La valorisation du patrimoine matériel et immatériel est devenue un levier essentiel pour le tourisme, lequel génère des retombées économiques importantes sur différents secteurs d’activités. Aujourd’hui, cependant, le développement local ne peut être considéré sans prendre en compte les enjeux sociaux et environnementaux, dans une perspective de développement durable. Les partenaires du projet ont donc pour ambition de concevoir et tester des solutions innovantes et créatives de valorisation durable du patrimoine culturel et naturel transfrontalier, dans le but de renforcer l’attractivité et le développement durable du territoire. La coopération transfrontalière dans le cadre de ce projet est primordiale car il existe une vision et des pratiques de développement durable différentes de chaque côté de la frontière. La mise en place d’actions complémentaires et coordonnées permettra une progression commune des partenaires et sera bénéfique aux populations des trois versants de la zone transfrontalière.

The promotion of tangible and intangible heritage has become an essential linchpin for tourism, which generates significant economic spin-offs in different sectors of activity. Today, however, local development cannot be considered without taking the social and environmental challenges into account, with a view to sustainable development. The partners of the project therefore set out to design and test innovative and creative solutions for the sustainable development of cross-border cultural and natural heritage, with the goal of enhancing the appeal and the sustainable development of the territory. Cross-border collaboration in the context of this project is essential because there are differences in the sustainable development vision and practices on both sides of the border. The implementation of complementary and coordinated actions will allow for a common progression of the partners and will be beneficial to the populations of the three sides of the cross-border area.

De promotie van tastbaar en ontastbaar erfgoed is een essentiële spil voor het toerisme, dat aanzienlijke, economische spin-offs genereert in verschillende activiteitensectoren. Vandaag is lokale ontwikkeling evenwel niet denkbaar zonder rekening te houden met de maatschappelijke en milieu-uitdagingen, i.e. met aandacht voor duurzame ontwikkeling. Daarom willen de projectpartners innovatieve en creatieve oplossingen ontwerpen en testen voor de duurzame ontwikkeling van het grensoverschrijdende, culturele en natuurlijke erfgoed en zo de aantrekkingskracht en de duurzame ontwikkeling van het gebied verhogen. Grensoverschrijdende samenwerking in de context van dit project is essentieel omdat er verschillen zijn in de visie op duurzame ontwikkeling en praktijken aan beide zijden van de grens. De implementatie van complementaire, gecoördineerde acties zal bijdragen tot de gezamenlijke vooruitgang van de partners en gunstig zijn voor de bevolking van de drie zijden van de grensstreek.

Achievements (FR):

