Il existe un cloisonnement du marché du travail sur la zone transfrontalière qui s’explique par des facteurs historico-juridiques, communicationnels (transports en commun peu fluides) et socioculturels (barrière linguistique). Les Services Publics de l’Emploi franco-belges s’engagent dans le projet « Emploi Sans Frontières » dont l’objectif est de décloisonner le marché du travail transfrontalier en réduisant les obstacles à la mobilité, et d’optimiser le placement transfrontalier par une couverture du territoire incluant sensibilisation, préparation des publics et organisation d’évènements localisés correspondant aux besoins territoriaux. Des actions spécifiques seront alors mises en place telles que : l’accompagnement de candidats franco-belges à la mobilité transfrontalière pour favoriser la mise à l’emploi, la réalisation d’évènements transfrontaliers adaptés aux besoins des territoires (job dating) et la mise en place d’expérimentation de formations transfrontalières concertées ou communes. Des actions de communication permettront de faire le relais d’informations et d’interactivité entre les partenaires, les bénéficiaires et les entreprises.

There is a compartmentalisation of the labour market in the cross-border area, which can be explained by historical-legal factors, communicational factors (poor flow of public transport) and socio-cultural factors (language barrier). The Franco-Belgian Public Employment Services have signed up for the "Employment Without Borders" project whose objective is to decompartmentalise the cross-border labour market by reducing obstacles to mobility, and to optimise cross-border employment by covering the territory as a whole, by raising awareness, preparing the public, and organising localised events corresponding to the territorial needs. Specific actions will be put in place, such as: supporting Franco-Belgian candidates with cross-border mobility to promote job placement, the implementation of cross-border events adapted to the needs of the territories (job dating), and setting up experimentation of concerted or common cross-border training. Communication activities will be used to relay information and interactivity between partners, beneficiaries and companies.

De arbeidsmarkt in de grensstreek wordt gekenmerkt door een kloof, die te verklaren valt door historische/juridische factoren, communicatiefactoren (gebrekkige verbinding via het openbare vervoer) en socioculturele factoren (taalbarrière). De Frans en Belgische publieke diensten voor tewerkstelling werken samen in het project "Grenzeloos Tewerkstellen', dat de kloof op de grensoverschrijdende arbeidsmarkt wil dichten door obstakels voor mobiliteit te verminderen en de grensoverschrijdende tewerkstelling te optimaliseren door het grondgebied als een geheel aan te pakken, bewustzijn te scheppen, het publiek voor te bereiden en lokale evenementen te organiseren, afgestemd op de behoeften van het grondgebied. Er komen specifieke acties, zoals de ondersteuning van Frans-Belgische kandidaten met grensoverschrijdende mobiliteit om het invullen van vacatures te bevorderen; de organisatie van grensoverschrijdende evenementen, afgestemd op de behoeften van het grondgebied (jobbeurzen); en experimenten met gecoördineerde of gemeenschappelijke, grensoverschrijdende opleidingen. Er zullen ook communicatieactiviteiten zijn voor de informatieverstrekking en interactiviteit tussen partners, begunstigden en ondernemingen.

Achievements (FR):

