Description (FR): Une étude du Parlement européen (Direction générale des politiques internes de l’Union - Réseau cycliste européen EuroVelo) a montré que 2,3 milliards de sorties touristiques à vélo ont lieu chaque année, dont 20,4 millions comprennent une nuitée, soit un chiffre d’affaires total de 44 milliards €. Les partenaires de ce projet souhaitent profiter de l’attrait du cyclotourisme et stimuler encore le tourisme transfrontalier de l’Euregio Meuse-Rhin (EMR).
Les infrastructures sont déjà en place. Premièrement, ce que l’on appelle un « rectangle » d’itinéraires cyclables (inter)nationaux peut être identifié dans l’Euregio Meuse-Rhin (EMR). D’ouest en est et du nord au sud, les itinéraires cyclables sont les suivants : Vennbahn, Ligne 38 (sur l’itinéraire des pèlerins – EuroVelo3), Meuse-à-Vélo (candidat EuroVelo19, en service fin 2018) et Trambaanfietsroute (en cours de développement). La zone cible est ainsi un croisement de divers itinéraires (voir carte 1).
De plus, un réseau de points-nœuds unique est en place dans l’EMR au Limbourg belge et néerlandais, et pour la plus grande partie côté allemand. La région wallonne et celle d’Aix-la-Chapelle sont en train d’étendre le système sur le territoire, à la suite de quoi un système de signalisation transfrontalier unique sera mis en place dans l’EMR.
Ce sont des points de départ parfaits pour l’objectif des partenaires : faire de l’EMR une région de référence pour les cyclistes. Cela permettra d’inciter plus de visiteurs à passer plusieurs jours dans l’EMR.
De ce point de vue, l’un des aspects importants est que les cyclistes puissent circuler en toute sécurité sur des routes bien asphaltées. L’infrastructure de base de l’EMR est globalement opérationnelle. Dans le passé, le Limbourg (Belgique et Pays-Bas) et la région d’Aix-la-Chapelle ont effectué des investissements substantiels. En ce moment, la Région wallonne investit également (plus de 10 millions € dans l’infrastructure cyclable, qui sera achevée fin 2020) et se chargera également de l’entretien. De plus, le Limbourg (néerlandais) investira (environ 3,4 millions €) dans la réalisation de l’itinéraire Trambaanfietsroute en 2019.
Pour inciter les cyclistes à prolonger leur séjour dans la région, il est nécessaire que les différents itinéraires cyclistes soient connectés et que leur interconnexion soit connue (et que les cyclistes puissent facilement passer d’un itinéraire à l’autre). La plupart des connexions sont en place et de qualité satisfaisante. Il subsiste néanmoins quelques chaînons manquants, qui nécessitent une attention immédiate, à savoir, des pistes cyclables inexistantes ou en mauvais état pour les liaisons transfrontalières (voir carte 2).
L’autre élément fondamental de l’objectif du projet réside dans le fait que la zone cible doit être conforme à l’expérience du visiteur potentiel. En conséquence, les partenaires élaboreront une stratégie et des instruments (en étroite collaboration avec les intervenants régionaux tels que le VVV Zuid-Limburg, Toerisme Limburg, Städregion Aachen/Grünmetropole) visant à répondre aux besoins des cyclistes. Le résultat sera exploité dans la promotion de l’EMR, qui mettra l’accent sur l’attrait et le confort, ainsi que la qualité des infrastructures, fournira des informations (en ligne) concrètes, et permettra de développer de nouveaux produits et services liés au cyclisme.
Le résultat, réalisable et tangible, du projet comprend un outil d’évaluation de l’expérience des cyclistes, une plate-forme web répondant aux besoins des cyclistes afin de les attirer dans l’EMR, une enquête sur l’e-itinérance ainsi que l’implication d’organismes et d’entrepreneurs du secteur du tourisme. De plus, 6 ajustements relatifs aux infrastructures sont en cours en vue de mettre en place une liaison transfrontalière entre les itinéraires cyclables (inter)nationaux et de leur donner accès au cœur de la zone cible.
Rechercher une mobilité durable sans tenir compte des régions frontalières n’a pas de sens. Le projet implique une coopération du territoire au-delà des frontières : le réseau passe de région en région ; il est donc crucial de collaborer. La valeur ajoutée réside précisément dans ce renforcement de l’attrait des régions par l’ouverture des frontières. Les entreprises peuvent ainsi développer leurs activités à travers des partenariats de l’Euregio, tandis que les cyclistes peuvent se déplacer facilement dans l’EMR, faire du shopping, se restaurer et se désaltérer, tout en découvrant d’autres cultures.
Il est préférable de collaborer en tant que régions transfrontalières adjacentes en attirant des (cyclo)touristes plutôt que par des initiatives industrielles individuelles.
Outre la coopération déjà établie, le partenariat recherchera une coopération avec d’autres municipalités et parties prenantes dans l’EMR, ce qui contribuera au développement de ce projet.
