Utgångspunkten för projektet är farhågor om att sysselsättningsproblem för akademiker och segregering medför en betydande förlust av innovations- och kompetenspotential i de nordliga delarna av Norden, vilket har en negativ effekt på välfärden i arbetet. Det är också bekymmersamt att framtidsutsikterna blir mörkare och att många lämnar den nordliga regionen. Projektet svarar på denna utmaning genom två huvudsakliga åtgärder inom detta projekt: WP 3 Arctic Attitude - HR- nätverk som stöd för gränsöverskridande rörlighet; WP 4 Arctic Creativity - gränsöverskridande rörlighet framför allt inom ICT-sektorn. Projektets huvudmål knyter an till Joint Arctic Agenda-avtalet som de medverkande universiteten undertecknade 2016 och som bl.a. syftar till att bilda en synergisk allians av de medverkande universiteten med nya möjligheter för både studenter, specialister och hela regionen. Man har inom högskolevärlden börjat uppmärksamma behovet av att studenter hittar sysselsättning som motsvarar deras akademisk expertis och exempelvis i Finland planeras detta bli en resultatindikator på universitet. Betydligt ökad rörlighet ses som ett viktigt mål på universiteten och inom forskningsfinansieringen. Rörligheten i sig bidrar dock inte per automatik till ökad välfärd. Därför är det viktigt med det mångdimensionella perspektivet och starkare social hållbarhet när det gäller rörlighet. Dessa resultat bidrar till att dra nytta av rörlighet på ett sätt som gynnar regionen och dess invånare.

Description (EN):

Telecommunications capacity in the Arctic and northern areas is not in line with the rest of society. This means that industry, society, education and people in this area cannot benefit from digitalisation in the same way that others do. The purpose of the project is therefore to describe how this problem could be solved by creating an appropriate communication architecture for Arctic areas. Initially, the core network in this architecture consists of submarine cables and/or broadband satellites as well as local mobile networks initially based on 4G and then 5G technology. These networks are supported by modern high-frequency and mobile satellite communications. Since the future of some of these technologies is rather unclear, several alternative architectures are addressed. The details of these highlight technical shortcomings, as well as the needs and support of legislation and policy makers. Once the shortcomings of the architecture have been identified and what is required to correct them, a roadmap is created that describes what is required, and when and by whom. The roadmap also allows the creation of projects, regulatory frameworks and policy processes that will solve the critical problems of the Arctic communication solution. The Arctic element is part of the future global communication solution for remote areas, with its special conditions such as the Arctic climate.

Mål: Syftet med projektet var att främja placeringen av universitetsexaminerade för den nordiska arbetsmarknaden och att stödja flytten av akademiskt utbildade människor till regionen. Resultat: De bästa prestationerna är ökat, intensifierat och insiktsfullt samarbete mellan Arctic Five- universiteten. I syfte att identifiera, förstå och hitta lösningar för gemensamma gränsöverskridande akademiska arbetsbaserade mobilitetsutmaningar finns det behov av en djupgående förståelse av komplexiteten i förhållande till situationen. Universitet i regionen är en så värdefull resurs eftersom de fungerar som centrala facilitatorer för forskning, utveckling och innovation i regionen i samarbete med olika intressenter från både offentlig och privat sektor och också skapar jobb som är kärnan för det nordiska välfärdssamhället. Läs mer om Arctic Five på The Arctic Five – The Arctic Five (arcticagenda.org) Projektet gjorde att partnerna kunde komma lite närmare varandra - trots den covid-19- pandemin som höll dem ifrån varandra under det sista året. De skapade kollegiala förbindelser som kommer att bestå i många år framöver. De lyckades också skapa ett HR- nätverk för Arctic Five-universiteten och samdesigna en idé om en digital plattform för fortsatt samarbete för att förbättra förutsättningarna för akademiskt arbete och gränsöverskridande rörlighet som är förvånansvärt låg. Samarbete med HR-tjänster i varje land resulterade i en ny projektansökan om virtuella HR-tjänster - ett arbete som måste fortsätta genom att främja digitaliseringen mer inom HR-sektorns tjänster, inte minst för hållbar kompetensförsörjning. https://www.oulu.fi/wgs/node/54495

Achievements (EN):

Objective: The aim of the project was to promote the placement of university graduates for the Nordic labour market and to support the relocation of academically trained people to the region. Results: The best achievements are increased, intensified and insightful collaboration between Arctic Five universities. In order to identify, understand and find solutions for common cross-border academic work-based mobility challenges, there is a need for an in-depth understanding of the complexity of the situation. Universities in the region are such a valuable resource because they act as key facilitators for research, development and innovation in the region in collaboration with various stakeholders from both the public and private sectors and also create jobs that are at the core of the Nordic welfare society. Read more about Arctic Five at The Arctic Five — The Arctic Five (arcticagenda.org) The project allowed partners to get a little closer — despite the COVID-19 pandemic that kept them apart in the last year. They created collegial relationships that will last for many years to come. They also managed to create an HR network for Arctic Five universities and co-design an idea of a digital platform for continued collaboration to improve the conditions for academic work and cross-border mobility that is surprisingly low.
