Les grands axes fluviaux, tel que la Meuse, présentent une continuité hydrologique et écologique sans lien avec les frontières nationales. Bien que la surveillance de ces milieux s'effectue dans un cadre européen, de nombreuses initiatives visant à mettre en place de nouveaux outils se font au niveau national voire régional. Afin de développer une continuité transfrontalière, le projet DIADeM propose de mutualiser les connaissances et les savoir-faire en vue de déployer des solutions applicables sur la zone de coopération. Le projet permettra de générer sur l'interrégion des connaissances nouvelles et originales, mais aussi des méthodes d'évaluation de la qualité des masses d'eau non réalisables pour chacune des régions seules. Le projet vise à rapprocher les différents acteurs transfrontaliers préoccupés par la protection des milieux aquatiques (académiques, gestionnaires, utilisateurs) tout en informant les citoyens des risques induits par la dégradation des masses d'eau. Le projet DIADeM assurera une meilleure sensibilisation de la population transfrontalière vis-à-vis des conséquences possibles des rejets sur les milieux naturels et favorisera ainsi à rappeler que nous pouvons tous être acteurs pour le maintien de la qualité de nos ressources.

De belangrijkste waterwegen, zoals de Maas, kenmerken zich door een hydrologische en ecologische continuïteit zonder verbindingen met nationale grenzen. Hoewel het toezicht op deze omgevingen in een Europese context plaatsvindt, zijn er een aantal initiatieven op nationaal of zelfs regionaal niveau voor de ontwikkeling van nieuwe instrumenten. Om een grensoverschrijdende continuïteit te ontwikkelen, stelt het project DIADeM voor kennis en knowhow te bundelen om oplossingen aan te bieden die van toepassing zijn op de volledige samenwerkingszone. Het project zal het niet alleen mogelijk maken nieuwe en originele kennis te genereren in de interregionale zone, maar ook methoden om de kwaliteit van de watermassa’s te evalueren die de regio’s niet op hun eentje kunnen uitvoeren. Het project wil de verschillende grensoverschrijdende stakeholders, betrokken bij de bescherming van aquatische milieus (academici, operatoren, gebruikers), en de burgers informeren over de risico’s van de dalende kwaliteit van de waterlichamen.. Het project DIADeM zal de grensbevolking beter bewustmaken van de mogelijke gevolgen van de lozing van vervuilende stoffen in de natuurlijke omgeving en er dus aan herinneren dat we allemaal een rol kunnen spelen in het behoud van de kwaliteit van onze hulpbronnen.

Description (EN):

The major waterways, such as the Meuse, have a hydrological and ecological continuity without links to national borders. Although the supervision of these environments takes place in a European context, a number of initiatives to develop new tools take place at a national or even regional level. In order to develop cross-border continuity, the DIADeM project proposes to pool knowledge and know-how with a view to deploying solutions applicable to the cooperation area. The project will enable the generation of new and original knowledge in the interregional area, but also methods for evaluating the quality of water bodies that are not feasible by each region alone. The project aims to bring together the various cross-border stakeholders concerned about the protection of aquatic environments (academics, operators, users) while informing citizens of the risks caused by the degradation of water bodies. The DIADeM project will ensure better awareness of the cross-border population vis-à-vis the possible consequences of the pollutant discharges on the natural environment and thus will help to recall that we can all play a role in maintaining the quality of our resources.

Achievements (FR):

