Med nya typer av hot och ett förändrat klimat ökar kraven på samhällets förmåga att hantera kriser och stora olyckor. För att klara framtidens utmaningar behövs komplement till traditionella övningsmetoder. Vår vision är att utveckla ett lättillgängligt, kostnadseffektivt och flexibelt krisövningskoncept som skapar säkerhet i Inre Skandinavien – nu och i framtiden. Projektet CriseIT syftar till att utveckla digitala verktyg, metoder och utbildningskoncept som gör detta möjligt.

With new types of threats and a changing climate, the demands on society’s ability to deal with crises and major accidents are increasing. In order to meet the challenges of the future, it is necessary to complement traditional practice methods. Our vision is to develop an easily accessible, cost-effective and flexible crisis exercise concept that creates security in Inner Scandinavia — now and in the future. The CriseIT project aims to develop digital tools, methods and educational concepts that make this possible.

Achievements (SV):

Dagens samhälle ställs inför många olika typer av kriser och för att kunna hantera dessa krävs handlingsförmåga och beredskap. Många av de kriser som uppstår är komplexa, gränslösa, och kräver samordning mellan flera samhällsaktörer. Värmland och Hedmark har gemensamma risker bland annat i form av naturolyckor kopplade till stora vattendrag, skogrika landskap och stora, glest befolkade områden. I regionen har aktörer med krishanteringsansvar identifierat behov av ökad samverkan och ökad förmåga att hantera kriser. Den bästa vägen till ökad krishanteringsförmåga är att öva, men det är mycket kostsamt och tidskrävande, varför det inte sker så ofta som det borde. Med utgångspunkt i behov som identifierats av dessa aktörer har ett brett konsortium av samhällsaktörer från näringsliv, universitet och myndigheter på lokal och regional nivå på båda sidor landsgränsen samlats i projektet Preparing for Future Crisis Management (kortnamn CriseIT) där tre huvudsakliga uppdrag har genomförts under 2016-2018: 1. Identifiering och analys av behov av digitala verktyg för krisövning: Genom workshops, konferenser, nätverksmöten, och intervjuer har en solid grund kunnat läggas för att åskådliggöra de utmaningar som finns kring krisövning idag och hur de kan tacklas i framtiden med hjälp av digitala verktyg. Projektet har bl.a. tagit fram en rapport som syftar till att identifiera och beskriva förutsättningar och hinder för effektivare krishantering i gränsregionen. Geografiska, demografiska, juridiska och organisatoriska faktorer har undersökts på norsk respektive svensk sida. Vidare har även en svensk-norsk parlör tagits fram som ska fånga ord som samverkande organisationer har nytta av när de övar krisberedskap och krishantering. 2. Utveckling och test av metoder och digitala verktyg för krisövning: Fyra digitala verktyg togs fram i projektet för att täcka upp för de olika behov som kartlagts, baserat på vetenskapligt beprövad metod. Över 70 tillfällen av individuell träning, planeringsprocesser och övningar har sammanlagt genomförts under projektets gång. Bl.a. har en övning genomförts med verktyg utvecklade inom projektet i gränskommunerna Våler och Arvika. 3. Kvalitetssäkring, samordning och nätverksbyggande: Projektet har följt en process där medarbetare på ett stort antal organisationer tillsammans har hjälpts åt i strävan mot projektets mål. Detta hade inte varit möjligt utan stort engagemang men också ett gediget och strukturerat arbete för att kunna samverka, nätverka och sprida nya rön. T.ex. har de digitala verktygen arbetats fram av företagen i projektet, EON Reality Norway, Redpill Linpro och Information Design, i samarbete med forskare och studenter utifrån behovsägarnas önskemål. Genom dessa, och fler resultat från projektet som finns att ta del av i slutrapporten, har projektägarna Karlstads universitet och Høgskolen i Innlandet tillsammans med partners uppnått det övergripande projektmålet om att minska gränsregionala hinder för god krisberedskap genom att utveckla nätverk, metoder och IKT-verktyg som möjliggör enklare, billigare och effektivare krisövningar. Genom ett nära samarbete mellan projektets partners i ett stort antal workshops, samskapade systemutvecklingsaktiviteter, praktiknära och behovsdriven forskning, konferenser med goda exempel m.m. under utvecklingen av projektets resultat har projektet även bidragit till att insatsområdets mål om att öka FoU- och innovationsförmågan i företag och organisationer. Det är svårt att på tre år mätbart kunna öka samhällets förmåga att hantera kriser, men projektet har på denna tid genom att grundligt identifiera behov och föreslå, bygga och testa lösningar tagit de första viktiga stegen i en sådan riktning. Potentialen är hög, och det är tydligt! Arbetet med att förbättra den gränsregionala krisberedskapen genom digitala verktyg fortsätter i projektet CriseIT 2 – Implementing Future Crisis Management.

