Un grand nombre d’initiatives visant la valorisation de l’impact social existent : monétisation, SROI, KPI,… Mais ces méthodes ne sont pas nécessairement développées avec ou, encore moins, par les acteurs de l’ économie sociale et solidaire (ESS). Elles visent à répondre à des attentes précises et prennent très peu en considération les effets générés par les pratiques de l’ESS sur leur impact social. Il s’agit donc, dans le cadre de VISES, de s’inspirer et capitaliser sur les méthodes existantes, tout en permettant un nouveau départ. Les partenaires du projet ont dès lors choisi de lancer une dynamique transfrontalière de recherche action afin de construire un dispositif de valorisation d’impact social. Ce dispositif pensé au sein du projet est co-construit par les partenaires de façon éclairée. Les partenaires dialoguent sur base de leur expertise de chercheurs, de réseaux ou de fédérations ou encore de financeurs et sur base d’un état de l’art théorique et pratique. Cette première phase de la recherche-action nous a permis de développer un dispositif légitime et pertinent aux yeux d’une large sphère d’acteurs de l’ESS. Pour autant, il nous faut confronter le dispositif développé à la réalité de terrain. Pour ce faire, le dispositif est testé auprès de 69 entreprises de l’ESS. Celles-ci en expérimentant le dispositif entrent, elles aussi, dans la recherche-action. Le fait de développer un dispositif adapté à la pluralité de l’ESS des deux côtés de la frontière porte une ambition forte à portée européenne.

There are a large number of initiatives aimed at enhancing the social impact: monetisation, SROI, KPI, etc. However, these methods are not necessarily developed with, or even less by, the stakeholders of the community-oriented economy (COE). They aim to meet specific expectations and give very little consideration to the effects generated by COE practices on their social impact. In the context of VISES, it therefore consists of drawing inspiration from and capitalising on existing methods, while paving the way for a new start. The project partners have therefore chosen to launch a cross-border process of action research in order to build a social impact valuation system. This system, conceived within the project, is co-built by the partners in an informed manner. The partners exchange ideas on the basis of their expertise as researchers, networks, federations, or financiers and on the basis of state-of-the-art theoretical and practical terms. This first phase of the action research allowed us to develop a legitimate and relevant system in the eyes of a wide range of stakeholders of the COE. However, we must compare the system developed to the reality in the field. To do this, the system is tested with 69 companies from the COE. By experimenting with the system, they also enter into action research. Developing a system adapted to the plurality of the COE on both sides of the border sends out a positive signal in terms of its ambition and European scope.

Er zijn tal van initiatieven, bedoeld om de maatschappelijke impact te verhogen: tegeldemaking, SROI, KPI enz. Deze methoden worden echter niet noodzakelijk ontwikkeld met – of zelfs nog minder door de stakeholders van de gemeenschapsgerichte economie. Ze zijn bedoeld om tegemoet te komen aan specifieke verwachtingen en houden heel weinig rekening met de gevolgen van de gemeenschapsgerichte economie op hun maatschappelijke impact. In de context van VISES gaat het er dan ook om inspiratie te putten uit bestaande methoden, deze te benutten en de weg voor te bereiden voor een nieuwe start. Daarom hebben de projectpartners ervoor gekozen een grensoverschrijdend actieonderzoek te lanceren en een maatschappelijk beoordelingssysteem te ontwikkelen. Dit systeem wordt in het kader van het project op een geïnformeerde manier ontwikkeld door de partners. De partners wisselen ideeën uit op basis van hun expertise als onderzoekers, netwerken, federaties of geldschieters en steunend op de allermodernste theoretische en praktische principes. Deze eerste fase van het actieonderzoek heeft ons in staat gesteld om een systeem te ontwikkelen dat legitiem en relevant is voor een breed spectrum van belanghebbenden in de gemeenschapsgerichte economie. We moeten het ontwikkelde systeem evenwel vergelijken met de realiteit op het terrein. Hiertoe wordt het getest bij 69 ondernemingen van de gemeenschapsgerichte economie. Door met het systeem te experimenteren, gaan ze ook deel uitmaken van het actieonderzoek. De ontwikkeling van een systeem, aangepast aan de verscheidenheid binnen de gemeenschapsgerichte economie, is een positief signaal in termen van de ambities en het Europese bereik van dat systeem.

