Το έργο κεφαλαιοποιεί τα συμπεράσματα προηγούμενου έργου «ΕΝΕΡΓΕΙΝ» (Interreg Ελλάδα-Κύπρος 2007-2013) και συγκεκριμένα την επιτακτική ανάγκη σχεδιασμού έργων εξοικονόμησης ενέργειας και υλοποίησης πιλοτικών έργων εξοικονόμησης ενέργειας σε εμβληματικά δημοτικά κτίρια στη Διασυνοριακή περιοχή που χαρακτηρίζεται από παρόμοιες κλιματικές συνθήκες οι οποίες οδηγούν σε παρόμοιες ενεργειακές ανάγκες για πεπαλαιωμένα και ενεργοβόρα δημοτικά κτίρια, όπου παρατηρείται ελλιπής τεχνογνωσία για μεθόδους σχεδιασμού και ενεργειακής διαχείρισης/παρακολούθησης κτιρίων. Εκτός από τις κοινές εμπειρίες και προκλήσεις που διαπιστώθηκαν από τη προηγούμενη συνεργασία 3 Εταίρων ο Κύριος Δικαιούχος κεφαλαιοποιεί και την εμπειρία συντονισμού από την κατάρτιση Εθνικών Σχεδίων Δράσης για ΑΠΕ kαι την χάραξη της Εθνικής Ενεργειακής Πολιτικής στην Κύπρο. Επίσης, η Ανοικτή Πρόσκληση σε Δήμους κατέδειξε τα ώριμα επιδεικτικά έργα στην Κύπρο. Το Εταιρικό Σχήμα αποτελείται από τους καθ’ ύλην αρμόδιους για την επίτευξη των στόχων του Έργου, που συνθέτουν το «πάζλ» σχεδιασμού και διαχείρισης έργων εξοικονόμησης ενέργειας στα δημοτικά κτίρια. Στόχος του έργου είναι η ανάπτυξη κοινής διασυνοριακής προσέγγισης για την εκπόνηση ενός πλαισίου «συνολικού ενεργειακού σχεδιασμού» σε τοπικό επίπεδο, που θα προκύψει μέσα από την υλοποίηση ώριμων πιλοτικών επιδεικτικών έργων εξοικονόμησης ενέργειας σε δημοτικά κτίρια και συγκεκριμένα σε 3 δημοτικά κτίρια στην Κύπρο και σε 4 κτιριακά συγκροτήματα στην Ελλάδα (κτιριακό σύμπλεγμα του Δημαρχιακού Μεγάρου και Δημοτικού Θεάτρου Ρόδου και 2 κτιριακά συγκροτήματα σχολείων του Δήμου Χερσονήσου). Εκτιμάται συνολική μείωση της ετήσιας κατανάλωσης πρωτογενούς ενέργειας κατά +/- 2500 ΜWh,( +/-75% εξοικονόμηση).

Description (EN):

The project capitalizes upon previous project "ENERGEIN" (Interreg Greece-Cyprus 2007-2013) and in particular on the urgent need to plan energy-saving projects and implement energy-saving pilot projects in emblematic municipal buildings in the cross-border area where similar climatic conditions lead to similar energy needs for obsolete and energy-intensive municipal buildings, with insufficient know-how for design and energy management/monitoring methods. Apart from the aforementionned common experiences and challenges shared by 3 Partners during the "ENERGEIN" project the Lead Beneficiary also capitalizes the coordination experience of the National Action Plans for RES and the National Energy Polic in Cyprusy. Also, the Open Invitation to Municipalities identified a series of mature demonstration projects in Cyprus. The project's partnership is composed by competent authorities for the achievement of the project's objectives, which constitute the "puzzle" of designing and managing energy-saving projects in municipal buildings. The aim of the project is to develop a common cross-border approach to the elaboration of a "global energy planning" framework at the local level, resulting from the implementation of mature pilot demonstration projects for energy saving in municipal buildings, namely 4 municipal buildings in Cyprus and 3 building complexes in Greece (building complex of the Municipal Hall and Municipal Theater of Rhodes and 2 building complexes of schools in the Municipality of Hersonissos). An overall reduction in annual primary energy consumption of +/-2500 MWh is estimated (+/-75% savings).

