Description (EN): The project is part of ECONOMIE 2020 – the main aim is to develop and support new initiatives within the cultural and creative economy. We have identified the following needs:
In terms of the region:
Increase the amount of GDP invested in R&D.
Develop entrepreneurship.
Bring stakeholders together around business and competitiveness poles.
In terms of businesses:
Obtain support for investment in R&D (new services/products).
Growth (new markets).
Well-trained personnel, who are inventive, creative and flexible.
In terms of cultural organisations:
Develop new activity poles and new schemes
Contribute to economic restructuring processes.
Identify self-financing bridging loans.
In this context, we intend to launch the IMPACT project aiming to set up a Euregional (and cross-sector) pole of cooperation, R&D, production and distribution in the field of new technologies and theatre arts.
The structure of the project is based on 3 additional actions :
1. IMPACT Lab. IMPACT LAB is an Arts/Technology project incubator which will create prototypes and present them (in the FORUM) - 18 R&D Arts/Science/Technology projects.
Problem solving : how?
- Develop an innovative human/machine interface.
- Transform movement into music.
- Create intelligent paper for interactive objects.
- Create luminous stage design which reacts to human emotions.
- Develop a holographic system.
Operational framework:
2 calls for proposals to select the projects for the incubation LAB (minimum. 18, of which at least 9 project leaders to be based in the MRE). The selection committee consists of representatives of LAB partners, technology partners and a committee of external experts (international).
2 incubation sessions in the LAB* (Oct 2016 to Nov 2017 and Oct 2017 to Nov 2018).
Each project consists of a cross-sector consortium (three-way contract between the partner institution of IMPACT LAB, the project leader and the company).
Each project receives financial support for prototype development.
This contribution is pre-financed by the LAB partners.
TDL: 6 projects (*300k €) => 150,000 invested in businesses within the EMR.
CCHA: 4 projects (*100k €) => 50,00.
PXL-MAD: 1 project (*40k €) => 20,00.
MERIT: 5 projects (*342k €) => 171,000.
CSE: 2 projects (*50k €) => 25,000.
50% (minimum) of the total of this contribution must be invested in businesses within the MRE (purchase of material, prototyping, expertise). The remaining 50% will be used to finance the project leader(s) (ie salary, ancillary costs) and to ensure overall monitoring and sustainability.
Each project is organised as follows:
- 3 induction days in the research centre/company.
- 4 weeks of R&D in the research centre/company.
- 4 weeks of R&D in a cultural institution.
- 1 week for the presentation of results (as part of the Forum).
2. IMPACT Learn. Cross-sector. Euregional pole for training in art and technology to encourage collaboration and networking between the different sectors involved, to develop an interest in science and new technology and to stimulate entrepreneurship. Workshops (pro, students, children), conferences and innovation coaching.
3. IMPACT Forum. Structuring and development of a pole for innovative and creative industries in the framework of three international forums :
IMPACT Forum #1 - 23 to 25/09/16[S2] - Aachen.
IMPACT Forum #2 – 4 to 18/11/17 – All partnering cities.
IMPACT Forum #3 – 3 to 17/11/18 – All partnering cities.
- Presentation of prototypes developed in the LAB.
- Presentation of international prototypes.
- Conferences bringing together Euregional and international specialists (businesses, research centres, laboratories).
- Demonstration of new products and early stage technologies (from laboratories and businesses/ Euregional and international start-ups).
The expected outcomes are:
- The development of new applications and a mechanism for, and thanks to, the cultural economy.
- The development of a Euregional cultural incubator.
- Increased GDP invested in R&D.
- Development of entrepreneurship (in particular, cultural entrepreneurship – LAB = business accelerator).
- Growth of competitiveness of SMEs through a targeted policy of investment and innovation.
- Increase of the innovation potential of SMEs (OPEN and Cross sectoral Innovation).
- Increased market share of SMEs in the cultural sector.
- Develop an interest in science, research and innovation in young people.
- Develop international standing for the Euregion.