VISES est un projet transfrontalier qui réunit 22 partenaires wallons, flamands et français. Côté wallon, il y a ConcertES, chef de file et coordinateur du projet ; ALEAP ; Atout EI, CAIPS ; Ressources asbl ; l’Unipso ; SAW-B et le CES. 4Werk et l’UCLL sont les 2 opérateurs flamands du projet. Credal, le Réseau Financité et Sociale Innovatie Fabriek sont les 3 partenaires associés belges du projet VISES. Côté français, il y a la CRESS HdF, coordinateur du projet ; l’APES ; le Coorace ; l’Uriopss et France Active. En ce qui concerne les partenaires associés français, nous avons la Chair’ESS ; la Mutualité Française ; le Mouves et l’Institut Godin. Concrètement, le projet VISES développe une démarche de valorisation de l’impact social des entreprises de l’économie sociale et solidaire. Par son ampleur et sa réelle dimension terrain, nous tentons de créer un environnement véritablement favorable à la prise en compte de la problématique. Afin de s'assurer que ce qui est construit au sein du projet soit en phase avec les réalités du terrain, les partenaires se réunissent en fonction de leur finalité sociale en 3 pôles d'expérimentation : le pôle insertion ; le pôle solidarité et le pôle autres ESS. Le pôle insertion regroupe les entreprises proposant des services et emplois en direction des personnes éloignées de l’emploi. Il est composé des opérateurs suivants : Atout EI, CAIPS, ALEAP, le Coorace et 4Werk. Le pôle solidarité (regroupant les structures proposant des services collectifs, répondant aux besoins essentiels des citoyens, dans un souci d’accessibilité universel) - composé des opérateurs suivants : l’URIOPSS, SAW-B, CAIPS, l’UNIPSO. Le pôle autre ess regroupe les structures s’inscrivant dans les pratiques et les valeurs de l’ESS et proposant des biens et services dans tous les secteurs d’activité, à l’exception des structures ayant l’insertion et/ou la solidarité comme cœur d’activité principal. Il est composé des opérateurs suivants : SAW-B, l’APES, Ressources et France Active. Ces pôles travaillent sur les spécificités de la valorisation de l'impact social de leurs secteurs respectifs et accompagnent leurs entreprises dans leur expérimentation. Après 4 ans de projet, nous soulignons comme spécificité et force sa co-construction transfrontalière. Mutualiser les travaux déjà existants, les expertises, les ressources, et tisser un réseau de collaboration coordonné avec des chercheurs, des fédérations de l’ESS, des entreprises de l’ESS et des financeurs, dépassant nos cadres nationaux et régionaux, est une richesse indéniable. Tout ceci est rendu possible grâce à la fluidité de la collaboration « France –Belgique » en matière de coordination et de gestion de projet, ce qui facilite grandement la mise en œuvre du projet. Nous pouvons ainsi afficher des résultats tangibles pour la conception de la démarche : une note méthodologique comprenant un cadre d’analyse commun pour l’ensemble des entreprises testeuses. On y retrouve 3 étapes communes aux entreprises pour leur démarche d’évaluation : (1) un diagnostic et un état des lieux, (2) une recherche de données et (3) une analyse des données. Pour construire cette vision et parole commune autour de la démarche, de nombreux échanges se sont révélés nécessaires. Le résultat est un plaidoyer dédié aux enjeux de l’évaluation et au positionnement de la démarche VISES. Ces éléments ont fait l’objet d’une publication : CT2 « Evaluer l’impact social de l’entrepreneuriat social la nécessité d’une co-construction ». Les années 2017 et 2018 ont permis au projet de franchir une étape importante : passer de la conception à la pratique. Au final, 68 entreprises testeuses se sont lancées dans l’expérimentation de la démarche. Projet de « recherche-action » par excellence, VISES fait continuellement bouger les lignes et nous pousse à créer ou réinventer. Nous avons ainsi testé une autre modalité d’expérimentation : l’accompagnement semi-collectif. Ce type d’accompagnement est préparé et donné collectivement et en transfrontalier (accompagnateurs et entreprises wallons et français). Cinq à 10 entreprises suivent ensemble les séances collectives et en plus elles peuvent bénéficier d’un accompagnement individuel limité. Ce type de pratique contribue aux dialogues entre entreprises testeuses ; ce qui est source d’émulation. La recherche-action se vit, aussi, par un dialogue avec les financeurs de l’ESS et les autres projets ou initiatives autour de l’impact social. Au total, nous avons organisé 7 évènements : une Table Ronde avec des financeurs le 11/10/2016 (Lille), la 1ère rencontre de l’impact social (RIS) le 23/11/2016 (Bois du Cazier), la 1ère journée entreprises testeuses le 1/6/2017 (Lille), la 2ème rencontre de l’impact social le 23/11/2017 sur Bruxelles (RIS2), la 2ème journée entreprises testeuses le 31/5/2018 (Bxl), la 3ème journée entreprises testeuses le 22/11/2018 (Lille) et la 3ème rencontre de l’impact social (RIS3) le 28/11/2019 (Villeneuve-d’Ascq). Ces journées