Flandria Rhei

Le projet-pilote de FLANDRIA RHEI coordonne les échanges entre six projets transfrontaliers sur le territoire des Flandres franco-belges : MAGETEAUX, ECOSYSTEM, VALYS, VEDETTE, PARTONS 2.0 et TRANSMOBIL. Les projets de ce portefeuille cherchent à améliorer le cadre de vie et le bien-être des populations frontalières. FLANDRIA RHEI facilite les interactions entre les différents projets et soutient leurs initiatives, notamment en organisant des ateliers thématiques transversaux permettant l’échange d’expertise entre partenaires. L’un des thèmes importants est la participation de la population aux projets, indispensable à leur bonne appropriation et acceptation sociale. Dans le même esprit, le projet-pilote assure une communication coordonnée des projets vers le grand public. Au terme de la mise en œuvre de FLANDRIA RHEI, un film documentaire mettra en valeur les réalisations et leurs impacts, les plus-values de l’action conjointe des projets, et l’implication des habitants pour le développement de la région frontalière.

The FLANDRIA RHEI pilot project coordinates the exchanges between six cross-border projects in the territory of the Franco-Belgian Flanders: MAGETEAUX, ECOSYSTEM, VALYS, VEDETTE, PARTONS 2.0 and TRANSMOBIL. The projects in this portfolio seek to improve the living environment and the well-being of border populations. FLANDRIA RHEI facilitates the interactions between the different projects and supports their initiatives, especially by organising transversal themed workshops allowing the exchange of expertise between partners. One of the important themes is the participation of the population in the projects, essential to their effective ownership and social acceptance. In the same spirit, the pilot project ensures coordinated communication of projects to the general public. At the end of the implementation of FLANDRIA RHEI, a documentary film will highlight the achievements and their impacts, the added value of the joint action of the projects, and the implication of the inhabitants for the development of the border region.

Het pilootproject FLANDRIA RHEI coördineert de uitwisselingen tussen zes grensoverschrijdende projecten op het grondgebied van Frans-Belgisch Vlaanderen: MAGETEAUX, ECOSYSTEM, VALYS, VEDETTE, PARTONS 2.0 en TRANSMOBIL. De projecten in deze portefeuille hebben de ambitie de leefomgeving en het welzijn van de bevolking van het grensgebied te verbeteren. FLANDRIA RHEI bevordert de interactie tussen de verschillende projecten en ondersteunt hun initiatieven, in het bijzonder door transversale, thematische workshops te organiseren die de uitwisseling van expertise tussen de partners mogelijk maken. Een van de belangrijke thema’s is de participatie van de bevolking in de projecten, wat essentieel is voor de effectieve betrokkenheid en de maatschappelijke aanvaarding. In dezelfde geest verzekert het pilootproject de gecoördineerde communicatie van de projecten naar het grote publiek toe. Na afloop van de implementatie van FLANDRIA RHEI zal een documentaire de verwezenlijkingen en hun impact in de verf zetten, evenals de meerwaarde van de gezamenlijke acties van de projecten en de betrokkenheid van de inwoners bij de ontwikkeling van de grensstreek.