Développer de nouveaux pôles d’activités et des nouveaux dispositifs. S’inscrire dans les dynamiques de redéploiement économique. Dégager des relais d’autofinancements. Dans ce contexte, nous proposons de lancer le projet IMPACT dont l’objectif principal est de mettre sur pieds un pôle eurégional (et transectoriel) de coopération, de R&D, de production et de diffusion dans le champ des nouvelles technologies et des arts de la scène.
L’architecture du projet repose sur 3 actions complémentaires :
1.IMPACT Lab.
IMPACT LAB est un incubateur de projets Art/Technologies dont la mission est de produire des prototypes et d’en faire la démonstration (dans le FORUM) - 20 projets R&D Art/Science/Technologie.
Principe résolution de problème : comment ? Développer une interface Homme/machine innovante. Transformer le mouvement en musique. Créer du papier intelligent pour objets interactifs. Créer une scénographie lumineuse qui réagit aux émotions humaines. Développer un dispositif holographique.
Fonctionnement :
2 appels à projets pour sélectionner les projets à incuber dans le LAB (min. 20 dont au moins 10 de porteurs de projet basés dans l’EMR). Le comité de sélection est composé des représentants des partenaires du Lab, de représentants des partenaires technologiques et d’un comité d’experts externes (internationaux).. 2 sessions d’incubation dans le LAB* (entre oct.2016 et nov.2017 & entre oct.2017 et nov.2018). Chaque projet se constitue autour d’un consortium transectoriel (contrat tripartite entre l’institution partenaire d’IMPACT LAB, le porteur de projet et l’entreprise.. Chaque projet reçoit un apport financier pour le développement des prototypes.Cet apport est préfinancé par les partenaires du LAB.

*Chaque projet s’organisera comme suit :

3. IMPACT Forum. Structuration et développement d’un pôle des industries innovantes et créatives dans le cadre de trois forums internationaux :

IMPACT Forum #3 - du 3 au 17/11/18 – Toutes les villes partenaires.

Conférences d’experts (entreprises, centres de recherche, laboratoires) eurégionaux et internationaux.
Démonstrations de nouveaux produits et d’early stage technologies (de laboratoires et entreprises/Startup euregionaux et internationaux).
Les résultats attendus sont :
Le développement de nouvelles applications et dispositif pour et grâce à l’économie culturelle. Le développement d’un incubateur culturel euregional. Augmentation de la part du PIB investi dans la R&D. Le développement l’entreprenariat (notamment, l’entreprenariat culturel – LAB = pépinière). Den Teil des BIP erhöhen, der in Forschung und Entwicklung (F&E) investiert wird.
Das Unternehmertum weiterentwickeln (das kulturelle Unternehmertum inbegriffen).
Akteure auf Grund wirtschaftlicher Tätigkeiten und Ihrer Wettbewerbsfähigkeit zusammenzubringen.
Auf Ebene der Unternehmen:
Unterstützung für Investionen in F&E erhalten (neue Diensleistungen/Produkte).
Wachstum (neue Märkte erschliessen).
Gut geschultes, erfinderisches, kreatives und flexibles Personal.
Auf Ebene der kulturellen Unternehmen:
Neue Tätigkeitsbereiche erschliessen.
Sich eingliedern in die Arbeitsbereiche der wirtschaftlichen Umstrukturierung.
Möglichkeiten der Selbstfinanzierung herausarbeiten.
In diesem Kontext schlagen wir vor, das Projekt IMPACT in die Wege zu leiten, das hauptsächlich bezweckt, ein euregionaler (und transsektoraler) Zusammenschluss für Forschung und Entwicklung, für Produktion und Diffusion im Feld der neuen Technologien und der Bühnenkunst zu sein.
Die Projektstruktur beruht auf 3 komplementären Massnahmen:
IMPACT LabIMPACT LAB ist ein Projektinkubator Kunst/Technologie dessen Ziel es ist nicht nur Protoypen zu produzieren sondern auch sie vorzuführen (im FORUM) - 20 Projekte F&E Kunst/Wissenschaft/Technologie.
Lösungsorientierte Herangehensweise: Wie? Einige Beispiele:
Entwicklung einer innovativen Mensch/Maschine-Interface.
Einsatz von Sensoren zur Übertragung der Bewegung in die Musik.
Entwicklung eines „smart paper“ für interaktive Gegenstände.
Entwicklung einer Lichtszenographie, die auf menschliche Emotionen reagiert.
Arbeitsweise:
· 2 Projektaufrufe für Projekte, die im LAB inkubiert werden (min. 20 wovon mindestens 10 Träger von Projekten im Bereich Euregio Maas-Rhein sind). Das Auswahlgremium ist zusammengestellt aus Repräsentanten der Partner des LAB, aus Repräsentanten der Partner aus dem Bereich der Technologie und aus einem Gremium internationaler externer Experten.
· 2 Inkubationssessionen im LAB * (zwischen Oktober 2016 und November 2017 & zwischen Oktober 17 und November 18).
· Jedes Projekt bildet sich um ein transsektorales Konsortium (ein Vertrag wird mit drei Parteien abgeschlossen: mit der Partnerinstitution von IMPACT LAB, dem Projektträger und dem Unternehmen.
· Jedes Projekt erhält einen finanziellen Zuschuss, welcher die Entwicklung von Prototypen ermöglichen soll.
Dieser Beitrag wird von den Partnern des LAB vorfinanziert.

