The challenges of the VALYS project, and which have an obvious cross-border character comprise the pressure on open spaces and the threats to the ecological heritage of the Lys Valley. The project offers and implements a cross-border framework to address these challenges through actions at various levels. Developments on the ground, creating a vision of the spaces with a significant impact on the Lys Valley and common communication actions highlighting the characteristics of the "Leievallei-Parc de la Lys". The common theme of these actions is the participation of the target groups and the dialogue with local residents using innovative approaches. It will be the starting point of a series of activities earmarked at the general public, implemented as part of this project. In addition, a toolbox will be developed and actions will be aligned at the level of a quality image, ecology, landscaping, and also from a recreational aspect.

Les défis à la base du projet VALYS et qui ont un caractère transfrontalier évident sont la pression sur les espaces ouverts et les menaces pesant sur le patrimoine écologique de la vallée de la Lys. Le projet offre et concrétise un cadre transfrontalier pour relever ces défis par des actions à différents niveaux. Aménagements sur le terrain, constitution d’une vision sur des espaces ayant un impact important sur la vallée de la Lys et actions de communication commune faisant ressortir les caractéristiques du « Leievallei-parc de la Lys ». Le fil rouge de ces actions est la participation des groupes cibles et le dialogue avec les riverains de manière innovante. Ce sera le point de départ d’une série d’activités destinées au grand public, mise en œuvre dans le cadre de ce projet. En outre, une boîte à outils sera développée et les actions seront harmonisées au niveau de l’image de qualité, de l’écologie, du paysage et au niveau des aspects récréatifs également.

De uitdagingen die aan de basis van het project VALYS liggen en een duidelijk grensoverschrijdend karakter hebben, zijn de druk op de open ruimten en de bedreigingen voor het ecologische erfgoed van de Leievallei. Het project biedt en implementeert een grensoverschrijdend kader om deze uitdagingen aan te pakken door acties op verschillende niveaus. Inrichtingen op het terrein die een visie scheppen op de ruimten met een belangrijke impact op de Leievallei, en gemeenschappelijke communicatieacties zetten de kenmerken van de 'Leievallei-Parc de la Lys' in de verf. Het gemeenschappelijke thema van deze acties is de participatie van de doelgroepen en de dialoog met plaatselijke bewoners via innovatieve benaderingen. Dit wordt het vertrekpunt voor een reeks activiteiten, bestemd voor het algemene publiek en geïmplementeerd in het kader van dit project. Verder zal er een toolbox worden ontwikkeld en worden alle acties op elkaar afgestemd met betrekking tot de beeldkwaliteit, de ecologie, het landschap en het recreatieve aspect.

Achievements (EN):

The VALYS project aims to develop the Lys Park on the basis of the regional vision that was developed within the framework of Interreg IV and focuses mainly on two lines of force. On the one hand, the opening of dialogue with the citizen and, on the other hand, the strengthening of the landscape and natural elements of the Parc de la Lys. The challenges underlying the project, which are clearly cross-border in nature, put pressure on the open space and threaten the ecological values of Parc de la Lys. Valys provides the cross-border framework for addressing these challenges and realising them through actions at different levels of scale. The partnership, which consists of the Provincial Administration of West Flanders (lead), the European Metropolis of Lille, the City of Comines-Warneton, the Municipality of Kuurne, the Municipality of Wevelgem, the Intercommunale Leiedal, the City of Harelbeke, the City of Courtrai, the City of Menin, the City of Wervik and the Province of East Flanders, has chosen to once again formally endorse this common framework and communicate on this subject as widely as possible with the border population. The cross-border cooperation charter was signed on 7 October 2016 in the presence of some seventy partners, the public event of 9 October 2016 attracted 600 inhabitants of the border region to Marke and the project was again highlighted on 15 October 2016 during a cruise in Deûlémont. At these three events, the VALYS project was presented in all its facets and both partners and citizens were asked about how they want to evolve the Lys Park in the coming years. Since the beginning of the VALYS project, many moments of consultation have been organised: accompanying committees, coordination groups and a project steering committee. In the tenth semester (01/04/2021-30/09/2021) of the project there were no meetings on the VALYS project due to COVID-19. The project awarded the contract for the development and application of a co-creation methodology as part of the Interreg VALYS project to the Endeavour-DIFT research office. Through this route the project developed a co-creation methodology developed and directly applicable both at a macro level (for the entire valley) and at a micro level (concrete development projects) and according to the corresponding instruments. Both the Leitbild, the ownership and the development of a toolbox are part of the final report. In addition, VALYS was able to finalise almost all of the planned field actions. The development works in Deulémont and concerning the new ecological park “Naturalys” on the banks of the Lys in Comines (France) have been finalised, 3 rest areas have been installed (Armentières, Warneton and Comines), the Vlaspark in Kuurne has been converted into an urban park at the mouth of Heulebeek Creek, a spawning area and an educational course were created in Comines-Warneton, the acquisition of the Spijkerland site in Harelbeke created an open space of high quality and ecological value, and a cycle path was built along Geluwebeek Creek in Wervik as well as in the Heulebeek Creek Valley in Wevelgem. Other projects are still underway, such as the ecological and landscaping redevelopment of the Heulebeek Creek valley in Heule and the realisation of a new gateway for the Hem meadows in Armentières. The Barakkenpark projects in Menin and the construction of a pedestrian bridge in Bousbecque are yet to start, but are already in an advanced study phase. In the annex to this activity report, two documents were taken up with an overview of the various developments via a photo reporting (Annex MT1- ACT1)

