Description (EN):

The road network in the regions of Vienna, Lower Austria and Moravia faces major challenges: aging buildings, increasing traffic loads, effects of climate change, new quality requirements and a limited budget for road infrastructure. In order to maintain a reliable road network, new, innovative approaches must be pursued. In particular, this also applies to bridge structures. Currently, their maintenance management is based on regular structural inspections. Damage is only discovered when it is obvious. This procedure is damage-based and reactive. Damage and problems of the structure, however, are often already manifested inside the structure, through the actual but often unknown effects on the structure. The bridges of the future should be in a position to provide information on their condition and development at an earlier stage and in addition to the building inspections. The aim of the "SAFEBRIDGE" project is to design expanded numerical reliability-oriented assessment methods for bridge systems (according to the ONB4008 Level III) and to make them accessible to a larger number of engineering offices as well as infrastructure operators in the regions of Vienna, Lower Austria and Moravia. The expanded numerical reliability-oriented assessment methods provide relevant information and the holistic evaluation of bridge systems and have a significant effect on the efficient and targeted use of the limited bridge maintenance budget. The core outputs of the project for the infrastructure operators and engineering community Of the region Vienna, Lower Austria and Moravia are (a) the creation of accessibility to the in-depth numerical statistical building blocks and reliability-oriented evaluation methods for the holistic evaluation of bridge systems (b ) the creation of a guideline for the low-risk application of in-depth procedures, and (c) the development of a sustainable training program. These three approaches are to date in none of the European countries and worldwide for the IngG. and InfB. have been prepared and are therefore highly innovative. The in-depth numerical reliability-oriented assessment methods are developed and presented to ten bridge objects from the Vienna, Lower Austria and Moravia region that are jointly selected with the Strat. Partners and subsequently transferred to a guideline. Regular meetings provide know-how transfer to and from the strategic partners and calibration of the pilot training program based on the 10 selected case studies. The training program at the Univ. is after the project of the IngG. and SMEs. Since the maintenance, operation and evaluation of the infrastructure facilities is cross-border, the training courses / project should also be established.

Silniční síť v regionech Vídeň, Dolní Rakousko a Morava čelí velkým výzvám: stárnoucí konstrukce, zvyšující se dopravní zatížení, dopady změny klimatu, nové požadavky na kvalitu a omezený rozpočet na správu silniční infrastruktury. Aby byla zachována spolehlivá silniční síť, musí být usilováno o nové, inovativní přístupy. To platí zejména pro mostní konstrukce. V současné době je jejich údržba založena především na pravidelných stavebních prohlídkách, kdy poškození konstrukce není objeveno, dokud není zcela zřejmé. Tento postup je založen na zpětném působení poškození konstrukce. Poškození a problémy s konstrukcí se často objevují uvnitř konstrukce, kde se rozvíjí v důsledku skutečných, často ale neznámých účinků. V budoucnosti by měly být mosty schopny poskytovat informace o svém stavu a vývoji již v rané fázi životnosti a nikoli až po provedení stavebních inspekcí. Cílem projektu "SAFEBRIDGE" je navrhnout pokročilé postupy numerického hodnocení stavu mostních systémů založené na spolehlivostních metodách (na základě základní myšlenky ÖN B4008 Úroveň III) a zpřístupnit je většímu počtu inženýrských kanceláří stejně jako provozovatelům infrastruktury v regionech Vídeň, Dolní Rakousko a Morava. Důkladná numerická analýza založená na spolehlivostních metodách hodnocení poskytne relevantní informace a komplexní hodnocení mostních systémů, a má tak významný vliv na efektivní a cílené využití rozpočtu vymezeného na údržby mostů. Hlavními výstupy projektu určenými pro provozovatele infrastruktury a inženýrskou komunitu v regionech Vídeň, Dolní Rakousko a Morava budou: a) zajištění možnosti využití pokročilého hodnocení spolehlivosti mostních konstrukcí, založeného na numerických metodách v kombinaci s metodami statistickými; b) vytvoření Pokynu/Průvodce pro bezpečné používání uvedených metod a c) vytvoření udržitelného vzdělávacího programu zaměřeného na hodnocení spolehlivosti konstrukcí. Takovéto výstupy zatím pro inženýrskou komunitu a provozovatele infrastruktury nebyly připraveny v žádné z evropských zemí ani jiných zemích světa, a jsou proto vysoce inovativní. Společně se strategickými partnery bude vybráno deset mostních objektů z regionů Vídeň, Dolní Rakousko a Morava, na které budou aplikovány pokročilé metody nelineárního hodnocení stavu a spolehlivosti. Výsledky studií budou implementovány do navrženého Pokynu. Pravidelná jednání zajistí přenos know-how mezi projektovými a strategickými partnery a kalibraci pilotního vzdělávacího programu založeného na případových studiích deseti vybraných mostů. Po ukončení realizace projektu budou na univerzitách organizovány vzdělávací kurzy pro nženýry a správce infrastruktury. Vzhledem k přeshraniční povaze problematiky hodnocení staveb dopravní infrastruktury, jejich údržby a provozu, bude vzdělávací program navržen tak, aby těmto požadavkům vyhověl.

