Description (FR): Ce projet vise à améliorer la résilience en cas de crise et de catastrophe dans l´EMR en offrant une formation aux citoyens, personnel de secours et aux fonctionnaires. Comme les catastrophes ne respectent pas les frontières, la résilience devrait être développée de manière transfrontalière. Le groupe cible doit être conscient des risques dans sa propre région et dans les régions voisines et savoir comment y réagir. De nouvelles menaces telles que le terrorisme devraient également être prises en compte, de même que les questions liées à la sécurité nucléaire. L´éducation des citoyens, l´échange transfrontalier de connaissances et de formation du personnel de secours et des fonctionnaires sont des aspects clés. Pour être en mesure d´offrir une formation scientifiquement solide et didactique, les universités, les instituts de recherche et les instituts d´enseignement unissent leurs forces et formeront un consortium. Toutes les connaissances disponibles à l´intérieur de l’EMR sur les risques et la façon d’y faire face seront regroupées. L´échange et la diffusion des connaissances sont primordiales. Les trois groupes cibles, les citoyens, les fonctionnaires et le personnel de secours, auront l´occasion d´améliorer leurs connaissances sur les risques au sein de l’EMR et la façon de réagir à ces risques, contribuant ainsi à un EMR résilient. Chaque groupe cible sera abordé d´une manière différente. Au sein du groupe cible des citoyens, les enfants et les personnes âgées seront ciblés en particulier. Ces groupes sont considérés comme plus vulnérables au sein de la société. En outre, ils peuvent facilement être abordés collectivement par les écoles ou les organisations de personnes âgées. Grâce à ces organisations, les parents et les enfants de personnes âgées seront également contactés. Cela élargira considérablement le groupe cible. Le personnel de secours sera approché via la collaboration EMRIC, où tous les services ayant des tâches légales dans le domaine de la sécurité publique au sein de l´EMR travaillent étroitement ensemble. La collaboration a déjà convenu d´être des «clients structurels» des livrables du projet pour leurs 50.000 employés. Un programme trilingue de formation collective, d´éducation et de modules sera développé:
Au moins 20 modules seront développés, en fonction des groupes cibles, via des modules d´apprentissage en ligne ou au sein des centres de formation et d´exercice - Ici, on peut penser à des modules d´apprentissage en ligne sur les différences juridiques pour les fonctionnaires; des modules d´apprentissage en ligne sur les accords eurégionaux pour le personnel de secours (qu´est-ce qui est interdit et autorisé quand on passe la frontière, par exemple, utilisation de signaux visuels et auditifs);
Dans ce projet les centres où professionels et citoyens peuvent vivre la réalité est nommé centres d’expériences. “Learning by doing” est la méthode. Des études scientifiques (e.a. de l’Université de Twente et le Saxion Hogeschool à Enschede) ont montré que c’est la méthode par excellence dans les cas où une action rapide est nécessaire, comme dans des cas d’urgence.
2a. Les centres de training et exercices pour les professionnels dans l’EMR ont tous leurs spécialisations. En collaborant étroitement des doublures seront évitées. Un pool de traineurs trilingue sera formé pourque le professionel pourra traîner et exercer dans chaque centre dans l’EMR.
2b. Les centres qui s’adressent au citoyens collaboreront également. Ici aussi, chaque centre a sa spécialité: le centre d´éducation et de formation du FZ Jülich est spécialisé dans la sécurité nucléaire, Floriansdorf à Aix est un village miniature pour les enfants et le DRK LANO, l´EPAMU et le Malteser Hilfsdienst sont spécialisés dans le domaine des soins médicaux. Dans la Veiligheidsregio Limburg-Noord (P-B) on prépare un Risk Factory. IKIC suivra ce projet et cherchera à adhérer au moment opportun. La collaboration étroite entre le partenaire d’IKIC le Veiligheidsregio Zuid-Limburg et le Veiligheidsregio Limburg-Noord généralisera ceci automatiquement.
Dans le cadre de cette application de projet, le terme «sécurité publique» désigne la gestion des crises et des catastrophes dans le domaine des soins médicaux aigus, de la lutte contre les incendies, de l´assistance technique, des incidents chimiques, biologiques et nucléaires et de la prévention des maladies infectieuses. Cette initiative éducative portera le nom de IKIC, International Knowledge and Information Center.