Τα αναμενόμενα αποτελέσματα είναι: • Σημαντική βελτίωση της ενεργειακής απόδοσης των επιλεγμένων δημοτικών κτιρίων (εκτιμάται μείωση της κατανάλωσης πρωτογενούς ενέργειας κατά ~2500ΜWh ετησίως). • Αύξηση της τεχνογνωσίας σε θέματα «συνολικού ενεργειακού σχεδιασμού» στα δημοτικά κτίρια και αντίστοιχη ενδυνάμωση της διοικητικής ικανότητας των Δήμων σε θέματα χρήσης και διαχείρισης ΑΠΕ. • Αύξηση της ευαισθητοποίησης των πολιτών και μαθητών σε θέματα εξοικονόμησης ενέργειας. • Συμβολή στους στόχους της στρατηγικής «Ευρώπη 2020».

Expected Results (EN):

The expected results are: • Significant improvement in the energy efficiency of selected municipal buildings (estimated primary energy consumption reduction by ~ 2500MWh per year). • Increasing the know-how on "total energy planning" in the municipal buildings and corresponding strengthening of the administrative capacity of the Municipalities regarding the use and management of RES. • Awareness raising of citizens 'and students' regarding energy-saving issues. • Contribute to the objectives of the EU 2020 strategy.

Οι αναμενόμενες εκροές είναι: • Υλοποίηση ώριμων επιδεικτικών έργων σε συνολικά 7 δημοτικά κτιριακά συγκροτήματα που περιλαμβάνουν καινοτόμες παρεμβάσεις ενεργειακής αναβάθμισης. • Κοινή Διασυνοριακή Προσέγγιση «εξοικονόμησης ενέργειας» σε δημοτικά κτίρια που αφορά την συλλογή στοιχείων, τον σχεδιασμό και παρακολούθηση λειτουργίας έργου εξοικονόμησης ενέργειας. • 1 Διαδικτυακό ευρετήριο που περιλαμβάνει: (α) Αντιπροσωπευτικούς Τύπους δημοτικών Κτιρίων στους εμπλεκόμενους Δήμους (β) βέλτιστα μέτρα εξοικονόμησης ενέργειας και εκτιμήσεις ενεργειακού οφέλους για κάθε Τύπο Κτιρίου, (γ) Κατευθύνσεις παρακολούθησης της λειτουργίας των βέλτιστων μέτρων αναβάθμισης για κάθε Τύπο Κτιρίου. • 1 σετ διαδικτυακών εφαρμογών για την εξοικονόμηση ενέργειας στα κτίρια. • Τουλάχιστον 2 MoU μεταξύ Δήμων σε Ελλάδα και Κύπρο. • 2 εκπαιδευτικά σεμινάρια για την εξοικείωση επιλεγμένων Ομάδων Στόχου με τα εργαλεία διαχείρισης των πιλοτικών εφαρμογών του έργου. • 6 ημερίδες επιμόρφωσης εξοικονόμησης ενέργειας ειδικά για δημοτικά κτίρια. • 1 Διεθνές Συνέδριο στην Κύπρο. • Εκροές για την δημοσιότητα του έργου (δημιουργία ιστοσελίδας και πρόσθετες δράσεις δημοσιότητας και διάδοσης του έργου)

Expected Outputs (EN):

The expected outputs of the project are: • Implementation of mature demonstration projects in a total of 7 municipal buildings that include innovative energy upgrade interventions. • A common cross-border "energy saving" approach in municipal buildings that involves the collection of data, the design and monitoring of the energy saving project. • 1 Internet Directory containing: (a) Representative Types of Municipal Buildings in the Municipalities involved; (b) Best Energy Saving Measures and Energy Efficiency Estimates for each Building Type; (c) Guidelines for implementation and monitoring of the best upgrade measures for each Building Type. • 1 set of web applications related to energy saving in buildings. • At least 2 MoU between Municipalities in Greece and Cyprus. • 2 training sessions to familiarize selected Target Groups with the pilot demonstration projects' management tools. • 6 training days on energy saving for municipal buildings. • 1 International Conference in Cyprus. • Outputs related to the coomunication and publicity of the project (creation of a website and additional actions for publicity and dissemination of the project).
