The project is based on the observation that there is a mismatch between supply and demand on the labour market in the cross-border Franco-Belgian region. This inadequacy results from the nature of the supply and demand, as well as the geography of the territory. There is a persistent shortage of job functions in the cross-border area as well as a high unemployment rate. Geographically speaking, the unemployment rate is relatively low in West Flanders, but higher in the regions of Hainaut and Nord-Pas-de-Calais. Compétences sans Frontières (Skills without Borders) intends to reinforce cross-border mobility in the Franco-Belgian region in favour of Francophone job-seekers. The project focuses on three cutting-edge business sectors: the agri-food industry, the textile & new materials sector and the sustainable construction/renovation sector. To achieve this, the partners are focusing on three types of activities: the promotion of trades in the 3 sectors, the development of cross-border training for 5 technical trades facing labour shortages, support to SMEs and VSEs in their approach to hiring cross-border workers. Furthermore, the services and statistical and research organisations on the three sides are cooperating more closely to better understand and study the evolution of cross-border work.

Het project vertrekt van de vaststelling dat vraag en aanbod op de arbeidsmarkt in de Frans-Belgische grensstreek niet op elkaar zijn afgestemd. Dit gebrek aan evenwicht is te wijten aan de aard van de vraag en het aanbod, alsook aan de geografie van het grondgebied. De grensstreek heeft een aanhoudend tekort aan banen en de werkloosheid is er hoog. Geografisch gezien is het werkloosheidscijfer relatief laag in West-Vlaanderen, maar hoger in Henegouwen en Nord-Pas-de-Calais. Grenzeloos Competent wil de grensoverschrijdende mobiliteit in de Frans-Belgische regio bevorderen ten gunste van Franstalige werkzoekenden. Het project focust op drie speersectoren: agrovoeding, textiel & nieuwe materialen, en duurzame bouw & renovatie. De partners concentreren zich op drie types activiteiten: de promotie van banen in de drie sectoren, de ontwikkeling van grensoverschrijdende opleidingen voor vijf technische functies waarvoor een tekort aan arbeidskrachten heerst en ondersteuning van micro-ondernemingen en kmo’s in hun aanpak om grensoverschrijdende arbeidskrachten aan te werven. Verder werken de diensten en statistische en onderzoeksorganisaties aan de drie zijden nauwer samen om de evolutie van grensoverschrijdende tewerkstelling beter te begrijpen en te bestuderen.

Le projet part du constat qu’il y a une inadéquation entre l’offre et la demande sur le marché de l’emploi dans la région transfrontalière franco-belge. Cette inadéquation découle de la nature de l’offre et de la demande, ainsi que la géographie du territoire. Il y a dans la zone transfrontalière une pénurie qui persiste pour de nombreuses fonctions ainsi qu’un taux de chômage élevé. Géographiquement parlant, le taux de chômage est relativement limité en Flandre occidentale, mais plus élevé dans les régions du Hainaut et du Nord-Pas-de-Calais. Compétences sans Frontières entend alors renforcer la mobilité transfrontalière dans la région franco-belge en faveur de demandeurs d’emploi francophones. Le projet se concentre sur trois secteurs d’activités de pointe : l’industrie agroalimentaire, le secteur du textile & des nouveaux matériaux et le secteur de la construction/rénovation durables. Pour ce faire, les partenaires misent sur trois types d’activités : la promotion des métiers dans les 3 secteurs, le développement de formations transfrontalières pour 5 métiers techniques en tension, le soutien aux PME et TPE dans leur démarche d’embauche de travailleurs frontaliers. En outre, les services et organisations de statistiques et d’études des trois versants coopèrent plus étroitement afin de mieux appréhender et étudier les évolutions du travail transfrontalier.

