Description (DE): Die Euregio Maas-Rhein blickt auf eine lange und vielfältige auch von Krieg gekennzeichnete Geschichte zurück. In der zweiten Hälfte des 20. Jahrhunderts hat sich eine gemeinsame Identität des «Dreiländerecks» herausgebildet, die geprägt ist durch Freizügigkeit, Mobilität und ein gemeinsames Kulturverständnis. Wie ganz Europa ist aktuell auch die Euregio Maas-Rhein herausgefordert durch die Zuwanderung einer großen Zahl an Geflüchteten. Sowohl für die Wirtschaft der Region als auch für ihre Integrationspolitik wird diese Zuwanderung von Menschen aus anderen Kulturkreisen aller Voraussicht nach auch in den kommenden Jahren ein bestimmendes Thema bleiben.
Die wichtigsten Fragen in diesem Zusammenhang lauten: Wie können diese neu Zugewanderten an die kulturellen Gegebenheiten der Region herangeführt werden? Wie kann die Vermittlung der jeweils gesprochenen Sprache am besten erfolgen? Wie können ihre Kenntnisse und Fähigkeiten anerkannt, wie können sie qualifiziert und in den Arbeitsmarkt, aber auch in die Gesellschaft integriert werden? Wie kann ein Austausch zwischen den lokalen Interessengemeinschaften und den Geflüchteten gefördert werden?
Bildung ist bei der Bewältigung der gesellschaftlichen Aufgaben zentral; nicht nur die Fortbildung derjenigen, die sich in den verschiedenen Bereichen mit Geflüchteten beschäftigen, sondern der Geflüchteten selber, deren Integration nur über formelles und informelles Lernen gelingt.
Angesichts der großen Zahl an Neuzuwanderern und ihrer Mobilität ist eine gemeinsame europäische Identität nötig, um der Situation auf humane Art zu begegnen. Das Projekt profitiert dabei von den Erfahrungen jeder der vier Teil-Regionen, indem es die teilweise unterschiedlichen Integrationsstrategien berücksichtigt. Dabei wird ein euregionaler Standard für die Fortbildung und für zu vermittelnde Werte entstehen.
Ziel ist die Integration von Zugewanderten in die Gesellschaft, indem Fachkräfte und Freiwillige besser für ihre Aufgaben qualifiziert werden und Bildungsformate entwickelt werden, bei denen die Geflüchteten selbst Handlungskompetenz erwerben . Zielgruppe sind z.B. Sozialpädagogen/innen und Lehrkräfte und Geflüchtete als Multiplikatoren in ihrer Community. Konkret sollen aufeinander abgestimmte Fortbildungsmodule entwickelt werden, die sowohl Hauptberuflichen als auch Ehrenamtlichen bei ihrer Aufgabe der Aufnahme, Unterstützung und Qualifizierung der Geflüchteten in der Euregio Maas-Rhein helfen. Zur Realisierung dieses Ziels sind folgende Schritte geplant:
1. Kontextanalyse und Bestandsaufnahme der aktuell vorhandenen Qualifikationen und Kompetenzen von Hauptberuflichen und Ehrenamtlichen: Definition eines Kompetenzbezugssystems und Durchführung einer Stärken-Schwächen-Analyse und Abfrage der vorrangigen Fortbildungsbedarfe bei den Praktikerinnen und Praktikern in den fünf Teil-Regionen. Formale Qualifikationen werden ebenso berücksichtigt wie informell erworbene Kompetenzen.
2. Konzeption eines differenzierten modularen Fortbildungsprogramms unter Berücksichtigung der genannten Bedarfe und euregionaler Gegebenheiten (z.B. Gemeinsamkeiten der Arbeit in den Großstädten oder im ländlichen Raum jenseits der Nationalitäten). Berücksichtigt werden sowohl fachliche (z.B. sprachdidaktische) Fragen als auch übergeordnete Themen (z.B. interkulturelles Training und der Umgang mit Traumata). Verschiedene Nutzungsmöglichkeiten werden bedacht, z. B. der Einsatz moderner Technologien wie Online-Angebote. Ein Schwerpunkt soll auf der Beantwortung der Frage liegen, wie der Dialog zwischen den Geflüchteten und der einheimischen Bevölkerung positiv beeinflusst werden kann.
