Description (DE): Bei dem vorgeschlagenen Projekt handelt es sich um eine Zusammenarbeit zwischen Kommunen, Stellen für Kulturerbe, Museen, Universitäten und Städten mit dem Ziel, den Tourismus in der Euregio Meuse-Rhine (EMR) und das Gefühl der gemeinsamen Identität durch die digitale Darstellung von Kulturgut zu stärken. Diese Darstellung wird ausgeführt durch die digitalen Erzählungen der gemeinsamen Geschichte mehrere Städte der EMR. Diese basieren zum einen auf der Entwicklung und Nutzung von 3D-Modellen unserer Vergangenheit und Gegenwart, zum anderen auf der Darstellung der zukünftigen Entwicklung unsere Kultur durch Virtual Reality und Augmented Reality. Die Nutzung dieser Technologien fördert den Datenverbund und stärkt den Zusammenhalt der EMR Kulturstellen, indem sie dem Kulturgut in die digitale Ära verhilft.
Indem die Aufmerksamkeit zu anderen Stellen der Euregio gelenkt wird, möchte das Terra Mosana Projekt das latent vorhandene Interesse ansprechen und die Einwohner und Besucher der Region dazu einladen, sich die Städte der Euregio anzusehen, um so den grenzübergreifenden Tourismus zu fördern.
In der Praxis wird dies den Einwohnern und Touristen mit Darstellungen des gesamten euregionalen Gebietes in 3D und gezielten Erzählungen, die mit Virtual Reality und Augmented Reality inszeniert werden, nahegebracht.
Der Ausgangspunkt ist eine mehrsprachige Ausstellung, die das Projekt, seine Vorteile und die verschiedenen Ausstellungen der teilnehmenden Städte zeigt. Diese wird an einem strategisch günstigen Platz stattfinden, der von den Touristeninformationen und betroffenen Städten ausgewählt wird. Das Hauptwerk dieser Ausstellung werden umfassende 3D-Filme sein, welche die historische Entwicklung unserer Region von der Antike bis heute zeigen. Ein geografischer und zeitlicher Überblick wird den Zuschauer von Stadt zu Stadt führen, in dem er eintauchen kann in die 3D-Welt der Straßen und Gebäude. Parallel dazu soll eine Website, die das Projekt vorstellt und Weblinks zu den entsprechenden Seiten der Euregio Meuse-Rhine Städten zur Verfügung stellt, ein größeres Publikum ansprechen.
In jeder der Partnerstädte wird es Ausstellungen mit Virtual Reality und Augmented Reality geben (z.B. durch die Nutzung interaktiver Geräte wie Smartphones, Touchscreens, Tablets, Virtual Reality Headsets), um vertieft die Kultur und die gemeinsame Geschichte innerhalb dieser Kulturstätte zu entdecken. In Maastricht wird besonders die Stadtbefestigung und der Sieg König Louis XIV. über die französischen Truppen herausgestellt. In Liège und Tongeren werden die Entwicklungen der Städte und insbesondere der Kirchen (die Kathedrale Saint-Lambert und die Basilika Notre-Dame) im Laufe der Zeit dargestellt. Aachens Ausstellung wird auf den Platz zwischen Rathaus und Dom gelegt. In Beringen (Provinz Limburg – PCCE) wird der Besucher eine (multisensorielle) Immersionserfahrung in einer Mine erleben können. In Leopoldsburg steht die Entdeckung von materiellem und immateriellem Erbe verbunden mit der Befreiung zwischen 1944 -1945 im Mittelpunkt.
Das Projekt soll sich weiterentwickeln und nachhaltig sein. Die Einbindung anderer 3D-Modelle und anderer Geräte in das System muss möglich sein, um die angebotenen Erfahrungen zu verbessern. Das Projekt muss außerdem offen sein für neue Partner besonders für neue Partnerstädte, was die Entwicklung der technischen, rechtlichen und ethischen Rahmenbedingungen voraussetzt.
Für den Erfolg eines solchen Projektes müssen historische und soziologische (Was soll in welchem Kontext zu welchem Zweck gesagt werden?), rechtliche und ökonomische (Wem gehören die Daten? Wer darf sie nutzen?) sowie technische Faktoren (Wie kann man Daten sammeln und am besten darstellen? Wie werden sie geteilt und gespeichert?) berücksichtigt werden. Dazu bedarf es der Einrichtung eines nachhaltigen, grenzübergreifenden netzwerkes aus Experten, bestehend aus Einwohnern, Historikern, Soziologen, Rechtsexperten und ICT Spezialisten.