Pas tous les partenaires participent dans tous les workpackages, parce qu´ils n´ont pas tous les même tâches: des organisations non académique ne font pas d´études scienitifiques par exemple.
Read more Description (DE): Ziel des Projektes ist eine erhöhte Widerstandskraft in der EMR bei Krisen und Katastrophen durch Ausbildung des Hilfeleistungspersonals, der Bürger und Mitarbeiter des öffentlichen Dienstes. Da Katastrophen nicht an der Grenze enden, sollte die Ausbildung grenzüberschreitend stattfinden. Bürger, Mitarbeiter des öffentlichen Dienstes und Hilfeleistungskräfte sollten sich der Risiken in ihren eigenen und benachbarten Regionen bewusst sein und wissen, wie während einer Katastrophe zu reagieren ist. Neuere Bedrohungen wie Terrorismus sollten ebenso berücksichtigt werden wie Fragen der nuklearen Sicherheit. Bildung und Schulung der Bürger und der grenzüberschreitende Austausch von Wissen der Hilfeleistungskräfte und Mitarbeiter des öffentlichen Dienstes sind grundlegend. Um wissenschaftlich fundierte und didaktische Bildung anbieten zu können, werden Universitäten, Forschungsinstitute und Bildungseinrichtungen ihre Kräfte bündeln. Alle innerhalb und außerhalb der EMR verfügbaren Kenntnisse über Risiken und den Umgang mit diesen werden gebündelt. Wissensaustausch und -verbreitung sind zentrale Aspekte des Projekts. Die drei Zielgruppen (Bürger, Mitarbeiter des öffentlichen Dienstes und Hilfeleistungskräfte) erhalten die Möglichkeit ihr Wissen über Risiken in der EMR zu verbessern und auf diese entsprechend zu reagieren und somit zu einer widerstandsfähigeren EMR beizutragen. Jede Zielgruppe wird auf ihre eigene Weise angesprochen. Innerhalb der Zielgruppe Bürger sollen insbesondere junge und ältere Menschen angesprochen werden. Diese Gruppen gelten als besonders anfällig für Gefahren. Des Weiteren können sie gemeinsam im Schulverband oder durch Organisationen angesprochen werden. Durch diese Organisationen werden auch die Eltern der Kinder und Kinder älterer Menschen erreicht, sodass die Zielgruppe indirekt deutlich erweitert wird. Hilfeleistungskräfte werden über EMRIC erreicht. Im Rahmen dieser Zusammenarbeit arbeiten alle Stellen, mit gesetzlichen Aufgaben im Bereich der öffentlichen Sicherheit innerhalb der EMR eng zusammen. Die Zusammenarbeit hat sich bereits darauf geeinigt struktureller Kunde der Produkte für ihre 50.000 Mitarbeiter zu sein. Mitarbeiter des öffentlichen Dienstes, die Aufgaben im Bereich der öffentlichen Sicherheit erfüllen, sind mit den zusammenarbeitenden Organisationen verbunden und stehen damit in Verbindung mit EMRIC. Es wird ein dreisprachiges Sortiment an gemeinsamer Ausbildung, Fortbildung und Modulen wird entwickelt:
1. Es werden mind. 20 Module entwickelt, die je nach Zielgruppe , über (E-Learning-)Module oder in den Aus- und Fortbildungsszentren zur Verfügung gestellt werden. Zum Beispiel könnte man E-Learningmodule zu rechtlichen Unterschieden für Mitarbeiter des öffentlichen Dienstes anbieten; E-Learningmodule zu euregionalen Vereinbarungen für Hilfeleistungskräfte (z.B. "Wann dürfen akustische und optische Signale verwendet werden?“).