Le portefeuille de projets territorial Flandria Rhei rassemble sept projets Interreg dans le territoire transfrontalier des Flandres franco-belges : MAGETEAUX, ECOSYSTEM, VALYS, VEDETTE, PARTONS 2.0, TRANSMOBIL et QUALICANES, articulés autour d’un projet-pilote. Ces projets visent à améliorer la gestion et la qualité des eaux (prévention des inondations, restauration des écosystèmes aquatiques), préserver et valoriser les espaces naturels (autour de la Lys ; dunes, polders), renforcer la participation citoyenne dans l’aménagement du territoire pour un meilleur accès aux services au public et faciliter la mobilité des habitants en milieu rural. Les projets VEDETTE et TRANSMOBIL ont rejoint le portefeuille et commencé leurs activités début 2018. Le projet QUALICANES, validé le 15 mars 2019, a rejoint le portefeuille le 1er avril 2019. Les partenaires du projet-pilote sont la Province de Flandre occidentale (chef de file) et le Département du Nord, qui assurent ensemble sa coordination. Les partenaires associés sont le GDON Flandre maritime, le GECT West-Vlaanderen/Flandre-Dunkerque-Côte d’Opale, le GECT Eurométropole Lille-Kortrijk-Tournai, le Département du Pas-de-Calais et la Communauté de Communes Flandre Intérieure (CCFI). Le portefeuille de projets territorial permet une approche intégrée afin de favoriser la complémentarité des actions et un aménagement plus cohérent et harmonieux des deux côtés de la frontière. Le projet-pilote de Flandria Rhei assure les échanges entre les chefs de file de chaque projet constitutif, dans le but de trouver des synergies, des mutualisations et des actions communes entre les projets. Pour favoriser ces interactions, des ateliers sont organisés sur des thématiques transversales aux projets. Les thématiques suivantes ont été abordées : - Participation citoyenne : leçons pratiques dans les projets européens (11.05.2017) - SIG transfrontalier (18.12.2017) - Les espaces publics en milieu rural : la participation citoyenne, une idée innovante ? (13.05.2019) - Données statistiques transfrontalières (webinaire 9.02.2021) - L’accès aux services au public en milieu rural (webinaire 21.09.2021). Le 3 mai 2022 est prévue une Traverse des Flandres transfrontalières, journée de découverte sur l'évolution des sols, de l'eau et des paysages dans toute la zone concernée par Flandria Rhei, en lien avec les projets constitutifs et les projets européens de la programmation précédente. Des actions de communication communes sont également prévues : tous les projets constitutifs peuvent utiliser la plateforme S'PASS territoires, outil collaboratif transfrontalier. Les partenaires partagent des informations entre eux et à l’externe. L’outil permet ainsi la participation. Par ailleurs, les collectivités partagent des informations entre elles, trouvent de l'inspiration ensemble et les archives ne sont plus fragmentées. De courtes vidéos ont également été réalisées pour chaque projet, ainsi que des petits films sur les réseaux sociaux. Un film documentaire, prévu pour la fin de l'année 2022, constituera la réalisation finale de Flandria Rhei.

The Flandria Rhei territorial project portfolio brings together seven Interreg projects in the cross-border territory of Franco-Belgian Flanders: MAGETEAUX, ECOSYSTEM, VALYS, VEDETTE, PARTONS 2.0, TRANSMOBIL and QUALICANES, based on a pilot project. These projects aim to improve water management and quality (flood prevention, restoration of aquatic ecosystems), preserve and enhance natural areas (around Lys; dunes, polders), strengthen citizen participation in spatial planning for better access to services to the public and facilitate the mobility of residents in rural areas. The VEDETTE and TRANSMOBIL projects joined the portfolio and started their activities in early 2018. The QUALICANES project, validated on 15 March 2019, joined the portfolio on 1 April 2019. The pilot project partners are the Province of West Flanders (lead) and the Department of the North, which jointly ensure its coordination. The associated partners are the GDON Flanders Maritime, the EGTC West-Vlaanderen/Flanders-Dunkerque-Côte d’Opale, the EGTC Eurométropole Lille-Kortrijk-Tournai, the Pas-de-Calais Department and the Community of Inland Flanders Communes (CCFI). The portfolio of territorial projects allows for an integrated approach in order to promote complementarity of actions and a more coherent and harmonious planning on both sides of the border. The Flandria Rhei pilot project ensures exchanges between the leaders of each constitutive project, with the aim of finding synergies, mutualisations and joint actions between the projects. To foster these interactions, workshops are organised on cross-cutting themes to the projects. The following topics were discussed: — Citizen participation: practical lessons in European projects (11.5.2017) — Cross-border GIS (18.12.2017) — Public spaces in rural areas: citizen participation, an innovative idea? (13.5.2019) — Cross-border statistical data (webinar 9.2.2021) — Access to services to the public in rural areas (webinar 21.9.2021). 3 May 2022 is planned for a Cross-Border Flanders Traverse, a day of discovery on the evolution of soil, water and landscapes throughout the area concerned by Flandria Rhei, in connection with the constituent projects and the European projects of the previous programming. Joint communication actions are also planned: all constitutive projects can use the S'PASS Territorial Platform, a cross-border collaborative tool. Partners share information with each other and externally. The tool allows participation. In addition, communities share information with each other, find inspiration together and the archives are no longer fragmented. Short videos were also made for each project, as well as small films on social networks. A documentary film, scheduled for the end of 2022, will be the final production of Flandria Rhei.