Achievements (EN):

Through this project, 22 partners are working together to facilitate training and employment in the Franco-Belgian cross-border region. His work focuses on the agri-food, textile & new materials sectors, and eco-construction. For the public of jobseekers (DE), 2 themes are addressed: promotion of sectors and training. The promotion component includes the development of a website providing information on the three sectors, professions, training, job offers and cross-border. Business videos and animations sectors have already been made. The site is online. Promotion also involves the creation of sectoral showcases, one for each field of activity. Joblabo Voeding, the showcase of the food industry in Roulers, has been operational since 17.10.2017. At the end of 2021, Joblabo’s educational offer was enriched with an escape game on the food industry. Visitors who have already been able to play the game have been very enthusiastic. A collaborator is responsible for the management and promotion of Joblabo. All information, times of visit and latest news are available on the website https://www.joblabo.be. The textile showcase, at the Cefret in Mouscron, inaugurated on 21 November 2019, highlights the textile sector with an emphasis on its innovative side. The showcase is open to all visitors, including trainees who must be in the Cefret buildings as part of another course. At the end of 2021, another interactive mobile exhibition named “Talking Textiles” was realised as part of the project. It tells the story of circular materials and contains a large sample bank with information on the technical characteristics of the different textile samples. The exhibition will be used to inform young people and job seekers about the sustainable and innovative nature of the textile industry. The opening of the eco-construction showcase — Acasus in Furnes — took place on 13 November 2020 in the form of a webinar. After its opening, the showcase was developed, among others by making videos with testimonies from professionals in the field of eco-construction, and by the translation and production of the insulation case (isoLEERkoffer): a pedagogical suitcase containing materials and information on sustainable eco-construction. Inspired by the above showcases, Entreprendre Ensemble decided to also install a Joblabo in Dunkirk. This Joblabo focuses on the professions of the industry in general. With the realisation of this first Joblabo in France, the interregional network of Joblabos is a reality, and cooperation will also prove its added value after the completion of the project. In order to inform and excite job seekers about the many job opportunities in key cross-border sectors, a total of 26 days of discovery were organised during the project. The program of discovery days consisted, in a standard way, of a company visit combined with a visit to the corresponding showcase. During the company visit, 17 of which were organised, job seekers were able to familiarise themselves with the reality of a production environment. However, as it is not always easy to organise a business visit, the information provided during the food industry discovery day has also been integrated into an online webinar. The second component, which is also aimed at jobseekers, is cross-border training programmes for technical skills in shortages (by high-tech sector). Training takes place throughout the year. They are preferably linked to a day of discovery in order to offer a logical continuity in the career path of job seekers/trainees (introduction during discovery days and progress towards training in case of interest for the sector). The methodology for the development of cross-border training was developed and documented in a report. A total of 6 new training programmes were developed as part of this project. These programmes have been implemented through cross-border cooperation between the various partners (via the sectoral working groups): — For the food industry, this involves training as a packaging operator and a maintenance mechanic. On the French side, a short additional course “introduction to the packaging operator” has been developed. — In the textile sector, two courses have been developed: weaving technician and textile line operator. — For the eco-construction sector, this is a training in masonry followed by a specialisation module in masonry + insulation. These new training programmes were organised 74 times in total during the project period. A total of 502 trainees were trained in all training sessions. In order to cope with the shortage in the labour market, entrepreneurs have also been made aware of cross-border employment opportunities. Looking beyond the border (linguistic) can be a solution when jobs are to be filled. The guide "Find an employee on the other side of the border? What can you do as an employer? How to start? » has been updated and is available on the project website. Company visits — in which UNIZO and Entreprise Ensemble have been particularly active in prospecting — make it possible to clearly identify their specific needs and advise them in their HR processes. In total, more than 200 companies were visited during this project and informed about the possibilities of cross-border employment (through a survey and an enterprise report). 8 companies were guided in a more intensive process towards cross-border employment. In order to support future actions by sufficient figures and to adapt the policy of the authorities, employment services, employers’ organisations, etc. to the socio-economic reality of the border region, this project also provided for the creation of a cross-border socio-economic observatory. This observatory was intended to facilitate the identification and analysis of cross-border employment trends and pendulum migration flows between subregions. The definition of indicators for sectoral photos is very important for the comparison of data. It is also necessary to ensure in the interests of sustainability of the work that the data is available in open data. In this project, a roadmap was developed in which — for a range of socio-economic indicators — it was described where these figures can be found in the 3 partner regions, and how they should be compared and interpreted. Then, for each of the three sectors, a sectoral photo was taken in which these indicators were mapped. The submission of these reports has not only led to (even) closer cooperation between the statistical services of the different regions, but also to a better understanding of each other’s figures. In addition, it lays the groundwork for future cooperation and exchange. In addition to collecting administrative data on cross-border travel — of which an overview of administrative sources was dealt with in a report — Competencies Without Borders also experimented with a new way of mapping figures on cross-border transport movements. To do this, we analysed the cross-border journey on the basis of mobile phone data provided by Orange and Proximus. The results of the study show interesting trends and flows: they indicate where French frontier workers come from, where they cross the border and in which municipalities of West Flanders they are employed. In order to communicate about the project, to publicise its activities and to disseminate the results, various communication actions were carried out: — A website has been developed and is regularly updated with news about the project and new documents. The video material developed during the project (testimonials, experts, promotional videos on sectors, etc.) will be made available on the project’s Youtube channel. — After each activity, including discovery days, Tweets were sent or messages posted on LinkedIn or Facebook. — A dossier has been drawn up for each showcase. The sectoral summaries were also prepared. — Press releases were sent for the important stages of the project. These have been regularly taken up by the press in the various partner regions; — The project ended with a closing event during which the most important achievements were highlighted through a video and debate. A results package was also prepared, containing a summary of the project.

