Le territoire frontalier est marqué par la disparition des services aux citoyens, tant publics que commerciaux. Ce problème touche davantage les zones rurales du territoire transfrontalier du West-hoek et ses habitants moins mobiles. La cohésion sociale dans les villages en est également affectée. Les habitants comme les administrations peuvent jouer un rôle important dans ce défi à relever. Avec Partons 2.0, les partenaires étudieront comment renforcer et organiser de manière plus efficaces les services à l’échelle intercommunale et comment rendre possible des actions pertinentes à l’échelle du village. Le projet aura pour objectifs, d’une part, de responsabiliser les habitants dans la recherche de solutions, et d’autre part, d’accompagner les administrations locales dans leurs actions. La responsabilisation se développera en renforçant le sentiment d’appartenance au territoire. À ce titre, les principales actions porteront sur la mise en place d’un observatoire participatif du territoire avec les habitants, l’organisation de visites de terrain transfrontalières en mettant l’accent sur la découverte des services transfrontaliers aux habitants, et l’accompagnement de projets innovants émanant des habitants.

In de grensstreek zijn de publieke en de commerciële dienstverlening aan de burger aan het verdwijnen. Dit probleem is des te nijpender in de landelijke zones van de grensoverschrijdende Westhoek en voor minder mobiele bewoners. Ook de sociale cohesie in de dorpen heeft hieronder te lijden. Bewoners en besturen kunnen in deze uitdaging een belangrijke rol spelen. Met Partons 2.0 willen de partners onderzoeken hoe de dienstverlening versterkt en efficiënter georganiseerd kan worden op intergemeentelijk niveau en hoe pertinente acties kunnen worden geïmplementeerd op dorpsniveau. De doelstellingen van het project zijn de mensen verantwoordelijkheid te geven om oplossingen te vinden en de lokale besturen in hun acties te ondersteunen. De verantwoordelijkheid zal worden ontwikkeld door het gevoel van verbondenheid met de streek te versterken. De voornaamste acties zullen gericht zijn op de creatie van een participatief gebiedsobservatorium met de bewoners, de organisatie van grensoverschrijdende terreinbezoeken voor de bewoners en de begeleiding van innovatieve projecten van de bewoners.

The border area is marked by the disappearance of both public and commercial services to citizens. This problem is more prevalent in the rural areas of the West-Hoek cross-border territory and its less mobile inhabitants. Social cohesion in villages is also affected. Residents and administrations can play an important role in this challenge. With Partons 2.0, the partners will study how to strengthen and organise services more effectively at the inter-municipal level and how to set up relevant actions at the village level. The project's objectives will be, on the one hand, to empower people to find solutions and, on the other hand, to support local governments in their actions. Accountability will develop by strengthening the sense of belonging to the territory. As such, the main actions will focus on the establishment of a participatory observatory of the territory with the inhabitants, the organisation of cross-border field visits focusing on the discovery of cross-border services for the inhabitants, and the support of innovative projects coming from the inhabitants.

Achievements (FR):

