Description (DE): Das Projekt ist das Ergebnis einer seit 15 Jahren bestehenden Kooperation: euPrevent Sucht. Seitdem verfügt diese über eine Arbeitsgruppe und einen Beirat, die beide von den Partnern in der Stiftung euPrevent angesiedelt wurden. 2014 stellte man fest, dass sich die innovative Herangehensweise des "social norm approach (SNA)" sehr gut für die EMR eignet. Zum damaligen Zeitpunkt wurde bemerkt, dass aktuelle Präventionsangebote, die damit verbundenen Inhalte sowie die inhaltliche Botschaft oftmals nicht mit der Wahrnehmung und den Erwartungen innerhalb der Zielgruppen übereinstimmen. Der problematische Suchtmittelkonsum stellt ein Hindernis für das Funktionieren in der Gesellschaft und der sozialen Integration dar, was sich auf die Lebensqualität innerhalb der EMR auswirkt. Sucht nimmt darüber hinaus lediglich einen kleinen Teil in der Problematik ein. Ein sinkender Alkoholkonsum führt zu einer deutlich wahrnehmbaren Steigerung der Gesundheit. So führt der demografische Wandel in der EMR dazu, dass alkoholbedingte gesundheitliche Problemen bei älteren Menschen zunehmen. Daher ist es umso wichtiger, die Produktivität der jüngeren Bevölkerung zu erhalten. Aus gesundheitsökonomischer Sicht muss daher davon ausgegangen werden, dass die Kosten alkoholbedingter Erkrankungen unter älteren Menschen deutlich steigen und somit die Gesundheitssysteme in der EMR stark belastet werden. Zielgruppe ist die Bevölkerung der EMR, mit Fokus auf die Jugendlichen (12 - 26 Jahre) und den Senioren (>55 Jahre). Die Lebensqualität dieser Zielgruppen soll durch ein verbessertes Angebot an Suchtprävention verbessert werden. Bislang konzentriert sich Prävention auf Informationen und Aufklärung: es wird auf die Gefahren des Missbrauchs hingewiesen. Andere Präventionsaktivitäten hingegen stellen auf positive Weise Konsumalternativen dar. Mit den Kampagnen der situativen Prävention wird zudem die Einhaltung der gesetzlichen Bestimmungen verfolgt. Es kann belegt werden, dass Zielgruppen wie z.B. junge Menschen in ländlichen Gebieten oder isoliert lebende Senioren außerhalb der Reichweite bestehender Präventionsangebote liegen. Neuere Untersuchungen (van Hal, Glider et al. 2001, Gomberg et al. 2001) zeigen, dass Menschen mit einem ungesunden Konsumverhalten oft eine falsche Wahrnehmung haben: sie denken, ihr Verhalten entspräche der allgemeinen gesellschaftlichen Norm. Unsere regionalen Umfragen haben gezeigt, dass in der Euregio 4% der Jugendlichen Cannabis konsumiert. Diese Jugendlichen denken gleichzeitig, dass sich ihr Konsum mit dem ihrer Altersgruppe deckt. Dies führt zu einem falschen Urteil über die eigenen Gesundheitsrisiken und den Konsum. Wie die Mitglieder der euregionalen Arbeitsgruppe aus Erfahrung wissen, existiert unter Senioren eine ähnliche falsche Wahrnehmung über den Alkohol- und Medikamentenkonsum. Die Partner möchten nun ihre Erfahrungen nutzen, um sich der oben genannten Herausforderung mit Hilfe der SNA Methodik zu stellen. Um die Senioren und ihre offensichtlichen Probleme besser einschätzen zu können, erfolgt zunächst eine Bestandsaufnahme des Suchtmittelkonsums innerhalb dieser Zielgruppe. Nach Inventarisierung des Problems werden Lösungsansätze erarbeitet und euregional umgesetzt. Hierzu werden Promotoren herangezogen. Gleichzeitig soll der Einfluss auf die gesellschaftliche Bedeutung des Konsums, die allgemeine Lebensqualität sowie die Unabhängigkeit im Alter erarbeitet werden. Eine vergleichbare Herangehensweise wird bei den Jugendlichen angewendet. Diese sollen in einer Umfrage Stellung nehmen, was sie über sich selber denken und wie sich sie selber wahrnehmen. Da vergleichbare Umfragen bereits 2001 und 2013 durchgeführt wurden, ist der tatsächliche Konsum bereits bekannt. In einem nächsten Schritt wird die Realität mit der von den Jugendlichen wahrgenommenen Norm verglichen. Die bemerkenswertesten Unterschiede werden den Jugendlichen anschließend präsentiert. Auf diese Weise wird ihnen das Bild vorgeführt, wie sie sich selber wahrnehmen und über sich denken. Durch eine grenzüberschreitende Zusammenarbeit werden die jeweiligen Stärken und Erfahrungen der Partner gebündelt. Neuere Untersuchungen (Foxcroft, 2015, van Bockhorts, 2017) stärken unsere Meinung dass es realisierbar ist. Für eine bessere Weiterentwicklung soll die Gruppe zudem vergrößert werden. Teilt man die Arbeit untereinander auf, führt dies zu einer großen Arbeitserleichterung im täglichen Arbeitsalltag und zu einer besseren Effizienz. Das langfristige Ziel ist es, die politischen Ziele im Bereich der öffentlichen Gesundheit für die EMR zu unterstützen und die Bevölkerung zu einem gesünderen Leben zu motivieren. Die gute Zusammenarbeit, so wie sie aktuell bereits besteht, soll beibehalten und um neue Partner erweitert und verbessert werden. Der Ansatz der SNA Methodik, die innerhalb der Euregio zum Einsatz kommen soll, scheint sich dabei besonders gut für die Anwendbarkeit auf die gesundheitlichen Probleme in der EMR zu eignen.