3. Durchführung des Fortbildungsprogramms in den vier Teil-Regionen unter Einbeziehung der wichtigsten Akteure (Einrichtungen zur Aufnahme und Versorgung von Geflüchteten ebenso wie Weiterbildungseinrichtungen mit dem Ziel ihrer sprachlichen und beruflichen Qualifikation). Es soll auf ein ausgewogenes Verhältnis von Hauptamtlichen und Ehrenamtlichen geachtet werden.
4. Auswertung, Optimierung und Implementierung des Fortbildungsprogramms: Nach der ersten Durchführung werden Rückmeldungen eingeholt, sowohl von den Geflüchteten als auch von den Einrichtungen. Auf der Grundlage dieser Rückmeldungen wird das Fortbildungsprogramm inhaltlich und bezüglich seiner Rahmenbedingungen überarbeitet. Das optimierte Programm wird dann in Form von differenzierten Modulen dokumentiert.
5. Am Projektende steht eine Konferenz, bei der das Fortbildungsprogramm vorgestellt und verfügbar gemacht wird. Anschließend wird es über die öffentlichkeitswirksamen Medien der beteiligten Einrichtungen publik gemacht. Darüber hinaus wird es in regionalen und nationalen Fachveranstaltungen (z.B. für Deutschland: Landesverband der Volkshochschulen NRW und Deutscher Volkshochschul-Verband) vorgestellt und verfügbar gemacht.
Read more Description (FR): La région Meuse-Rhin a une histoire longue et complexe, jalonnée par les guerres. Une identité commune aux « Trois Frontières » s’est créée pendant la deuxième moitié du vingtième siècle, caractérisée par la liberté de circulation, la mobilité, et une entente culturelle partagée.
Comme le reste de l’Europe, la région est confrontée à la migration d’un grand nombre de réfugiés. La migration de personnes d’autres cercles culturels restera dans les années à venir un thème déterminant tant pour l’économie de la région que pour sa politique d’intégration.
Dans ce cadre, des questions essentielles se posent : comment ces nouveaux immigrés peuvent-ils être initiés aux réalités culturelles de la région ? Comment transmettre au mieux les langues qui sont parlées dans nos régions ? Comment les compétences des réfugiés peuvent-elles être reconnues ? Comment peuvent-ils se qualifier pour le marché du travail et pour la vie en société ? Comment encourager les échanges entre les différentes parties prenantes et les réfugiés ?
La formation prend un rôle central dans la maîtrise des tâches sociales. Non seulement la formation de ceux qui travaillent avec les fugitifs dans de différents domaines, mais aussi les fugitifs eux-mêmes. Leur intégration ne peut être obtenue grâce à l´apprentissage formel et informel.
Au vu du nombre élevé des nouveaux arrivants et de leur mobilité, une identité européenne commune s’impose pour traiter la situation le plus humainement possible. Le projet bénéficie en cela de l’expérience des 4 divisions territoriales qui prend en considération les stratégies d’intégration, en partie différentes. Il en résultera un standard euro-régional pour la formation continue et pour la mise en place de valeurs à transmettre.
L´objectif est l´intégration des immigrants dans la société par des professionnels et des bénévoles qui eux, vont être mieux qualifiés pour leurs tâches. Des formats d´enseignement seront développés qui serviront aussi aux fugitifs qui peuvent acquérir de multiples compétences. Le groupe cible sont les assistants sociaux, les enseignants et les réfugiés en tant que multiplicateurs dans leur communauté. Le projet va développer une série de modules de formation qui aidera les intervenants, professionnels ou bénévoles, dans leurs fonctions d´accueil, de formation et d´intégratiion des réfugiés dans la région Meuse-Rhin. Les étapes du projet sont les suivantes :
1) Analyse du contexte et de l´existant, définition d’un référentiel de compétences, analyse des forces et faiblesses ainsi que des besoins prioritaires en matière de formation continue des intervenants des divisions territoriales.
