Description (EN):

An (cold and dark) Arctic climate in northern Finland, Norway and Sweden means that large amounts of energy are used to support the region’s building stock. Needs and demands for reduced resource use in the region’s communities have in recent years increased the interest and incentives to energy efficient the stock. Questions about how energy efficient houses — low-energy houses — can be designed for an Arctic climate have led to a number of demonstration/pilot projects being initiated in municipalities in the border region. The projects have been variously successful, mainly because the experience and knowledge of the construction of low-energy buildings in the region is limited, as well as knowledge about how heating and ventilation systems can be designed for such houses without compromising the comfort and economy of the users. Characteristic of most demonstrator/pilots is the lack of systematic and documented evaluations of selected solutions — what works well/less well in our Arctic climate? Measurements and follow-ups have been carried out towards the end of the projects and often become so short that the operation of the solutions has only been partially evaluated. The dissemination of experience and results from the projects to other municipalities and relevant social and business actors in the region has also been limited. In order to be better able to drive and stimulate the work on resource efficiency in society, municipalities in the region need broader knowledge of the energy efficiency solutions that have been tested and evaluated for the region’s specific climate conditions. The goal of the project is therefore to increase competence in the border region’s municipalities with regard to green community development decisions, with a focus on energy efficiency of buildings in the Arctic climate. To achieve the goal, the project will achieve (1) knowledge and exchange of experience between the border region’s Finnish/Swedish/Norwegian municipalities around low-energy house pilots/demonstrators, and (2) create a comprehensive knowledge base for low-energy houses in arctic climates. By following up on a number of low-energy buildings in the region, new technologies developed and tested for an Arctic climate can be mapped and evaluated in terms of energy, costs and user experiences of, for example, indoor climate. The municipalities of the three countries in the region are currently facing high demands for more and better buildings, requiring energy renovation in existing housing stock. Based on the mapping and evaluation of best practice in low-energy buildings in the Arctic climate, proposals for measures to reduce energy consumption and improve indoor climate in older buildings selected in dialogue with municipalities from their own property portfolio are developed and evaluated. By evaluating building objects in three different countries, the acquired knowledge and experience of different technical solutions across national borders is documented, compared and exchanged. Completed mappings and evaluations are discussed and presented to municipalities in the border region, and relevant sector authorities, participating in meetings, workshops and study trips organised in the region as part of the implementation of the project. The exchange of knowledge and experience that takes place is documented and analysed to highlight the prerequisites for a broader application (in a broader societal and business development perspective) of knowledge and experience from low-energy house demonstrator/pilots in the border region. The results of the project are also compiled in reports that are discussed, presented and published in both scientific and popular science external contexts. Through the described working methods, working new technologies for the energy efficiency of buildings in the Arctic climate will be implemented more quickly when renovating the older building stock, which contributes to resource efficiency in the region’s communities. The project, which lasts for three years, is led by experienced senior researchers in the three countries, PhD students participating will contribute to surveys and evaluations in all three countries.

Ett (kallt och mörkt) arktiskt klimat i nordligaste Finland, Norge och Sverige medför att stora mängder energi används för att försörja regionens byggnadsbestånd. Behov och krav på minskad resursanvändning i regionens samhällen har under senare år ökat intresset och incitamenten för att energieffektivisera beståndet. Frågor kring hur energieffektiva hus ¿ lågenergihus - kan utformas för ett arktiskt klimat har lett till att ett antal demonstrations-/pilotprojekt initierats i kommuner i gränsregionen. Projekten har varit olika framgångsrika, främst för att erfarenheten och kunskapen om byggande av lågenergihus i regionen är begränsad, liksom också kunskaper kring hur värme- och ventilationssystem kan utformas för sådana hus utan att brukarnas komfort och ekonomi försämras. Kännetecknande för de flesta demonstrator-/piloter är avsaknaden av systematiska och dokumenterade utvärderingar av valda lösningar - vad fungerar bra/mindre bra i vårt arktiska klimat? Mätningar och uppföljningar har utförts mot slutet av projekten och ofta blivit så kortvariga att lösningarnas funktion i drift bara delvis utvärderats. Spridningen av erfarenheter och resultat från projekten till andra kommuner och relevanta samhälls- och näringslivsaktörer i regionen har också varit begränsad. För att bättre kunna driva och stimulera arbetet med resurseffektiviseringar i samhället behöver kommuner i regionen bredare kännedom om de lösningar för byggnaders energieffektivisering som prövats och utvärderats för regionens särskilda klimatförutsättningar. Målet med projektet är därför att höja kompetensen i gränsregionens kommuner avseende gröna samhällsutvecklingsbeslut, med inriktning mot energieffektivisering av byggnader i arktiskt klimat. För att nå målet ska projektet åstadkomma (1) kunskapsoch erfarenhetsutbyte mellan gränsregionens finska/svenska/norska kommuner kring lågenergihuspiloter/demonstratorer, och (2) skapa ett samlat kunskapsunderlag avseende lågenergihus i arktiskt klimat. Genom att följa upp ett antal lågenergihus i regionen kan ny teknik som utvecklats och testats för ett arktiskt klimat kartläggas och utvärderas avseende energi, kostnader och brukarupplevelser av t.ex. inomhusklimat. De tre ländernas kommuner i regionen står i dagsläget inför stora krav på fler och bättre byggnader, varvid energirenovering i befintligt bostadsbestånd krävs. Utgående från kartläggning och utvärderinga av best practice inom lågenergihus i arktiskt klimat, utarbetas och utvärderas åtgärdsförslag för minskad energianvändning och förbättrat inomhusklimat i äldre byggnader som väljs i dialog med kommunerna från deras egna fastighetsbestånd. Genom att byggnadsobjekt i tre olika länder utvärderas dokumenteras, jämförs och utbyts vunna kunskaper och erfarenheter om olika tekniska lösningar över nationsgränser. Genomförda kartläggningar och utvärderingar diskuteras och presenteras för kommuner i gränsregionen, och relevanta sektorsmyndigheter, som deltar i möten, workshopar och studieresor som arrangeras i regionen som en del i projektets genomförande. Det kunskaps- och erfarenhetsutbyte som sker dokumenteras och analyseras för att belysa förutsättningar för en bredare tillämpning (i ett vidare samhälls- och näringslivsutvecklingsperspektiv) av kunskaper och erfarenheter från lågenergihusdemonstrator-/piloter i gränsregionen. Projektets resultat sammanställs också i rapporter som diskuteras, presenteras och publiceras både i vetenskapliga och populärvetenskapliga externa sammanhang. Genom beskrivet arbetssätt kommer fungerande ny teknik för energieffektivisering av byggnader i arktiskt klimat att snabbare kunna implementeras vid renovering av det äldre byggnadsbeståndet, vilket bidrar till resurseffektiviseringar i regionens samhällen. Projektet, som pågår i tre år, leds av erfarna seniora forskare i de tre länderna, doktorander som medverkar kommer att bidra till undersökningar och utvärderingar i alla tre länder.

