Le réseau écologique du bassin nord de la Sambre apparaît comme un espace fortement fragmenté où il existe un enjeu de remise en état des corridors écologiques. La pérennité de ce patrimoine commun nécessite une coordination des actions individuelles entreprises sur l'ensemble du territoire transfrontalier permettant d'éviter l'apparition de points de rupture sur le réseau écologique. Le projet TVBuONAIR aborde la problématique sur la question de la fragmentation dans les milieux urbanisés, alimentant à la fois la question de la coopération transfrontalière dans la construction de projets de cohérence écologique, mais aussi la question de la réintroduction de la nature en ville. Il s'agit aussi pour ce territoire d'inscrire ce projet dans une ambition globale de requalification de son image fortement liée à son passé sidérurgique. Pour cela, il vise à coconstruire avec les acteurs locaux un schéma transfrontalier d'orientation générale de la TVBu du bassin nord de la Sambre par : la mutualisation des connaissances des différents acteurs du territoire, du patrimoine et de l'environnement ; la création d'outils de gestion et de planification intégrées à l'échelle d'un bassin versant transfrontalier ; la sensibilisation de la population et la diffusion de bonnes pratiques ; la mise en place d'actions locales en faveur des écosystèmes et de la biodiversité. Les activités prévues doivent permettre de lever le clivage « ville/nature » et de mieux intégrer les besoins des habitants.

The ecological network of the north basin of the Rivers Sambre is a highly fragmented area where the challenge is to restore the ecological corridors. The sustainability of this common heritage requires the coordination of individual actions undertaken all over the cross-border territory to avoid the appearance of breakpoints in the ecological network. The TVBuONAIR project tackles the issue of fragmentation in urbanised environments, contributing both to the issue of cross-border cooperation in the construction of ecological coherence projects and also to the question of the reintroduction of nature in the city. For this territory, it also consists of including this project in the global objective of overhauling its image, which is strongly related to its metallurgical past. To that end, it aims at co-constructing a cross-border scheme to give an overall direction to the TVBu of the North Sambre basin with the local stakeholders by: pooling the knowledge of the various stakeholders of the territory, heritage and the environment; creating integrated management and planning tools for a cross-border river basin, public awareness and the dissemination of best practices; the implementation of local actions in favour of ecosystems and biodiversity. The planned activities should help to lift the "city/nature" divide and better integrate the needs of the inhabitants.

Het ecologische netwerk van het noordelijke Samberbekken is een uiterst gefragmenteerd gebied, dat voor de uitdaging staat de ecologische corridors te herstellen. De duurzaamheid van dit gemeenschappelijke patrimonium vereist een coördinatie van individuele acties op het volledige grensoverschrijdende terrein om het ontstaan van breekpunten in het ecologische netwerk te vermijden. Het project TVBuONAIR pakt de problematiek rond de fragmentatie in de verstedelijkte milieus aan en draagt zo bij tot een grensoverschrijdende samenwerking in projecten voor ecologische coherentie en de herintroductie van de natuur in de stad. Het project speelt ook een rol in de globale doelstelling van de verbetering van het imago van de streek, dat sterk samenhangt met haar verleden in de metallurgie. Het is de bedoeling om samen met de lokale actoren een grensoverschrijdend, algemeen richtschema uit te werken voor het sGBN van het noordelijke Samberbekken door de kennis van de diverse actoren van het grondgebied, het patrimonium en het leefmilieu samen te brengen; geïntegreerde beheer- en planningtools te creëren voor een grensoverschrijdend rivierbekken, publiek bewustzijn en de verspreiding van goede praktijken; lokale acties te implementeren ten gunste van de ecosystemen en de biodiversiteit. De geplande activiteiten moeten het mogelijk maken de scheiding tussen stad en natuur op te heffen en de behoeften van de bewoners beter te integreren.

