Kernziel des Projektes „Grenzüberschreitender Wohnmonitor – Wohnrelevante Verflechtungen – Wohnungsbestand und -entwicklung – Wohnbauflächenreserven in der Euregio Maas-Rhein“ ist es, der bestehenden grenzübergreifenden Intransparenz und der Separierung der Wohnungsmärkte entgegen zu wirken und einen konkreten Beitrag zur Stärkung der EMR als Wohnstandort, zu einer engen und abgestimmten Entwicklung in den wohnungsrelevanten Verflechtungsräumen der Drei-Länder-Region sowie eine bessere Information und Kommunikation für die ansässige Bevölkerung und Neubürger zu leisten. Die größte Herausforderung besteht darin, dass aufgrund mangelnder, unzureichend aktueller und grenzübergreifend nicht vergleichbarer Informationen zunehmend wichtiger werdende Erkenntnisse für eine bessere und vorausschauende grenzüberschreitende Abstimmung nicht verfügbar sind und damit verbundene Entwicklungschancen für die Grenzregion nicht genutzt werden. Zentrale Aktivitäten bilden eine grenzübergreifende Wohnverflechtungs- und Wohnungsmarktanalyse sowie die Erhebung weiterer vergleichbarer wohnrelevanter Daten. Auf dieser erheblich verbesserten Informationsbasis wird ein harmonisiertes grenzüberschreitendes Datenmodell entwickelt und eine kartengestützte Webanwendung geschaffen, die auf ertüchtigten regionalen Informationsquellen aufbaut, automatisch aktualisiert und über das Projekt hinaus Bestand haben wird. Als erwartetes Ergebnis und Mehrwert dieser Zusammenarbeit entsteht eine neue gemeinsame Informations- und Kooperationsbasis im Bereich Wohnen, wie sie bislang noch in keiner europäischen Grenzregion existiert und die der EMR eine vorausschauende grenzübergreifende wie regionale Entwicklung als bevorzugter Wohnstandort ermöglicht. Neben den im Antrag aufgeführten vollwertigen Partnern, wird das Projekt auch vom "Ministère de wallon de l´Environment, de l´Aménagement du territoire, de la Mobilité et des Transports - Direction opérationelle générale de l´aménagement du territoire, du logement, du patrimoine et de l´énergie" sowie dem "Ministerium der Finanzen des Landes Rheinland-Pfalz - Ref. 4514 Wohnungsmarktbeobachtung" als assoziierte Partner maßgeblich unterstützt.

Description (EN):

The main aim of the project "Cross-border housing observatory – housing-related interrelationships – housing stock and its development – residential housing land reserves in the Meuse-Rhine Euroregion" is to counteract the existing lack of cross-border transparency and the separation of the housing markets, and to make a concrete contribution to strengthening the region as a residential location, promoting the close and coordinated development of housing in the three-country region, as well as providing better information and communication for existing and new residents. The biggest challenge is the fact that increasingly important information for improving (forward-looking) cross-border coordination is not available due to a lack of up-to-date and comparable data, meaning that the associated potential for developing the border region is not being exploited. Key activities include a cross-border analysis of housing interrelationships and the housing market, as well as the collection of comparable housing data. This improved data will in turn serve as the basis for developing a harmonised cross-border data model and a map-based Internet application. The latter will be based on upgraded regional information sources, will be automatically updated and will continue to operate once the project has ended. The expected results and added value of this cooperation project will be a) a new information and cooperation platform in the field of housing – a "first", as no such platform exists in any European border region –; and b) its decisive contribution to a forward-looking cross-border policy developing the region as a premium housing location. In addition to the full-fledged partners listed in the application, the project is also supported by the "Ministère de wallon de l Environment, de l Aménagement du territoire, de la Mobilité et des Transports - Direction opérationelle générale de laménagement du territoire, du logement, du patrimoine et de lénergie" and the "Ministerium der Finanzen des Landes Rheinland-Pfalz - Ref. 4514 Wohnungsmarktbeobachtung" as an associated partner.

