Le Nord de la France, la Wallonie et la Flandre sont trois régions dont les voies d’eau sont largement interconnectées. Les reliefs peu marqués entraînent des taux de sédimentation importants et de forts besoins en curage, pouvant être accentués par l’intensification des évènements pluvieux, en relation avec le changement climatique et favorisant le lessivage des sols. Les modes de gestion propres à chaque région ont également leurs limites et le constat est globalement unanime et transfrontalier : aucune d’entre elles ne disposent de solutions suffisantes pour gérer ces matières extraites des voies d’eau. La finalité du projet VALSE tend alors vers réutilisation de ces matières actuellement considérées comme « déchets ». Ce travail passera par la mise en œuvre d’ouvrages telles que des buttes paysagères ou des pistes cyclables, qui privilégieront la bonne intégration dans le territoire et l’usage durable de ces matières. Le projet représente une réelle opportunité pour les acteurs de la zone transfrontalière d’avoir une démarche concertée, de confronter les initiatives menées par chacun et d’évaluer leur viabilité.

The north of France, Wallonia and Flanders are three regions in which waterways are largely interconnected. The relatively flat landscape leads to significant sedimentation rates and high flushing requirements, which can be accentuated by the intensification of rainstorms in relation to climate change and promoting soil leaching. The management methods specific to each region also have their limits and the observation is unanimous overall and cross-border: none of them have sufficient solutions to manage these materials extracted from the waterways. The purpose of the VALSE project is therefore to reuse of these materials currently considered as "waste". This work will require the implementation of structures such as landscaped mounds or cycle paths, which give priority to effective integration in the territory and the sustainable use of these materials. The project represents a real opportunity for the stakeholders in the cross-border region to have a concerted approach, to compare the initiatives launched by each partner and to assess their viability.

Het noorden van Frankrijk, Wallonië en Vlaanderen zijn drie regio’s met veel onderlinge verbindingen tussen de waterwegen. Het relatief vlakke reliëf leidt tot een sterke sedimentatie en de noodzaak om te ruimen is groot. Dit probleem kan nog verergeren door de toename van de regenval als gevolg van de klimaatverandering, die de uitloging van de bodem in de hand werkt. De specifieke beheermethoden van elke regio hebben ook hun beperkingen, maar de vaststelling is overal dezelfde en grensoverschrijdend: geen enkele regio heeft voldoende oplossingen voor het beheer van het gebaggerde sediment. Daarom heeft het project VALSE de ambitie dit materiaal, dat vaak als afval wordt beschouwd, te hergebruiken. Dit werk zal de aanleg vereisen van structuren zoals landschapsheuvels of fietspaden, die de effectieve integratie van het sediment in de streek en zijn duurzame gebruik bevorderen. Het project is voor de belanghebbenden in de grensstreek een reële kans om het thema met gezamenlijk overleg aan te pakken, de initiatieven van de verschillende partners te vergelijken en hun haalbaarheid te evalueren.

Achievements (FR):