dédiées aux entreprises testeuses permettent de créer une communauté VISES. Ces journées sont des temps où les entreprises se rencontrent, échangent, partagent leur vécu, leurs contraintes, leurs pistes d’action et s’enrichissent de leurs expériences réciproques. Les rencontres de l’impact social, servent quant à elles, à créer des espaces de partage d’informations, à prendre de la hauteur, à s’inspirer, à échanger avec le réseau de l’impact social. L’année 2019 correspond à l’essaimage de notre démarche et du projet dans son ensemble prend son envol. Plusieurs outils de communication ont été développés pour aider à une diffusion large. Une capsule vidéo permettant aux entreprises de l’ESS de se familiariser à la notion d’impact social a été réalisée fin 2017. 6 capsules vidéos dans lesquels des entreprises testeuses témoignent des plus-values de la démarche VISES ont également été finalisées fin 2018. Des modules de sensibilisation et de formation ont été conçus et ont été donné par les partenaires-accompagnateurs. Il s’agit de canevas/fil rouge que les accompagnateurs suivent lors des séances de sensibilisation/formation qu’ils donnent. De cette manière nous sommes certains que la même information est donnée à tous ceux qui suivent ces séances et cela permet également de garantir que les valeurs du projet perdurent. Deux derniers cahiers thématiques (CT) ont été rédigé : l’un sur notre démarche (« Ceci n’est pas un guide » - CT3) et l’autre sur la manière dont le projet s’est déroulé (« Un projet de recherche-action » - CT4). Aims is a cross-border project that brings together 22 Walloon, Flemish and French partners. On the Walloon side, there is ConcertES, project leader and coordinator; ALEAP; Asset EI, CAIPS; Asbl resources; Unipso; Saw-B and the ESC. 4Werk and UCLL are the two Flemish operators of the project. CREDAL, the Innovatie Fabriek Financial and Social Network are the 3 Belgian associate partners of the VISES project. On the French side, there is the CRESS HdF, coordinator of the project; the EPAS; the Coorace; URIOPSS and France Active. As far as the French associate partners are concerned, we have the SSE Chair; the French Mutuality; the Mouves and the Godin Institute. In concrete terms, the VISES project develops an approach to enhance the social impact of social and solidarity economy enterprises. By its scale and its real field dimension, we try to create an environment that is truly favourable to the consideration of the problem. In order to ensure that what is built within the project is in line with the realities of the field, the partners meet according to their social purpose in 3 experimental poles: the insertion pole; the solidarity pole and the other SSE pole. The integration cluster brings together companies offering services and jobs for people away from employment. It is composed of the following operators: Asset EI, CAIPS, ALEAP, the Coorace and 4Werk. The solidarity cluster (grouping together structures offering collective services, meeting the essential needs of citizens, in the interests of universal accessibility) — composed of the following operators: URIOPSS, SAW-B, CAIPS, UNIPSO. The other cluster brings together the structures that are part of the practices and values of the SSE and offer goods and services in all sectors of activity, with the exception of structures with integration and/or solidarity as the core activity. It is composed of the following operators: Saw-B, APES, Resources and France Active. These clusters work on the specificities of valuing the social impact of their respective sectors and accompany their companies in their experimentation. After 4 years of project, we emphasise its specificity and force its cross-border co-construction. Pooling existing work, expertise, resources, and building a co-ordinated collaboration network with researchers, SSE federations, SSE companies and funders, going beyond our national and regional frameworks, is an undeniable wealth. All this is made possible thanks to the fluidity of the collaboration “France-Belgium” in project coordination and management, which greatly facilitates the implementation of the project. We can thus show tangible results for the design of the approach: a methodological note including a common analytical framework for all test companies. There are 3 steps common to companies for their evaluation process: (1) a diagnosis and a state of play, (2) a search for data and (3) a data analysis. To build this vision and common speech around the process, many exchanges proved necessary. The result is an advocacy dedicated to the challenges of evaluation and the positioning of the VISES approach. These elements have been published: CT2 “Assessing the social impact of social entrepreneurship the need for co-construction”. The years 2017 and 2018 allowed the project to take an important step: move from design to practice. In the end, 68 test companies started experimenting with the process. A project of “action