There are several obstacles to cross-border mobility and labour market integration for job-seekers and employed workers in the area targeted by the project. Indeed, the language barrier, the specificities linked to certain skilled jobs and the lack of knowledge of job opportunities impact mobility between the different sides of the cooperation area. Online training is, therefore, one of the keys to improving this cross-border mobility and facilitating the integration of labour markets. However, it is clear that many digital training projects are not known to the general public, and are sometimes even rejected by their users. Indeed, the educational contents are not yet sufficiently efficient. For example, in the MOOCs, only 10% of students, on average, complete their courses. The Dig-e-Lab project aims to create a process of excellence around online training initiatives using video media for the cross-border context. This project will not only analyse the existing initiatives and improve some of them from a technological/educational perspective to initiate an emulation process, but will also centralise and structure, on its online platform, the different existing training or refresher schemes with the aim of working in a cross-border context.

De nombreux freins à la mobilité transfrontalière et à l’intégration sur les marchés de l’emploi pour les demandeurs d’emploi et les travailleurs occupés existent dans la zone ciblée par le projet. En effet, la barrière de la langue, les spécificités liées à certains métiers qualifiés et la méconnaissance des opportunités de travail impactent la mobilité entre les différents versants de la zone de coopération. Les formations en ligne sont alors une des clés pour améliorer cette mobilité transfrontalière et pour faciliter l’intégration des marchés de l’emploi. Cependant, force est de constater que de nombreux projets de formations numériques ne sont pas connus du grand public, et sont même parfois boudés par leurs utilisateurs. En effet, ces contenus pédagogiques ne sont pas encore suffisamment performants. Par exemple, dans les MOOCs, seuls 10% des apprenants, en moyenne, parachèvent leurs cours. L’objectif du projet Dig-e-Lab est de créer une dynamique d’excellence autour des initiatives de formation en ligne utilisant des supports vidéo pour le contexte transfrontalier. Le projet, non seulement analysera les initiatives existantes et améliorera d’un point de vue technologique/pédagogique certaines d’entre elles pour amorcer une processus d'émulation, mais centralisera et structurera, sur sa plateforme en ligne, les différents parcours qui existent pour se former ou se perfectionner dans le but de travailler dans un contexte transfrontalier.

In de projectzone worden de grensoverschrijdende mobiliteit en de integratie op de arbeidsmarkt van werkzoekenden en werknemers door verscheidene obstakels belemmerd. De taalbarrière, de specifieke vereisten voor bepaalde, gekwalificeerde banen en het gebrek aan informatie over vacatures beperken de mobiliteit tussen de verschillende zijden van het samenwerkingsgebied. Online opleiding is dan ook een van de sleutels om de grensoverschrijdende mobiliteit en de integratie van de arbeidsmarkten te bevorderen. Het is echter duidelijk dat veel digitale opleidingsprojecten niet bekend zijn bij het grote publiek en soms zelfs door hun gebruikers worden afgewezen. De educatieve inhoud is nog niet efficiënt genoeg. In de MOOCs, bijvoorbeeld, voltooit gemiddeld slechts 10% van de studenten hun cursus. Het project Dig-e-Lab beoogt de ontwikkeling van een uitmuntendheidsproces rond online opleidingsinitiatieven met video in de grensregio. Dit project wil niet alleen de bestaande initiatieven analyseren en sommige daarvan vanuit technologisch en educatief perspectief verbeteren om een emulatieproces te starten, maar ook op zijn online platform de verschillende, bestaande opleidings- of bijscholingsschema’s centraliseren en structureren om in een grensoverschrijdende context te werken.