Le projet Valse s’articule autour de plusieurs gisements qui ont permis de s'approvisionner en sédiments issus des trois régions : un site de dépôt de sédiments à Saint Omer, la lagune de Sedisol à Farciennes, le centre de regroupement d'Ampsin, et le canal Gand-Terneuse. L'ensemble des sédiments français et belges ont été préparés en Wallonie (au CTP) de manière à satisfaire aux exigences des applications à tester. La valorisation de la fraction fine inférieure à 63 µm, en adjuvant pouzzolanique en remplacement des liants hydrauliques dans la construction et le BTP, et en granulats expansés. Ce travail réalisé en Flandre, a bénéficié d'une collaboration du laboratoire flamand VITO avec l'IMT Nord-Europe (France). Les essais ont abouti à la fabrication d'un liant bas carbone à partir de sédiment calciné. Une autre voie de valorisation testée correspond à l'incorporation de la fraction grossière des sédiments dans la fabrication de ciment/béton. Elle a été réalisée en France à l'IMT Nord-Europe en collaboration avec l'ISSeP (Wallonie). Après différents tests au laboratoire, une formulation de béton adéquate de par ses caractéristiques mécaniques et environnementales est retenue. Elle permet la réalisation d'une piste cyclable en vraie grandeur en Wallonie sur le site du SPW MI à Chatelet. Sa bonne tenue dans le temps est suivie au travers une palette d'essais mécaniques et environnementaux réalisés à intervalles de temps fixés en collaboration entre le SPW, l'ISSeP et l'IMT. Enfin une troisième voie de valorisation de sédiments est étudiée à travers un suivi écologique et écotoxique d'une butte paysagère de sédiments à Farciennes en Wallonie. Ce suivi, démarré en 2017, a été dupliqué sur le site de dépôt de sédiments de Saint Omer (France). Les résultats obtenus ne révèlent aucun effet néfaste. Ils viennent conforter une voie de valorisation possible pour ce type de matières. Au-delà d'apporter des solutions techniques à la caractérisation de matières et à leur valorisation, le projet mène une réflexion afin de fournir une aide à la décision pour piloter la priorisation de la valorisation des sites de dépôt de sédiments (gisements). Une approche d'évaluation et de classification de sites de gestion à terre de sédiments a été mise en œuvre par l'INERIS. L'ISSeP et le BRGM ont entrepris un gros travail d'analyse et de spatialisation de données (gisements de sédiments français et wallons) qui seront croisées avec différentes voies de valorisations identifiées. Le travail cartographique sur ces différentes voies de valorisation (besoins) en fonction des gisements disponibles est en cours. Le projet se penche aussi sur les aspects législatifs transfrontaliers de la gestion des matières d'étude qui peuvent dans certains cas freiner la démarche de valorisation. Une comparaison des pratiques sur les problématiques sédiments et terres excavées dans les trois régions a été réalisée (BRGM, CTP, ISSeP et VITO). Le but étant d'alimenter la réflexion sur une possible harmonisation des approches « terres » et « sédiments » dans les trois régions et d'élargir l'offre de valorisation. Des modèles et méthodologies visant à prédire le comportement des sédiments à terre sont ainsi testés par le BRGM en collaboration avec l'ISSeP. L'idée est de proposer une méthodologie simplifiée de valorisation des sédiments, proche de celle relative aux terres excavées en France. Une valorisation de cette méthode sur les autres versants (réglementations wallonnes, flamandes en matière de valorisation des sédiments et des terres excavées) est à l'étude. En parallèle de l'identification et la validation des voies de valorisation de matières, une réflexion sur le développement de méthodologies pour une meilleure caractérisation environnementale des sédiments a été mise en place. L'Université de Lille, BRGM, CTP,l' INERIS et ISSeP ont d'abord collaboré au développement d'un volet caractérisation sur le terrain. Dans ce cadre, une électrode d'or a été validée pour la mesure de Zn, Pb et Cu, l'application spectraphone a été développée pour mesurer, à l'aide d'un smartphone, la concentration en AVS (Acid Volatils Sulfides indicateur de réactivité des sédiments), le protocole d'utilisation de la pXRF a été standardisé pour l'analyse d'éléments métalliques et testé pour la mesure de terres rares. Ensuite des polluants de type macro et microplastiques, dits « émergents » et potentiellement problématiques ont été priorisés et leur caractérisation dans le sédiment a été mise en œuvre par IMT Nord-Europe et l'Université de Lille. Ainsi, une procédure de séparation et d'extraction a été optimisée pour permettre leur quantification dans les sédiments. L'ensemble des activités du projet peuvent être suivies sur le site https://valse.info . Les résultats du projet ont été présentés lors d’événements dédiés à la thématique sédiments comme les conférences du réseau SedNet (2019, 2020, 2021) et les symposium I2SM (2018 et 2021). Les résultats du projet ont de plus fait l’objet de publications scientifiques dans les différents domaines étudiés : la caractérisation environnementale et le développement d’outils, et la validation de voies de valorisation (suivi écologique d’ouvrage paysager mais également la valorisation en génie civile en formulation béton et ciment).