Achievements (FR):

TVBuONAIR développe des actions en faveur de la Trame Verte et Bleue en milieu Urbanisé. Il se structure autour de quatre objectifs majeurs : la mutualisation des connaissances des acteurs du territoire du bassin transfrontalier de la Sambre, la création d'outils de gestion et de planification intégrés à la TVBu, la sensibilisation des acteurs et la mise en place d'actions locales en faveur de la biodiversité et du réseau écologique. Les opérateurs de ce projet sont la Communauté d'Agglomération Maubeuge-Val de Sambre (F), Espace Environnement (B), l'Agence de l'Urbanisme de la Sambre (F) et le Syndicat mixte Parc naturel Régional de l'Avesnois (F). Le projet est piloté par le Centre de Recherches et d'Etudes pour l'Action Territoriale de l'UCLouvain (B). Les communes de Maubeuge (F), Jeumont (F), Erquelinnes (B), Merbes-le-Château (B), Lobbes (B), Thuin (B) et Montigny-le-Tilleul (B) ainsi que le Contrat de rivière Sambre et affluents (B) sont associés au projet. Depuis son démarrage le 1er juillet 2016, l'équipe TVBuONAIR s'est mobilisée pour développer des outils d'aide à la décision qui s'inscrivent dans une démarche de coconstruction avec les acteurs français et wallons du territoire pour assurer leur caractère opérationnel et leur cohérence transfrontalière. Un diagnostic partagé expose le réseau écologique transfrontalier et dresse une liste des espèces cibles qui oriente les choix réalisés par les acteurs locaux en faveur de la TVBu. Un outil de visualisation cartographique et un outil dynamique d'évaluation d'impacts de l'urbanisation sur la TVBu ont été mis en ligne au second semestre 2018. Les opérateurs ont réalisé des protocoles de suivi sur des sites expérimentaux et participé à la mise en place de l’observatoire transfrontalier observatoires.org. Des observations d’oiseaux ont été organisées avec les écoles début 2020 et ont permis d’alimenter cet observatoire. La charte d'engagements et le schéma d'orientations générales stratégiques de la TVBu du bassin transfrontalier de la Sambre co-construits avec les acteurs du territoire ont été validés par les élus des 7 communes partenaires lors de l'évènement à mi parcours en février 2019. Un Vademecum sur l'intégration de la TVBu transfrontalière dans les outils de planification a été mis en ligne début 2021. L'étude sociotopes a été réalisée sur le site de la Flamenne à Maubeuge (F) en 2018 et à Thuillies (B) en 2019. Un MOOC et un guide pédagogique à destination des enseignants sur la méthodologie ont été mis en ligne début 2021.La campagne de sensibilisation a démarré en 2018 ; dans le milieu scolaire où des premières animations ont eu lieu au second semestre 2018. Ces activités sont suivies de conversations de cuisine; et tout public avec l'animation « JE[U]COMMENCE AUJOURD'HUI » et sa conférence quizz.Plusieurs formations ont aussi eu lieu : à Namur sur la gestion des espaces verts publics et des cimetières au second semestre 2017, à Roubaix sur l'intégration de la TVBu dans la planification urbaine et les espaces verts publics au premier semestre 2018, à Thuin sur la trame noire, à Maubeuge sur la gestion des plantes invasives et à Merbes-le-Château sur le bâti et la biodiversité au second semestre 2018, à Gozée sur la plantation d'arbres fruitiers au premier semestre 2019.Une promenade-découverte a également été organisée en juin 2019 entre Merbes-le-Château (B) et Boussois (F) sur les chantiers de renaturation et autres exemples illustratifs favorables à la TVBu. Fin 2018, les chantiers suivants ont été initiés : un parking paysager à Merbes-le-Château ; une prairie fleurie à Erquelinnes ; un sentier pédagogique à Lobbes ; un potager partagé à Montigny-Le-Tilleul. D'autres chantiers ont vu le jour en 2019 : la création d'une mare à Merbes-le-Château et la restauration d'un ancien mur en pierres, des paniers végétalisés en bord de Sambre et un verger participatif à Thuin ; des hôtels à insectes à Erquelinnes ; la valorisation de la Thure à Solre-sur-Sambre (B), la renaturation du site de la Flamenne à Maubeuge et d'une friche industrielle à Jeumont. Enfin, lors du premier semestre 2019, la thématique de la végétalisation des cimetières a pris une dimension transfrontalière depuis la visite organisée par TVBuONAIR à Namur en 2017. Elle a pris forme au travers de collaborations avec le micro projet Interreg IGECC et la déclinaison du label wallon “Cimetière nature” côté français dans les communes volontaires de la CAMVS. Au cours de l’année 2020, la crise sanitaire a ralenti les activités TVBuONAIR. Leur fonctionnement étant basé sur les rencontres et le réseautage transfrontalier, la très grande majorité des partenaires et acteurs au projet a malheureusement suspendu tous les évènements prévus sans report. Dès lors, pour les opérateurs, il s’agissait de terminer en extérieur les derniers chantiers de renaturation lorsque les mesures gouvernementales l’autorisaient ainsi que d’effectuer quelques formalités administratives.

