur gü. Elektromobilität
5_Umwelt (PP4/LP/PP6)
Durchführung von mind. 4 Treffen, davon 1 Busexkursion in ein grenznahes Schutzgebiet. Das Thema ist insbesondere gü. Zusammenarbeit im Kampf gegen Neophyten. Neue Herausforderungen sind die Abstimmung u. Umsetzung von Pflegekonzepten für Schutzgebiete (z.B. Grenzteich bei Schirnding, Eger- u. Röslauaue bei Fischern) u. abgestimmte Strategien bei Erfassung u. Schutz raumbedeutsamer Arten (z.B. Schwarzstorch, Fledermäuse u.ä).
6_Verkehr (PP5/PP2)
Durchführung von über 15 Treffen, davon zwei Konferenzen. Im Mittelpunkt steht die Untersuchung zur Attraktivität, zur Infrastruktur u. zum Entwicklungspotenzial ausgewählter gü. Bahnstrecken. Im Schienenpersonenverkehr steht dabei die Verbesserung von Verbindungen im Rahmen eines gü. integralen Taktfahrplans im Fokus, im Schienengüterverkehr die Verbesserung der Wettbewerbsfähigkeit gegenüber der Stra

Zde proběhne cca 21 jednání. Dojde k rozvoji cykloregionu „Bavorsko-české lázně“:
- popis aktuálního stavu, marketinková strategie
- vypracování nabídky pro 15 1denních cyklo-/autobusových tras pro rodiny s dětmi a pro sportovně zaměřené cyklisty v podobě tištěného média (DE/CZ) a jako app a interaktivní geoportál (ve spojení s bodem (3)); online rezervační nástroj.
3_moderní veřejná správa (PP6, PP7, LP)
V této oblasti proběhnou min. 4 setkání. Tématy jsou především zlepšení přeshraniční výměny geoinformací. Zemské okresy Hof/Wunsiedel si pořídí geoinformační systém (interaktivní geoportál). Proběhne propojení geodat/datových služeb mezi okresy Hof/Wunsiedel, městem Cheb a Karlovarským krajem.
4_regionální rozvoj a územní plánování (PP4, LP)
Zde proběhnou 4 jednání, mj. 1 exkurze autobusem do Deggendorfu (Technická univerzita, projekt E-Wald"). Realizuje se mj. analýza základních dat pro přeshraniční elektromobilitu.
5_životní prostředí (PP4, LP, PP6)
V této oblasti realizujeme min. 4 jednání, mj. 1 exkurze autobusem do pohraniční chráněné oblasti. Tématem je především přeshraniční spolupráce v boji s invazivními druhy. Nové výzvy na nás čekají v oblasti koordinace a realizace konceptů péče o chráněná území (př. hraniční rybník u Schirndingu, nivy řek Ohře a Röslau u obce Fischern) a koordinace strategií pro mapováni a ochranu pro území významných druhů (př. čáp černý, netopýři apod.)
6_doprava (PP5, PP2)
V této oblasti proběhne cca 15 jednání, z toho dvě konference. Zaměříme se především na průzkum atraktivity, infrastruktury a rozvojového potenciálu vybraných železničních tras. V oblasti veřejné železniční dopravy se zaměříme na zlepšení přeshraničního propojení v rámci integrované dopravy. V rámci nákladní železniční dopravy na zlepšení její konkurenceschopnosti vůči silnici.
