L’Europe a mis en place plusieurs directives relatives à la gestion de l’eau. Les partenaires du projet ECOSYSTEM travaillent dans les quatre années qui viennent sur la même problématique de la sauvegarde de la biodiversité et du bon fonctionnement écologique des cours d’eau. Le territoire franco-allemand regroupe les bassins hydrographiques comme les zones de polders, mais aussi les bassins transfrontaliers comme l’Yser et la Lys et ses affluents. Dans le projet ECOSYSTEM, les partenaires mènent une communication adaptée pour la population locale, développent des outils numériques innovants pour améliorer la gestion, luttent contre les plantes et animaux invasifs et réalisent des actions de restauration des écosystèmes aquatiques transfrontaliers.

Europa heeft meerdere richtlijnen uitgevaardigd met betrekking tot het waterbeheer. De partners van het project ECOSYSTEM werken de komende vier jaar rond dezelfde problematiek van de bescherming van de biodiversiteit en de goede ecologische werking van de rivieren. Het Frans-Duitse grondgebied omvat rivierbekkens, zoals bv. de polderzones, maar ook grensoverschrijdende bekkens, zoals die van de IJzer en de Leie en hun bijrivieren. In het kader van het project ECOSYSTEM voeren de partners een communicatie voor de plaatselijke bevolking. Ze ontwikkelen innovatieve, digitale tools om het beheer te verbeteren, bestrijden invasieve plant- en diersoorten en voeren acties uit voor het herstel van de grensoverschrijdende aquatische ecosystemen.

Europe has put several directives in place relating to water management. The partners of the ECOSYSTEM project are working for the coming four years on the same issue of safeguarding biodiversity and the correct ecological functioning of rivers. The Franco-German territory includes river basins such as the areas of the polders, but also cross-border basins such as the Yser and the Lys and its tributaries. As part of the ECOSYSTEM project, the partners conduct communication tailored to the local population, develop innovative digital tools to improve management, combat invasive plants and animals, and carry out actions to restore cross-border aquatic ecosystems.

Achievements (FR):

Le 26 septembre 2016 a eu lieu le comité de lancement du projet INTERREG V : le projet ECOSYSTEM. Ce dernier rassemble le GDON FLANDRE MARITIME, l’USAN, la Province de Flandre Occidentale, le Service de piégeage de la Province de Flandre orientale (RATO vzw) et la Société Flamande pour l’Environnement (VMM). Ces opérateurs travaillent conjointement depuis le 1er octobre 2016 sur le projet ECOSYSTEM, dont le but est de préserver et restaurer les écosystèmes aquatiques transfrontaliers sur leurs territoires. A l’occasion de la manifestation de lancement de ce projet du 10 février 2017, les partenaires ont présenté les actions qui seront menées et leurs attentes. Afin d’obtenir une meilleure organisation des modules de travail du projet, les partenaires ont mis en place des groupes de travail qui se réunissent régulièrement et sont composés d’au moins un membre de chaque opérateur. Parallèlement le partenaire chef de file a mis à disposition du personnel, notamment Sylvie MILLIOT, responsable administrative afin d’assurer le suivi et la gestion administrative et financière du projet. Des comités d’accompagnement transfrontaliers sont organisés tous les semestres, lors desquels ils ont présenté les actions en cours de réalisation et celles déjà effectuées. Au cours de la 1ère année du projet, les partenaires se sont attachés à développer et mettre en place une application numérique « ECOSYSTEM » pour smartphone et une base de données qui permet d’évaluer et de cartographier les résultats des actions de restauration et d’amélioration des écosystèmes aquatiques transfrontaliers et de localiser les espèces invasives. Par ailleurs l’équipe de piégeurs de la VMM a procédé à des campagnes d’observation des espèces invasives végétales et animales le long des cours d’eau transfrontaliers en France et en Belgique au cours des mois de juin et juillet 2017, 2018, 2019 et 2020. L’étude des données enregistrées montre une présence accrue du rat musqué dans la zone transfrontalière ; par ailleurs la VMM a enregistré une amélioration dans la présence des autres espèces envahissantes. Ces constatations ont permis d’élargir la liste des espèces qui sont intégrées dans l’application numérique et sur le backoffice permettant la mise en ligne d’une carte transfrontalière sur le site internet INTERREG-ECOSYSTEM.EU. Elles ont aussi permis de repérer la présence d’espèces invasives et de s’organiser pour mettre en place des actions de lutte conjointes. La liste des espèces retenues pour les actions du projet est : Espèces animales : Erismature Rousse - rat gris - Rat musqué - Corbeau familier - Écureuil gris - Tamia de Sibérie - écureuil de Pallas - Ecureuil fauve - Raton laveur - Coati roux - grenouille-taureau - Goujon de l'Amour -Tortue de Floride - écrevisse signal - Écrevisse américaine - Écrevisse à pinces bleues - Écrevisse de Louisiane – Ibis Sacré - Muntjac de Chine - Mangouste - Ragondin - crabe chinois - Goujon de chine - Le frelon asiatique - Oie rustique - Bernache du Canada - Oie cendrée - Bernache Nonnette - L'Ouette d'Egypte - Martre - castor/bièvre - Brochet Espèces végétales : Jacinthe d'eau - Elodée crépue - Faux Arum - Balsamine de l'Himalaya - Berce du Caucase – Grande camomille - Hydrocotyle fausse-renoncule - Jussie à grandes fleurs - Myriophylle du Brésil – Renouée perfoliée - Cabombe de Caroline - Séneçon en arbre/ Bacchante de Virginie - Le butome à ombelle - Renouée du Japon Afin d’aider les techniciens à reconnaitre certaines espèces invasives animales et les techniques de lutte, le RATO vzw a organisé une première journée de formation dans leurs locaux à GAND le 23 octobre 2017. Une autre session de formation a été organisée au mois de juin 2018 à BAILLEUL pour la reconnaissance des espèces invasives végétales. Une première visite de terrain a été organisée par l’USAN le 1er juin 2017 autour de la Ville d’Hazebrouck afin de visualiser les endroits où sont prévus les travaux d’aménagement écologique pour l’amélioration des écosystèmes aquatiques transfrontaliers. Une autre visite de chantier a été organisée par la Province de Flandre occidentale le 8 octobre 2018 sur le site du Dikkebusvijver. Cette visite a permis de constater l’avancée des travaux sur cet étang qui représente une importante réserve d’eau potable en Belgique. Parallèlement à ces actions, le projet ECOSYSTEM étant un projet constitutif du portefeuille de projets FLANDRIA RHEI, le chef de file participe aux réunions et aux manifestations organisées par les coordinatrices de ce dernier. Aussi un petit film destiné aux réseaux sociaux a été créé et mis en ligne afin de faire connaitre le projet ECOSYSTEM. Un autre film a été réalisé sur le terrain afin de présenter le projet ECOSYSTEM lors de la manifestation de lancement du projet FLANDRIA RHEI.

