Description (FR): Problèmes et objectifs: Le projet global a pour objectif d’initier, de promouvoir et d’améliorer activement le transfert de connaissances et technologies, ainsi que la collaboration entre les écoles supérieures et les PME dans l’Euregio Meuse-Rhin, et de soutenir activement les PMU innovantes dans leur recrutement et leur fidélisation de personnel spécialisé, diplômé notamment d’écoles supérieures.
Malgré des conditions favorables, le transfert de technologies reste insuffisant dans l’Euregio Meuse-Rhin. Pour renforcer la compétitivité des PME innovantes dans l’Euregio Meuse-Rhin, il reste malgré tout très important de miser sur la collaboration et l’accès aux derniers résultats des projets de recherche. L’Euregio Meuse-Rhin compte un grand nombre d’établissements de recherche et d’écoles supérieures de renom, dont les potentiels ne sont pas (encore) suffisamment utilisés par les PMU locales. Le besoin en optimisation dans ce secteur reste donc élevé.
A l’inverse, pour faciliter l’accès initial aux infrastructures scientifiques, le projet doit également comprendre et prévoir un ensemble de mesures transfrontalières dans le but d’améliorer les conditions cadres des innovations d’entreprises. La stimulation, le renforcement de la collaboration entre les établissements/infrastructures scientifiques et les entreprises (Science-to-Business (S2B)) représentent un défi majeur, tout comme la prévention, la réduction de l’effet inhibiteur des frontières géographiques dans le cadre d’innovations régionales.
Il est nécessaire, d’une part de renforcer l’échange mutuel entre l’économie et la science, et d’autre part d’améliorer les contacts et les réseaux entre les entreprises. Le point fort réside avant tout dans le fait de favoriser le développement commun de nouveaux instruments et de nouvelles structures améliorées, afin de soutenir, de renforcer le lien entre les écoles supérieures et les PME innovantes.
Objectifs principaux, activités principales et valeur ajoutée de la coopération: Transfert transfrontalier de technologies, de connaissances et d’innovations. Il est primordial de miser, dans les différentes parties de l’Euregio Meuse-Rhin, sur la transparence des établissements/infrastructures économiques et scientifiques, et de montrer aux PMU les possibilités de coopération avec les écoles supérieures et les instituts de recherche participants au projet. Les types de manifestations accessibles, décrits dans C.2.1, doivent être réalisés dans un premier temps et mis en place au niveau transfrontalier, dans le but de stimuler la coopération entre les établissements scientifiques et les entreprises. Dans un deuxième temps, il sera nécessaire de favoriser, de renforcer la collaboration entre les infrastructures scientifiques et les PME, par le biais d’un système de bons (« Technologietransfer Minivoucher »). Dans ce cas précis, le but est d’envoyer un scientifique, un chercheur ou un maître de conférence pendant une journée dans une entreprise, afin de permettre une première prise de contact, très simple, et de déterminer les besoins de l’entreprise.
Les PME devront également être sensibilisées aux thématiques futures, comme l’Additive Manufacturing, l’Industrie 4.0 (« Fabrique de demain ») ou la méthode innovative « Design Thinking ». Différents types de manifestations et formations sont d’ailleurs programmés.
Ressources Humaines: Pour les entreprises innovantes de l’Euregio Meuse-Rhin, il est indispensable de sécuriser et de préserver le personnel qualifié, afin de conserver le caractère innovant et compétitif. Les innovations en termes de produits et processus ne sont possibles qu’avec des collaborateurs compétents et qualifiés en tant que valeur ajoutée. Avec le changement démographique, la mondialisation et la création d’une économie basée sur les connaissances, il est de plus en plus complexe de sécuriser et de préserver/fidéliser le personnel qualifié, avec la concurrence des régions. Le soutien des entreprises innovantes dans le recrutement et la fidélisation des collaborateurs spécialisés, ainsi que le positionnement de l’Euregio Meuse-Rhin comme lieu de travail et de vie attractif, représentent le deuxième pilier du projet.