2. In diesem Projekt werden Zentren wo Bürger und Hilfeleistungskräfte die Realität erleben können „Erlebniswelten“ genannt. „Learning by doing“ ist die Methode. Wissenschaftliche Studien (durch z.B. Universität Twente und Saxion Hogeschool) haben gezeigt dass dies die meist geeignete Methode ist für Fälle wo schnell agieren notwendig ist.
a. Die Aus- und Fortbildungszentren für Hilfeleistungskräfte in der EMR haben jeder eine eigene Spezialisierung. Durch enge Zusammenarbeit werden doppelte Einrichtungen innerhalb der EMR im Zukunft verhindert. Ein dreisprachiger Pool von Ausbildern und Dozenten wird geformt so dass Hilfeleistungskräfte in der EMR in jedes Aus- und Fortbildungszentrum Erfahrungen sammeln können.
b. Die Aus- und Fortbildungszentren die sich auf Bürger fokussieren werden auch eng zusammenarbeiten. Das Forschungszentrum Jülich ist spezialisiert in nuklear Unfälle, Floriansdorf in Aachen ist ein Dorf für Kinder und den Zentren der DRK LANO, EPAMU und die Malteser sind spezialisiert in medizinische Notfälle. In der Veiligheidsregio Limburg-Noord wird momentan an die Entwicklung einer Risk Factory gearbeitet. Diese Entwicklungen werden aufmerksam verfolgt durch die IKIC Partnern und das Projekt wird sich an einem geeigneten Zeitpunkt anschließen. Die enge Zusammenarbeit zwischen den IKIC Partner Veiligheidsregio Zuid-Limburg und Veiligheidsregio Limburg-Noord wird dies automatisch mitbringen und innerhalb das IKIC Projekt wird kein Risk Factory oder etwas ähnliches entwickelt worden.
"Öffentliche Sicherheit“ steht in diesem Projekt für das Krisen- und Katastrophenmanagement im Bereich der notfallmedizinischen Versorgung, Brandbekämpfung, technischer Hilfeleistung, chemischer, biologischer und nuklearer Ereignisse und Prävention von Infektionskrankheiten. Diese Initiative heisst IKIC (International Knowledge and Information Centre).

Read more Description (EN): This project aims to improve the resilience during crises and disasters within the Euregion Meuse Rhine (EMR) by offering education to rescue personnel, citizens and public servants. As disasters don’t halt at the border, this should, in border regions, commence in a cross-border manner. Citizens, public servants and rescue personnel should be aware of the risks in their own and neighbouring regions and know how to responds during a crisis or disaster. New threats such as terrorism should be taken into account, together with questions related to nuclear safety. Educating and training citizens and the cross-border exchange of knowledge and education of rescue personnel and public servants are key. To be able to offer scientifically sound and didactical education, universities, research institutes and education institutes will bundle their power and form a consortium. All knowledge that is available in and outside of the EMR on risks and how to deal with these risks will be bundled. Knowledge exchange and diffusion will be central. The three target groups, citizens, public servants and rescue personnel, will be given the opportunity to improve their knowledge on risks within the EMR and how to respond to these risks, thereby contributing to a resilient EMR. Each target group will be approached in a different manner. Within the target group citizens, especially the young and elderly will be approached. These groups are considered to be more vulnerable within society. In addition, they can be easily approached collectively through schools or elderly (care) organizations. Through these organizations, also parents of children and children of elderly people will be reached. This will broaden the target group significantly. Rescue personnel will be approached via EMRIC. Within this collaboration, all services with legal tasks in the field of public safety within the EMR closely work together. The EMRIC partners have already agreed on being “structural customers” of the products for their 50.000 employees. Public servants with tasks in the field of public safety are connected to the collaborating organizations and thereby connected to EMRIC. A tri-lingual assortment of collective training, education and modules will be developed making use of:
1. At least 20 modules will be developed that, depending on the target group, will be made available via an e-learning platform or within the training and exercise centres. Here one could think of e-learning modules on legal differences for public servants; e-learning modules on Euregional agreements for rescue personnel (For example making use of optical and acoustical signals abroad).
2. Within this project, training and exercise centres where citizens and professionals can experience reality are called "experience worlds". "Learning by doing" is the method used. Scientific research (for example conducted by the university of Twente and Hogeschool Enschede) has shown that this is the most effective method where quick action is needed, which is the case during emergencies.
2a. Training and exercise centres for professionasl within the EMR, each have their own speciality. By collaborating closely, duplication can be prevented in the future. An Euregional trainers pool will be set up to allow professionals to train in each of the available centres.