Depuis son lancement en avril 2016, DEMO (Durabilité et Écologie dans le secteur de la Musique et de ses Opérateurs) scelle un partenariat franco-belge à l’hétérogénéité féconde entre salles de concert, festivals de musique et experts du développement local et durable, réunis afin de favoriser la prise de conscience collective et la dynamique de changement de comportements, pour concourir aux objectifs du programme en termes de valorisation et de développement innovant et durable du patrimoine transfrontalier. Le partenariat est constitué de 4 partenaires français, 4 flamands et 3 wallons. Il regroupe : - 3 festivals : Dour Festival, en association avec 3D ASBL (Dour, Be), Le Cabaret Vert, organisé par Flap (Charleville-Mézières, Fr) et IeperFest (Ypres, Be). - 5 structures culturelles : Le Grand Mix (Tourcoing, Fr), Les 4 Ecluses (Dunkerque, Fr), Wilde Westen, (Courtrai, Be), 4AD (Dixmude, Be) et le Centre Culturel René Magritte (Lessines, Be), qui organise également un festival (Roots & Roses). - 3 structures développement durable : ExtraCité (Lille, Fr), IDEA (Mons, Be) et IMOG (Harelbeke,Be). Le projet est basé sur une démarche de progrès prenant en compte les quatre piliers du développement durable : l’environnement, le social, l’économie, la culture. Entre 2016 et 2021, (la date de fin du projet a été repoussé d’un an), DEMO a enclenché dans les salles de concerts et événements musicaux des partenaires un vaste programme d’actions réfléchit en amont grâce à des travaux de benchmark, diagnostics, etc. DEMO agit afin de limiter les impacts des activités des partenaires sur l’environnement : réduction et gestion des déchets, achats de contenants réutilisables, politique d’achats responsables, éco-conception, économie d’énergie et des ressources naturelles (matériels, fournisseurs), préservation de la biodiversité (reforestation, réduction des produits chimiques), mobilité douce et alimentation décarbonée. Afin de favoriser l’inclusion sociale, les partenaires travaillent leurs accessibilités, que soit en direction des groupes vulnérables, minoritaires, réfugiés, à faible revenus, ou encore en se formant à l’handicap et en travaillant leur accessibilité PSH, en proposant des concerts gratuits, des tarifs adaptés, en mettant en place des ateliers artistiques, culturels ainsi que sur le thème du développement durable. DEMO œuvre également pour une économie durable, circulaire, locale, mutualisée, sociale et solidaire, en faisant appel à des prestataires responsables et en circuit-court, en partageant un annuaire de prestataires et fournisseurs DD, en pensant des parcs de matériel mutualisé et en prêt, en travaillant avec des ressourceries, plus globalement en réfléchissant ses actes d’achats et de services, ses embauches, etc. DEMO travaille avec des chantiers de (ré)insertion et des ateliers protégés, et forment des jeunes aux métiers du spectacle et de la culture. DEMO soutient l’emploi et l’employabilité de tous et encourage les solutions innovantes à l’occasion de move Up et de partenariats avec de jeunes entrepreneurs. Enfin, DEMO aime son euro-région et met en valeur tous les patrimoines dont elle recèle (naturel, bâti, culturel, gastronomique), de la Mer du Nord aux forêts des Ardennes, afin d’encourager l’attractivité touristique (balades à vélos, pass concert/musée, liens avec les offices du tourisme). De nombreuses graines ont été plantées par le partenariat depuis son union afin de sensibiliser les parties-prenantes qui gravitent autour: organisation de stands d’information, rencontres professionnelles, éco-visites pour faire découvrir les bonnes pratiques (et découvrir celles des autres), Eco-Weekends inter et intra-équipes, échanges scolaires, spectacles, jeux, formations, initiations, diffusion de capsules vidéos, guides de bonnes pratiques, signalétique de tri, goodies intelligents, etc. La notoriété des partenaires DEMO permet de sensibiliser amateurs de musique, grand public, mais aussi professionnels, dans une logique de transférabilité, afin que les bonnes pratiques se propagent. Entre Octobre 2020 et mars 2021, les partenaires, toujours fortement impactés par la pandémie COVID-19 ont continué leur réflexion collective et la mise en place d’actions allant dans le sens d’une activité durable et responsable de leurs lieux et de leurs événements. Les partenaires ont profité de cet arrêt forcé et du temps disponible pour mener des études sur des thèmes identifiés au sein du partenariat et en fonction des besoins de chacun. Certains ont mené des benchmarks sur des outils de covoiturage, d’autres ont mené des auto-diagnostic sur leur consommation de plastique, d’autres un travail sur leur politique d’achats ou leur démarche responsable globale. Les partenaires ont diffusé l’étude environnementale finalisée en mai 2020 et ont continué la rédaction d’une autre publication, un guide pratique du bon accueil des personnes en situation d’handicap. Sur ce sujet, les partenaires ont continué de créer des aménagements et de s’équiper afin de rendre meilleure l’accessibilité de leurs lieux, ainsi que l’expérience de concerts aux personnes handicapées. Première étape indispensable dans l’accessibilité, les partenaires ont communiqué sur leur accessibilité et aménagements disponibles sur leurs propres outils de communication et sur des plateformes spécialisées. Toujours sur le volet sociétal et social, les partenaires ont cherché ensemble des pistes d’actions en faveur de la réduction des inégalités hommes-femmes. Certains partenaires ont saisi l’opportunité de suivre des formations et conférences sur le sujet de la parité et plus globalement de la diversité et de l’accessibilité. Enfin, sur un volet plus social, certains partenaires ont profité de cette période pour réfléchir à leurs conditions de travail et aborder le sujet de la qualité de vie au travail et de la réduction des risques psycho-sociaux, en participant à des journées de sensibilisation et en créant des espaces de détente. Côté environnemental, les partenaires ont mené des actions de plantation d’arbres, de végétalisation, de création de potager ainsi que des opérations de nettoyage de la nature...mais aussi de nettoyage de leurs boîtes mails. Les partenaires se penchent progressivement sur l’empreinte carbone des outils numériques. Les partenaires continuent de s’équiper en solution pour réduire les déchets (gourdes et gobelets) ou leurs offrir une seconde vie (recyclage des mégots et des masques). Côté dissémination, ce semestre a été marqué par la participation de deux partenaires a une initiation européenne d’éco-visite en visio, les digital safari, ce qui a permis aux partenaires en question de montrer toutes les initiatives durables et responsables qui ont été mises en place dans leurs lieux grâce à DEMO, en soulignant l’importance de la coopération. Comme le semestre précédent, DEMO n’aura pas touché beaucoup de personnes ; l’estimation faite est d’environ 6587 personnes (6520 personnes sur le semestre précédent), du fait de la pandémie. Depuis le début du projet, ce qui donnerait 1 667 558 personnes touchées par le projet, de près ou de loin, depuis le début du projet.