Plateforme d’innovation numérique: Dès que les entreprises sont sensibilisées à l‘intérêt de la coopération avec un ou plusieurs établissements scientifiques et que la valeur ajoutée d’une telle collaboration a été reconnue pour son propre projet, il est intéressant, dans une prochaine étape, de rassemblerles demandeurs et les prestataires technologiques. Afin de pouvoir connecter les différents acteurs de manière plus simple et ciblée, une plateforme d’innovation numérique doit être mise en place, représentant le cadre spatial de la répartition des compétences scientifiques au sein de l’Euregio Meuse-Rhin.
La plateforme sert de sources et de support de visualisation/consultation des informations, sans avoir toutefois la prétention de conseiller ou d’analyser la situation de manière approfondie.
L´objectif consiste à mettre en œuvre une chaîne de valeurs transfrontalières pour l´innovation et de l´économie dans l‘EMR+, à destination des PME. Cet objectif sera atteint par une étroite coordination et coopération entre les trois projets „EarlyTech“, „BuSyBee“ et „I2M EMR+“. The objective of the overall project is active initiation, promotion and improvement in the transfer of technologies and knowledge, and collaboration between higher education institutions (Universities) and small and medium-sized enterprises (SMEs) in the Euregio Meuse Rhine(EMR), as well as active support of innovative SMEs in the employment and retention of skilled professionals, particularly from Universities.
Despite good conditions, transfer of technology in the EMR does not take place often enough. For the competitiveness of innovative SMEs in the EMR, however, collaboration and access to new research findings are of central significance. A multitude of renowned Universities and research institutes are at the disposal of the EMR, and their potential has (as yet) not been sufficiently harnessed by the SMEs based here. There is much room for improvement here.
In order to conversely facilitate initial access to the Euregion’s learning institutions, a set of measures coordinated across borders must be implemented during the project, in order to improve general conditions for enterprise innovation. In doing so, the main challenge is to further stimulate collaboration between learning institutions and enterprises (Science-to-Business (S2B)), and in addition to reduce in particular the limiting effects state borders have on regional innovations.
On the one hand, a mutual exchange between science and the economy is to be strengthened; on the other, contacts and networks between enterprises themselves are to be enhanced and/ or consolidated. The focus is primarily on the joint development of new or improved tools to enhance and/ or strengthen the connection between Universities and innovative SMEs.
Core objectives, important activities and the additional benefit of cooperation:
Cross-border transfer of innovations, knowledge and technology.
It is imperative in the EMR region to both ensure transparency in commercial and academic institutions, and to demonstrate to SMEs the possibilities for cooperation with the higher education and research institutions taking part in the project. The all-access events schedule described under C.2.1 should be put into effect as the first step, and expanded across borders, in order to stimulate collaboration between learning institutions and enterprises.
In a further step, it is considered expedient to stimulate the cooperation between learning institutions and SMEs through a voucher system (“technology transfer mini voucher”). In this case, the aim is that a scientist, researcher or lecturer is sent to an enterprise for a day in order to facilitate first contact in an uncomplicated way and thus determine the needs of the enterprise.
Alongside this, the awareness of SMEs of future issues such as additive manufacturing, Industry 4.0 (“factories of tomorrow”) or the innovative approach “design thinking” must be raised. Various event schedules and training courses are planned for this.
Human Resources:
For the innovative enterprises in the EMR, securing skilled professionals is of central significance in maintaining their capacity for innovation and competitiveness. Product and process innovations can only be realised through qualified and competent professionals as added value. Demographic change, globalisation and expansion of the knowledge-based economy are driving an environment where the securement of skilled professionals presents a challenge for the competitiveness of the region. The support for innovative enterprises in the employment and long term engagement of skilled professionals, just as the profiling of the EMR as an attractive place to live and work, represent the second cornerstone of the project.
Digital Innovation Platform (DIP):
As soon as enterprises are prepared for cooperation with one or more scientific institutions, and have recognised the added value of such collaboration for their own plans, the next step is to bring together those who need technology and those who offer it. In order to integrate individual participants across borders in a simpler and more focused way, a Digital Information Platform is to be developed, which offers a spatial representation of the distribution of academic expertise within the EMR.
The platform serves as the first stop for information acquisition and visualisation, without the aspiration of performing profound consultation or analysis.