Les services publics de l’emploi français et belges et les partenaires ont travaillé de concert à la mise en œuvre des actions du projet Emploi sans frontières. Depuis le début du projet, de nombreuses actions ont été réalisées et ont concerné 7391 personnes dont 118 demandeurs d'emploi français et belges (12 groupes) qui ont pris part à l’action d’accompagnement. Il s’agit d’un module de plusieurs ateliers pour aider dans la recherche d’emploi de l’autre côté de la frontière, à destination d’un groupe français et belges et assuré par les équipes transfrontalières VDAB, FOREM et Pôle emploi. Il comprend également des heures de formation de français ou néerlandais et des visites d’entreprises et se clôture traditionnellement par un job dating transfrontalier. Parallèlement à l’accompagnement, 52 événements de recrutement transfrontaliers ont eu lieu. Lors de ceux-ci, des entreprises des 3 versants ont proposé des emplois dans des secteurs ciblés, à des candidats présélectionnés en amont sur base de leur profil et ayant bénéficié d'une préparation à la recherche d'emploi. *36 job days ou forums - (co-)organisés par les acteurs du projet ou en partenariat avec d’autres projets ou acteurs de l’emploi et l’insertion professionnelle avec le stand ESF (information sur l’emploi transfrontalier et statut du travailleur frontalier). *14 visites d'entreprises avec possibilité d’entretiens d’embauche à l’issue des visites pour les candidats intéressés. *2 salons en ligne permettant aux candidats de postuler en ligne pour les offres proposées et passer un entretien à distance. En outre, 83 rencontres thématiques ont eu lieu pour les employeurs, prescripteurs et partenaires et chercheurs d’emploi. Ces actions visaient à (s’)informer, échanger et conseiller sur l’emploi transfrontalier : *39 ateliers, e-séances d’info, stands et ateliers ont été réalisés pour les publics chercheurs d’emploi: Emploi transfrontalier: mode d’emploi; Statut du travailleur frontalier: mode d’emploi; Travailler en Belgique/France: mode d’emploi. *37 actions d’information ont eu lieu pour les prescripteurs et partenaires de l’emploi et de l’insertion professionnelle: webinaires, séminaires, journée d’information ou benchmarks sur les thématiques: Présentation de l'offre de service des services publics de l’emploi et/ou des partenaires du marché de l'emploi du territoire ; Emploi, alternance et stages transfrontaliers ; Cellules de reconversion; Statut du travailleur frontalier; Emploi transfrontalier. *7 webinaires et afterworks ont été réalisés par VOKA, UNIZO, SNI, FOREM, VDAB, Pôle emploi pour informer et renseigner les employeurs: Proeven van de grens, Recruter de l'autre côté de la frontière : mode d'emploi, e-petit-déjeuner. Enfin, la première formation transfrontalière France-Wallonie-Flandre pour l’obtention du brevet de cariste/CACES a été réalisée. Chacune des actions présentées ci-dessus a été expérimentée sur un territoire avant d’être déployée à l’ensemble des zones concernées. De même, les équipes transfrontalières et les partenaires du projet ont répondu aux sollicitations externes (organismes d’insertion professionnelle, autres projets, etc.) et ont ainsi mis en place des actions adaptées/sur-mesure. Les informations capitalisées lors des différentes actions, benchmarks, échanges ont été intégrées dans les fiches thématiques qui composent le recueil : **Emploi transfrontalier **Rechercher et postuler de l’autre côté de la frontière **Inscription et espace personnel **Statut du travailleur frontalier **Licenciement collectif – cellules de reconversion collective **Formation transfrontalière Plusieurs outils de communication ont été créés afin de présenter le projet et ses actions aux publics : chercheurs d’emploi, entreprises, étudiants, prescripteurs : affiche du projet, flyer, carte USB, roll-up, carte mémo,vidéos, communiqués de presse, plaquette résultats, plaquette projet et également un portail web www.emploi-sans-frontieres.eu. Ce portail fournit un premier niveau d’information sur l’emploi transfrontalier pour les particuliers et employeurs, il renseigne sur les partenaires et leurs actions ainsi que sur les actions des autres projets et l’actualité transfrontalière. Il répertorie les outils développés dans le cadre des projets. Il est également un point de contact pour toute question sur l’emploi transfrontalier via l’adresse contact@emploi-sans-frontieres.eu. et fournit les relais vers les interlocuteurs ad hoc. Le projet ESF a initié la création de la newsletter inter projets réalisée chaque semestre en partenariat avec les projets Compétences sans frontières, En Avant/Vooruit, AB Réfugiés – Emploi et Act’emploi. En parallèle de la newsletter, un calendrier partagé a également été initié afin que chaque chef de file des projets alimentent les actions des projets concernés. L'événement de présentation du projet et du portail « Emploi sans frontières : mode d'emploi » à destination des partenaires de l'emploi et de la formation a eu lieu en décembre 2017. L’événement de clôture a eu lieu en visio le 23 novembre 2021.

Achievements (EN):

The French and Belgian public employment services and the partners worked together to implement the actions of the Emploi sans frontières project. Since the beginning of the project, many actions have been carried out and have affected 7391 people, including 118 French and Belgian job seekers (12 groups) who took part in the accompanying action. Nombre de sessions de formation conjointes : 12. Cela correspond au nb de sessions de formations linguistiques principalement liées aux groupes accompagnés ainsi qu’au nb de sessions de formations communes transfrontalières et/ou concertées. Nombre d’actions d’accompagnement en transfrontalier favorisant la mobilité et l'emploi des publics cibles : 4. Il s’agit de l’accompagnement de demandeurs d’emploi franco-belges, des événements transfrontaliers « jobdating », des ateliers et des formations.

Number of participants in joint local employment initiatives and joint training sessions: 796.