Le projet INTERREG DIADeM (http://www.interregdiadem.eu/) a démarré le 1er Janvier 2017. Il vise au développement d'une approche intégrée pour le diagnostic de la qualité des eaux de la Meuse. Doté d'un budget total de plus de 2 millions d'euros, le projet fédère un consortium franco-wallon composé de 8 partenaires opérateurs partenaires, dont le chef de file (Université de Reims Champagne-Ardenne), et 9 opérateurs associés. Le projet est organisé en deux grands volets impliquant pour chacun d’entre eux la majorité des partenaires opérateurs autours de compétences en chimie (SWDE, CER groupe, URCA) et écotoxicologie (URCA, UNamur, Irstea, INERIS, ULg Arlon). Le premier volet vise à une meilleure compréhension de la toxicité d’un mélange de cinq médicaments (paracétamol, irbesartan, diclofénac, carbamazépine et naproxène) sur des espèces sauvages (truite, épinoche, gammare, moule zébrée et mousse). Pour ceci, des expérimentations en conditions contrôlées de laboratoire et semi-contrôlées de mésocosme (rivières artificielles) ont été réalisées. Suite à une mise au point des méthodes analytiques, le niveau d’exposition a été suivi via des analyses dans l’eau mais aussi de la fraction bioaccumulée par les organismes. Durant ces expérimentations, différentes analyses biologiques ont été réalisées, incluant des approches non ciblées de métabolomique (uniquement moule zébrée) ou des mesures ciblées concernant différents effets (i.e. génotoxicité), fonctions physiologiques (i.e. immunité, métabolisme énergétique, reproduction) ou trait de vie (i.e. taille, croissance). L’ensemble de ces mesures réalisées au niveau moléculaire et individuel viendront alimenter les modèles mathématiques et statistiques développés au sein du projet. Ces modèles visent à extrapoler en termes d’impacts démographiques les effets d’un stress chimique sur la base de réponses précoces mesurées au niveau individuel. Le second volet du projet, exclusivement in situ (c’est-à-dire directement dans les rivières), vise à préciser l’impact du rejet de cinq stations d’épuration (STEP) sur la Sambre, Meuse et Semois. Une nouvelle stratégie basée sur la mesure de biomarqueurs chez des organismes transplantés (approche active) a été mise en place. Suite à une cartographie du niveau de contamination des masses d’eau du bassin versant de la Meuse de l’interregion, des organismes ont été transplantés durant 1 à 8 semaines, selon les espèces, en amont et aval des rejets de STEPs. Dans le but d’évaluer la bioaccumulation des médicaments par les espèces sentinelles ainsi que la réponse des biomarqueurs, des échantillons ont été prélevés et les analyses ont été réalisées. Pour chacune des espèces le traitement des résultats et leur intégration dans un indice (IBR) est en cours. L’ensemble de ces actions et résultats servent de support autant pour la communication et la formation que pour l’aide à la gestion des milieux et cela auprès de différents publics. Ces actions impliquent l’ensemble des opérateurs (partenaires et associés) et sont principalement organisées par l’UNamur (CdS) et l’EPAMA. La communication du projet a conduit à plusieurs actions incluant trois ateliers, plusieurs conférences dont un side event durant le colloque de l’ASTEE en juin 2017, des actions de formation universitaire notamment au travers de la formation par la recherche, des échanges avec plusieurs classes de primaires (4 classes de CM1) et des rencontres grands publics (fêtes de la science, Chômage de la Meuse) ainsi qu’une chronique radio et la réalisation de capsules vidéo i) https://www.youtube.com/watch?v=TOwP7ijKGdA&feature=youtu.be et ii) https://www.youtube.com/watch?v=2x3yrf7HBTg en français et https://www.youtube.com/watch?v=g8-UIpieZfQ&feature=youtu.be en anglais. De plus, une exposition itinérante est en cours de finalisation et aura deux niveaux de lecture, pour des enfants de 9-12 ans et le grand public.

Achievements (EN):