Achievements (EN):

Our Dig-e-lab project was set up to create a dynamic of excellence around remote formative devices (e-learning or blended learning) and especially those who use digital media such as video and/or audio. As a final goal, the project aims to disseminate a series of good practices to the holders of digital training that will increase the quality of training and reduce the often high drop-out rate. This project, started in 2016, is therefore largely focused on communication and the various partners are particularly attentive to it. During this project, according to the needs, Ee-campus (mainly) and its partners created supports (flyers, folders, posters, webinar videos, roll-up, goodies,...). Its bilingual website is managed by the Digital Agency and designed as a “responsive design” in order to adapt to as many people as possible. It gives a description of the project and the partners. It is a channel of information and monitoring of the project, through the very regular publication of news directly related to Dig-e-lab. Our results are also published, and the list of training courses that make it possible to evolve in the cross-border context is also included. Social networks complement our communication via its facebook page (https://www.facebook.com/DigeLab/) and its Twitter account (@DigeLab). Several awareness-raising and dissemination events took place: an inaugural conference was organised on 9 March 2017 at the Ee-Campus in Tournai, a second event took place on 21 March 2018 at the International e-formation Symposium of the ULille in Villeneuve d’Ascq. A third dissemination event took place on 11 December 2018 at the KULeuven (Courtrai). More recently, ULille and Kulak organised a Dig-e-Lab event on May 23, 2019 as part of the 30th anniversary of the IPM Master. A larger dissemination event was scheduled for 4 May 2020 in Lille but the partners were forced to postpone it following the lockdown imposed by the COVID-19 health crisis. The partnership is also present at public events related to pedagogy and digital; in particular, during the SETT trade fair, in Namur, on 25 and 26 April 2019 and on 25 and 26 April 2019 and on 6 and 7 February 2020 but also in Ludovia in Spa from 29 to 31 October 2019. For this project purpose, many workshops were planned to communicate our results to the field audience. Following the ongoing health crisis, the partners decided to turn these face-to-face events into webinars (which will be published in the form of videos, translated, so that both languages are represented). A closing event is already planned in March 2021. From a list containing several dozen training courses offered in the three regions and listed following the collaboration of the various partners (in France, Flanders and Wallonia), we have selected 10 cases of particularly relevant studies and grouping (at least one of) our eligibility criteria. The work was carried out by the partners of the three regions, based on the analysis grid co-built by the consortium. Thus, since the beginning of our project, we have selected 10 representative formations (3 for the Flemish side, 3 for the French side and 4 for the Walloon side). It is on these “uses cases” that the project will focus on carrying out research, proposals for improvements and validation. For the Flemish slopes The Dutch language training “NedBox” was the first selected, the CVOMiras training in nursing and the capsules offered by Imec Academy complete the proposal for pouring. For France the three selected fields are the Master “Digital Learning Manager”, the Licence “Mediatic” from the University of Lille and the MOOC “Project Management” of the Central School of Lille. ULille and Kulak collaborated extensively to carry out the various preparatory actions for the analysis of online training courses (state of the art, mobilisation of theoretical frameworks, definition of research protocols, methodologies used). Multitel and Kulak have worked on the research and development of visual attention analysis technologies in video. In order to analyse the behaviour of the participants in the training, how their attention is directed. This research led to the implementation of analyses using pedagogical and/or technological tools via an “eyes tracker” device that analyses visual attention as well as the cognitive burden of learners, monitoring their activity logs as well as tools and methodologies of surveys and questionnaires. Since the previous semester, all selected courses have been analysed. Proposals for remediation activities were made in nine of the ten selected cases. With regard to these remediations, we can cite for the example, the “porting” of training on PC to a mobile application, how to promote interaction and good group dynamics in a distance training, focus on certain features little used in the system employed. Although the partners have disseminated the recommendations (outcomes of our work) to the promoters of the selected projects, only a part is currently implemented in the scheme. For training courses where these recommendations were made, there was a noticeable improvement in quality, as well as greater adherence to the training process. In order to ensure good communication, the partners are particularly careful to make available the research carried out and their results. A guide to good practices is therefore drawn up and will allow us to transfer good practices related to the cases studied to the land. And, more broadly, towards the leaders of digital training projects.