2) Conception d’un programme modulaire de formation continue, flexible selon les demandes de formation et des conditions spécifiques de la région (par ex. similitude du travail en grande agglomération ou dans les zones rurales indépendamment des nationalités). Seront prises en considération les questions d’ordre professionnel (comme la didactique des langues) et les questions d’ordre général (par ex. formations interculturelles ou traitement des traumatismes). Il sera tenu compte de différents outils, comme par ex. l’utilisation des technologies modernes comme les offres en ligne. Un axe essentiel de ce programme sera de trouver une réponse à la question : comment influencer de façon positive le dialogue entre les réfugiés et la population locale.
3) Expérimentation du programme de formation continue dans les 4 divisions territoriales en y impliquant les principaux acteurs (impliqués dans l’accueil et les soins aux réfugiés ainsi que les institutions de formation continue pour la qualification professionnelle et linguistique). Un juste équilibre entre les professionnels et les bénévoles devra être respecté.
4) Evaluation, optimisation et mise en place du programme de formation continue : les réactions des premiers participants au programme (participants et organismes) seront collectées. Sur la base de ces commentaires, le programme de formation continue sera remanié tant sur le fond que sur son fonctionnement. Le programme actualisé sera documenté dans des différents modules.
5) En fin de projet, une conférence aura lieu pour présenter le programme de formation continue et le mettre à la disposition de toutes les organisations des régions. Il sera difffusé par le biais des réseaux de tous les partenaires et mis à la disposition des institutions des trois pays.
Read more Description (EN): Euregio Meuse-Rhine has a long and diverse history, characterized by war not so long ago. In the second half of the 20th century, a common identity of the "region of three countries" developed, an identity of freedom of movement, mobility and a common culture. Like all of Europe, the region currently faces the challenge of a vast number of new migrants. Supposedly, this migration from countries with different cultural backgrounds is going to remain a major issue in the near future which will influence the economy as well as the policy of integration in the Euregio.
Those dealing with refugees in various fields (teachers, social workers, paramedics, etc.) could not be sufficiently prepared for their task of dealing with refugees adequately and integrating them effectively. The most important questions in this context are: How can these new migrants be introduced to the cultural conditions of the region? How can the language that is spoken in the sub-regions best be taught? How can the refugees qualfications and competences be recognized, how can they be qualified into the labour market as well as into society? How can the dialogue between local stakeholders and refugees be enhanced?
The vast number of new migrants and their mobility call for a common European identity to handle the situation in a humane way. The project will profit from the experiences of each of the five sub-regions by taking the partly different strategies of integration into consideration. It will also generate Euregional standards for this training programme and for the implementation of common values.
The project aims at facilitating the integration of new migrants into society by improving the qualification of the practitioners. These practitioners dealing with refugees are the target group, i.e. social workers and teachers, and they function as multiplyers. The project will develop a programme of training modules which will help practitioners, whether they are professionals or volunteers, to receive, support, and qualifiy refugees in Euregio Maas-Rhine. These are the steps of the project:
1. Context analysis and state of the art diagnosis of the existing qualifications of professionals and volunteers. A framework of reference for the competences will be defined and an analysis of the strengths and weaknesses will be made. Practitioners in the five sub-regions will be asked what their most urgent training needs are. Formal qualifications and informally acquired competences will be taken into consideration.
2. These training demands and the specific conditions of the region (e.g. similarities of work with refugees in cities or in rural areas independent of nationalities) will be the basis of a differentiated modular training programme, which will then be designed. Both, professional (e.g. language didactics) and general aspects (e.g. intercultural trainings and how to deal with traumatization) will be considered. Various ways of access and use will be catered for, e.g. modern technology such as online parts. One point of emphasis will be to enhance the dialogue between the local population and refugees.