On 26 September 2016, the launching committee of the INTERREG V project took place: the ECOSYSTEM project. The latter brings together GDON FLANDRE MARITIME, USAN, the Province of West Flanders, the trapping service of the Province of East Flanders (RATO vzw) and the Flemish Society for the Environment (VMM). These operators have been working together since 1 October 2016 on the ECOSYSTEM project, which aims to preserve and restore transboundary aquatic ecosystems in their territories. On the occasion of the launch event of this project on 10 February 2017, the partners presented the actions that will be carried out and their expectations. In order to obtain a better organisation of the project’s work modules, the partners have set up working groups that meet regularly and are composed of at least one member of each operator. At the same time, the lead partner provided staff, including Sylvie MILLIOT, administrative manager to ensure the monitoring and administrative and financial management of the project. Cross-border accompanying committees are organised every semester, during which they have presented the actions in progress and those already carried out. During the first year of the project, the partners focused on developing and implementing a digital “ECOSYSTEM” smartphone application and a database to evaluate and map the results of actions to restore and improve transboundary aquatic ecosystems and locate invasive species. In addition, the team of trappers of the VMM carried out observation campaigns of invasive plant and animal species along transboundary rivers in France and Belgium during the months of June and July 2017, 2018, 2019 and 2020. The study of recorded data shows an increased presence of muskrat in the transboundary area; in addition, the VMM has seen an improvement in the presence of other invasive species. These findings made it possible to widen the list of species that are integrated into the digital application and on the backoffice allowing the posting of a cross-border map on the INTERREG-ECOSYSTEM.EU website. They also made it possible to identify the presence of invasive species and to organise themselves to set up joint control actions. Another training session was organised in June 2018 in BAILLEUL for the recognition of plant invasive species. A first field visit was organised by USAN on June 1, 2017 around the City of Hazebrouck to visualise the locations where ecological development works are planned for the improvement of transboundary aquatic ecosystems. Another site visit was organised by the Province of West Flanders on 8 October 2018 at the Dikkebusvijver site. This visit made it possible to see the progress of work on this pond, which represents an important supply of drinking water in Belgium. In parallel with these actions, the ECOSYSTEM project being a project constituting the FLANDRIA RHEI project portfolio, the leader participates in meetings and events organised by the latter’s coordinators. Also a small film for social networks was created and put online in order to promote the ECOSYSTEM project. Another film was made in the field to present the ECOSYSTEM project at the launch event of the FLANDRIA RHEI project.