Le principal objectif du projet « Moniteur Habitat transfrontalier – habitat transfrontalier – Parc immobilier et développement de nouveaux logements – Réserves de terrains à bâtir dans l’Euregio Meuse-Rhin » vise à supprimer le manque de transparence ainsi que le cloisonnement des marchés du logement au niveau transfrontalier, et à apporter une contribution concrète au renforcement de l’attrait de l‘EMR en tant que lieu de résidence, afin de mieux harmoniser le développement des zones d’habitat transfrontalières dans la région des trois pays, ainsi que d‘assurer de meilleures informations et une meilleure communication aux habitants actuels et futurs. Le défi majeur réside dans le fait qu’en raison du manque ou de l’insuffisance d’informations mises à jour (qui diffèrent fortement entre les pays) les connaissances font défaut pour une harmonisation transfrontalière plus complète et orientée sur l‘avenir, un point dont l’importance va croissant. Il en résulte également une mise à profit insuffisante des possibilités de développement pour la région frontière. Les activités centrales sont formées par une analyse des zones d’habitat et du marché du logement transfrontaliers, et la collecte de données complémentaires comparables en matière d‘habitat. Ces informations sensiblement améliorées permettront de développer un modèle de données transfrontalier et harmonisé ainsi qu’une application Internet avec matériel cartographique sur la base de sources d’informations régionales de qualité, qui seront automatiquement mis à jour et perdureront également à l’issue du projet. En tant que résultat prévu et plus-value de cette coopération, il en résulte une nouvelle forme de collaboration et d’information commune, jusqu’alors inconnue dans les régions frontières européennes. Cela permet à l’EMR de se développer pour devenir un lieu de résidence transfrontalier attrayant et axé sur l’avenir. Outre les partenaires à part entière énumérés dans la demande, le projet est également soutenu par le "Ministère de l´Environnement, de l´Aménagement du territoire, de la Mobilité et des Transports - Direction opérationelle générale de l´aménagement du territoire, du logement, du patrimoine et de l´énergie" et le "Ministerium der Finanzen des Landes Rheinland-Pfalz - Ref. 4514 Wohnungsmarktbeobachtung" en tant que partenaire associé.

Vorrangiges Ziel der grenzüberschreitenden Zusammenarbeit bleibt es, grenzbedingte Nachteile und Barrieren abzubauen; dazu zählen auch 25 Jahre nach Unterzeichnung der Maastrichter Verträge immer noch die „Grenzen in den Köpfen“. Durch ein verbessertes und vergleichbares Informations¬angebot im Bereich Wohnen wird in besonderem Maße dazu beigetragen, den Kauf oder die Anmietung einer Wohnimmobilie im Nachbarland zu fördern. Da nicht alle Wohnsitznahmen im Nachbarland immer gleichzeitig auch eine dortige Arbeitsaufnahme bedeuten, wird sich durch das verbesserte Informationsangebot die Anzahl der grenzüberschreitenden Pendler erhöhen. Eine genaue Quantifizierung, wie stark dieses Pendeln zunehmen wird, ist im gegenwärtigen Planungsstadium nicht möglich.

L'objectif principal de la coopération transfrontalière est de réduire les inconvénients et les obstacles causés par les frontières; cela inclut les «frontières dans les esprits» qui existent toujours, même 25 ans après la signature du Traité de Maastricht. Une offre d'information améliorée et comparable dans le domaine du logement est particulièrement utile pour promouvoir l'achat ou la location de propriétés résiden¬tielles dans le pays voisin. Étant donné qu’une installation dans le pays voisin n’est pas toujours liée à une prise de travail au même temps, le nombre de travailleurs transfrontaliers augmentera grâce à l'amélioration de l'offre d'information. Une quantification exacte de la variation du mouvement pendulaire n'est cependant pas possible au stade actuel de la planification.