Achievements (EN):

TVBuONAIR develops actions in favour of the Green and Blue Trame in an urbanised environment. It is structured around four major objectives: the pooling of the knowledge of the actors of the territory of the Sambre cross-border basin, the creation of management and planning tools integrated with the TVBU, the awareness of actors and the implementation of local actions in favour of biodiversity and the ecological network. The operators of this project are the Community of Agglomeration Maubeuge-Val de Sambre (F), Espace Environnement (B), the Agence de l’Urbanisme de la Sambre (F) and the Syndicat Mixed Regional Natural Park of Avesnois (F). The project is led by the Centre for Research and Studies for Territorial Action of UCLouvain (B). The municipalities of Maubeuge (F), Jeumont (F), Erquelinnes (B), Merbes-le-Château (B), Lobbes (B), Thuin (B) and Montigny-le-Tilleul (B) and the Sambre River Contract and tributaries (B) are associated with the project. Since its launch on 1 July 2016, the TVBuONAIR team has mobilised to develop decision support tools that are part of a co-construction process with French and Walloon players in the territory to ensure their operational character and cross-border coherence. A shared diagnosis exposes the cross-border ecological network and draws up a list of target species that guides the choices made by local actors in favour of TVBU. A mapping visualisation tool and a dynamic tool for assessing the impact of urbanisation on the TVBU were released online in the second half of 2018. The operators carried out monitoring protocols on experimental sites and participated in the setting up of the cross-border observatory Observatories.org. Bird sightings were organised with the schools in early 2020 and fed this observatory. The charter of commitments and the general strategic guidelines of the TVBU of the cross-border Sambre basin co-built with the actors of the territory were validated by the elected representatives of the 7 partner municipalities during the mid-term event in February 2019. A Vademecum on the integration of cross-border TVBU into planning tools was released in early 2021. The sociotopes study was carried out at the Flamenne site in Maubeuge (F) in 2018 and in Thuillies (B) in 2019. A MOOC and pedagogical guide for teachers on the methodology were put online in early 2021.The awareness campaign started in 2018; in the school environment where first animations took place in the second half of 2018. These activities are followed by cooking conversations; and any audience with the animation “I[U]COMMENCE TODAY” and its conference quizz.Several trainings also took place: in Namur on the management of public green spaces and cemeteries in the second half of 2017, in Roubaix on the integration of TVBU into urban planning and public green spaces in the first half of 2018, Thuin on the black weft, Maubeuge on invasive plant management and Merbes-le-Château on building and biodiversity in the second half of 2018, Gozée on the planting of fruit trees in the first half of 2019.A walk-discovery was also organised in June 2019 between Merbes-le-Château (B) and Boussois (F) on renaturation projects and other examples illustrative TVBU. At the end of 2018, the following projects were initiated: a landscaped car park in Merbes-le-Château; a flowery meadow in Erquelinnes; an educational trail in Lobbes; a shared vegetable garden in Montigny-Le-Tilleul. Other projects were launched in 2019: the creation of a pond in Merbes-le-Château and the restoration of an ancient stone wall, vegetated baskets on the edge of Sambre and a participatory orchard in Thuin; insect hotels in Erquelinnes; the valorisation of the Thure in Solre-sur-Sambre (B), the renaturation of the Flamenne site in Maubeuge and an industrial wasteland in Jeumont. Finally, in the first half of 2019, the theme of cemeteries greening has taken on a cross-border dimension since the visit organised by TVBuONAIR to Namur in 2017. It took shape through collaborations with the Interreg micro project IGECC and the declination of the Walloon label “Cimetière nature” on the French side in the volunteer municipalities of the CAMVS. In 2020, the health crisis slowed down TVBuONAIR activities. As their operation is based on meetings and cross-border networking, the vast majority of partners and stakeholders in the project have unfortunately suspended all planned events without postponement. Therefore, for the operators, it was necessary to complete the last restoration projects outside when government measures authorised it as well as to carry out some administrative formalities.
