Lors d’un accident sur un site contenant des substances chimiques potentiellement toxiques, les conditions d’intervention ne sont pas simples pour les équipes de terrain. Il n’est pas possible d’intervenir en connaissance de tous les dangers présents, et, par conséquent, d’établir un plan d’intervention adéquat aussi bien pout le personnel intervenant que pour la population locale. Pour cela, il faut alors des outils permettant de caractériser les substances et également de mesurer les déplacements des masses d’air afin de prévenir les populations locales des risques potentiels de part et d’autre de la frontière. Le projet SAFESIDE a alors pour ambition d’amener des techniques de laboratoire disponibles sur le territoire transfrontalier vers le terrain au travers d’un outil d’aide à l’intervention du personnel spécialisé. Il est souhaité, à l’issu du projet, de disposer de systèmes qui soient transportables et permettent d’analyser du gaz à courte distance sans contact. Les dispositifs finaux seront mis à disposition des différentes équipes étant intervenues sur le projet de chaque côté de la frontière. Une campagne de sensibilisation sera effectuée notamment auprès des sites industriels et des services d’intervention.

In case of an accident at a site containing potentially toxic chemicals, the response conditions aren’t easy for field crews. It is not possible to intervene with the knowledge of all the dangers present, and therefore to establish an appropriate response for both the personnel involved and the local population. For that, tools are needed to characterise the substances and also to measure the movements of the air masses in order to notify the local populations of the potential risks on both sides of the border. The SAFESIDE project therefore aims to make laboratory techniques available in the cross-border territory at field level via a tool that assists in the response of specialised personnel. At the end of the project, the aim is to have systems that are transportable and allow gas to be analysed at close range without contact. The final systems will be made available to the different teams involved in the project on each side of the border. An awareness-raising campaign will be carried out, particularly with industrial sites and response services.

Wanneer zich een incident voordoet op een site met potentieel giftige chemicaliën, zijn de omstandigheden voor de interventieteams op het terrein niet eenvoudig. Ze beschikken niet over alle nodige kennis over de aanwezige risico’s en kunnen daarom geen optimale interventie garanderen voor het betrokken personeel en de plaatselijke bevolking. Daarom is er nood aan instrumenten om over de eigenschappen van alle substanties te beschikken en de beweging van de luchtmassa’s te meten, zodat de plaatselijke bevolking kan worden gewaarschuwd over potentiële risico’s aan beide zijden van de grens. Het project SAFESIDE wil de technieken die vandaag in het laboratorium bestaan, in het grensgebied ook op het terrein beschikbaar maken via een instrument dat het interventiepersoneel helpt bij zijn optreden. Het doel is om op het eind van het project over draagbare systemen te beschikken om gassen ter plaatse te analyseren zonder ermee in contact te komen. De uiteindelijke systemen zullen ter beschikking worden gesteld van de verschillende bij het project betrokken teams aan beide zijden van de grens. Er zal een sensibiliseringscampagne worden gevoerd, in het bijzonder bij industriële sites en interventiediensten.