Achievements (EN):

Since its launch in April 2016, DEMO (Durability and Ecology in the Music and its Operators sector) seals a Franco-Belgian partnership with fruitful heterogeneity between concert halls, music festivals and experts in local and sustainable development, gathered in order to foster collective awareness and dynamics of behavioural change, to contribute to the program’s objectives in terms of the enhancement and innovative and sustainable development of cross-border heritage. The partnership consists of 4 French, 4 Flemish and 3 Walloon partners. It includes: — 3 festivals: Dour Festival, in association with 3D ASBL (Dour, Be), Le Cabaret Vert, organised by Flap (Charleville-Mézières, Fr) and Ieperfest (Ypres, Be). — 5 cultural structures: Le Grand Mix (Tourcoing, Fr), Les 4 Ecluses (Dunkirk, Fr), Wilde Westen, (Courtrai, Be), 4AD (Dixmude, Be) and the René Magritte Cultural Centre (Lessines, Be), which also organises a festival (Roots & Roses). — 3 structures sustainable development: ExtraCité (Lille, Fr), IDEA (Mons, Be) and IMOG (Harelbeke,Be). The project is based on a progress approach that takes into account the four pillars of sustainable development: the environment, the social, the economy, the culture. Between 2016 and 2021, (the end date of the project was postponed by one year), DEMO launched in the concert halls and musical events of the partners a vast programme of actions reflected upstream thanks to benchmark work, diagnostics, etc. DEMO acts to limit the impact of partners’ activities on the environment: waste reduction and management, purchases of reusable containers, responsible purchasing policy, eco-design, saving energy and natural resources (materials, suppliers), preservation of biodiversity (reforestation, reduction of chemicals), soft mobility and decarbonised food. In order to promote social inclusion, the partners work their accessibility, either for vulnerable, minority, refugee, low-income groups, or by training in disability and working on their accessibility, by offering free concerts, adapted prices, setting up artistic, cultural workshops as well as on the theme of sustainable development. Demo also works for a sustainable, circular, local, shared, social and solidarity economy, by calling on responsible and short-circuit providers, by sharing a directory of DD providers and suppliers, by thinking of pooled and loaned equipment parks, by working with resourceries, more generally by reflecting on its purchasing and service activities, its hirings, etc. DEMO works with (re)integration projects and protected workshops, and train young people in the performing and cultural professions. Demo supports the employment and employability of all and encourages innovative solutions through move Up and partnerships with young entrepreneurs. Finally, DEMO likes its Euro-region and showcases all the heritage it holds (natural, built, cultural, gastronomic), from the North Sea to the forests of the Ardennes, in order to encourage tourist attractiveness (bike rides, concert/museum passes, links with tourism offices). Many seeds have been planted by the partnership since its union in order to raise awareness among the stakeholders who gravitate around: organisation of information stands, professional meetings, eco-visits to make discover good practices (and discover those of others), Eco-Weekends inter and intra-teams, school exchanges, shows, games, training, initiations, distribution of video capsules, guides to good practices, sorting signage, smart goodies, etc. The notoriety of DEMO partners makes it possible to raise awareness of music lovers, general public, but also professionals, in a logic of transferability, so that good practices spread. Between October 2020 and March 2021, the partners, still heavily impacted by the COVID-19 pandemic, continued their collective reflection and the implementation of actions in the direction of a sustainable and responsible activity of their places and events. The partners took advantage of this forced stop and the time available to conduct studies on themes identified within the partnership and according to the needs of each. Some have conducted benchmarks on carpooling tools, others have self-diagnosed their plastic consumption, others work on their purchasing policy or their overall responsible approach. The partners released the environmental study finalised in May 2020 and continued to write another publication, a practical guide to welcoming people with disabilities. In this regard, the partners continued to create facilities and equip themselves to improve the accessibility of their venues, as well as the experience of concerts for people with disabilities. The first essential step in accessibility, the partners communicated on their accessibility and facilities available on their own communication tools and on specialised platforms. Also on the societal and social aspects, the partners have jointly sought ways of action to reduce gender inequalities. Some partners took advantage of the opportunity to take trainings and conferences on gender issues and, more broadly, diversity and accessibility. Finally, on a more social aspect, some partners took advantage of this period to reflect on their working conditions and address the topic of quality of life at work and reduction of psychosocial risks, by participating in awareness-raising days and creating relaxation areas. On the environmental side, the partners carried out tree planting, vegetation, vegetable garden creation as well as nature cleaning operations... but also cleaning their mailboxes. Partners are gradually looking at the carbon footprint of digital tools. Partners continue to equip themselves in solutions to reduce waste (gourds and cups) or give them a second life (recycling butts and masks). On the dissemination side, this semester was marked by the participation of two partners to a European initiation of eco-visit in visio, digital safari, which allowed the partners in question to show all the sustainable and responsible initiatives that have been put in place in their places thanks to DEMO, highlighting the importance of cooperation. As in the previous semester, DEMO will not have reached many people; the estimate is about 6587 people (6520 people in the previous semester), as a result of the pandemic. Since the beginning of the project, this would result in 1,667,558 people affected by the project, either near or far, from the beginning of the project.

