Le projet MAGETEAUX entend limiter, dans la zone transfrontalière des polders, les inondations par l’amélioration de l’évacuation des eaux en période de crues. Pour ce faire, il s’agit de permettre, de manière temporaire, l’évacuation des eaux du canal de Nieuport à Dunkerque/Canal de Furnes à la fois vers la France et vers la Belgique. Deux nouveaux ouvrages seront réalisés à cet effet. Une station de pompage de secours sur le « Speievaart » permettra de pomper une partie des eaux des Moëres vers le Canal de Furnes. Une vanne entre le Canal de Furnes et le Canal Exutoire sur le site des 4 Ecluses à Dunkerque assurera une évacuation supplémentaire du Canal de Furnes vers la mer à Dunkerque. Parallèlement à ces travaux, les habitants et les acteurs du territoire franco-flamand seront sensibilisés au risque d’inondation, aux conséquences prévisibles du changement climatique et à la nécessité d’une approche commune pour faire face à cette problématique.

Het project MAGETEAUX heeft als doel de afwatering bij hoogwater te verbeteren om overstromingen in de grensoverschrijdende polderregio te beperken. Om dit te bereiken, moet men het water van het kanaal Nieuwpoort-Duinkerke/Veurnevaart tijdelijk in de richting van Frankrijk en België laten afvloeien. Hiertoe zullen twee nieuwe structuren worden gebouwd. De bouw van een noodpompgemaal op de Speievaart zal het mogelijk maken een deel van het water van de Moeren in de Veurnevaart over te pompen. Een sluisdeur tussen de Veurnevaart en het Canal Exutoire op het terrein van de 4 Locks in Duinkerke zal een bijkomende afwatering van de Veurnevaart naar zee in Duinkerke verzekeren. Parallel hiermee zullen bewoners en belanghebbenden op het Frans-Vlaamse grondgebied worden gesensibiliseerd voor het overstromingsrisico, de voorzienbare gevolgen van de klimaatverandering en de noodzaak van een gemeenschappelijke aanpak van dit probleem.

The MAGETEAUX project intends to limit flooding in the cross-border area of the polders by improving drainage during floods. To achieve this, it is necessary to temporarily allow the evacuation of the waters from the Nieuwpoort to Dunkirk/Furnes Canal channel, both towards France and towards Belgium. Two new structures will be built for this purpose. An emergency pumping station on the “Speievaart” will make it possible to pump a part of the water from Moëres towards the Furnes Canal. A floodgate between the Furnes Canal and the Exutoire Canal on the site of the 4 Locks at Dunkirk will ensure an additional evacuation of the Furnes Canal towards the sea at Dunkirk. In parallel with this work, residents and stakeholders in the Franco-Flemish territory will be made aware of the risk of flooding, the foreseeable consequences of climate change and the need for a common approach to deal with this problem.

Le polder est un territoire transfrontalier. Les eaux s'écoulent de la France vers la Belgique et inversement. Pendant des périodes de crue et de haut débit les ouvrages permettant l'évacuation de l'eau dans la mer à Dunkerque et à Nieuport, atteignent leurs limites. Cette situation provoque des inondations dans le littoral transfrontalier et notamment dans les Moëres. Mageteaux souhaite contenir les débordements en améliorant l'évacuation des eaux pendant les crues. La solution proposée consiste à faire écouler l'eau du canal Nieuport-Dunkerque/Canal de Furnes temporairement tant vers la France que vers la Belgique. A cet effet une station de pompage sera construite sur le Speievaart à Furnes et une vanne sur le site des 4 Ecluses à Dunkerque. Le projet permettra également à sensibiliser la population au risque d'inondations, aux conséquences des changements climatiques et à la nécessité d'une bonne coopération pour faire face tous ensemble à cette problématique. Le projet Mageteaux a démarré le 01 01-2016 et terminera le 30-09-2022. Les partenaires du projet ont mis sur pied un site web et d'autres outils de communication et ont organisé une manifestation de lancement fort fréquentée le 11-06-2018 dans la Groot Moerhof, à Adinkerke. Les partenaires ont collaboré avec le bureau Audacioza en vue de la réalisation d'un film de sensibilisation sur les Moëres en général, le projet en particulier et les conséquences prévisibles des changements climatiques. Le film a été mis en ligne le 1er juillet 2020 sur le site internet de Mageteaux et partagé par les partenaires. Le 8 septembre 2020, un premier temps d'information et d'échanges a été organisé à Furnes pour les techniciens et acteurs concernés (municipalités et gestionnaires des cours d'eaux). Le 30 septembre 2021 une conférence de presse a été organisée à l’occasion de la fin des travaux de la station de pompage à Furnes. Du côté flamand les travaux ont été attribués le 7 mai 2019 à l'association temporaire Martens André/ Wegenbouw Ivan Vuylsteke pour un montant de 2.009.738,02 euro hors TVA. Les travaux ont été entamés le 1er octobre 2019 sont terminés. Les travaux ont été terminés au cours du mois de juin 2021. Du côté français le marché de travail a été adjugé à la société Spie Battignoles pour un montant total de 799.818 euros (hors TVA). Le calendrier d'exécution est très serré sachant que le canal est encore ouvert à la navigation. En application des directives gouvernementales et des règles sanitaires, le chantier n'a pas pu démarrer en mars 2020. Pour la reprise des travaux, il a fallu attendre au moins jusqu'au 15 septembre 2020. Ces travaux ont également éte terminés début juillet 2021. La convention internationale franco-belge de 1890 et son avenant de 1968 règlent l'évacuation transfrontalière des Moëres françaises et belges, de la Basse Colme/Bergenvaart et du Canal de Furnes/Kanaal Nieuwpoort-Duinkerke. Les modifications nécessaires de l'évacuation transfrontalière des eaux réglée par la convention sont actuellement en voie de préparation. Il en est de même pour le protocole de coopération réglant la gestion commune des ouvrages. La plafeforme numérique d'échanges de données qui coordonnera les deux ouvrages doit encore être terminé.