Read more Description (FR): Le projet est né dans le cadre de la collaboration du groupe euPrevent Dépendance qui existe depuis plus de 15 ans. Celui-ci comporte, dès le départ, un groupe de travail et de pilotage permanent.Lors de la journée de réflexion eurégionale en 2014, nous avons constaté que l’offre actuelle, les contenus et les messages existants en matière de prévention, ne correspondaient généralement pas aux observations/attentes des groupes-cibles (GC). Les jeunes se font par ex. une idée bien plus élevée du modèle de consommation de leur propre groupe d’âge qu’il ne l’est en réalité.Un niveau de consommation critique des produits stupéfiants constitue pourtant une barrière importante en termes de participation à la vie et d’intégration sociale et affecte la qualité de vie dans l’Euregio Meuse-Rhin (EMR). Par ailleurs, l’évolution démographique dans l’EMR aura pour effet l’augmentation du nombre de personnes âgées (séniors) avec des problèmes de dépendance.Il est donc plus important que la productivité des jeunes soit préservée et ne soit pas mise en danger par une problématique de dépendance. Du point de vue économique de la santé, il faut aussi s’attendre à une augmentation des coûts liés aux maladies résultant de la dépendance des séniors, coûts qui solliciteront les systèmes de santé de l’EMR.Les GC centraux sont constitués des jeunes dans l’EMR (12 à 25 ans) et les seniors (+ 55 ans). L’objectif est que ces GC auront une qualité de vie supérieure grâce à l’amélioration des offres de prévention de la dépendance. Jusqu’à présent, les efforts de prévention se concentraient sur l’information: les gens sont donc bien informés des risques et des comportements abusifs en la matière. On organise par ailleurs des activités de prévention qui proposent une alternative positive à la consommation de substances psychotropes. Dans le cadre de la prévention comportementale, on a aussi organisé des campagnes axées sur le respect des dispositions légales en la matière. Il est apparu que malgré tous les effets positifs de ces mesures en matière de prévention, il existait encore des GC que l’on ne touche pas assez. Certains GC - définis selon leur âge - par exemple les jeunes vivant dans un cadre rural ou les personnes âgées/très âgées vivant de façon isolée - ne sont pas assez concernés par les efforts de prévention actuels. De nouvelles études (van Hal, Glider et al. 2001, Gomberg et al.2001), démontrent que les personnes affichant un comportement de consommation nocif se font souvent une fausse idée de leur environnement : elles pensent que leur comportement correspond à la norme sociale globalement acceptée. Nos enquêtes ont démontré qu’en moyenne, au niveau eurégional, 4% des jeunes consommaient du cannabis alors que les consommateurs pensaient que leur mode de consommation correspondait à la large majorité au sein de leur groupe d’âge. Ce malentendu entraîne une évaluation erronée du risque pour sa santé et de sa propre consommation. Les expériences vécues par les membres du groupe de travail eurégional démontrent qu’il existe aussi une évaluation erronée au sein du GC des seniors concernant la consommation d’alcool/médicaments. Les partenaires veulent utiliser les expériences communes pour relever ce défi. Ces deux GC demandent toutefois une approche ciblée. Afin de mieux connaître les seniors et leur problématique supposée, il faut d’abord procéder à un inventaire de la consommation des produits psychotropes chez les seniors. Une fois le problème défini, on peut ensuite proposer des changements et les appliquer de façon conjointe, en collaboration avec les partenaires concernés. On utilisera pour cela déjà au préalable des multiplicateurs mais l’on abordera aussi la valeur sociale de la consommation ainsi que la qualité globale de vie et l’autonomie à un âge avancé. On appliquera une même méthode chez les jeunes. On leur demandera ce qu’ils pensent d’eux-mêmes et pourquoi. Les enquêtes effectuées en 2001 et 2013, ont permis de déterminer le mode de consommation réel des jeunes. L’étape suivante sera de comparer la réalité à la norme perçue. On présentera ensuite les différences les plus marquantes aux jeunes concernés. On leur montrera ainsi une image de ce qu’ils pensent d’eux-mêmes. La coopération transfrontalière permettra d’unir les forces et de réunir les expériences communes. Grâce au réseau transfrontalier, on pourra élargir la synergie potentielle grâce à un apprentissage commun et réciproque et d’assurer de nouveaux développements grâce à l’élargissement du groupe. Dans le cadre du travail quotidien, le fait de pouvoir répartir les tâches de façon à ce que chacun puisse en tirer réciproquement bénéfice constituerait aussi un grand soulagement et un énorme gain d’efficacité. L’objectif à long terme est de soutenir la politique en matière de santé publique dans l’EMR, d’inciter la population à vivre de façon saine, de préserver l’excellente collaboration actuelle et de la consolider grâce à de nouveaux partenaires.