Le projet SAFESIDE a démarré en janvier 2017. Un site internet dédié à ce projet a été mis en ligne : http://www.safeside-project.eu. Le but du projet SAFESIDE a étéde développer de nouveaux outils de mesure de gaz afin d’aider à une meilleure prise en charge et évaluation des risques sur le terrain en cas d’incident. Parmi les gaz identifiés, nous avons retenu en particulier l’Ammoniac, CO, CO2, HCl, HCN, SO2 et NOx. La réalisation d’un système bas coût, portable et capable d’identifier au moins 5 de ces gaz dans des concentrations relativement faibles (en dessous du seuil ERPG-2) serait un outil particulièrement utile pour définir les niveaux de dangerosité et périmètres de sécurité. C’est donc l’orientation qui a été donnée au projet. Différentes approches ont été étudiées dans SAFESIDE en combinant les savoir-faire des différents partenaires : - la capacité de réaliser des lasers sur puce semi-conductrices à l’Université de Gand (UGAND), - la maitrise de la fabrication de sources laser à fibre chez MULTITEL, - la disponibilité d’outils de mesure terrain et de développement de cellules multi-passages à l’Université de Dunkerque (ULCO), - la connaissance des méthodes de mesures spectroscopiques et de conception de détecteurs photo-acoustiques à l’Université de Reims (URCA), - la disponibilité des infrastructures de test et bonne connaissance des besoins en matière de prévention des risques à l’Université de Mons (UMONS) Par la combinaison de ces différentes expertises nous avons réalisé différents systèmes que nous avons validé en laboratoire et sur le terrain : - Lasers accordables en longueur d’onde et intégrés sur puce, combinés à des cellules multipassage pour des mesures de NH3, CH4 et CO2 en laboratoire. - Cellules multi-passages combinées à différentes sources laser (QCL, diodes) pour des mesures en laboratoire et sur le terrain de NH3 et CO2. - Système laser accordable dans l’infrarouge moyen (OPO), forte puissance qui a permis de réaliser des mesures sur différents gaz en laboratoire et sur le terrain, par différentes stratégies : prélèvement par un tube d’aspiration et mesure en espace libre au travers d’un nuage de gaz. Les principaux résultats de mesure obtenus sur différents gaz, avec une même source laser, sont les suivants: - CO2, detection min de 400 ppm (très inférieur à ERPG2) - NH3, detection min de 85 ppm (inférieur à ERPG2, 130 ppm) - HCl, detection min de 30 ppm (proche de ERPG2, 33ppm) - Mesure de CH4, (proche de 100 ppm) - Mesure d’Acetone (proche de 1%)… Les cellules multipassage développées peuvent être associées très facilement avec des diodes laser spécifiques pour viser un gaz en particulier. Cela peut être intégré dans le laboratoire mobile CCM de l’Université de Dunkerque, comme nous l’avons fait sur le terrain. La laser avec OPO permet, grâce à son accordabilité en longueur d’onde, d’adresser plusieurs molécules avec le même système. En combinaison avec la modulation rapide du laser il est possible de se positionner à un pic caractéristique d’une molécule visée et de scanner rapidement quelques raies autour de cette position. Enfin, on peut faire des mesures en espace libre ou par prélèvement à l’aide d’une cellule simple passage, multi-passages ou photo-acoustique. Ce nouveau système pourra devenir à terme un outil très flexible déployable sur le terrain ou pour le suivi permanent d’une zone à risque dans une installation industrielle par exemple. The SAFESIDE project started in January 2017. A website dedicated to this project has been put online: http://www.safeside-project.eu The aim of the SAFESIDE project was to develop new gas measurement tools to help with better management and risk assessment in the event of an incident. Among the identified gases, we selected Ammoniac, CO, CO2, HCl, HCN, SO2 and NOx in particular. The creation of a low-cost, portable system capable of identifying at least 5 of these gases in relatively low concentrations (below ERPG-2) would be a particularly useful tool for defining hazard levels and safety perimeters. This is the direction given to the project. Different approaches have been studied in SAFESIDE by combining the know-how of the different partners: — the ability to perform lasers on semiconductor chips at the University of Ghent (Ugand), — the mastery of the manufacture of fiber laser sources at MULTITEL, — the availability of field measurement tools and multi-passage cell development tools at the University of Dunkirk (ULCO), — knowledge of methods of spectroscopic measurement and design of photo-acoustic detectors at the University of Reims (URCA), — the availability of testing infrastructures and good knowledge of risk prevention needs at the University of Mons (UMONS) Through the combination of these different expertise we have validated different systems in the field: — Wavelength and integrated lasers on a chip, combined with multipassing cells for measurements of NH3, CH4 and CO2 in the laboratory. — Multi-passage cells combined with different laser sources (QCL, diodes) for laboratory and field measurements of NH3 and CO2. — Tunable laser system in the medium infrared (OPO), high power that has made it possible to carry out measurements on different gases in the laboratory and in the field, by different strategies: sampling by a suction tube and measured in free space through a gas cloud. The main measurement results obtained on different gases, with the same laser source, are as follows: — CO2, detection min of 400 ppm (very less than ERPG2) — NH3, detection min of 85 ppm (less than ERPG2, 130 ppm) — HCl, detection min of 30 ppm (close to ERPG2, 33ppm) — CH4 measurement (close to 100 ppm) — Acetone measurement (near 1 %)... The developed multipassing cells can be associated very easily with specific laser diodes to target a particular gas. This can be integrated into the mobile CCM laboratory at Dunkirk University, as we did in the field. The laser with OPO allows, thanks to its wavelength tunability, to address several molecules with the same system. In combination with the rapid modulation of the laser it is possible to position yourself at a characteristic peak of a target molecule and quickly scan a few lines around this position. Finally, measurements can be made in free space or by sampling using a simple cell passage, multi-passes or photo-acoustic. This new system will eventually become a very flexible tool deployable in the field or for the permanent monitoring of a risk zone in an industrial installation, for example. Nombre de dispositifs de gestion coordonnée des risques naturels (inondation, etc.), industriels et situations d’urgence : 2. Deux dispositifs distincts seront réalisés et testés sur le terrain au cours du projet : le premier est un système de mesure à distance, tandis que le second sera un capteur embarqué, miniaturisé et transportable.

Two distinct devices will be produced and tested on the ground during the project: the first is a remote measurement system, while the second will be an on-board, miniaturised and transportable sensor.

Aantal gecoördineerde systemen voor het beheer van industriële risico's en natuurrampen (overstromingen enz.): 2. Tijdens het project zullen twee verschillende toestellen worden geproduceerd en op het terrein getest. Het eerste is een systeem om metingen op afstand uit te voeren; het tweede is een ultracompacte, draagbare en monteerbare sensor.