Today’s society is confronted with many different types of crises, and in order to cope with them, action and preparedness are required. Many of the crises that arise are complex, borderless, and require coordination between several societal actors. Värmland and Hedmark have common risks in the form of natural disasters linked to large watercourses, forest-rich landscapes and large, sparsely populated areas. In the region, actors with responsibility for crisis management have identified the need for increased collaboration and increased capacity to manage crises. The best way to increase crisis management skills is to practice, but it is very costly and time consuming, which is why it doesn't happen as often as it should. Building on the needs identified by these actors, a broad consortium of societal actors from industry, universities and authorities at local and regional level on both sides of the country border has been gathered in the project Preparing for Future Crisis Management (short name CriseIT) where three main assignments have been carried out in 2016-2018: 1. Identification and analysis of the need for digital tools for crisis exercises: Through workshops, conferences, network meetings, and interviews, a solid foundation has been laid to illustrate the challenges that exist around crisis exercise today and how they can be tackled in the future with the help of digital tools. The project has, among other things, produced a report aimed at identifying and describing the conditions and obstacles for more effective crisis management in the border region. Geographical, demographic, legal and organisational factors have been investigated on the Norwegian and Swedish sides. Furthermore, a Swedish-Norwegian parlour has also been developed to capture words that cooperative organisations benefit from when they practice crisis preparedness and crisis management. 2. Development and testing of methods and digital tools for crisis exercise: Four digital tools were developed in the project to cover the different needs identified, based on scientifically proven method. Over 70 sessions of individual training, planning processes and exercises have been carried out in total during the project. Among other things, an exercise has been carried out with tools developed within the project in the border municipalities of Våler and Arvika. 3. Quality assurance, coordination and networking: The project has followed a process in which employees of a large number of organisations together have been helped in the pursuit of the project’s goals. This would not have been possible without great commitment but also a solid and structured work to be able to collaborate, network and disseminate new findings. For example, the digital tools have been developed by the companies in the project, EON Reality Norway, Redpill Linpro and Information Design, in collaboration with researchers and students based on the needs owners’ wishes. Through these, and more results from the project that are included in the final report, the project owners Karlstad University and Høgskolen in Innlandet together with partners have achieved the overall project goal of reducing border regional barriers to good crisis preparedness by developing networks, methods and ICT tools that enable simpler, cheaper and more efficient crisis exercises. Through close cooperation between the project partners in a large number of workshops, co-created system development activities, practical and needs-driven research, conferences with good examples, etc. during the development of the project’s results, the project has also contributed to the priority area’s goal of increasing R & D and innovation capacity in companies and organisations. It is difficult to measurably increase society’s ability to manage crises in three years, but at this time the project has taken the first important steps in such a direction by thoroughly identifying needs and proposing, building and testing solutions. The potential is high, and that is clear. Work on improving cross-border crisis preparedness through digital tools continues in the project CriseIT 2 — Implementing Future Crisis Management.