· Die anderen 50% dienen dazu den/die Projektträger zu finanzieren (Vergütung, Administrationskosten) und die Weiterverfolgung und Nachhaltigkeit dieser zu gewährleisten.
*Jedes Projekt organisiert sich wie folgt:
§ 3 Tage Einführung in die Recherchezentren/Unternehmen.
§ 4 Wochen R&D in den Recherchezentren/Unternehmen.
§ 4 Wochen R&D in den Kulturellen Institutionen.
§ 1 Woche Präsentation der Resultate (im Rahmen des Forum).
IMPACT LearnStrukturierung eines euregionalen fachübergreifenden Ausbildungspools für Kunst und Technologie zur Förderung der Zusammenarbeit und der Verbindungen zwischen den einzelnen betroffenen Bereichen um das Interesse für Wissenschaften und neue Technologien zu wecken sowie das Unternehmertum zu unterstützen.

Die erwarteten Ergebnisse sind:
- Entwicklung von neuen Anwendungen dank der kulturellen Ökonomie.
- Der Aufbau eines euregionalen kulturellen Inkubators.
- Die Weiterentwicklung des Unternehmertums (u.a. des kulturellen Unternehmertums ).
- Ausbau der Marktanteile der KMU im Kultursektor (neue Absatzmärkte, neue Märkte für technologische Güter und Dienste.
- Bei Jugendlichen das Interesse für Wissenschaft, Forschung und Innovation entwickeln.
- Stärkung der internationalen Ausstrahlung der Euregio .

Expected Results (EN): RI3 Percentage starting enterprises relative to total amount of enterprises.
Expected Outputs (EN): The ambition of the IMPACT project, through the LAB, is to increase the number of companies engaged in innovative R & D projects. It should therefore make a positive contribution to the achievement of this indicator and increase the competitiveness of enterprises.

Read more Expected Outputs (FR): Le projet IMPACT a pour ambition, via le LAB, d’accroitre le nombre d’entreprises engagées dans des projets de R&D innovants. Il devrait donc participer positivement à la réalisation de cet indicateur et à augmenter la compétitivité des entreprises.
Nous espérons que les projets pilotes dans le LAB mènent à un transfert de technologie des laboratoires de recherche vers les entreprises (création de nouveaux modèles d’affaire, de nouvelles lignes de produits), voire à la création de spin-off.
De plus, le FORUM et le LEARN doivent participer à la réalisation de cet objectif :
1. Pendant le FORUM,
En accompagnant les porteurs de projets à developper de modèles d’affaire (Entrepreneurship Living Lab), en ouvrant l’événement à de jeunes start-up pour des démonstrations et des tests de nouveaux produits.
2. Dans le LEAN,
En familiarisant le très jeune public au processus d’innovation et de developpement de projets (workshops– 400 enfants), en stimulant l’entrepreunariat auprès d’étudiants dans le cadre de workshops (coaching innovation –40 étudiants), en intégrant des jeunes étudiants ou chercheurs aux projets incubés dans le LAB (internship), en organisant des opportunity meeting durant lesquels des entrepreneurs, checheurs et artistes auront l’occasion d’initier de nouvelles collaborations (250 personnes).
Cette dynamique sera menée par certains partenaires (Coordination, TDL, MAD FAC, ITF) et soutenue par des partenaires associés tels que : Plug-R, Innovatech, C-MINE Crib, …

Wir hoffen, dass die Pilotprojekte im LAB zu einem Transfer von Technologie von den Forschungseinrichtungen zu den Unternehmen (Schaffung von neuen Geschäftsmodellen und neuen Produktlinien), bis hin zur Schaffung von Spin-off führen werden. Die im Projekt beteiligten Universitäten, Cluster und Zentren von Technologietransfer werden auf die Valorisierung der Ergebnisse der LABs achten.
Während des FORUM.
Durch die Begleitung der Projektträger bei der Entwicklung neuer Geschäftsmodelle (Entrepreneurship Living Lab), durch die Öffnung der Veranstaltung für junge Start-up, die dort neue Produkte vorzeigen und testen können.
IM LEARN.
Indem ein sehr junges Publikum mit dem Innovations- und Entwicklungsprozess (Workshop für Kinder – 400 Teilnehmer) vertraut gemacht wird, durch die Stimulation des Unternehmertums bei Studenten im Rahmen von Workshops (Innovations-Coaching – Mini-Lab mit 40 Studenten), durch die Einbeziehung junger Studenten oder Forscher in die im LAB entwickelten Projekte (internship), durch das Veranstalten von Opportunity Meetings, in welchen Unternehmer, Forscher und die Künstler die Gelegenheit erhalten, neue Kooperationen einzugehen (250 Personen).
Diese Dynamik wird durch einige Partner geleitet werden (TDL, MAD FAC, ITF, unterstützt durch die assozierten Partner wie Plug-R, Innovatech,I-MINDS, C-MINE Crib.