Par le biais de ce projet, 22 partenaires travaillent ensemble pour faciliter la formation et la mise à l'emploi dans la région transfrontalière franco-belge. Son action se concentre sur les secteurs de l'agroalimentaire, le textile & les nouveaux matériaux, et l'écoconstruction. Pour le public des demandeurs d'emploi (DE), 2 thématiques sont abordées : la promotion des secteurs et la formation. Le volet promotion comporte le développement d'un site web qui donne des informations sur les trois secteurs, les professions, les formations, les offres d’emplois et le transfrontalier. Des vidéos métiers et des animations secteurs ont déjà été réalisées. Le site est en ligne. La promotion passe également par la réalisation de vitrines sectorielles, une pour chaque domaine d’activité. Joblabo Voeding, la vitrine de l'industrie alimentaire à Roulers est opérationnelle depuis le 17.10.2017. Fin 2021, l'offre éducative de Joblabo s'est enrichie d'un escape game sur l'industrie alimentaire. Les visiteurs qui ont déjà pu jouer au jeu ont été très enthousiastes. Une collaboratrice est responsable de la gestion et de la promotion de Joblabo. Toutes les informations, les heures de visite et les dernières nouvelles sont disponibles sur le site web https://www.joblabo.be. La vitrine textile, au Cefret à Mouscron, inaugurée le 21 novembre 2019, met en valeur le secteur textile en mettant l’accent sur son côté innovant. La vitrine est ouverte à tous les visiteurs, y compris aux stagiaires qui doivent se trouver dans les bâtiments du Cefret dans le cadre d'un autre cours. Fin 2021, une autre exposition mobile interactive nomé "Talking Textiles" a été réalisée dans le cadre du projet. Il raconte l'histoire des matériaux circulaires et contient une vaste banque d'échantillons avec des informations sur les caractéristiques techniques des différents échantillons textiles. L'exposition sera utilisée pour informer les jeunes et les demandeurs d'emploi sur le caractère durable et innovant de l'industrie textile. L'ouverture de la vitrine sur l'éco-construction - Acasus à Furnes - a eu lieu le 13 novembre 2020 sous la forme d'un webinaire. Après son ouverture, la vitrine a été développée, entre autres par la réalisation de vidéos avec des témoignages de professionnels dans le domaine de l'éco- construction, et par la traduction et la production de la malette à isolation (isoLEERkoffer): une valisette pédagogique contenant du matériel et des informations sur l'éco-construction durable. Inspiré par les vitrines ci-dessus, Entreprendre Ensemble a décidé d'installer également un Joblabo à Dunkerque. Ce Joblabo se concentre sur les métiers de l'industrie en général. Avec la réalisation de ce premier Joblabo en France, le réseau interrégional des Joblabos est une réalité, et la coopération prouvera également sa valeur ajoutée après l'achèvement du projet. Afin d'informer les demandeurs d'emploi et de les enthousiasmer sur les nombreuses opportunités d'emploi dans les secteurs clés transfrontaliers, un total de 26 journées de découverte ont été organisées au cours du projet. Le programme des journées de découverte consistait, de manière standard, en une visite d'entreprise combinée à une visite de la vitrine correspondante. Au cours de la visite d'entreprise, dont 17 ont été organisées, les demandeurs d'emploi ont pu se familiariser avec la réalité d'un environnement de production. Toutefois, comme il n'est pas toujours facile d'organiser une visite d'entreprise, les informations fournies lors de la journée de découverte de l'industrie agroalimentaire ont également été intégrées dans un webinaire en ligne. Le deuxième volet qui s’adresse aussi aux demandeurs d'emploi est celui des programmes de formation transfrontaliers pour les métiers techniques en pénurie (par secteur de pointe). Les formations ont lieu tout au long de l’année. Elles sont de préférence liées à une journée de découverte afin de pouvoir offrir une continuité logique dans le parcours des demandeurs d'emploi/stagiaires (introduction lors des journées de découverte et progression vers la formation en cas d'intérêt pour le secteur). La méthodologie pour le développement de la formation transfrontalière a été élaborée et documentée dans un rapport. Au total, 6 nouveaux programmes de formation ont été développés dans le cadre de ce projet. Ces programmes ont été mis en œuvre par une coopération transfrontalière entre les différents partenaires (via les groupes de travail sectoriels) : - Pour l'industrie alimentaire, cela implique une formation d'opérateur de conditionnement et de mécanicien d'entretien. Du côté français, un court cours supplémentaire « introduction à l'opérateur