research” par excellence, VISES continually moves the lines and pushes us to create or reinvent. We have thus tested another modality of experimentation: semi-collective accompaniment. This type of accompaniment is prepared and given collectively and cross-border (accompanyers and companies Walloon and French). Five to 10 companies follow the collective sessions together and in addition they can benefit from limited individual support. This type of practice contributes to dialogues between test companies; which is a source of emulation. Action research also takes place through a dialogue with SSE funders and other projects or initiatives around social impact. In total, we organised 7 events: a Round Table with funders on 11/10/2016 (Lille), the first meeting of social impact (RIS) on 23/11/2016 (Bois du Cazier), the 1st Testing Business Day on 1/6/2017 (Lille), the 2nd Social Impact Meeting on 23/11/2017 on Brussels (RIS2), the 2nd Testing Business Day on 31/5/2018 (Bxl), the 3 rd Testing Business Day on 22/11/2018 (Lille) and the 3 rd Meeting of Social Impact (RIS3) on 28/11/2019 (Villeneuve-d’Ascq). These days dedicated to test companies make it possible to create a VISES community. These days are times when companies meet, exchange, share their experiences, their constraints, their paths of action and enrich each other’s experiences. Social impact encounters, for their part, serve to create spaces for the sharing of information, to rise to the height, to be inspired, to exchange with the social impact network. 2019 corresponds to the swarming of our approach and the project as a whole is taking off. Several communication tools have been developed to assist in wide dissemination. A video capsule allowing SSE companies to become familiar with the notion of social impact was made at the end of 2017. 6 video clips in which test companies testify to the added value of the VISES approach were also finalised at the end of 2018. Awareness-raising and training modules were designed and delivered by the accompanying partners. These are red canvases/wires that accompany them during the awareness/training sessions they give. In this way we are certain that the same information is given to all those who follow these sessions and this also ensures that the values of the project persist. Two last thematic workbooks (CTs) have been written: one on our approach (“This is not a guide” — CT3) and the other on how the project proceeded (“An action research project” — CT4). Le but du projet est de « de construire ensemble un dispositif de valorisation de l'impact social suffisamment générique pour couvrir la diversité des entreprises de l’ESS. La participation d'entrepreneurs de terrain à l'élaboration du dispositif via l'expérimentation validera donc sa pertinence et son réalisme en situation réelle ». Cet outil pourra être utile à plus d’un titre pour les entreprises : - Identifier les plus-values sociétales générées ; - Dialoguer avec les financeurs ; - (re)mobiliser les travailleurs de l’entreprise par rapport aux objectifs poursuivis par l’entreprise ; - Présenter aux clients, consommateurs, usagers, bénéficiaires … les pratiques particulières de l’entreprise et leurs incidences sur les objectifs et résultats de l’entreprise ; - Améliorer les pratiques et la gestion des entreprises ; Pour ce faire, 69 entreprises vont tester un dispositif et ainsi être mise en capacité de valoriser leur impact social. En participant à notre recherche-action, elles permettent l’amélioration de notre dispositif. Pour ce faire, les entreprises testeuses sont en dialogue permanent avec les partenaires qui suivent leur expérimentation. Ces partenaires font remonter des questionnements qui sont étudiés en réunion de pôle puis examinés en réunion du groupe recherche élargi. Les pistes dégagées redescendent ensuite vers les entreprises testeuses. Parfois, les questionnements émergent du terrain et sont examinés dans les réunions de pôle et du groupe recherche élargi. Ce principe d’aller-retour est véritablement le cœur de notre dynamique de recherche action. Sans celui-ci, nous passerions à côté d’une réelle co-construction de notre dispositif. Les apports des entreprises qui ont accepté d’expérimenter le dispositif et de consacrer du temps à la démarche de recherche sont déterminants pour une adaptation du dispositif aux réalités de terrain. En pointant les failles et les points forts du dispositif ou encore en formulant des préconisations, les entreprises testeuses contribuent à son amélioration. Le dialogue entre les différents acteurs est possible grâce aux outils de suivi, aux espaces de travail et est effectif car tous les membres (partenaires et entreprises testeuses) sont conscients qu’ils sont contributeurs de la recherche-action. Par conséquent, la manière de concevoir l’essaimage de notre dispositif et donc sa diffusion n’est pas encore claire aujourd’hui car dépendra de ce qui ressort de l’analyse des expérimentations sur le terrain.