Read more Description (EN): This project is the result of a partnership that has existed for 15 years: euPrevent Addiction. In the past, the partnership took the form of a permanent work-group and steering committee, which the partners have now placed within euPrevent Foundation. In 2014, discussions started about how useful the innovative approach known as the social norm approach (SNA) could be in the EMR. It was clear at the time that current prevention activities, their existing content and the substance of the message often did not stroke with the perceptions and expectations of the target groups. The problematic consumption of addictive substances acts as a considerable impediment to functioning in society and to social integration, and affects the quality of peoples lives in the EMR. For the record, addiction is only a small part of the problem, as the health gains of reduced alcohol consumption are much broader. Furthermore, demographic developments in the EMR are leading to a growing number of older persons with alcohol-related health problems. This makes maintaining the productivity of young people all the more important. From a health–economic point of view, the assumption is that increasing costs due to alcohol-related diseases among the elderly will have an enormous impact on health care systems in the EMR. The main target group is people living in the EMR, more specifically, however, young persons (12–26-year-olds) and older persons (55+ years). The objective is to achieve a better quality of life for these target groups by improving addiction prevention. To date efforts have comprised of information and brochures: people are informed about the dangers of abuse. In addition, prevention activities are organised that have a positive way of presenting an alternative to using addictive substances. Within the framework of situational prevention, moreover, campaigns are used in an attempt to maintain statutory requirements. It seems, however, that some target groups are still not being reached adequately; for instance, young people in rural areas and elderly persons living in isolation, are still largely beyond the reach of current preventive efforts. More recent research ( Van Hal, Glider et al., 2001, Gomberg et al. 2001) show that people harmfull consumption patterns often have erroneous perceptions: they think their behaviour is in keeping with the general norm in society. Our regional surveys among young people show that a 4% euro-regional average of young people take cannabis, and they think their consumption is the same of that of the majority of their peers. This leads to an erroneous opinion of their own health risks and their consumption. The experience of members of the euro-regional work-group shows a similar erroneous perception among the target group elderly persons in respect of their consumption of alcohol and medicines. The partners currently want to use their experience and the SNA method to tackle the above-described challenge. An inventory of the consumption of addictive substances by the elderly target group will first be drawn up in order to get to know them and their probable problems. Once the inventory of the problem has been completed, solution options will be elaborated upon and implemented throughout the euro-regions. This will involve making use of thesis supervisors, but we will also discuss the social significance of consumption and the general quality of life and independence of the elderly. A similar method will be used for young people. A survey will be held among young people, asking them for their opinions of themselves. As studies of young people were carried out in 2001 and 2013, we already know the pattern of consumption of young people. The next step will be to compare reality with the norm as perceived by young people. We will then present the most striking differences to the young people. This will bring them face-to-face them with a picture of how they see themselves and what they think about themselves. Recent British, Swedish and Dutch research (Foxcroft et al. 2015, van Bockhorst et al. 2017) proves the feasebility of SNA-projects. Cooperating across borders enables us to join forces and bundle our experience. By allowing us to learn from one another and together, the cross-border network extends our synergistic potential and promotes further development by extending the group. In our daily work it has also massively reduced our tasks, which is extremely efficient, as tasks can now be divided among us. The long-term goal is to support policy objectives in the field of public health in the EMR, to inspire the population to live healthily and to maintain the existing good working relationship as well as reinforcing it with new partners. In this respect it seems that SNA, which is being euro-regionally tested in this project, can be put to broader use in other health care problems in the EMR.