3. Putting the training programme into practice in the five sub-regions in cooperation with the most important organisations (those taking care of refugees wellbeing as well as education centres teaching them language skills and qualifying them). The project aims at equal numbers of professionals and volunteers.
4. Evaluation, optimization and implementation of the training programme. Practitioners and organizations which have taken part will give feedback on the training programme. This feedback will be the basis of a revision of the training programme regarding its contents and its organisational conditions. The revised programme will then be documented in differentiated modules.
5. At the end of the project there will be a conference to present the training programme and make it available for all organisations in the region. It will then be publicised through the media of all the partners. Moreover, it will be presented and made available to organisations of the three countries.

Expected Outputs (DE): Die Stärkung der Region ist das vorrangige Ziel des Programms, das unter anderem durch Inklusion und Bildung erreicht werden soll. Dabei kommt der sozialen Integration von benachteiligten Gruppen eine besondere Bedeutung zu.
Die Region Maas-Rhein ist schon lange ein Ziel für verschiedene Migrantengruppen: für internationale Studierende und Wissenschaftler, für Arbeitsmigranten wie die Gastarbeiter der vergangenen Jahrzehnte und auch für Asylbewerber. Seit 2015 ist eine große Zahl an Flüchtlingen zu verzeichnen, die in der Region Zuflucht suchen. Sie sind in vieler Hinsicht eine benachteiligte Gruppe.
Das Projekt erhöht die soziale Integration dieser Geflüchteten, indem Sozialpädagogen, Lehrkräfte und Ehrenamtliche aus verschiedenen Aufgabenbereichen qualifiziert werden, Bildungsangebote für Geflüchtete durchzuführen, die deren Handlungskompetenz erhöht. Durch eine Bedarfsabfrage nach einer Bestandsaufnahme werden die gewünschten Inhalte aus der Praxis erfragt und in ein differenziertes, modulares Fortbildungsprogramm eingearbeitet. Die aufgrund des Fortbildungsprogramms verbesserte Praxis wird die soziale Integration der Geflüchteten erhöhen. Zudem wird ein Schwerpunkt der Fortbildung im Dialog zwischen den Geflüchteten und der aufnehmenden Gesellschaft liegen.
Read more Expected Outputs (FR): Consolider la région est la priorité numéro un de ce programme. L’intégration sociale des groupes défavorisés y occupe une place prépondérante. La région Meuse-Rhin est depuis longtemps la destination de différents groupes de migrants : des étudiants et des scientifiques internationaux, des migrants de l’emploi tout comme les travailleurs émigrés des décennies passées et également les demandeurs d’asile. Depuis 2015, on a enregistré un grand nombre de réfugiés. A maints égards, ils constituent un groupe défavorisé. Le projet augmente l'intégration sociale de ces fugitifs par la qualification des travailleurs sociaux, les enseignants et les bénévoles dans différents domaines avec le but de mener à bien la formation des réfugiés. Ceci augmente leur capacité d’action. Une enquête permettra d’identifier et de répertorier les besoins, de les insérer dans un programme de formation continue modulaire différencié. Le programme de formation continue améliorera l’aide aux réfugiés et renforcera par conséquent leur intégration sociale. En outre, un des axes essentiels de la formation continue repose sur le dialogue entre les réfugiés et la société d’accueil.

The Maas-Rhine region has long been a destination for diverse migrant groups: for international students and researchers, for migrant workers such as the guest workers in the past decades, and also for asylum seekers. A large number of refugees have sought refuge in the region since 2015. They constitute a disadvantaged group in many respects.
The project advances the social integration of these refugees by training social education workers, teachers and volunteers from various fields to provide educational services to refugees that strengthen their ability to act independently. By means of a survey following stocktaking of the extent of training required, the content recommendations of the practitioners will be incorporated into a differentiated, modular training programme. The improved practice resulting from the training programme will increase the social integration of the refugees. Training will also focus on the dialogue between the refugees and the host society.