Nb total de nuitées dans les hôtels, hébergements touristiques et autres hébergements de courte durée, terrains de camping et parcs pour caravanes ou véhicules de loisirs sur la zone : 8000. Ces nuitées concernent les artistes et équipes professionnelles accueillis par les opérateurs culturels dans leurs salles de concerts et sur les évènements qu’ils organisent. Elles concernent aussi le public qui fréquente les salles de concert et les festivals et qui choisit un autre mode d’hébergement que le camping proposé par les organisateurs des festivals.

Expected Results (EN):

Total number of nights spent in hotels, tourist accommodation and other short-term accommodation, camping grounds and caravan parks or recreational vehicles in the region: 8000. These nights relate to artists and professional teams hosted by cultural operators in their concert halls and at the events they organise. They also relate to the audiences that attend concert halls and festivals and choose a different type of accommodation than the campsite proposed by the festival organisers.

Totaal aantal overnachtingen in hotels, toeristische accommodatie en andere kortverblijfaccommodatie, op kampeerterreinen en in caravanparken of recreatievoertuigen in de regio: 8000. Deze overnachtingen hebben betrekking op artiesten en professionele teams die door culturele operatoren worden ontvangen in hun concertzalen en op de evenementen die ze organiseren. Ze hebben ook betrekking op het publiek dat concertzalen en festivals bezoekt en een ander type accommodatie kiest dan het door de festivalorganisatoren voorgestelde kampeerterrein.

Nb d’offres et de produits transfrontaliers innovants et durables de valorisation des patrimoines : culturel, historique, industriel, naturel, paysager de la zone de coopération : 17. Ces offres et produits relèvent du patrimoine immatériel et sont répartis en cinq thématiques : l’environnement, l’inclusion sociale, le développement économique, l’emploi et la formation. Nb de participants à des initiatives locales communes en matière d’emploi et à des formations communes : 3440. Ce chiffre prend en compte le nombre de chantiers de réinsertion et le développement de filières, ainsi que le nombre de formations, de sessions d’information et de rencontres professionnelles sur toute la durée du projet.

Number of innovative and sustainable cross-border products and offers for the promotion of heritage: cultural, historical, industrial, natural, landscape of the cooperation area: 17. These offers and products fall within the intangible heritage and are divided into five themes: the environment, social inclusion, economic development, employment and training. Number of participants in joint local employment initiatives and joint training sessions: 3440. This number takes into account the number of rehabilitation projects and the development of sectors, as well as the number of training courses, information sessions and professional meetings throughout the duration of the project.

Aantal innovatieve en duurzame, grensoverschrijdende producten en aanbiedingen voor de promotie van het culturele, historische, industriële, natuurlijke en landschappelijke erfgoed van de samenwerkingszone: 17. Deze aanbiedingen en producten behoren tot het ontastbare erfgoed en worden in vijf thema’s gerangschikt: milieu, sociale inclusie, economische ontwikkeling, tewerkstelling en opleiding. Aantal deelnemers aan gezamenlijke, plaatselijke tewerkstellingsinitiatieven en gezamenlijke opleidingssessies: 3440.