The overarching objective is to realise, in particular for SMEs, a cross-border chain of added value for innovation and economy in the EMR+. This will be achieved through close coordination and cooperation between the three projects “EarlyTech”, “BuSyBee”, and “I2M EMR+”. Um hingegen den initialen Zugang zu den euregionalen Wissenseinrichtungen zu erleichtern, soll in der Projektlaufzeit ein grenzübergreifend abgestimmtes Maßnahmenpaket umgesetzt werden, um die Rahmenbedingungen für Unternehmensinnovationen zu verbessern. Dabei ist es eine zentrale Herausforderung, die Zusammenarbeit zwischen Wissenseinrichtungen und Unternehmen (Science-to-Business (S2B)) weiter zu stimulieren und dazu speziell die hemmende Wirkung der Ländergrenzen bei regionalen Innovationen zu verringern. Einerseits soll der wechselseitige Austausch zwischen Wissenschaft und Wirtschaft gestärkt, andererseits sollen Kontakte und Netzwerke zwischen den Unternehmen selbst aufgebaut bzw. vertieft werden. Es ist unabdingbar, in den Teilregionen der EMR sowohl für eine Transparenz der wirtschaftlichen und wissenschaftlichen Institutionen zu sorgen, als auch den KMU die Kooperationsmöglichkeiten mit den am Projekt beteiligten Hochschul- wie Forschungseinrichtungen aufzuzeigen. Die unter C.2.1 beschriebenen niederschwelligen Veranstaltungsformate sollten in einem ersten Schritt durchgeführt und grenzüberschreitend ausgebaut werden, um die Zusammenarbeit zwischen Wissenseinrichtungen und Unternehmen weiter zu stimulieren. In einem weiteren Schritt wird es für zielführend erachtet, die Kooperation zwischen Wissenseinrichtungen und KMU durch ein Gutscheinsystem („Technologietransfer-Minivoucher“) zu stimulieren. In diesem Fall wird angestrebt, einen Wissenschaftler, Forscher oder Dozenten für einen Tag in ein Unternehmen zu entsenden, um eine erste, unkomplizierte Kontaktaufnahme zu ermöglichen und so die Bedürfnisse des Unternehmens zu eruieren.
Daneben müssen KMU für Zukunftsthemen wie das Additive Manufacturing , das Thema Industrie 4.0 („Fabrik von morgen“) oder die Innovationsmethode „Design Thinking“ sensibilisiert werden. Hierfür sind verschiedene Veranstaltungsformate und Schulungen geplant.
Human Resources: Für die innovativen Unternehmen in der EMR ist die Fachkräftesicherung von zentraler Bedeutung für den Erhalt ihrer Innovations- und Wettbewerbsfähigkeit. Produkt- und Prozessinnovationen können nur mit qualifizierten und kompetenten Fachkräften als Wertschöpfung realisiert werden. Demografischer Wandel, Globalisierung und Ausbau der wissensbasierten Ökonomie führen dazu, dass die Fachkräftesicherung eine Herausforderung im Wettbewerb der Regionen darstellt. Die Unterstützung der innovativen Unternehmen bei der Gewinnung und Bindung von Fachkräften ebenso wie die Profilierung der EMR als attraktiven Arbeits- und Lebensstandort stellt die zweite Säule des Projektes dar.
Digitale Innnovationsplattform (DIP): Sobald Unternehmen für eine Kooperation mit einer oder mehreren Wissenschaftseinrichtungen sensibilisiert sind und den Mehrwert einer solchen Zusammenarbeit für das eigene Vorhaben erkannt haben, gilt es in einem nächsten Schritt, Technologienachfrager und –anbieter zusammenzubringen. Um die einzelnen Akteure einfacher und gezielter grenzüberschreitend zu vernetzen, soll eine digitale Informationsplattform entwickelt werden, welche eine räumliche Darstellung der Verteilung von wissenschaftlichen Kompetenzen innerhalb der EMR bietet.
Die Plattform dient einer ersten Informationsgewinnung und Visualisierung, ohne den Anspruch zu haben, bereits eine tiefgreifende Beratung oder Analyse durchzuführen.
Übergreifende Zielsetzung ist es, insbesondere für KMU eine grenzüberschreitende Wertschöp-fungskette für Innovation und Wirtschaft in der EMR+ zu verwirklichen. Dies wird durch eine enge Koordination und Kooperation zwischen den drei Projekten „EarlyTech“, „BuSyBee“ und „I2M EMR+“ erreicht werden.
