Le changement climatique, le changement d’occupation des sols et l’urbanisation sur les territoires transfrontaliers de la Lys et de l’Yser ont rendu les communes de plus en plus vulnérables au risque d’inondation. Le projet LYSE propose une gestion intégrée du risque d’inondation via la mise en œuvre d’actions transfrontalières telles que l’amélioration de la conscience du risque inondation, la mise en place de bassins de rétention ou encore la création d’aménagements d’hydraulique douce. L’approche transfrontalière est essentielle sur le thème des inondations car les cours d’eau traversent les frontières sans distinction des limites administratives. Les solutions pour résoudre les dysfonctionnements doivent être concertées à l’échelle transfrontalière pour gagner en efficacité et éviter de déplacer les problèmes sur l’aval

Climate change, changes in land use and urbanisation in the Lys and Yser cross-border areas have made municipalities increasingly vulnerable to the risk of floods. The LYSE project proposes integrated flood risk management through the implementation of cross-border actions such as the improvement of flood risk awareness, the installation of retention basins or the creation of soft hydraulic installations. The cross-border approach is essential on the topic of floods because rivers cross borders without regard for administrative boundaries. Solutions for resolving failures must be coordinated at the cross-border level to increase efficiency and avoid pushing problems downstream.

Door de klimaatverandering, wijzigingen in de bodembestemming en verstedelijking in de grensstroomgebieden van de Leie en de IJzer zijn de gemeenten steeds kwetsbaarder voor overstromingsrisico’s. Het project LYSE stelt een geïntegreerd beheer van het overstromingsrisico voor met grensoverschrijdende acties zoals de verbetering van het bewustzijn van overstromingsrisico’s, de aanleg van retentiebekkens en de bouw van milieuvriendelijke waterbouwkundige voorzieningen. De grensoverschrijdende aanpak is in geval van overstromingen essentieel, want rivieren lopen door meerdere landen zonder zich om administratieve grenzen te bekommeren. Oplossingen om overstroming tegen te gaan moeten op grensoverschrijdend niveau worden gecoördineerd om de efficiëntie te verhogen en te vermijden dat problemen stroomafwaarts worden opgeschoven.

Achievements (FR):

Après avoir organisé la manifestation de lancement du projet le 7 mars 2017 à la salle des fêtes de Sercus, l'ensemble des groupes de travail ont été lancées et le site Internet de ce projet a été créé. Au démarrage du projet, les activités du projet LYSE ont porté sur l'avancement des opérations de : -Etudes de maîtrises d'oeuvre et planification et réalisation des travaux, -négociations foncières, -réalisation d'aménagements d'hydraulique douce et concertations agricoles, -actions de sensibilisation à l'intégration du risque d'inondation à l'urbanisme. Des travaux d'hydraulique douce ont été réalisé par l'USAN entre 2019 et 2021 (4,3 km de haies et de fascines) notamment sur les communes de Noordpeene, Broxeelle, Sercus et Saint-Jans-Cappel, et 2 ouvrages mixte irrigation / rétention ont été achevé par INAGRO en septembre 2019 (Ypres) et décembre 2020 (Heuvelland). Des travaux d'hydraulique structurante ont été engagé par la VMM, la PFO et l’USAN. Le by-pass Heullebeek (VMM) a été achevé en mai 2019. La Zone d’Inondation Contrôlée (ZIC) ou Zone d’Expansion de Crues (ZEC) du Maalbeek a été achevée en juin 2020, celle d’Arneke (USAN) a été achevée en mars 2021 et les travaux de celles du Slijpebeek (PFO) ont débuté en septembre 2020 et se sont achevés en janvier 2022. La CCFI a engagé l'étude du Schéma Directeur de Gestion des Eaux Pluviales de la commune de Steenvoorde en vue de la réalisation d'un zonage pluvial avec ses règles d'urbanisme et la définition d'un programme d'actions. Les 2 premières phases de l'étude ont été réalisée entre 2019 et 2021. La phase 3 est en cours de concertations locales. Le site Internet du projet, relate les actualités du projet LYSE et met à disposition un observatoire partagé des crues. L'observatoire des crues est un outil permettant à tout un chacun de publier des observations de crues (photos, vidéos, coupures de presse, ...) dans l'objectif de cultiver la conscience du risque et d'améliorer les simulations hydrauliques existantes par cette meilleure connaissance du territoire. Chaque publication fait l'objet d'une modération du partenariat afin que seules les publications utiles au projet soient mises en ligne. Certains contenus de ce site Internet (dont l'observatoire des crues) peuvent être partagés sur les réseaux sociaux. Le partenariat du projet a régulièrement discuté avec les acteurs du Plan d’Action de Prévention des Inondations (PAPI) de la Lys, pour étudier le contenu possible du serious game qui sera développé par le projet. Un organisme externe aide à définir les besoins. Suite à ses conseils et aux échanges entre partenbaires, le projet est réorienté vers un film d’animation pédagigique. Le partenariat a formé des groupes de travail thématique réunissant les partenaires pour acquerir des connaissances mutuelles, ainsi que des échanges techniques et sur les pratiques de chacun: visite des Zone d’Expansion de Crues (ZEC) de Borre, visite des sites des aménagements prévus au projet LYSE par la Province de Hainaut, visite des aménagements de lutte contre les ruissellements en zone urbaine développés en partenariat avec l'Association pour le Développement Opérationnel et la Promotion des Techniques Alternatives (ADOPTA). Les partenaires du projet se sont également rendus, en octobre 2018, sur le territoire de la Province de Flandre Occidentale (PFO) et en septembre 2019 sur le territoire de l'USAN, afin de découvrir les aménagements en cours dans le cadre de visites de terrain conjointes avec les projets interreg LINBATYS et ECOSYSTEM. Les partenaires se rencontrent également sur les lieux de réalisation des travaux du projet : le 30 septembre 2020, visite de la réalisation du by-pass Heullebeek de la VMM, et le 1er juin 2021, visite d’un bassin dynamique d’INAGRO (Heuvelland), le 31 mars 2022, une visite d'étude conjointe avec le projet LINBATYS, à Ypres, Anzegem (ZEC Maalbeek) et Saint-Jans-Cappel.