Diese Expertengruppe wird es möglich machen, die notwendige Balance zwischen Erstellung des Inhalts und Bauen der technischen Darstellungsform zu finden, während gleichzeitig die rechtlichen und ethischen Rahmenbedingungen für die Zusammenarbeit erarbeitet werden. Dies beinhaltet auch erzieherische und werbende Inhalte, sowie unterschiedlich komplexe Darstellungen für unterschiedliche Zielgruppen (z.B. Kinder, Senioren, Touristen). Außerdem soll es auch den Austausch zwischen den Organisationen stären, z.B. durch einen Euregio Museums Pass.
Auf lange Sicht zielt das Netzwerk darauf, eine integrierte digitale Plattform für Kulturgut zu entwickeln und zu etablieren, die digitale Kopien von allen archäologischen Stätten und kulturell wichtigen Gebäude an einem virtuellen Ort versammelt, eine Art phantastischer Raum der Euregio Meuse-Rhine: Terra Mosana.
Read more Description (FR): Le projet proposé est une collaboration entre municipalités, sites patrimoniaux, universités, et citoyens afin de renforcer l’attractivité touristique de l’Euregio Meuse-Rhin (EMR) et le sentiment d’appartenance à celle-ci grâce à l’exploitation numérique de son patrimoine culturel. Cette exploitation se fera au travers de récits numériques de l’histoire partagée de plusieurs villes de l’EMR. Ceux-ci reposeront sur le développement et l’exploitation en réalité virtuelle ou en réalité augmentée de modèles 3D de notre patrimoine archéologique,urbain, matériel et immatériel, passé et présent mais aussi des évolutions à venir. L’emploi de telles technologies favorise le partage de données et par conséquence permet de renforcer la cohésion entre les sites patrimoniaux de l’Euregio Meuse-Rhin tout en propulsant la valorisation du patrimoine dans l’ère du numérique.
En insistant sur les traits communs de notre culture et en attirant l’attention sur les autres sites de la Région, Terra Mosana souhaite susciter un intérêt latent, et encourager les habitants et les visiteurs à embarquer pour une visite à destination des villes de l’Euregio améliorant ainsi la mobilité touristique transfrontalière.
Concrètement, les citoyens et les touristes pourront vivre d’une part des expériences mettant en scène l’ensemble du territoire eurégional en 3D et d’autre part des récits ciblés à expérimenter sur site en réalité augmentée et virtuelle.
Le point de départ est une exposition multilingue présentant le projet et ses enjeux ainsi que les différentes réalisations dans les villes partenaires. Elle sera localisée dans des lieux stratégiques choisis par les offices du tourisme des villes concernées. Le point central de l’exposition sera la projection de plusieurs films 3D immersifs racontant l’évolution historique de notre région depuis l’antiquité romaine jusqu’à nos jours. Un survol géographique et temporel amènera le spectateur de ville en ville en l’immergeant en 3D dans les rues et bâtiments remarquables. Parallèlement, un site web permettra de toucher un plus large public en présentant les réalisations du projet et en renvoyant aux différents sites promotionnels des villes et sites patrimoniaux de l’Euregio Meuse-Rhin.
Ensuite, dans chaque ville partenaire, des expériences en réalité augmentée et virtuelle (ex : en utilisant des appareils interactifs tels que des smartphones, écrans tactiles, tablettes, casques immersifs…) seront proposées au public permettant une redécouverte de notre patrimoine et de notre histoire partagée au sein même des sites patrimoniaux. À Maastricht, le projet mettra en évidence les fortifications de la ville et l’histoire du siège de celle-ci par les troupes de Louis XIV. A Liège et à Tongres, c’est l’évolution du paysage urbain et notamment des églises (Cathédrale St-Lambert et Basilique Notre-Dame) à travers les âges qui sera présentée À Aix-la-Chapelle, l’espace comprenant l’hôtel de ville et la cathédrale seront au centre des réalisations. À Beringen, le visiteur pourra vivre une expérience multi-sensorielle d’immersion dans une mine. À Bourg-Léopold, c’est la découverte du patrimoine matériel et immatériel associés à la campagne de libération de 1944-1945.