Read more Description (DE): Aus einer Studie des Europäischen Parlaments (Generaldirektion interne Politikbereiche – Das europäische Radnetz EuroVelo) ging hervor, dass auf Jahresbasis 2,3 Milliarden Radtourismus-Ausflüge in Europa gemacht werden, darunter 20,4 Mio. mit Übernachtung und mit einem Gesamtumsatz von über € 44 Milliarden. Die Partner innerhalb dieses Projekts möchten die Attraktivität des Fahrradtourismus nutzen und den weiteren grenzübergreifenden Radtourismus in der Euregio Maas-Rhein (EMR) stimulieren.
Die Grundlage hierfür liegt auf der Hand. Zunächst lässt sich in der EMR ein sogenanntes Rechteck aus (inter-)nationalen Radwegen identifizieren. Von Osten, Süden, Westen und Norden gibt es nacheinander folgende Radwege: Vennbahn, Ligne 38 (in Bezug zum Pilgerweg – EuroVelo 3), Meuse-à-Vélo (Kandidat für die EuroVelo 19, effektiv Ende 2018) und Trambaanfietsroute (in Entwicklung). Das Zielgebiet ist hiermit ein Bereich, in dem sich verschiedene Wege kreuzen (siehe Karte 1).
Darüber hinaus wird in der EMR ein einzigartiges Knotenpunktsystem („knooppuntensysteem/réseau points-noeuds“) gebaut, das in Belgien, im niederländischen Limburg und auf der deutschen Seite vorhanden ist. In der Region Wallonien und in Aachen wird zurzeit dasselbe System implementiert, ein Ergebnis hiervon ist ein einzigartiges, grenzübergreifendes Ausschilderungssystem innerhalb der EMR.
Das sind perfekte Ausgangspunkte für das Ziel der Partner: Entwicklung der EMR als DIE Fahrradregion. Dadurch werden mehr Besucher angezogen, die mehrere aufeinanderfolgende Tage in der EMR verbringen werden.
Ein wichtiges Element ist hier, dass die Radfahrer sicher auf gut gepflasterten Straßen fahren können. Die grundlegende Infrastruktur in der EMR ist im Allgemeinen in Ordnung. Limburg (B und NL) und die Region Aachen haben in der Vergangenheit beachtliche Investitionen getätigt. Zurzeit führt auch die Region Wallonien Investitionen durch (mehr als € 10 Mio. für Fahrrad-Infrastruktur, Abschluss Ende 2020), sie wird auch die Instandhaltung übernehmen. Außerdem investiert auch Limburg (NL) (etwa € 3,4 Mio.), um die Trambaanfietsroute 2019 zu realisieren
Um es den Radfahrern zu erleichtern, für einen längeren Zeitraum in der Region zu bleiben, müssen die verschiedenen Radwege verbunden und der innere Bereich geöffnet werden (sodass die Radfahrer einfach von einem Weg zum anderen wechseln können). Die meisten dieser Verbindungen sind eingerichtet und von guter Qualität. Es gibt jedoch einige fehlende Anschlüsse, die direkte Aufmerksamkeit benötigen: fehlende oder qualitativ schlechte Radwege, die für die grenzübergreifenden Verbindungen notwendig sind (siehe Karte 2).
Ein weiteres grundlegendes Element im Projektziel ist, dass das Zielgebiet die Bedingungen für das Fahrraderlebnis des potenziellen Besuchers erfüllen soll. Die Partner werden deshalb Strategie und Instrumente entwickeln (in enger Zusammenarbeit mit regionalen Stakeholdern wie VVV Zuid-Limburg, Toerisme Limburg, Städteregion Aachen/Grünmetropole), um die Bedürfnisse der Radfahrer zu erfüllen. Das Ergebnis wird bei Bewerben der EMR verwendet, hierbei werden Attraktivität und Komfort, gute Einrichtungen, konkrete (Online-)Informationen und die Entwicklung neuer Produkte und Dienste mit Bezug auf das Fahrrad betont.
Das umsetzbare und greifbare Ergebnis des Projekts besteht aus einem Bewertungswerkzeug für das Fahrraderlebnis, einer Webplattform zum Erfüllen der Bedürfnisse der Radfahrer, die sie damit in die EMR bringt, einer Untersuchung der digitalen Routenplanung und der Beteiligung relevanter Fremdenverkehrsorganisationen und Unternehmer. Außerdem werden 6 Infrastrukturanpassungen durchgeführt, um die grenzübergreifenden Verbindungen der (inter-)nationalen Radwege zu implementieren und den inneren Teil des Zielbereichs für diese Hauptstrecken zu öffnen.
Das Erreichen dauerhafter Mobilitätsverbindungen ohne Berücksichtigung der Grenzregionen ist sinnlos. Das Projekt beinhaltet die Zusammenarbeit der Gebiete hinter den Grenzen: Das Netzwerk springt rapide von einer Region zur anderen, und deshalb ist es so wichtig, zusammenzuarbeiten. Der Mehrwert besteht in genau dieser Möglichkeit zur Verbesserung der regionalen Attraktivität: indem Grenzen aufgelöst und Unternehmen in die Lage versetzt werden, ihre Geschäfte durch euregionale Partnerschaften zu stärken, und indem es Radfahrern ermöglicht wird, einfach durch die EMR zu fahren, dort einzukaufen, zu essen, zu trinken und andere Kulturen zu entdecken.