Partons 2.0 est l’acronyme de « participatieve ontwikkeling van de streek » (développement participatif de la région). L’objectif de Partons 2.0 est d'impliquer plus activement la population et les habitants dans le développement de leur région. La participation citoyenne est donc au cœur du projet. En ce qui concerne la thématique, nous nous concentrons spécifiquement sur la prestation de services, dont nous constatons qu’elle disparaît ou qu’elle évolue. Ce sont avant tout les territoires ruraux qui sont touchés, et aussi souvent les habitants moins mobiles. Qu'entendons-nous par la prestation de services ? 1/ la prestation de services commerciaux, 2/ la prestation de services publics et 3/ l’espace public, le paysage et l’espace ouvert (parcs, places, centres de rencontre, etc.), que nous considérons également comme des services aux habitants. Ils offrent aux habitants un bel endroit pour vivre, habiter et travailler et ils favorisent la cohésion sociale. Nous mettons avant tout l’accent sur l’expérimentation, sur les formes innovantes de prestation de services ou l’organisation différente (innovante) des services existants, par exemple en les regroupant. Nous expérimentons et testons des choses dans le cadre des projets pilotes et des appels à projets. Pendant les deux premières années de Partons 2.0, les opérateurs ont accompagné six projets pilotes en collaboration avec le bureau d’étude MAAT-Ontwerpers : Callicanes, Bainghen, Esquelbecq, Winnezeele, St. Juliaan en Wylder. - La réaffectation de l'ancien poste frontière à Callicanes (CCFI/PFO); - Réfléchir sur le paysage environnant et la façon d'y impliquer davantage les habitants à Bainghen (PNRCMO); - La requalification de l'ancien site du moulin à Esquelbecq (CCHF); -La recherche d'un bon emplacement pour une mairie et son rôle au XXIe siècle en tant que lieu central à Winnezeele (CCFI); - Réfléchir avec les habitants sur une offre de services sur mesure pour Sint-Juliaan (PFO); - La création d'une école bilingue à Wylder (CCHF). Les six projets pilotes nous ont tous fourni des informations utiles sur les choses à faire et à ne pas faire, sur les pièges et les défis dans les processus de participation dans ce territoire transfrontalier. Cette action est terminée et le bureau d’étude MAAT-ontwerpers a rédigé un rapport final sur cette matière. À Callicanes, Bainghen, St. Juliaan et Winnezeele, nous avons mis en place avec les acteurs locaux un trajet participatif couronné de succès et nous avons ainsi recueilli les idées, les avis, etc. des habitants. À chaque fois, cette démarche a été réalisée en un format spécifique, adapté au contexte local. Par la suite quelques mois plus tard-, un moment de feedback, qui a pu à chaque fois compter sur un grand intérêt, a été organisé à Callicanes, Bainghen et Winnezeele pour informer et à nouveau impliquer les habitants. À Esquelbecq et Wylder, les projets pilotes ont démarré avec enthousiasme, mais divers facteurs nous ont empêchés de lancer un processus ou de suivre avec succès le processus défini. Il a dès lors été mis fin précocement à ces démarches. Les deux raisons principales de cet échec sont les suivantes: 1. A Esquelbecq, l'administration n'avait pas encore décidé que faire de l'ancien site du moulin et des terrains autour du site. Le trajet participatif n'a donc pas pu démarrer. 2. A Wylder, il a été décidé qu'il fallait créer une école non pas bilingue, mais plurilingue. Par ailleurs, l'administration s'est mise d'accord sur le fait que l'école ne devait pas être installée à Wylder, mais à un endroit qui n'a pas encore été déterminé. Au cours des troisième et quatrième années, nous avons continué à travailler avec ce rapport dans les deux appels à projets de Partons 2.0. Cinq opérateurs - la CCFI, ENRx, le PNRCMO, la CCHF et la Province - ont chacun lancé leur propre appel à projets tout en mettant l’accent sur un thème spécifique, mais tous dans un cadre commun prédéfini, qui se concentre sur l’innovation dans la prestation de services ainsi que sur la participation des habitants. Tant les administrations locales que les associations et les plateformes citoyennes ont pu souscrire à ces appels. Les appels à projets sont soutenus par le travail des autres partenaires de Partons 2.0. Par exemple, l'AGUR, en coopération avec le Département du Nord, le CAUE du Nord, l'ENRx et la Province de Flandre occidentale, a réalisé une analyse transfrontalière services. Il est important d’analyser le thème central de Partons 2.0. L'objectif de cette analyse transfrontalière est d'évaluer l'offre actuelle de services (publics et commerciaux), d'identifier les services existants ou manquants et de dresser un état des lieux commun de l'offre. Les cartes établies ou les chiffres recueillis approfondissent les thèmes (démographie, emploi, commerce et services publics). L'étude met en évidence les défis posés par la concentration des services, leur distribution et leur réelle accessibilité. Le citoyen contribue également à cette analyse en fournissant des informations sur son propre cadre de vie. C'est le coeur de Partons 2.0 : la participation des citoyens. Nous voulons surtout impliquer le citoyen et un certain nombre d'actions ont été développées à cette fin, comme une boîte à idées, des journées de découverte transfrontalière et un observatoire participatif du territoire. Trois actions qui nous permettent de recevoir des idées de l'habitant qui connaît un problème dans son village ou sa région et qui veut tester une idée pour celui-ci. Achievements (EN):