Achievements (EN):

The Valse project is structured around several deposits that have made it possible to source sediments from the three regions: a sediment deposit site in Saint Omer, the SEDISOL lagoon in Farciennes, the Ampsin cluster centre, and the Ghent-Terneuse Canal. All French and Belgian sediments have been prepared in Wallonia (at CTP) in order to meet the requirements of the applications to be tested. The recovery of the fine fraction of less than 63 µm, by pouzzolanic adjuvant to replace hydraulic binders in construction and construction, and in expanded aggregates. This work in Flanders benefited from a collaboration of the Flemish laboratory VITO with IMT Nord-Europe (France). The tests resulted in the manufacture of a low carbon binder from calcined sediment. Another route of recovery tested corresponds to the incorporation of the coarse fraction of the sediment into the manufacture of cement/concrete. It was carried out in France at IMT Nord-Europe in collaboration with ISSeP (Wallonia). After various tests in the laboratory, a suitable concrete formulation due to its mechanical and environmental characteristics is retained. It allows the realisation of a full-scale bike path in Wallonia on the SPW MI site in Chatelet. Its good performance over time is followed through a range of mechanical and environmental tests carried out at fixed time intervals in collaboration between SPW, ISSEP and IMT. Finally, a third way of valuing sediments is studied through ecological and ecotoxic monitoring of a landscape mound of sediments in Farciennes in Wallonia. This monitoring, started in 2017, was duplicated at the sediment deposition site of Saint Omer (France). The results obtained do not reveal any adverse effects. They reinforce a possible recovery route for this type of materials. In addition to providing technical solutions to the characterisation of materials and their recovery, the project conducts a reflection in order to provide decision support to pilot the prioritisation of the recovery of sediment deposition sites (logs). An approach to assessing and classifying land-based sediment management sites has been implemented by INRIS. The ISSeP and BRGM have undertaken a lot of work analysing and spatialising data (French and Walloon sediments) that will be crossed with different recovery pathways identified. Mapping work on these different recovery pathways (needs) according to the available deposits is ongoing. The project also looks at the cross-border legislative aspects of the management of study subjects which may in some cases hinder the valuation process. A comparison of practices on sediment and excavated land issues in the three regions was carried out (BRGM, CTP, ISSeP and VITO). The aim is to stimulate reflection on a possible harmonisation of land and sediment approaches in the three regions and to broaden the range of valuation. Models and methodologies to predict onshore sediment behaviour are tested by BRGM in collaboration with ISSEP. The idea is to propose a simplified methodology for the valorisation of sediments, close to that relating to excavated land in France. A valuation of this method on the other slopes (walloon, Flemish regulations on the valuation of sediments and excavated land) is being studied. In parallel with the identification and validation of materials recovery pathways, a reflection on the development of methodologies for a better environmental characterisation of sediments has been put in place. The University of Lille, BRGM, CTP,INERIS and ISSeP first collaborated on the development of a characterisation component in the field. In this context, a gold electrode was validated for the measurement of Zn, Pb and Cu, the spectraphone application was developed to measure, using a smartphone, the concentration of AVS (Acid Volatils sulphides indicator of sediment reactivity), the protocol of use of the pXRF was standardised for the analysis of metal elements and tested for the measurement of rare earths. Then macro and microplastic, so-called “emerging” and potentially problematic pollutants were prioritised and their characterisation in sediment was implemented by IMT Nord-Europe and the University of Lille. Thus, a separation and extraction procedure has been optimised to allow quantification in sediments. All project activities can be monitored on https://valse.info . The results of the project have also been the subject of scientific publications in the various fields studied: the environmental characterisation and the development of tools, and the validation of recovery routes (ecological monitoring of landscape works but also the valorisation in civil engineering in concrete and cement formulation).