Notre projet Dig-e-lab fut mis en place afin de créer une dynamique d’excellence autour des dispositifs formatifs distants (e-learning ou blended learning) et particulièrement ceux qui emploient des médias numériques tels que la vidéo et/ou l’audio. En finalité, le projet a pour objectif de disséminer, vers les porteurs de formations digitales, une série de bonnes pratiques qui accroitront la qualité des formations et diminueront le taux de décrochage souvent élevé. Ce projet, démarré en 2016, est donc largement centré sur la communication et les différents partenaires y sont particulièrement attentifs. Au cours de ce projet, suivant les besoins, Ee-campus (principalement) et ses partenaires ont créé des supports (flyers, folders, affiches, vidéos de webinaires, roll-up, goodies, …). Son site internet bilingue est géré par l’Agence du Numérique et conçu en « responsive design » afin de s’adapter au plus grand nombre. Il donne un descriptif du projet et des partenaires. Il est un canal d’information et de veille du projet, de par la publication très régulière d’actualités directement liées à Dig-e-lab. Nos résultats y sont publiés, de plus, la liste des formations qui permettent d’évoluer dans le contexte transfrontalier y est également intégrée. Les réseaux sociaux complètent notre communication via sa page facebook (https://www.facebook.com/DigeLab/) et son compte Twitter (@DigeLab). Plusieurs événements de sensibilisation et de dissémination ont eu lieu : une conférence inaugurale a été organisée le 9 mars 2017 à l'Ee-Campus de Tournai, un second événement a eu lieu le 21 mars 2018 lors du Colloque International e-formation de l'ULille à Villeneuve d'Ascq. Un troisième événement de dissémination a eu lieu le 11 décembre 2018 à la KULeuven (Courtrai). Plus récemment, l'ULille et la Kulak ont organisé un événement Dig-e-Lab le 23 mai 2019 dans le cadre des 30 ans du Master IPM. Un événement de dissémination de plus grande ampleur était prévu le 04 mai 2020 dernier à Lille mais les partenaires ont été contraints de le reporter suite au confinement imposé par la crise sanitaire due au Covid-19. Le partenariat est également présent lors d’événements grand public liés à la pédagogie et au numérique ; notamment, lors du salon SETT, à Namur, les 25 et 26 avril 2019 et les 6 et 7 février 2020 dernier mais également à Ludovia à Spa du 29 au 31 octobre 2019. Pour cette fin de projet, de nombreux ateliers furent prévus afin de communiquer nos résultats vers le public de terrain. Suite à la crise sanitaire toujours en cours, Les partenaires ont décidé de transformer ces événements présentiels en webinaires (qui seront publiés sous forme de vidéos, traduites, afin que les deux langues y soient représentées). Un événement de clôture est d’ores et déjà planifié en mars 2021. A partir d’une liste contenant plusieurs dizaines de formations offertes sur les trois régions et répertoriées suite à la collaboration des différents partenaires (en France, en Flandre et en Wallonie), Nous avons sélectionné 10 cas d’études particulièrement pertinents et regroupant (au moins un de) nos critères d’éligibilité. Le travail fut effectué par les partenaires des trois régions, sur base de la grille d’analyse co-construite par le consortium. C’est ainsi que, depuis le début de notre projet, nous avons sélectionné 10 formations représentatives (3 pour le versant flamand, 3 pour le versant français et 4 pour le versant wallon). C’est sur ces « uses cases » que le projet se concentrera pour effectuer recherches, propositions d’améliorations et validation. Pour les versant flamand La formation en néerlandais « Nedbox » fut la première sélectionnée, la formation CVOMiras en soins infirmiers et les capsules proposées par Imec Academy complètes la proposition pour se versant. Pour la France les trois terrains sélectionnés sont du Master « Digital Learning Manager », la Licence « Mediatic » de l'Université de Lille et du MOOC « Gestion de projet » de l'Ecole Centrale de Lille. Pour la Wallonie la formations « une mouche dans le potage » portée par Epicuris et Wagralim, du module de remédiation en comptabilité porté par le pôle hainuyer, du parcours d’initiation à l’Intelligence Artificielle proposé par Ee-campus et enfin de la formation en langues « Wallangues » sont les quatre cas sélectionnés. L’Ulille et la Kulak ont largement collaboré afin de réaliser les différentes actions préparatoires à l’analyse de formations en ligne (état de l’art, mobilisation des cadres théoriques, définition des protocoles de recherches, méthodologies utilisées). Multitel et Kulak ont travaillé sur la recherche et le développement des technologies d’analyse de l’attention visuel dans la vidéo. Afin d'analyser le comportement des participants à la formation, comment leur attention est dirigée. Ces recherches ont mené à la mise en place d'analyses à l'aide d'outils pédagogiques et/ou technologiques via un dispositif « eyes tracker » qui d'analyse l’attention visuel ainsi que la charge cognitive des apprenants, de monitoring de leurs logs d'activités ainsi que d'outils et méthodologies d'enquêtes et de questionnaires. Depuis le semestre précédent, toutes les formations sélectionnées ont été analysées. Des propositions d’activités de remédiations ont été réalisées à neuf des dix cas sélectionnés. En ce qui concerne ces remédiations, nous pouvons citer pour l’exemple, le « portage » d’une formation sur PC vers une application mobile, comment favoriser l’interaction et une bonne dynamique de groupe dans une formation distancielle, des focus sur certaines fonctionnalités peu utilisées dans le système employé. Bien que les partenaires aient diffusé les recommandations (issues de notre travail) vers les porteurs des projets sélectionnés, seule une partie est actuellement implémentée dans le dispositif. Pour les formations où ces recommandations furent effectuées, une amélioration notable de la qualité, ainsi qu’une adhésion plus grande au processus de formation furent constatés. Dans un objectif de bonne communication, les partenaires sont particulièrement attentifs à rendre disponibles les recherches effectuées ainsi que leurs résultats. Un guide des bonnes pratiques est donc réalisé et nous permettra de transférer les bonnes pratiques liées aux cas étudiées vers les terrains. Et, plus largement, vers les porteurs de projets de formations digitales.