2b. Exisiting facilities focusing on training citizens will collaborate as well. Here, each facility has a speciality as well. Forschungszentrum Jülich is specialized in nucleair incidents, Floriansdorf in Aachen focuses on fire prevention for children and the centres of DRK LANO, EPAMU and the Malteser focus on medical emergencies. In Veiligheidsregio Limburg-Noord a risk-factory is being built. The IKIC project follows these developments closely and a connection will be established when the time is right. The close collaboration between the IKIC partner Veiligheidsregio Zuid-Limburg en Veiligheidsregio Limburg-Noord will bring this on by itself. Within the IKIC project, no risk factory will be build or something that resembles this.
Within this project application, the term “public safety” is used, which stands for crisis- and disaster management in the field of acute medical care, firefighting, technical assistance, chemical, biological and nuclear incidents and infectious disease prevention. This educational initiative will get the name IKIC, which stand for International Knowledge and Information Centre. Not all partners participate in all workpackages, because they have different tasks: non research institutes dont do scientific research for example.
Read more Achievements (EN): The IKIC project has been an intensive, at times challenging, and an overall rewarding time during the past three and a half years. Enduring the challenges of cross-country collaboration during a pandemic, with further regional challenges like century floods in July 2021, IKIC partners contributed to a major extent in their respective roles of professionals in emergency medical services and/or firefighting, applied science and education or disaster management to ensure the public’s health and safety. Beyond the immediate and tangible results provided by the IKIC project, the partners have proven that cross-country collaboration leads to better understanding and to reduced vulnerability by joining competencies, forces and resources. With the financial support from the EMR Interreg Programme (grant EMR 77) and additional funding from the respective regional authorities and finally, from the individual IKIC partners the project contributed to reducing vulnerability and strengthening resilience in the context of public safety.
Looking back, the IKIC project has been a challenging experience with several hurdles to overcome. These were shaped by external factors, especially the pandemic, that brought an inhibition towards personal meetings and an added workload on emergency medical services aside from the IKIC project. Internal challenges within the IKIC consortium regarding content development, didactical approaches and mere organization were solved in collaboration with the major partners. Finally, the different working cultures, not only among the three participating countries covering parts of five provinces/states, but also between the more hierarchical structures within emergency services and the more open approach towards content development with the academic and educational partners created challenges, that had to be overcome. To the partners, great gratitude must be expressed for their hard work, their passion within the project and their commitment to contribute to the project’s success. The tangible achievements of this commitment can now be found on the e-learning platform of the IKIC project which will be maintained and continuously updated as part of the continuation of the IKIC project (now as the IKIC Collaboration see below) and the commitment of the partners towards the strengthening of the resilience of the EMR.
Looking ahead, the partners are eager to continue their partnership that was formed over the past three years through a new International Knowledge and Information Center on Public Safety (IKIC) Collaboration and are currently preparing the formal framework to do so. The goal is to further deepen the knowledge that has been gained within the IKIC project, to continuously update the project’s results and to integrate new topics. Expected Outputs (FR): Dans le projet IKIC, un consortium d’universités, d’établissements de recherche et d’enseignement collaboreront pour former citoyens, fonctionnaires et professionnels dans le domaine de la sécurité publique. Dans le cadre d’IKIC, les modules d’apprentissage en ligne seront développés et la collaboration entre les centres d’entraînement et d’enseignement sera améliorée pour former et éduquer au mieux professionnels et citoyens.Ce faisant, l’apprentissage tout au long de la vie est encouragé. Pour les professionnels et fonctionnaires travaillant dans le domaine de la sécurité publique dans l’EMR, la formation transfrontalière permanente est primordiale. En offrant