Herausforderung: In NWE sind 14% der jungen Menschen von 15-34 Jahren nicht in Arbeit, Ausbildung oder Schulung (NEET). Da NEETs kaum auf Top-Down-Ansätze reagieren und bestehende Unterstützungsangebote selten nutzen, drohen sie langfristig vom Arbeitsmarkt ausgeschlossen zu werden. Besonders alarmierend ist die Lage in benachteiligten Großstadtquartieren, wo die zahlreichen Gefahren, NEET zu werden oder zu bleiben weit über dem nationalen Durchschnitt liegen. Veränderung: Während unternehmerisches Denken für die EU zu einer Priorität im Kampf gegen Ausgrenzung am Arbeitsmarkt geworden ist, fehlt bisher ein schlüssiger Ansatz, der NEETs systematisch einbindet. Vielmehr zeigen die wenigen, lokal begrenzten Projekte, die NEETs mit unternehmerischem Denken zusammen bringen, wie fragmentiert das Wissen in NWE ist. Um echten Fortschritt zu erzielen, muss es über geeignete Wissensvermittlung zu einem neuen, transnationalen Ansatz kommen. Der beteiligungsorientierte EYES-Ansatz verbindet unternehmerisches Denken mit persönlichem Coaching und einer digitalen Plattform, um NEETs Zugang zu bestehenden Unterstützungsangeboten zu verschaffen. Von den 100 000 NEETs in fünf NWE-Ballungsgebieten wird EYES 1 000 erreichen. 400 von ihnen werden bestehende Unterstützungsangebote nutzen, 25 werden eine Unternehmensgründung anstreben. Outputs: Das EYES-Paket enthält digitale Tools und Coaching-Unterlagen. 4 bilinguale Trainingscenter bilden 25 Coaches zur Durchführung der Testläufe im Ruhrgebiet, Großraum London, Flämisches Städtedreieck, Großraum Lille und Tilburg aus, unterstützt durch ein Helpdesk. Langzeitwirkung: Der EYES-Ansatz wird an das EYES innovation network übertragen. Dieses entwickelt EYES weiter und verbreitet den Ansatz in NWE und der EU. Die Trainingscenter werden zur Ausbildung künftiger Coaches verstetigt. Die digitale Plattform wird in vorhandene Plattformen wie Smart Cities integriert.

Problème: En ENO, 14% des 15-34 ans sont sans emploi et ne suivent ni études ni formation (NEET). Etant donné que les NEETs sont assez peu réceptifs aux approches classiques dites top-down et peu enclins à suivre un parcours de soutien à l’insertion, ils encourent des risques d’exclusion durable de l’emploi. La situation est d’autant plus alarmante dans les quartiers défavorisés des villes ENO, où les risques de devenir et de rester NEET dépassent largement les moyennes nationales. Changement: Tandis que l´éducation à l´entrepreneuriat est devenue une priorité de l’UE pour lutter contre le chômage, il manque une approche cohérente pour intégrer systématiquement les NEETs. En effet, le faible nombre d’initiatives locales pour guider les NEETs vers l’éducation à l’entrepreneuriat révèle une fragmentation des savoirs en ENO. Pour faire changer les choses, un transfert des connaissances est nécessaire pour générer un nouveau modèle transnational. L’approche de co-conception EYES combine éducation à l’entrepreneuriat, coaching et une plateforme digitale pour qu’ils accèdent aux dispositifs qu’ils ne sollicitent habituellement pas. Sur 100 000 NEETs issus de 5 métropoles ENO, EYES en atteindra 1 000. 400 d’entre eux utiliseront les dispositifs d’accompagnement et 25 deviendront jeunes entrepreneurs. Indicateurs de résultats: Le pack EYES inclut des outils digitaux et de coaching. 4 formations bilingues pour former 25 coaches et réaliser des actions pilotes en Rhénanie, la région de Londres, le losange flamand, la MEL et Tilbourg, soutenus par un service d’assistance commun. Effets durables: L’héritage du projet EYES sera légué au réseau d’innovation EYES, dont l’approche sera développée et transférée à d’autres villes ENO puis dans l’UE. Les lieux de formation deviendront permanents et formeront de nouveaux coaches. La plateforme digitale EYES sera intégrée à d’autres telles que Smart Cities.

Issue: In NWE, 14% of young people aged 15-34 years are not in employment, education or training (NEET). Since NEETs are rather irresponsive to classic top-down approaches and hardly connect to existing support schemes they bear the risk of long term labour market exclusion. The situation is particularly alarming in deprived NWE metropolitan areas where multiple risks of becoming or remaining NEETs are far above national average. Change: While entrepreneurial education has become an EU priority to fight labour market exclusion, a consistent approach to systematically integrate NEETs is missing. In fact, the low number of local projects linking NEETs to entrepreneurial education reveals the fragmentation of knowledge across NWE. To make a real difference, a transfer of knowledge is needed to generate a new, transnational model. The co-designed EYES approach combines entrepreneurial education with personal coaching and a digital platform to help NEETs access regular support schemes they otherwise would refuse. Of the 100 000 NEETS in five NWE metropolitan areas, EYES will reach 1 000 during the project lifetime. 400 of them will use regular support schemes while 25 will even become early-stage entrepreneurs. Outputs: The EYES product package includes digital tools and coaching materials. 4 bilingual training sites prepare 25 coaches to run the pilots in the Ruhr area, Greater London, Flemish triangle, European Metropolis of Lille, and Tilburg, supported by a common helpdesk. Long-term effects: Ownership of the EYES approach will be handed over to the EYES innovation network that develops the approach further and transfers it to other cities in NWE, and the EU later on. The training sites will become permanent to provide training sessions for new coaches. The EYES digital platform will be integrated into other digital platforms such as Smart Cities.