The goal of the project is to “build a sufficiently generic social impact valuation system together to cover the diversity of the companies in the COE. The participation of field entrepreneurs in developing the system through experimentation will therefore validate its relevance and realism in real-life situations.” This tool could be useful for companies in more than one way: - Identify the societal added value generated; - Hold talks with the financiers; - (Re)engage the workers of the company in relation to the objectives pursued by the company; - Present the specific practices of the company and their impact on the objectives and results of the company to customers, consumers, users, beneficiaries, etc.; - Improve corporate practices and management; To do this, 69 companies will test a system and thus be able to evaluate their social impact. By participating in our action research, they enable the improvement of our system. To make this happen, the testing companies are in constant dialogue with the partners who are monitoring their experimentation. These partners raise questions that are studied in a cluster meeting and then examined at a meeting of the extended research group. The potential solutions that emerge are then applied to the testing companies. Sometimes questions emerge from the field and are discussed in the cluster meetings and the extended research group. Sometimes questions come up during the meetings of the larger research group and are reviewed by the testing companies. This principle of going back and forth is really the heart of our action research process. Without this, we would miss out on a genuine co-construction of our system. The contributions from companies that have agreed to experiment with the system and to devote time to the research process are decisive in order to adapt the system to the realities on the ground. By pointing out the weaknesses and strengths of the system or by expressing recommendations, testing companies contribute to its improvement. The dialogue between the different stakeholders is possible thanks to the monitoring tools and the workspaces, and is effective because all the members (partners and test companies) are aware that they are contributors to the action research. Consequently, the way in which our system will be disseminated, and therefore distributed, is not yet clear today because it will depend on the analysis of experiments on the ground.

Het doel van het project is “een beoordelingssysteem van de maatschappelijke impact op te bouwen dat voldoende generisch is om de verscheidenheid van de ondernemingen in de gemeenschapsgerichte economie te dekken. De deelname van ondernemers op het terrein in de ontwikkeling van het systeem door te experimenteren zal de relevantie en het realistische karakter ervan in reële situaties valideren.” Deze tool kan op meerdere manieren nuttig zijn voor ondernemingen: - de gecreëerde maatschappelijke meerwaarde bepalen; - gesprekken voeren met de geldschieters; - de werknemers van de onderneming (opnieuw) engageren met betrekking tot de doelstellingen van de onderneming; - de specifieke praktijken van de onderneming en hun impact op de doelstellingen en resultaten van de onderneming voorstellen aan klanten, consumenten, gebruikers, begunstigden enz.; - de praktijken en het beheer van de onderneming verbeteren; Hiertoe zullen 69 ondernemingen een systeem testen en dus in staat zijn hun maatschappelijke impact te evalueren. Door deel te nemen aan ons actieonderzoek maken ze de verbetering van ons systeem mogelijk. Hiertoe staan de testende ondernemingen in constante dialoog met de partners, die hun experimenten opvolgen. Deze partners werpen vragen op, die worden besproken in een clustermeeting en vervolgens worden onderzocht tijdens een bijeenkomst van de uitgebreide onderzoeksgroep. De potentiële oplossingen die hieruit voortvloeien, worden dan toegepast op de testende ondernemingen. Soms rijzen er vragen van op het terrein. Ook deze vragen worden besproken in de clustermeetings en door de uitgebreide onderzoeksgroep. Soms rijzen er vragen tijdens de vergaderingen van de uitgebreide onderzoeksgroep. Deze worden bestudeerd door de testende ondernemingen. Dit principe van constante, wederzijdse feedback is werkelijk de kern van ons actieonderzoeksproces. Zonder deze aanpak zou er geen sprake zijn van een echte co-constructie van het systeem. De bijdragen van de ondernemingen die hebben ingestemd om met het systeem te experimenteren en tijd te besteden aan het onderzoeksproces, zijn doorslaggevend voor de aanpassingen van het systeem aan de realiteit op het terrein. Door te wijzen op de zwakke en de sterke punten van het systeem of door aanbevelingen te formuleren, dragen de testende ondernemingen bij tot de verbetering ervan. De dialoog tussen de verschillende stakeholders is mogelijk dankzij de monitoringinstrumenten en de werkruimten en is efficiënt omdat alle leden (partners en testondernemingen) zich ervan bewust zijn dat ze bijdragen aan het actieonderzoek. De manier waarop ons systeem zal worden verspreid en dus verdeeld, is vandaag nog niet duidelijk, omdat ze zal afhangen van de analyses van de experimenten op het terrein.