Partons 2.0 is the acronym for “partiicipatieve ontwikkeling van de streek” (participatory development of the region). The objective of Partons 2.0 is to involve the population and inhabitants more actively in the development of their region. Citizen participation is therefore at the heart of the project. As far as the theme is concerned, we focus specifically on the provision of services, which we find that it is disappearing or evolving. It is above all rural areas that are affected, and also often the less mobile inhabitants. What do we mean by service delivery? 1/Provision of commercial services, 2/provision of public services and 3/public space, landscape and open space (parks, squares, meeting centres, etc.), which we also consider to be services to the inhabitants. They offer the inhabitants a beautiful place to live, live and work and they promote social cohesion. We focus primarily on experimentation, innovative forms of service delivery or the different (innovative) organisation of existing services, for example by grouping them together. We experiment and test things in pilot projects and calls for projects. During the first two years of Partons 2.0, the operators accompanied six pilot projects in collaboration with the MAAT-Ontwerpers design office: Callicanes, Bainghen, Esquelbecq, Winnezeele, St. Juliaan en Wylder. — The reassignment of the former border post at Callicanes (CCFI/PFO); — Reflect on the surrounding landscape and how to involve residents more in Bainghen (PNRCMO); — The reclassification of the former mill site at Esquelbecq (CCHF); The search for a good location for a town hall and its role in the 21st century as a central location in Winnezeele (CCFI); — Reflect with residents on a tailor-made service offer for Sint-Juliaan (PFO); — The creation of a bilingual school in Wylder (CCHF). All six pilot projects provided us with useful information on what to do and not to do, about the pitfalls and challenges in the processes of participation in this cross-border territory. This action has been completed and the Maat-ontwerpers has written a final report on this subject. In Callicanes, Bainghen, St. Juliaan and Winnezeele, we set up a successful participatory journey with local actors and collected the ideas, opinions, etc. of the inhabitants. Each time, this approach was carried out in a specific format, adapted to the local context. A few months later, a moment of feedback, which could each time count on a great interest, was organised in Callicanes, Bainghen and Winnezeele to inform and again involve the inhabitants. In Esquelbecq and Wylder, pilot projects started enthusiastically, but various factors prevented us from starting a process or successfully following the defined process. As a result, these steps have been terminated early. The two main reasons for this failure are: 1. In Esquelbecq, the administration had not yet decided to make the old site of the mill and the land around the site. The participatory journey was therefore unable to start. 2. In Wylder, it was decided that a school should be created not bilingual, but multilingual. In addition, the administration agreed that the school should not be set up in Wylder, but at a location that has not yet been determined. In the third and fourth years, we continued to work with this report in both Partons 2.0 calls for projects. Five operators — CCFI, enrx, PNRCMO, CCHF and the Province — each launched their own call for projects while focusing on a specific theme, but all within a predefined common framework, which focuses on innovation in service delivery as well as local participation. Local governments, associations and citizen platforms have been able to subscribe to these calls. Calls for projects are supported by the work of other Partons 2.0 partners. For example, AGUR, in cooperation with the Northern Department, the Northern CAEU, the Enrx and the Province of West Flanders, carried out a cross-border analysis of services. It is important to analyse the central theme of Partons 2.0. The objective of this cross-border analysis is to assess the current supply of services (public and commercial), to identify existing or missing services and to draw up a common state of play of the offer. The maps drawn up or the figures collected deepen the themes (demography, employment, trade and public services). The study highlights the challenges posed by the concentration of services, their distribution and their real accessibility. Citizens also contribute to this analysis by providing information about their own living environment. This is the heart of Partons 2.0: citizen participation. Above all, we want to involve the citizen and a number of actions have been developed to this end, such as an idea box, days of cross-border discovery and a participatory observatory of the territory. Three actions that allow us to receive ideas from the inhabitant who is experiencing a problem in their village or region and who wants to test an idea for it.