Achievements (EN):

After organising the launch event of the project on 7 March 2017 at the Sercus party hall, all the working groups were launched and the website of this project was created. At the start of the project, the activities of the LYSE project focused on the progress of the operations of: —Studies of project management and planning and execution of works, -land negotiations, -implementation of soft hydraulics and agricultural consultations, -action to raise awareness of the integration of flood risk into urban planning. Soft hydraulic works were carried out by USAN between 2019 and 2021 (4.3 km of hedges and fascines) in particular on the municipalities of Noordpeene, Broxeelle, Sercus and Saint-Jans-Cappel, and 2 mixed irrigation/retention works were completed by Inagro in September 2019 (Ypres) and December 2020 (Heuvelland). Structural hydraulic work has been undertaken by VMM, PFO and USAN. The by-pass Heullebeek (VMM) was completed in May 2019. The Maalbeek’s Controlled Flood Zone (ZIC) or Crues Expansion Zone (CEZ) was completed in June 2020, Arneke’s (USAN) was completed in March 2021 and work on the Slijpebeek (PFO) started in September 2020 and completed in January 2022. The CCFI has initiated the study of the Master Plan for River Water Management of the municipality of Steenvoorde with a view to the realisation of a rainfed zoning with its urban planning rules and the definition of an action programme. The first 2 phases of the study were carried out between 2019 and 2021. Phase 3 is in the process of local consultations. The website of the project, recounts the news of the LYSE project and provides a shared flood observatory. The flood observatory is a tool allowing everyone to publish flood observations (photos, videos, press clippings,...) with the aim of cultivating risk awareness and improving existing hydraulic simulations through this better knowledge of the territory. Each publication is moderated in partnership so that only publications relevant to the project are posted online. Certain contents of this website (including the flood observatory) may be shared on social networks. The project partnership has regularly discussed with the actors of Lys’ Flood Prevention Action Plan (PAPI), to study the possible content of the serious game that will be developed by the project. An external body helps define needs. Following his advice and exchanges between partners, the project is reoriented towards a film of pediatric animation. The partnership has formed thematic working groups bringing together partners to acquire mutual knowledge, as well as technical exchanges and on each other’s practices: visit of the Crues Expansion Zone (ZEC) of Borre, visit the sites of the developments planned for the LYSE project by the Province of Hainaut, visit the facilities to combat runoff in urban areas developed in partnership with the Association for Operational Development and the Promotion of Alternative Techniques (ADOPTA). In October 2018, the project partners also visited the territory of the Province of West Flanders (PFO) and in September 2019 on the territory of USAN, in order to discover the current developments as part of joint field visits with the interreg LINBATYS and ECOSYSTEM projects. The partners also meet at the site where the project works are carried out: on 30 September 2020, visit of the realisation of the Heullebeek bypass of the VMM, and on 1 June 2021, visit to a dynamic basin of Inagro (Heuvelland), on 31 March 2022, a joint study visit with the project LINBATYS, to Ypres, Anzegem (ZEC Maalbeek) and Saint-Jans-Cappel.

Population bénéficiant de mesures de protection contre les risques naturels, industriels et technologiques et les situations d'urgence transfrontalières liés à ces risques : 9 922. Il s’agit du nombre de personnes qui seront protégées après la mise en œuvre des aménagements du projet LYSE. On compte uniquement les habitants directement concernés par les aménagements.

Population benefiting from protection measures against natural, industrial and technological risks and cross-border emergencies related to these risks: 9,922. It consists of the number of people who will be protected after the implementation of the LYSE project. Only inhabitants who are directly concerned by the developments are taken into account.

This indicator includes the total number of developments made in terms of structural hydraulics and the number of sites developed in terms of soft hydraulics which aim to protect the population against floods.