Le projet se veut évolutif et pérenne. En effet, d’autres modèles 3D et d’autres dispositifs doivent pouvoir être intégrés dans le système et enrichir l’expérience offerte. Le projet doit pouvoir accueillir de nouveaux partenaires et notamment les participations citoyennes, ce qui implique le développement de cadres techniques, légaux et éthiques.
La réussite d’un tel projet nécessite la prise en compte d’aspects historiques et sociologiques (que raconter, dans quel cadre et dans quel but ?), légaux et économiques (qui est propriétaire des données, qui peut les exploiter ?) et techniques (comment acquérir les données, comment les visualiser au mieux, comment les partagés et les stocker ?). Cela nécessite la mise en place d’un réseau durable transfrontalier d’experts (composé de citoyens, historiens, sociologues, experts juridiques, et spécialistes des TIC).
De plus, ce consortium permettra d’atteindre l’équilibre nécessaire en matière de production de contenu et de création de la plateforme technique, tout en développant le cadre juridique et éthique de ce travail collaboratif. Ceci inclut aussi des contenus éducatifs et promotionnels, offrant ainsi différents niveaux de complexité conçus avec et pour différents publics cibles (ex : enfants, personnes âgées, touristes). Il doit aussi permettre de renforcer les échanges entre organisations au travers par exemple un « pass » des musées eurégionaux.
A long terme, le réseau vise à développer et valoriser une plateforme intégrée du patrimoine culturel, rassemblant les copies numériques de tous les sites archéologiques et bâtis d’intérêt patrimonial en un seul lieu virtuel, une sorte de territoire mythique de l’Euregio Meuse-Rhin : Terra Mosana.
Read more Description (EN): The proposed project is collaboration between municipalities, heritage sites, museums, universities and citizens in order to reinforce Euregio Meuse-Rhine (EMR) tourism attractivity and shared identity feeling through the digital exploitation of its cultural heritage. This exploitation will be carried out through digital narratives of the shared history of several cities from the EMR. They will be based on the development and the exploitation of 3D models of our past and present as well as coming evolutions of our archaeological and urban heritage through virtual reality and augmented reality realizations. Using these technologies favours data sharing and consequently helps to reinforce the cohesion amongst the Euregio Meuse-Rhine heritage sites while leading the cultural heritage promotion to the digital era.
By insisting on the common features and by drawing the attention to other sites in the region, Terra Mosana wishes to trigger a latent interest and to encourage the inhabitants and the visitors to embark on a visit of the Euregio cities promoting therefore a cross-border touristic mobility.
In practice, the citizens and the tourists will be presented with, on one hand, experiences staging the whole euregional territory in 3D and, on the other hand, targeted narratives, which will be set up on site through virtual and augmented reality technologies.
The starting point is a multilingual exhibition presenting the project and its stakes together with the different realisations taking place in the partnered cities. It will be located at strategic places chosen by the touristic information offices of the concerned cities. The central piece of the exhibition will be an immersive 3D film presenting the historical evolution of our region from the Antiquity until today, starting with nowadays situation. A geographic and temporal overview will lead the spectator from city to city by immersing him via 3D into the streets and the remarkable buildings. In parallel, a website will reach a larger public by presenting the realisations of the project and by providing a link to the promoting web pages of the Euregio Meuse-Rhine cities and heritage sites.
Then, in each partner city, experiences in augmented and virtual reality (for example: using interactive machines such as smartphones, touch screens, tablets, virtual reality headsets,...) will be proposed to the public allowing to discover anew our heritage and our shared history within the heritage sites. In Maastricht, the project highlights the city’s fortifications and the history of its siege by Louis XIV of France’s troops. In Liège and Tongeren, the churches (the Cathedral Saint-Lambert and the Basilica Notre-Dame) evolution through the ages will be presented. In Aachen, the realisation will be centred on the space which includes the town hall and the cathedral. In Beringen, the visitor will be able to live a multi-sensorial immersion experience into a mine. In Leopoldsburg, the discovery of the tangible and intangible heritage will be linked to the liberation campaign from 1944-1945.
This project is meant to be evolving and sustainable. Indeed, the incorporation of other 3D models and other devices into the system needs to be possible in order to enhance the experience offered. The project also needs to be able to welcome new partners and particularly, citizens’ participations, which implies the development of a technical, legal and ethical framework.
