Description (DE): Mit dem vorliegenden Projekt sollen in der Euregio Maas-Rhein (EMR) Strukturen und Prozesse zum Ausbau und der Vernetzung von grenzüberschreitenden Kooperationen geschaffen werden, deren Ziel es ist, die EMR als internationale Top-Technologie-Region mit ausgezeichneten Karrieremöglichkeiten und hoher Lebensqualität für Newcomer zu positionieren. Der demographische Wandel führt in der gesamten EMR schon in wenigen Jahren zu einem bedrohlichen Mangel an Fachkräften. Die Erwerbsbevölkerung altert zunehmend, bekommt zu wenig Nachwuchs und wandert statistisch gesehen eher aus als ein. Von diesem demographischen Megatrend sind weite Teile Europas betroffen, weshalb um internationale Fachkräfte ein regelrechter „War on Talents“ ausgebrochen ist. Fachkräfte können in verschiedenen Branchen bereits heute zwischen einer Mehrzahl offener Stellen wählen. Doch was genau macht einen Standort für die Zielgruppe attraktiv? Neben den Rahmenbedingungen des Arbeitsplatzes sind es insbesondere die weichen Standortfaktoren, wie die Lebensqualität einer Stadt und ihrer Region, die bei vielen Bewerbern/innen heute in den Vordergrund rücken. Die Attraktivität als Wohn- und Arbeitsort für internationale Fachkräfte ist somit zu einer wichtigen Ressource im Standortwettbewerb von Städten und Regionen geworden.
Im Bereich des Themenfeldes Arbeitsmarkt hat in den letzten Jahren eine spürbare Ausweitung und Angleichung der Beratungsangebote unter dem Banner GIP stattgefunden. Darüber hinaus wurden erste Schritte zur Etablierung grenzüberschreitender Vermittlungsservice unternommen. Diese sollen hier nun weitergeführt und angeglichen werden, um zu einem wahrhaft euregionalen Arbeits- und Vermittlungsmarkt in der EMR zu gelangen.
Arbeit ist zwar ein wesentlicher Faktor für die Ansiedlung von Newcomern in der Region. Um eine wirklich wirksame Willkommenskultur zu etablieren, die Newcomer anreizt, in der Region zu bleiben, sollen diese Angebote um ein umfassendes Willkommensangebot erweitert, bzw. vernetzt werden, um Newcomern ein Angebot für alle Lebenslagen anzubieten. Um dies zu erreichen, soll nun allerdings nicht „das Rad neu erfunden werden“. Vielmehr zielt dieses Projekt darauf ab, die regional bereits vielfältig aufgestellte Beratungs- und Servicelandschaft zu evaluieren und auf eine gemeinsame Basis zu stellen. Durch intelligente Wahl der Partner und der jeweiligen Aktivitäten soll sichergestellt werden, dass die Service und angedachten Endprodukte im Mittelpunkt des Antrages stehen. Dabei soll eine gemeinsame euregionale Basis und ein euregionaler Standard etabliert werden, den alle befolgen. Gleichzeitig soll sichergestellt werden, dass dabei regionale Besonderheiten nicht assimiliert, sondern mit Mehrwert durch das gesamte Netzwerk genutzt werden.
Diese Willkommenskultur soll sich in einem gemeinsamen Auftreten unter gemeinsamen euregionalen Marketing widerspiegeln und dazu nicht nur die Ziele des gemeinsamen Arbeitsmarktes und einer euregionalen Willkommenskultur für Newcomer verwirklichen, sondern darüber hinaus auch die Region als solche vermarkten und als attraktiven Lebensraum darstellen. Um den grenzüberschreitenden Charakter sowie die geographische Ausbreitung der Aktivitäten und Resultate über das Gesamtgebiet der EMR zu gewährleisten, kooperiert das Projektkonsortium in der Praxis intensiv mit assoziierten Partnern. Für den Bereich Arbeitsmarkt wird in der Umsetzung intensiv mit den Public Employment Services (PES) Bundesagentur für Arbeit , dem Uitvoeringsinstituut Werknemersverzekeringen (UWV) und Vlaamse Dienst voor Arbeidsbemiddeling en Beroepsopleiding (VDAB) kooperiert, um eine zielgerichtete Einbindung in die Vermittlungsabläufe dieser Institutionen sicherzustellen, und das Ziel eines One-Stop-Shop zu erreichen. Ebenso wird im Bereich der Willkommenskultur intensiv mit der Universiteit Hasselt und dem Forschungszentrum Jülich GmbH kooperiert, um hier eine sachgerechte und nachhaltige Einbindung der Universitäten und des Forschungssektors zu garantieren.