Das Straßennetz in der Region Wien, NÖ und Mähren steht vor großen Herausforderungen: alternde Bausubstanz, steigende Verkehrslasten, Auswirkungen des Klimawandels, neue Qualitätsanforderungen und ein begrenztes Budget für die Straßeninfrastruktur. Um ein zuverlässiges Straßennetz aufrechtzuerhalten, müssen neue, innovative Ansätze verfolgt werden. Insbesondere gilt dies auch für Brückenbauwerke. Derzeit beruht deren Erhaltungsmanagement auf turnusmäßigen Bauwerksprüfungen. Schäden werden erst entdeckt, wenn sie offensichtlich sind. Dieses Vorgehen ist schadensbasiert und reaktiv. Schäden und Probleme des Bauwerks kündigen sich jedoch oftmals bereits im Inneren der Struktur, durch die tatsächlichen, aber oft unbekannten Einwirkungen auf das Bauwerk, an. Die Brücken der Zukunft sollten in der Lage sein, bereits zu einem früheren Zeitpunkt und ergänzend zu den Bauwerksprüfungen eine Auskunft über ihren Zustand und dessen Entwicklung zu geben. Ziel des Projektes "SAFEBRIDGE" ist es, vertiefte numerische zuverlässigkeitsorientierte Bewertungsmethoden für Brückensystemen (entsprechend der ONB4008 Level III) zu konzipieren und einer größeren Anzahl von Ingenieurbüros als auch den Betreibern von Infrastrukturen in der Region Wien, Niederösterreich und Mähren zugänglich zu machen. Die vertieften numerischen zuverlässigkeitsorientierten Bewertungsmethoden dienen zur Bereitstellung relevanter Informationen und zur ganzheitlichen Bewertung von Brückensystemen und haben einen signifikanten Effekt auf den effizienten und zielgerichteten Einsatz des begrenzten Budgets in der Brückenerhaltung. Die Kernoutputs des Projektes für die Infrastrukturbetreiber (InfB.) und Ingenieursgemeinschaft (IngG.) der Region Wien, NÖ und Mähren sind (a) die Schaffung der Zugänglichkeit zu den vertieften numerischen statistischen Bausteinen und zuverlässigkeitsorientierten Bewertungsmethoden für die ganzheitliche Bewertung von Brückensystemen , (b) die Schaffung einer Guideline für die risikoreduzierte Anwendung der vertieften Verfahren, und (c) die Entwicklung eines nachhaltigen Schulungsprogrammes. Diese drei Ansätze sind bis dato in keinem der Europäischen Länder und weltweit für die IngG. und InfB. aufbereitet worden und sind daher als hoch innovativ einzustufen. An zehn mit den Strat. Partnern gemeinsamen ausgewählten Brückenobjekten aus der Region Wien, NÖ und Mähren werden die vertieften numerischen zuverlässigkeitsorientierten Bewertungsmethoden erarbeitet und vorgestellt und in Folge in eine Guideline übergeführt. Regelmäßige Meetings dienen dem Know-How Transfer zu und von den strategischen Partnern und der Kalibrierung des Pilotschulngsprogramms auf Basis der 10 gewählten Fallstudien. Das Schulungsprogramm an den Univ. ist nach dem Projek der IngG. und KMUs zugänglich. Da die Erhaltung, der Betrieb und die Bewertung der Infrastrukturanlagen grenzübergreifend ist sind die Schulungen/das Projekt ebenfalls so anzulegen.

Přenos postupů a know-how mezi výzkumem a podniky: 1.) Případové studie založené na pokročilých metodách nelineárního hodnocení stavu (PNHS) pěti českých a pěti rakouských mostů; 2.) Jeden vzdělávací program PNHS pro malé a střední podniky, inženýry a správce infrastruktury z regionů Rakouska i České republiky; 3.) Tři semináře konané BOKU-IKI a BUT BRNO pro strategické partnery a inženýrskou veřejnost; 4.) Čtyři technické listy, kde budou stručně popsány případové studie a které budou šířeny mezi účastníky seminářů; 5.) Dvě zvláštní zasedání na lokální konferenci Brückentagung ve Vídni. Procesní činnosti na pomoc malým a středním podnikům při integraci do inovačních systémů: 1.) Jeden obecný pokyn zaměřený na pokročilé nelineární hodnocení stavu (PNHS) pro strategické partnery a sdružení inženýrů v Rakousku a ČR; 2.) Jeden kurz PNHS na Univerzitě BOKU a VUT v Brně.

Technologie- und Know-how-Transfer zwischen Forschung und Unternehmen 1.) Fünf österreichische und fünf tschechische Fallstudien der vertieften nichtlinearen Zustandsbewertungsmethoden (VNZB); 2.) Je ein Schulungsprogramm der VNZB für AUT-KMUs und CZ-KMUs bzw. Ingenieursgemeinschaft und Infrastrukturbetreiber; 3.) Je drei Seminare an der Universität für Bodenkultur und der Universität Brno für die Strategischen Partner und die Ingenieurgemeinschaft; 4.) Vier technische Blätter, auf denen die Fallstudien kurz vorgestellt und während der Seminare verbreitet werden; 5.) Zwei Special Sessions an lokalen Konferenzen wie den Brückenbautagen in Wien. Strukturelle Aktivitäten zur Unterstützung von KMUs bei der Integration ins Innovationssystem 1.)