The INTERREG DIADeM project (http://www.interregdiadem.eu/) started on 1 January 2017. It aims to develop an integrated approach to the diagnosis of water quality in the Meuse. With a total budget of more than 2 million euros, the project brings together a Franco-wallon consortium composed of 8 partner operators, including the leader (University of Reims Champagne-Ardenne), and 9 associated operators. The project is organised in two main strands involving for each of them the majority of the operating partners around skills in chemistry (SWDE, CER group, URCA) and ecotoxicology (URCA, UNamur, Irstea, INERIS, ULg Arlon). The first part aims at a better understanding of the toxicity of a mixture of five drugs (paracetamol, irbesartan, diclofenac, carbamazepine and naproxen) on wildlife species (trout, spinoche, gammare, zebra mussel and foam). For this purpose, experiments under controlled laboratory and semi-controlled conditions of mesocosm (artificial rivers) have been carried out. Following the development of analytical methods, the level of exposure was monitored through analyses in water but also the bioaccumulated fraction by organisms. During these experiments, different biological analyses were carried out, including non-target approaches of metabolomics (zebra mussel only) or targeted measurements concerning different effects (i.e. genotoxicity), physiological functions (i.e. immunity, energy metabolism, reproduction) or life trait (i.e. size, growth). All these measurements carried out at the molecular and individual level will feed into the mathematical and statistical models developed within the project. These models aim to extrapolate in terms of demographic impacts the effects of chemical stress on the basis of early responses measured at the individual level. The second part of the project, exclusively in situ (i.e. directly in rivers), aims to clarify the impact of the discharge of five wastewater treatment plants (STEPs) on the Sambre, Meuse and Semois. A new strategy based on the measurement of biomarkers in transplanted organisms (active approach) has been implemented. Following a mapping of the level of contamination of water bodies in the interregion’s Meuse watershed, organisms were transplanted for 1 to 8 weeks, depending on the species, upstream and downstream of STEP releases. In order to assess the bioaccumulation of drugs by sentinel species and the response of biomarkers, samples were collected and analyses were carried out. For each species, the treatment of results and their integration into an index (IBR) is ongoing. All these actions and results serve as a support for communication and training as well as for helping to manage the environment and this to different audiences. These actions involve all operators (partners and associates) and are mainly organised by UNamur (CdS) and EPAMA. The project’s communication led to several actions including three workshops, several conferences including a side event during the ASTEE colloquium in June 2017, university training actions, notably through training through research, exchanges with several primary classes (4 CM1 classes) and large public meetings (science festivals, Unemployment of the Meuse) as well as a radio column and the production of video clips (i) https://www.youtube.com/watch?v=TOwP7ijKGdA&feature=youtu.be and ii) https://www.youtube.com/watch?v=2x3yrf7HBTg in French and https://www.youtube.com/watch?v=g8-UIpieZfQ&feature=youtu.be in English. Aantal geïntegreerde systemen voor het beheer van de natuurlijke hulpbronnen en het grondgebied: 1. Door de verstrekking van gemeenschappelijke informatie en de toepassing van gelijkaardige procedures voor waterbeheer in de grensstreek, alsook door communicatie- en bewustmakingsacties om de bevolking te sensibiliseren over het belang van een gecoördineerd waterbeheer, wil DIADeM bijdragen tot de opkomst van een geïntegreerd beheer van de watervoorraden in de regio’s die het samenwerkingsprogramma bestrijkt.

Number of integrated natural resources and territory management systems: 1. By offering common information and similar procedures for water management in the cross-border region, and by setting up communication and dissemination actions to raise public awareness of the importance of coordinated water management, DIADeM will contribute to the emergence of an integrated management of water resources in the regions covered by the cooperation programme.

Nb d’actions pour le développement durable à travers : la gestion intégrée des ressources naturelles, la préservation des ressources naturelles, la sensibilisation des publics, le développement de technologies innovantes : 19. En améliorant l’évaluation de la qualité des milieux aquatiques soumis aux activités humaines, le projet DIADeM contribue au soutien des actions de gestion de l’eau et de protection, voire de restauration, de la biodiversité des écosystèmes aquatiques de l’interregion de l’axe Meuse.

Aantal acties voor duurzame ontwikkeling door geïntegreerd beheer van natuurlijke hulpbronnen, bescherming van natuurlijke hulpbronnen, sensibilisering van het publiek en ontwikkeling van innovatieve technologieën: 19. Door de evaluatie van de kwaliteit van aquatische omgevingen die aan menselijke activiteiten worden blootgesteld te verbeteren, ondersteunt het project DIADeM de acties voor waterbeheer en de bescherming of het herstel van de biodiversiteit van de aquatische ecosystemen van de interregionale Maasas.

Number of actions for sustainable development through integrated management of natural resources, preservation of natural resources, public awareness, and development of innovative technologies: 19. By improving the assessment of the quality of aquatic environments subjected to human activities, the DIADeM project helps support water management actions and the protection or restoration of the biodiversity of the aquatic ecosystems of the interregional Meuse axis.