The attractiveness as a place to live and work for international skilled workers has thus become an important resource in the location competition between cities and regions. In the field of the labour market, there has been a noticeable expansion and harmonisation of counselling services under the GIP banner in recent years. In addition, first steps have been taken towards establishing cross-border placement services. These are now to be continued and harmonised here in order to achieve a truly euregional labour and placement market in the EMR. Although work is an essential factor for the settlement of newcomers in the region, it is not the only one. In order to establish a really effective welcome culture that encourages newcomers to stay in the region, these offers are to be extended by a comprehensive welcome offer or networked in order to offer newcomers an offer for all situations in life.
In order to reach this, now however the wheel is not to be reinvented. Rather this project aims at evaluating the regionally already variously set up consulting and service landscape and to place on a common basis. The intelligent selection of partners and the respective activities will ensure that service and planned end products are the focus of the application. A common euregional basis and a euregional standard should be established, which all follow. At the same time it should be ensured that regional peculiarities are not assimilated, but used with added value by the entire network.
This welcome culture should be reflected in a common appearance under common euregional marketing and not only realise the goals of the common labour market and a euregional welcome culture for newcomers, but also market the region as such and present it as an attractive living space. In order to ensure the cross-border character as well as the geographical spread of the activities and results across the entire EMR area, the project consortium cooperates intensively in practice with associated partners. In the field of the labour market, the project is being implemented in close cooperation with the Public Employment Services (PES) of the Federal Employment Agency, the Uitvoeringsinstituut Werknemersverzekeringen (UWV) and Vlaamse Dienst voor Arbeidsbemiddeling en Beroepsopleiding (VDAB) in order to ensure targeted integration into the placement processes of these institutions and to achieve the goal of a one-stop shop.
In the field of welcome culture, the Universiteit Hasselt and the Forschungszentrum Jülich GmbH also cooperate intensively in order to guarantee a proper and sustainable integration of the universities and the research sector.
Read more Description (FR): Le présent projet vise à créer dans l’Euregio Meuse-Rhin (EMR) des structures et des processus pour le développement et la mise en réseau de coopérations transfrontalières ayant pour objectif de positionner l’EMR en tant que Région technologique de pointe avec d’excellentes opportunités de carrière et une qualité de vie élevée pour les nouveaux arrivants.
Le changement démographique entraînera pour l’ensemble de l’EMR une pénurie inquiétante en compétences dans peu d’années déjà. La population active vieillit de plus en plus, n’a pas assez d’enfants et tend, selon les statistiques, plutôt à émigrer qu’à immigrer. De grandes parties de l’Europe sont affectées par cette tendance de fond, ce qui implique qu’une véritable « guerre pour les talents » a lieu pour gagner la faveur de professionnels à l’échelle internationale. Les professionnels peuvent dès à présent choisir dans différents secteurs entre un grand nombre de postes offerts. Mais qu’est-ce qui rend un pôle attrayant pour ce groupe cible ? En dehors des conditions générales de l’emploi, il s’agit en particulier des facteurs non mesurables comme la qualité de vie d’une ville et de sa région qui sont désormais déterminants pour de nombreux/nombreuses candidat(e)s. L’attrait en tant que lieu d’habitation et de travail pour les professionnels internationaux est donc devenu un atout majeur dans la compétition menée entre villes et régions en tant que pôles économiques.
Dans le domaine du marché du travail, une nette extension et adaptation de l’offre a eu lieu ces dernières années grâce aux Points d’information transfrontaliers. En outre, des premiers pas pour la mise en place de services de placement transfrontaliers ont été entrepris. Il s’agit maintenant de développer et d’harmoniser ces services, afin d’aboutir à un véritable marché eurégional en matière d’emploi et de placement dans l’EMR.
L’emploi est assurément un facteur essentiel pour l’implantation de nouveaux arrivants dans la région. Pour mettre en place une culture d’accueil vraiment efficace, qui incite les nouveaux arrivants à rester dans la région, il s’agit de transformer ces offres en une offre globale d’accueil, ou de les mettre en réseau, afin de pouvoir proposer aux nouveaux arrivants une offre prenant en compte tous les aspects de la vie.