Achievements (EN):

Objective: The overall goal of the project was to increase the competence of the municipalities in the border region regarding green community development with a focus on energy efficiency of buildings in the Arctic climate. Results: New cooperation between LTU and public property owners has been established in the field of energy efficiency in buildings in the Arctic region. Increased knowledge has been achieved, in particular on the energy efficiency situation of public building owners’ building stock (e.g. current strategies, targets and methods, opportunities and barriers). The cooperation between LTU and municipal property owners Pitebo in Piteå and Kirunabostäder in Kiruna has been further deepened. LTU has developed two different project proposals in collaboration with Pitebo and Kirunabostäder. Both proposals are related to methods for evaluating energy efficiency in buildings and were developed as spin-offs from the EEBAK project. A completed report on the case study in Nonshaugen has been completed with the results focused on thermal comfort and energy consumption in buildings with high heat mass in the Arctic. Lapland UAS compiled a collection of articles entitled “Energy efficiency of the property portfolio — the key to reducing environmental impact” in Finnish. This was published during Lapland UAS’s publication series and will be available to participants and interested parties even after the project. LTU reported and discussed important results and reflections from the various case studies conducted with stakeholders, including representatives of the municipal sector, at the workshop in Kiruna. Results and reflections from the case studies were also documented in a video-recorded presentation to enable dissemination to a wider audience. Achievements (SV):

Mål: Projektets övergripande mål var att höja kompetensen bland gränsregionens kommuner avseende grön samhällsutveckling med inriktning mot energieffektivisering av byggnader i arktiskt klimat. Resultat: Nytt samarbete mellan LTU och offentliga fastighetsägare har etablerats inom området energieffektivitet i byggnader i den arktiska regionen. Ökad kunskap har uppnåtts, särskilt om situationen för energieffektivitet hos de offentliga fastighetsägarnas bygglager (t.ex. aktuella strategier, mål och metoder samt möjligheter och hinder). Samarbetet mellan LTU och kommunala fastighetsägare PiteBo i Piteå och Kirunabostäder i Kiruna har fördjupats ytterligare. LTU har utvecklat två olika projektförslag i samarbete med Pitebo respektive Kirunabostäder. Båda förslagen är relaterade till metoder för utvärdering av energieffektivitet i byggnader och utvecklades som spin-offs från EEBAK-projektet. En färdig rapport om fallstudien i Nonshaugen har slutförts med resultaten fokuserade på termisk komfort och energiförbrukning i byggnader med hög värmemassa i Arktis. Lapland UAS sammanställde en samling artiklar med titeln "Fastighetsportföljens energieffektivitet - nyckeln till att minska miljöpåverkan" på finska. Detta publicerades under Lapland UAS publikationsserie och kommer att finnas tillgängligt för deltagare och intresserade även efter projektet. LTU rapporterade och diskuterade viktiga resultat och reflektioner från de olika fallstudierna som utförts med intressenter, inklusive företrädare för den kommunala sektorn, vid verkstaden i Kiruna. Resultat och reflektioner från fallstudierna dokumenterades också i en videoinspelad presentation för att möjliggöra spridning till en bredare publik.