Achievements (EN):

The polder is a cross-border territory. The waters flow from France to Belgium and vice versa. During periods of flooding and high speed, the structures allowing the discharge of water into the sea in Dunkirk and Nieuport reach their limits. This situation causes flooding in the cross-border coastline and especially in the Moëres. MAGETEAUX wishes to contain overflows by improving the drainage of water during floods. The proposed solution is to drain water from the Nieuport-Dunkirk Canal/Canal de Furnes temporarily to France and Belgium. For this purpose a pumping station will be built on the Speievaart in Furnes and a valve on the site of the 4 locks in Dunkirk. The project will also raise awareness of the risk of floods, the consequences of climate change and the need for good cooperation to address this issue together. The MAGETEAUX project started on 01 01-2016 and will end on 30-09-2022. The project partners set up a website and other communication tools and organised a kick-off event on 11-06-2018 in the Groot Moerhof in Adinkerke. The partners collaborated with the Audacioza office to make an awareness film about Moëres in general, the project in particular and the foreseeable consequences of climate change. The film was posted on July 1, 2020 on the MAGETEAUX website and shared by the partners. On 8 September 2020, a first information and exchange session was organised in Furnes for the technicians and stakeholders involved (municipalities and watercourse managers). On 30 September 2021 a press conference was organised on the occasion of the completion of the works of the pumping station in Furnes. On the Flemish side the works were awarded on 7 May 2019 to the temporary association Martens André/Wegenbouw Ivan Vuylsteke for an amount of EUR 2 009 738.02 excluding VAT. Work commenced on October 1, 2019 is complete. The work was completed in June 2021. On the French side, the labour market was awarded to Spie Battignoles for a total amount of EUR 799.818 (excluding VAT). The execution schedule is very tight knowing that the channel is still open to navigation. In accordance with government directives and health rules, the construction site was unable to start in March 2020. For the resumption of work, it was not until at least 15 September 2020. This work was also completed in early July 2021. The Franco-Belgian International Convention of 1890 and its amendment of 1968 regulate the cross-border evacuation of the French and Belgian Moëres, the Lower Colme/Bergenvaart and the Furnes/Kanaal Nieuwpoort-Duinkerke Canal. The necessary changes to the transboundary discharge of waters regulated by the Convention are currently being prepared. The same applies to the cooperation protocol regulating the joint management of works. The digital plafeform of data exchange that will coordinate the two works has yet to be completed.

Il s’agit du nombre d’habitant qui seront protégés après la réalisation des investissements du projet. Sont compatibilisés uniquement les habitants du territoire transfrontalier directement concerné par les investissements.

Aantal personen begunstigd door de beschermingsmaatregelen tegen natuurlijke, industriële en technologische risico’s en grensoverschrijdende noodsituaties die uit deze risico’s voortvloeien: 3.000. Dit is het aantal bewoners die beschermd zullen zijn na de investeringen in het project. Alleen bewoners van de grensstreek voor wie de investeringen rechtstreeks relevant zijn, worden in aanmerking genomen.

Expected Results (EN):

Population benefiting from protection measures against natural, industrial and technological risks and cross-border emergencies related to these risks: 3,000. It consists of the number of inhabitants who will be protected after the investments in the project. Only inhabitants of the cross-border region who are directly concerned by the investments are taken into account.