The language barrier, the specificities linked to certain technical jobs and the lack of knowledge of job opportunities impact mobility and employability between the different sides of the cooperation area. This is why the project aims to improve online training which is more accessible, dedicated to themes that can improve employability and cross-border mobility.

Expected Results (FR):

Le projet Dig-e-Lab a pour ambition d'impacter positivement le nombre de travailleurs transfrontaliers. La collecte des données ne se fait pas au niveau projet, la collecte se fait au niveau du programme. Explications : il existe de nombreux freins à la mobilité transfrontalière et à l'intégration des marchés de l'emploi pour les demandeurs d'emploi et les travailleurs occupés dans la zone ciblée par le projet. La barrière de la langue, les spécificités liées à certains métiers techniques et la méconnaissance des opportunités de travail impactent la mobilité et l'employabilité entre les différents versants de la zone de coopération. C'est pourquoi le projet a pour objectif d'améliorer les formations en ligne, plus accessibles, dédiées aux thématiques susceptibles d'améliorer l'employabilité et la mobilité transfrontalière.

Het project Dig-e-Lab streeft naar een positieve impact op het aantal grensoverschrijdende werknemers. De gegevensverzameling gebeurt niet op niveau van het project, maar van het programma. Toelichting: In de projectzone worden de grensoverschrijdende mobiliteit en de integratie op de arbeidsmarkt van werkzoekenden en werknemers door verscheidene obstakels belemmerd. De taalbarrière, de specifieke vereisten voor bepaalde, gekwalificeerde banen en het gebrek aan informatie over vacatures beperken de mobiliteit en de inzetbaarheid tussen de verschillende zijden van het samenwerkingsgebied. Daarom streeft het project naar een verbeterde online opleiding die toegankelijker is en gewijd aan thema’s die de inzetbaarheid en de grensoverschrijdende mobiliteit kunnen verhogen.

Number of cross-border support actions encouraging mobility and employment of target groups: 5. It will consist of: an action involving the identification of training initiatives, an action involving the preliminary study of 30 targeted case studies among the identified training initiatives, an action involving the contents that will be improved from an educational and/or technological perspective, an action involving the testing grounds that will be evaluated and whose added value will be put forward, and an action involving communication activities dedicated to facilitating access to digital training for job-seekers and employed workers wishing to work in a cross-border setting.