Le projet VALYS vise à développer le Parc de la Lys sur la base de la vision régionale qui a été élaborée dans le cadre d'Interreg IV et mise surtout sur deux lignes de force. D'une part, l'ouverture du dialogue avec le citoyen et, d'autre part, le renforcement des éléments paysagers et naturels du Parc de la Lys. Les défis qui sont à la base du projet et qui ont manifestement un caractère transfrontalier mettent la pression sur l'espace ouvert et menacent les valeurs écologiques du Parc de la Lys. VALYS offre le cadre transfrontalier pour aborder ces défis et les concrétiser par le biais d'actions à des niveaux d'échelle différents. Le partenariat qui est composé de l'Administration provinciale de Flandre occidentale (chef de file), de la Métropole Européenne de Lille, de la Ville de Comines-Warneton, de la Commune de Kuurne, de la Commune de Wevelgem, de l'Intercommunale Leiedal, de la Ville d'Harelbeke, de la Ville de Courtrai, de la Ville de Menin, de la Ville de Wervik et de la Province de Flandre orientale, a choisi d'entériner encore une fois formellement ce cadre commun et de communiquer à ce sujet le plus largement possible avec la population frontalière. La charte de coopération transfrontalière a été signée le 7 octobre 2016 en la présence d'une septantaine de partenaires, l'événement public du 9 octobre 2016 a attiré 600 habitants de la région frontalière à Marke et le projet a de nouveau été mis en avant le 15 octobre 2016 lors d'une croisière à Deûlémont. Lors de ces trois événements, le projet VALYS a été présenté sous toutes ses facettes et tant les partenaires que les citoyens ont été interrogés sur la façon dont ils souhaitent faire évoluer le Parc de la Lys dans les années à venir. Depuis le début du projet VALYS, de nombreux moments de concertation ont été organisés: des comités d'accompagnement, des groupe de coordination et un comité de pilotage du projet. Dans le dixième semestre (01/04/2021 - 30/09/2021) du projet il n'y avait pas de reunions sur le projet VALYS à cause du COVID-19. Le projet a attribué le marché pour l'élaboration et l'application d'une méthodologie de cocréation dans le cadre du projet Interreg VALYS au bureau d'étude Endeavour-DIFT. Via ce trajet le projet a développé une méthodologie de cocréation élaborée et directement applicable tant à un niveau macro (pour l'ensemble de la vallée) qu'à un niveau micro (projets d'aménagement concrets) et en fonction des instruments correspondants. Tant le Leitbild, l'ownership que l'élaboration d'une toolbox font partie du rapport final. En outre, VALYS a pu finaliser la quasi-totalité des actions de terrain prévues. Les travaux d'aménagement à Deulémont et concernant le nouveau parc écologique « Naturalys » au bord de la Lys à Comines (France) ont été finalisés, 3 aires de repos ont été installées (Armentières, Warneton et Comines), le Vlaspark à Kuurne a été aménagé en parc urbain à l'embouchure du ruisseau Heulebeek, une aire de frai et un parcours pédagogique ont été créés à Comines-Warneton, l'acquisition du site Spijkerland à Harelbeke a permis de créer un espace ouvert de grande qualité et de grande valeur écologique, et une piste cyclable a été réalisée le long du ruisseau Geluwebeek à Wervik ainsi que dans la vallée du ruisseau Heulebeek à Wevelgem. D'autres projets sont encore en cours, comme le réaménagement écologique et paysager de la vallée du ruisseau Heulebeek à Heule et la réalisation d'une nouvelle porte d'entrée pour les Prés du Hem à Armentières. Les projets Barakkenpark à Menin et la réalisation d'une passerelle pour piétons à Bousbecque doivent encore démarrer, mais se trouvent déjà dans une phase d'étude avancée. En annexe de ce rapport d’activités on a repris deux documents avec un apperçu des différents aménagements via une réportage photo (annexe MT1- ACT1)

The project partners are planning a dozen or so projects aimed at improving the ecological values, the landscape quality and the accessibility of the cross-border territory of “Leievallei-Parc de la Lys”.

Nombre d’actions pour le développement durable à travers : la gestion intégrée des ressources naturelles, la préservation des ressources naturelles, la sensibilisation des publics, le développement de technologies innovantes : 14. Les partenaires du projet envisagent une dizaine d’aménagements ayant pour objectif l’amélioration des valeurs écologiques, la qualité paysagère et l’accessibilité du territoire transfrontalier di « Leievallei-Parc de la Lys ».

Aantal acties voor duurzame ontwikkeling door geïntegreerd beheer van natuurlijke hulpbronnen, bescherming van natuurlijke hulpbronnen, sensibilisering van het publiek en ontwikkeling van innovatieve technologieën: 14. De projectpartners plannen een twaalftal projecten, bedoeld om de ecologische waarden, de landschapskwaliteit en de toegankelijkheid van het grensoverschrijdende gebied Leievallei-Parc de la Lys te verbeteren.