d'emballage » a été développé. - Dans le secteur du textile, deux cours ont été développés : technicien en tissage et opérateur de ligne textile. - Pour le secteur de l'éco-construction, il s'agit d'une formation en maçonnerie suivie d'un module de spécialisation en maçonnerie + isolation. Ces nouveaux programmes de formation ont été organisés 74 fois au total pendant la période du projet. Un total de 502 stagiaires ont été formés sur l'ensemble des sessions de formation. Afin de faire face à la pénurie sur le marché du travail, les chefs d'entreprise ont également été sensibilisés aux possibilités d'emploi transfrontalier. Regarder au-delà de la frontière (linguistique) peut être une solution lorsque des postes sont à pourvoir. La guide « Trouver un employé de l’autre côté de la frontière? Quelles mesures pouvez-vous prendre en tant qu'employeur? Comment commencer? » a été actualisé et est disponible sur le site web du projet. Les visites d'entreprises - dans lesquelles UNIZO et Entreprendre Ensemble ont été particulièrement actifs en matière de prospection - permettent d'identifier clairement leurs besoins spécifiques et de les conseiller dans leurs démarches RH. Au total, plus de 200 entreprises ont été visitées au cours de ce projet et informées des possibilités de l'emploi frontalier (par le biais d'une enquête et d'un rapport d'entreprise). 8 entreprises ont été guidées dans un processus plus intensif sur la voie de l'emploi transfrontalier . Afin d'étayer les actions futures par des chiffres suffisants et d'adapter la politique des autorités, des services de l'emploi, des organisations patronales, etc. à la réalité socio-économique de la région frontalière, ce projet prévoyait également la création d'un observatoire socio-économique transfrontalier. Cet observatoire devait faciliter l'identification et l'analyse des tendances transfrontalières de l'emploi et des flux de migration pendulaire entre les sous-régions. La définition des indicateurs pour les photos sectorielles est très importante pour la comparaison des données. Il faut également s’assurer dans un souci de pérennisation des travaux que les données sont disponibles en open data. Dans ce projet, une feuille de route a été élaborée dans laquelle - pour toute une série d'indicateurs socio-économiques - il a été décrit où ces chiffres peuvent être trouvés dans les 3 régions partenaires, et comment ils doivent être comparés et interprétés. Ensuite, pour chacun des trois secteurs, une photo sectorielle a été réalisée dans laquelle ces indicateurs ont été cartographiés. La remise de ces rapports a non seulement conduit à une coopération (encore) plus étroite entre les services statistiques des différentes régions, mais aussi à une meilleure compréhension des chiffres de chacun. En outre, elle jette les bases d'une coopération et d'un échange futurs. Outre la collecte de données administratives sur les déplacements transfrontaliers - dont une vue d'ensemble des sources administratives a été traitée dans un rapport - Compétences sans frontières a également expérimenté une nouvelle manière de cartographier les chiffres sur les mouvements de transport transfrontaliers. Pour ce faire, nous avons analysé le trajet transfrontalier sur la base des données de téléphonie mobile fournies par Orange et Proximus. Les résultats de l'étude montrent des tendances et des flux intéressants : ils indiquent d'où viennent les travailleurs frontaliers français, où ils franchissent la frontière et dans quelles communes de Flandre occidentale ils sont employés. Afin de communiquer sur le projet, de faire connaître ses activités et de diffuser les résultats, diverses actions de communication ont été menées : - Un site web a été développé et est régulièrement mis à jour avec des nouvelles sur le projet et de nouveaux documents. Le matériel vidéo développé au cours du projet (témoignages, experts, vidéos promotionnelles sur les secteurs, etc.) sera mis à disposition sur la chaîne Youtube du projet. - Après chaque activité, notamment les journées de découverte, des Tweets ont été envoyés ou des messages postés sur LinkedIn ou Facebook. - Un dossier a été élaboré pour chaque vitrine. Les récapitulatifs des secteurs ont également été élaborés. - Des communiqués de presse ont été envoyés pour les étapes importantes du projet. Celles-ci ont été régulièrement reprises par la presse dans les différentes régions partenaires; - Le projet s'est terminé par un événement de clôture au cours duquel les réalisations les plus importantes ont été mises en évidence par le biais d'une vidéo et d'un débat. Un dossier de résultats a également été élaboré, contenant un récapitulatif du projet.