Als benachbarte, grenzübergreifende Regionen gemeinsam daran zu arbeiten, (Fahrrad-)Touristen anzuziehen, ist besser, als individuelle Maßnahmen zu entwickeln.
Neben der bereits eingerichteten Zusammenarbeit sucht die Partnerschaft zusätzliche Kooperationen mit anderen Gemeinden oder Stakeholdern in der EMR, die weiter zur Umsetzung dieses Projekts beitragen.
Read more Description (EN): A European Parliament study (Directorate General for Internal Policies – The European Cycle Network EuroVelo) has indicated that on a yearly basis there are 2,3 billion cycle tourism trips in Europe, of which 20,4 million include overnight stays and creating a total turnover of € 44 billion. The partners within this project wish to use the attractiveness of cycle tourism and to stimulate further cross border cycle tourism in the Euregio Maas-Rijn (EMR).
The basis for this is already at hand. Firstly, in the EMR a so-called rectangle of (inter)national cycling routes can be identified. From east, south, west and north there are the subsequent cycling routes: Vennbahn, Ligne 38 (related to Pilgrims Route – EuroVelo3), Meuse-à-Vélo (candidate EuroVelo19, effective end of 2018) and Trambaanfietsroute (under development). As such the target area is a crossroad of various routes (please see map 1).
Furthermore in the EMR a unique system of junctions is realised, which is in place in Belgian and Dutch Limburg and most of the german side. The Walloon region as well as the Aachen area are currently implementing the same system as a result of which a unique cross border signage system within the EMR will be realised.
These are perfect starting points for the partners’ objective: to develop the EMR as THE cycling region. As a result more visitors will be attracted and spend subsequent days in the EMR.
An important element in this respect is that cyclists can cycle safe on well-paved roads. The basic infrastructure in the EMR is generally in order. Limburg (B and NL) and the Aachen Region have invested substantially in the past. At the moment the Walloon Region is also investing (more than € 10 million on cycle infrastructure, to be finalised end of 2020) and will take up the maintenance as well. Moreover Limburg (NL) is investing (about € 3,4 million) to realise the Trambaanfietsroute in 2019.
To facilitate the cyclists to actually remain in the region for a longer period, it is necessary that the various cycle routes are connected and the inner area is disclosed (and the cyclists can easily change from one route to another). Most of these connections are in place and of good quality. Nonetheless there are some missing links which need direct attention: missing or qualitatively poor cycle lanes necessary for cross border connections (please see map 2).
Another basic element in the project’s goal is that the target area complies with the potential visitor’s cycling experience. Therefore the partners will develop a strategy and instruments (in close collaboration with regional stakeholders such as VVV Zuid-Limburg, Toerisme Limburg, Städteregion Aachen/Grünmetropole) to appeal to the cyclists’ needs. The outcome will be used in the promotion of the EMR, emphasizing on attractiveness and comfort, good facilities, concrete (online) information and the development of new cycle related products and services.
The feasible and tangible output of the project consists of an assessment tool on cycle experience, a web platform as basis to comply with the cyclists needs and hence attract them to the EMR, an investigation on e-itinerancy and the involvement of relevant tourist organisations and entrepreneurs. Furthermore a 6 infrastructural adjustments are made in order to realize cross border connections of the (inter)national cycle routes as well as to disclose the inner part of the target area to these main routes.
Achieving sustainable mobility connections regardless of border regions makes no sense. The project involves cooperation of the territory beyond the borders: the network jumps quickly from one region to another, so it is crucial to work together. The added value is precisely the possibility of improving the regions attractiveness by breaking down borders and also enabling companies to grow their business through euregional partnerships, and allow cyclists to easily cycle within the EMR, shop, eat, drink and discover other cultures.
It is better to collaborate as adjacent, cross border regions in attracting (cycling) tourists than developing individual actions.
Apart from the cooperation which has already been established, the partnership will seek for further cooperation with other municipalities and stakeholders in the EMR, which further contribute to the realisation of this project. For the partners it is a recognized fact that all lessons learnt and documents from this project will be disseminated to all who are interested.

Expected Outputs (FR): Le projet prévoit une série d’actions étroitement liées afin de renforcer l’attrait de la région pour les adeptes du cyclisme. Par conséquent, non seulement les habitants seront encouragés à utiliser plus souvent leur vélo et explorer toute la région (transfrontalière), mais les touristes y passeront également plus de temps. Cela se traduira par plus de dépenses directes (hôtels, restaurants, location de vélos) et indirectes (boutiques, musées).

As a result not only its inhabitants are stimulated to more frequently use their bike and explore the whole (cross border) region, but also more (cycling) tourists will be attracted to stay longer in the region.