Pour atteindre cet objectif, il n’est évidemment pas question de « réinventer la roue ». En fait, ce projet vise à évaluer l’offre régionale en matière de conseil et de services, actuellement déjà très diversifiée, et d’établir une base commune. Grâce à une sélection réfléchie des partenaires et des activités respectives, il s’agit d’assurer que les services et produits finis envisagés constituent l’élément central de la demande. Il s’agit à cet égard d’établir une base eurégionale commune et une norme eurégionale, qui sera respectée par tous. Simultanément, il s’agit d’assurer que les particularités régionales ne soient pas assimilées mais utilisées en tant que valeur ajoutée à travers l’ensemble du réseau.
Cette culture d’accueil doit se refléter au travers d’une démarche commune, avec un marketing eurégional commun, et réaliser non seulement les objectifs du marché du travail commun et d’une culture eurégionale de l’accueil pour les nouveaux arrivants, mais aussi commercialiser la Région en tant que telle et la représenter comme un espace de vie attrayant.
Afin d´assurer le caractère transfrontalier et la répartition géographique des activités et des résultats sur l´ensemble du territoire de l´EMR, le consortium du projet coopère étroitement avec des partenaires associés. Dans le domaine du marché du travail, la mise en œuvre sera réalisée en étroite collaboration avec le Bundesagentur für Arbeit, l´Uitvoeringsinstituut Werknemersverzekeringen (UWV) et le Vlaamse Dienst voor Arbeidsbemiddeling en Beroepsopleiding (VDAB) des services publics de l´emploi (PSE), afin d´assurer une intégration ciblée dans les processus de médiation de ces institutions et d´atteindre l´objectif d´un guichet unique.
Dans le domaine de la culture d´accueil, une coopération intensive est également établie avec l´Université Hasselt et le Forschungszentrum Jülich GmbH afin de garantir une intégration appropriée et durable des universités et du secteur de la recherche.

Expected Outputs (DE): Durch eine Etablierung einer nachhaltigen und aufeinander abgestimmten euregionalen Beratungs- und Vermittlungsstruktur für Grenzgänger und Bürger werden die Chancen des grenzüberschreitenden Arbeitsmarktes aktiv genutzt und Bürger zur grenzüberschreitenden Arbeitsaufnahme animiert. Gerade die Kooperation im Rahmen von gemeinsamen SGA´s wird die grenzüberschreitende Arbeitsaufnahme gefördert und dadurch schon sachlogisch dafür Sorge getragen, dass ein Beitrag zur Erhöhung von Grenzgängern in der EMR geleistet wird.
Ebenso trägt die Etablierung einer euregionalen Willkommenskultur dazu bei, dass sich Menschen in der Region ansiedeln, bzw. in der Region verbleiben. Durch die Steigerung der Attraktivität der Region und den daraus resultierenden Anziehungseffekt steigt auch der Bedarf am barrierefreien Zugang zum Arbeitsmarkt, der gerade im euregionalen Kontext zu einer Steigerung der Grenzgängerzahlen in der Region beiträgt.
Read more Expected Outputs (EN): By establishing a sustainable and coordinated euregional advisory and placement structure for cross-border commuters and citizens, the opportunities offered by the cross-border labour market will be actively exploited and citizens will be encouraged to take up cross-border work. Especially the cooperation within the framework of joint SGA´s will promote cross-border employment and thus ensure logically that a contribution is made to increasing the number of cross-border commuters in the EMR.
The establishment of a euregional welcome culture also contributes to people settling in the region or staying in the region. By increasing the attractiveness of the region and the resulting attraction effect, the need for barrier-free access to the labour market also increases, which contributes to an increase in the number of cross-border commuters in the region, especially in the euregional context.
Read more Expected Outputs (FR): Grâce à l’établissement d’une structure eurégionale cohérente et durable pour les transfrontaliers et citoyens, les chances d’un marché transfrontalier est utilisée de manière active, et les citoyens sont d’ailleurs animée de la prise du travail. Surtout lors de coopérations dans le cadre de SGA, l’acceptance de la prise de travail est encouragé et on prend soin, qu’une contribution soit établi pour les transfrontaliers dans l’EMR.
De plus l’établissement d’une culture de la bienvenue contribue au fait, que les personnes s’installent dans les régions, plus particulièrement y restent.
Grâce à l’augmentation de l’attractivité de la région, et l’effet attireur en résultant, le besoin d’un marché de travail sans barrière grandira également, qui contribuera surtout au croissement du chiffre des transfrontaliers dans l’Euregio.