des modules d’apprentissage en ligne sur la collaboration transfrontalière, ce groupe cible sera non seulement atteint, mais il établira également une bonne jonction avec les besoins du marché du travail. Le choix de modules d’apprentissage en ligne s’adapte bien aussi au secteur de la sécurité publique, où la flexibilité (tant des heures de service que des créneaux de formation) est indispensable. La collaboration transfrontalière dans le domaine de la sécurité publique est aujourd’hui établie dans l’EMR telle que développée dans les projets EMRIC et EMRIC+. La formation des professionnels (environ 50.000) et des fonctionnaires devraient cependant être dispensée avec une méthode scientifique et professionnelle, pour garantir une grande qualité. En présentant les thèmes de sécurité publique aux enfants dès le tout jeune âge, et en les présentant dans les écoles primaires, secondaires, les universités et universités de sciences appliquées, cela crée des citoyens résilients. Une formation particulièrement orientée vers la pratique plaira à un groupe cible qui pourrait ne pas être touché par un enseignement plus classique orienté vers la théorie. Ici le désir d’apprendre sera stimulé et les premiers pas sont franchis pour l’apprentissage tout au long de la vie, ce qui dans le futur peut conduire à un plus grand nombre de personnes choisissant de se former davantage. Innerhalb von IKIC werden (E-Learning-)Module entwickelt und die Zusammenarbeit zwischen Ausbildungs- und Bildungszentren verbessert, um sowohl Fachleute als auch Bürger optimal zu aus- und fortzubilden. Für Fachleute und Mitarbeiter des öffentlichen Dienstes, die im Bereich der öffentlichen Sicherheit in der EMR tätig sind, ist die ständige grenzüberschreitende Bildung wesentlich. Durch die Bereitstellung von (E-Learning-)Modulen zur grenzüberschreitenden Zusammenarbeit wird diese Zielgruppe nicht nur gefördert, sondern ist auch eine gute Verbindung zu den Anfragen des Arbeitsmarktes gewährleistet. E-Learning-Module passen auch gut in den öffentlichen Sicherheitssektor, wo Flexibilität (in sowohl Arbeits- als auch Ausbildungszeiten) notwendig sind. Die grenzüberschreitende Zusammenarbeit im Bereich der öffentlichen Sicherheit ist mittlerweile in der EMR aufgebaut, da sie bereits in den Projekten EMRIC und EMRIC+ entwickelt wurde. Die Ausbildung von (ca. 50.000) Fachleuten und Mitarbeitern des öffentlichen Dienstes sollte jedoch, um eine hohe Qualität zu gewährleisten, mit wissenschaftlichen und fachlichen Mitteln stattfinden. Werden Kinder bereits in jungen Jahren an die Thematik der öffentlichen Sicherheit gewöhnt, indem sie bereits in Grund- und weiterführenden Schulen und (Fach-)Hochschulen behandelt wird, werden künftig widerstandsfähigere Bürger geschaffen. Insbesondere soll eine praxisorientierte Herangehensweise die Zielgruppe ansprechen, die durch eine klassisch-theorieorientierte Ausbildung nicht erreicht werden könnte. Hier wird der Lernwillen angeregt und die ersten Schritte für das lebenslange Lernen unternommen, was in Zukunft zu einer größeren Anzahl von Menschen führen kann, die sich gerne weiter (aus)bilden möchten. Dies entspricht die Prioritätsachse 4.1, die der Abbau der hemmenden Wirkung der Grenze für Bürger un Einrichtungen benachstrebt.

For professionals and public servants working in the field of public safety within the EMR, permanent cross-border education is of the utmost importance. By offering e-learning modules on cross-border collaboration, this target group will not only be challenged, but a good connection with labour market needs will be established. The choice for e-learning modules also nicely fits with the public safety sector, where flexibility (both in working hours and educational timeslots) is a must. Cross-border collaboration in the field of public safety is by now established within the EMR as developed by the EMRIC and EMRIC+ projects. Education of professionals (about 50.000) and public servants should, however, be done with a scientific and professional method, to guarantee high quality. By already introducing children at a young age with public safety topics, and introducing these topics in primary schools, secondary schools and universities, and universities of applied sciences, resilient citizens are created. Especially practice oriented training will appeal to a target group that might not be reached by more classical theory-oriented education. Here the eagerness to learn will be stimulated and the first steps are taken for life-long learning, which in the future can lead to a larger number of people choosing to further educate themselves. The specific goal for axis 4.1, which strives for eliminating the hindering effects of the border for its inhabitants and organisations, is filled in optimally.