The euPrevent Social Norms Approach project focused on the following behaviours in the Euroregion Meuse-Rhine region and the West-Eifel region (DE):
• The consumption of alcohol, cannabis and gaming among young people aged 12–26.
• The consumption of alcohol and medicines among people aged 55+.
Thanks to this survey data, we are lifting the veil over these perceived and actual behaviours. By adding the SNA to the existing health promotion methods and communicating with one another about the current social norm, we can promote a healthy lifestyle in the Euroregion Meuse-Rhin.
Prevention and awareness campaign:
Based on the survey results, we are developing an awareness campaign at euregional scale aimed at people in the two target groups, to provide them with up-to-date information about alcohol, cannabis and medicine consumption and the use of video games. This is all in an aim to inspire them and encourage them to make healthier lifestyle choices.

Expected Results (EN): RI5 Percentage people at risk of poverty or social exclusion
Expected Outputs (DE): Ca 50% der Bevölkerung aus der EMR gehören zu den Zielgruppen Jugendliche , bzw. Senioren. Davon sind wegen Suchtmittelkonsum etwa 25% gefährdet, aus der Gesellschaft ausgeschlossen zu werden oder in Armut abzurutschen. Ziel des Projektes ist es, mindestens die Hälfte dieser 25% durch verschiedene Aktivitäten und Interventionen zu erreichen.
Soziale Integration ist in allen Partnerregionen von zentraler Bedeutung. Zahlreiche Initiativen richten sich auf soziale Integration und Armutsbekämpfung. Viele dieser Initiativen richten sich an Jugendliche und Senioren und befassen sich mit sozialer Norm/Wahrnehmung und Suchtproblematik. Allerdings wurden diese Aktivitäten bislang nicht untereinander (auf euregionaler Ebene) abgestimmt und eine Objektivierung der subjektiven Wahrnehmung in der euregionalen Zusammenarbeit spielte bisher keine Rolle. Und das, obwohl seit einigen Jahren festgestellt wird, dass sich z.B. die Suchtproblematik unter Senioren auf die Gesundheitsökonomie auswirkt: die Folgen eines schädlichen Konsums von Medikamenten und anderen Suchtmitteln (in diesem Fall Alkohol) durch Senioren werden zunehmend größer.
Read more Expected Outputs (FR): Environs 50% de la population de l’EMR se trouve dans les groupes-cibles des Jeunes et des Séniors. Plus ou moins 25% de ces groupes cibles est en danger de par une consommation à risque, être exclus de la société ou de glisser dans la pauvreté. L’objectif de ce projet est, d‘au minimum, toucher à la moitié de ces 25% par différentes activités et interventions.L’intégration sociale constitue également une préoccupation essentielle de toutes les régions partenaires. Les initiatives en faveur de l'intégration sociale et du recul de la pauvreté y sont nombreuses. Nombre de ces initiatives s’adressent aux jeunes et aux seniors. Elles concernent aussi la norme sociale/la perception et la problématique de la dépendance. Cependant, la coordination (eurégionale) de ces activités au niveau de la problématique de la dépendance et de l’intégration sociale n’a pas encore eu lieu à ce jour, et l’objectivation de la perception subjective n’a pas non plus fait l’objet de la coopération eurégionale. Il est par ailleurs important de savoir que les effets économiques de la dépendance, par exemple chez les seniors, sont connus depuis un certain nombre d’années : les conséquences de la consommation exagérée de médicaments et de substances psychotropes (en l’occurrence surtout l’alcool) chez les personnes âgées jouent un rôle toujours croissant.