The success of such a project requires to take into consideration historical and sociological (what to say, in which context and for what purpose?), legal and economical (who owns the data, who can exploit them?) as well as technical aspects (how to acquire data, how to best visualise them, how to share and store them?). This requires the establishment of a sustainable cross-border network of experts (consisting of citizens, historians, sociologists, legal experts and ICT specialists).
Moreover, this consortium will make it possible to reach the necessary balance between content production and the building of the technical platform while simultaneously developing the legal and ethical framework for this collaborative work. This also includes educational and promotional contents, thus offering different complexity levels designed with and for various target groups (e.g. children, senior citizens, tourists). Additionally, it should enable to strengthen the exchanges between the organisations as for example through a Euregio Museums “pass”.
In the long term, the network aims to develop and to establish an integrated digital platform for cultural heritage that will be gathering digital copies of all of the archaeological sites and of the heritage relevant buildings in a single virtual place, a sort of a mythical territory of the Euregio Meuse-Rhine: Terra Mosana.

Expected Outputs (DE): Terra Mosana wird auf zwei Arten zur Erreichung des spezifischen Projektziels SO 4.2 beitragen.
Wie im vorherigen Abschnitt erläutert wird Terra Mosana die Attraktivität der Kulturerbe- und Ausstellungsstätten verbessern. Dies wird einen direkten Einfluss auf die Touristenzahlen und die Attraktivität der Städte, der sich in den Übernachtungszahlen im Hotelgewerbe niederschlagen wird (R18).
Außerdem wird die gemeinsame Geschichte der Euregio Maas-Rhein und die grenzüberschreitenden Verbindungen zwischen den Städten hervorgehoben. Dies wird einen direkten Einfluss auf die Touristenzahlen und die Attraktivität der Städte, der sich in den Übernachtungszahlen im Hotelgewerbe niederschlagen wird (R18).
Aufgrund der uns vorliegenden Zahlen beträgt die Zahl der Touristen, die die Kulturerbestätten besuchen ungefähr 3.300.000. Durch das Terra-Mosana-Projekt ist ein Ansteigen um 20 % auf 660.000 zu erwarten.
Der Einfluss auf das Hotel- und Gaststättengewerbe steht in Beziehung zu den obengenannten Besucherzahlen. Schätzungsweise werden 50% auf Angebote des Hotel- und Gaststättengewerbes zurückgreifen (360.000) und 10% über Nacht bleiben (72.000).

Comme expliqué dans les précédentes sections, Terra Mosana améliorera l’attractivité des sites du patrimoine culturel et les sites d’expositions. Cela aura un impact direct sur le nombre de touristes et l’attractivité des villes qui sera reflété dans le nombre de nuits passées par dans les établissements d’hébergement (R18).
En outre, cela mettra en avant l’Histoire commune de l’EMR et les connections transfrontalières entre les villes.
Basé sur les nombres en notre possession, le nombre de touristes visitant les sites du patrimoine culturel devrait avoisiner les 3.300.000. De plus, 20% d’augmentation devrait aussi être attendu suite au projet Terra Mosana (660.000).
L’impact sur le secteur HoReCa est relié à l’augmentation des chiffres de fréquentation présentés ci-dessus. Il peut être estimé que 50% auront recourt à un hôtel ou un service de restauration (360.000) et 10% pour passer la nuit (72.000).

As explained in the previous section, Terra Mosana will improve the attractiveness of the cultural heritage sites and the exposition sites. This will have a direct impact on tourist numbers and attractiveness of the cities which will be reflected in the number of nights spend at tourist accommodation establishments (R18).
Furthermore, it will magnify the common History of the EMR and cross-border connections between the cities. By doing so, the touristic offer will be extended to the whole Terra Mosana network and the tourist will be encouraged to extend their stay within the EMR which will have a direct effect on the number of nights spend at tourist accommodation establishments (R18).
Based on the number in our possession, the number of tourists visiting cultural sites should be close to 3.300.000. In addition, 20% increase should also be expected following the Terra Mosana project (660.000).
The impact on the hotel and catering sector is to be related with the increasing attendance figures presented above. It can be estimated that 50% will resort to hotel and catering services (360.000) and 10% for overnight stay (72.000).
