SMEs are showing increased interest in growth opportunities in their immediate neighbours, but need more information on business conditions in neighbouring countries. The pre-study “Business Life’s Border Barriers in the North” has shown that the biggest obstacle to companies’ internationalisation is the lack of information among entrepreneurs. If you do not receive the right, easily accessible and relevant information, the establishment of the company in other countries or access to other countries’ markets may be delayed, hampered or prevented. Companies find it difficult to reach new markets in the immediate region, which hinders the growth and development of the entire region. The project will help small and medium-sized companies dare to take the first step towards international business, which promotes the internationalisation of SMEs and improved opportunities to reach new markets. Through increased exchange of information and cross-border interaction between the Border Service, the region’s advisory and guidance organisations, mutual competence is being built, and companies have access to knowledge and relevant information to develop their business activities and to strengthen their position both in local markets and outside the region. The project will develop good coordination between regional actors working on the same issues. The service model developed during the project enables companies to receive the necessary information in a timely manner, which provides better conditions for cross-border operations. During the project, all partners (border service offices, companies, authorities, industry actors and support functions) will learn from each other and find good coordination between each other. The aim of the cooperation is to address jointly identified challenges in border regions and exploit the growth opportunities available in border regions. The aim of the project is to contribute to the attention of the business sector’s border barriers at regional, national and Nordic levels. In addition, the Border Service seeks and develops effective solutions for border barriers at local, regional, national and Nordic levels in order for the regions to fully exploit the growth potential of Nordkalotten’s business environments today. The project will organise seminars and trainings that stimulate more groups, including young people, women and foreign-born people, to cross-border activities.

Små och medelstora företag visar ökat intresse för tillväxtmöjligheter i de närmaste grannländerna men behöver mer information om näringslivsvillkor i grannländerna. Förstudien "Näringslivets Gränshinder i Norr" har visat att det största hindret för företagens internationalisering är bristen på information hos företagarna. Om man inte får rätt, lättillgänglig och relevant information kan företagets etablering i andra länder eller tillgång till andra landets marknader försenas, försvåras eller förhindras. Företagen har svårt att nå nya marknader i närområdet vilket hindrar hela regionens tillväxt och utveckling. Projektet ska bidra till att små och mellanstora företag vågar ta första steget mot internationell verksamhet, vilket främjar små och medelstora företags internationalisering och förbättrade möjligheter att nå ut till nya marknader. Genom ett ökat informationsutbyte och samverkan över nationsgränserna mellan Gränstjänsten, regionens rådgivnings- och vägledningsorganisationer bygger man ömsesidig kompetens, och företagen får tillgång till kunskap och relevant information för att utveckla sina affärsverksamheter samt för att stärka sin ställning både på närmarknader och utanför regionen. Projektet ska utveckla god koordination mellan regionala aktörer som arbetar med samma frågeställningar. Den tjänstemodell som utvecklas under projektet möjliggör att företagen får nödvändig information i rätt tid, vilket ger bättre förutsättningar för gränsöverskridande verksamhet. Under projektets gång ska alla partners (gränstjänstkontoren, företagen, myndigheter, näringslivets aktörer och stödfunktioner) lära sig av varandra och hitta en god koordination mellan varandra. Samarbetets syfte är att åtgärda gemensamt identifierade utmaningar i gränsregionerna och nyttja de tillväxtmöjligheter som finns i gränsområdena. Projektets ambition är att bidra till att näringslivets gränshinder blir uppmärksammade på regional, nationell och nordisk nivå. I tillägg söker och utvecklar Gränstjänsten fungerande lösningar till gränshinder på lokal, regional, nationell och nordisk nivå för att regionerna fullt ut ska kunna utnyttja den tillväxtpotential som Nordkalottens näringslivsmiljöer har idag. Projektet ska ordna seminarier och utbildningar som stimulerar fler grupper, bl.a. ungdomar, kvinnor och utrikesfödda, till gränsöverskridande verksamhet.

Achievements (EN):

Objective: The long-term objective of the project was to increase the proportion of SMEs operating cross-border, to promote the internationalisation of SMEs, and to offer opportunities to reach new markets. Results: During the project’s operating period, the number of business contacts has increased at the Nordkalotten Border Service. The project’s information efforts have had a direct impact on the number of requests in both Finland and Norway. The customer base of the Border Service has become broader. 160 companies and 347 people have taken part in the project’s activities. Business issues clearly show that public advice and information is at a general level. In particular, small and medium-sized companies need the services of an actor who has time to immerse themselves in industry-specific issues in the neighbouring country and also has a good overview of the complexity of the issues. An authority can answer questions concerning its own area of responsibility in its own country, but in order to provide an overall picture and sufficient answers to entrepreneurs in cross-border cases, it is necessary to obtain information from several different authorities in both countries. The Nordkalotten Border Service can handle this task for the entrepreneur. The project has developed a model for the business guidance that Nordkalotten’s Border Service could work with in the future. Entrepreneurs are often familiar with the rules and practices of their home country, and by getting a structured picture of what similar practices are in the neighbouring country, it is easier to understand and recognise the differences between countries. The work of the Border Service staff will contribute to the building up and strengthening of cross-border competence when the results of investigations carried out are saved on the Border Service website. Achievements (SV):

Mål: Projektets långsiktiga mål var att öka andelen små och medelstora företag som bedriver gränsöverskridande verksamhet, att främja små och medelstora företags internationalisering, samt erbjuda möjligheter att nå ut till nya marknader. Resultat: Under projektets verksamhetstid har antalet företagskontakter ökat hos Nordkalottens Gränstjänst. Projektets informationssatsningar har haft direkt inverkan på antalet förfrågningar i både Finland och Norge. Gränstjänstens kundunderlag har blivit bredare. 160 företag och 347 personer har tagit del av projektets aktiviteter. Företagens frågor visar tydligt att den offentliga rådgivningen och informationen är på allmän nivå. Det är speciellt små- och mellanstora företag som behöver tjänster av en aktör som har tid att fördjupa sig i bransch-specifika frågor i grannlandet och som har också en god överblick av frågornas komplexitet. En myndighet kan svara på frågor som gäller sitt eget ansvarsområde i sitt eget land, men för att kunna ge en helhetsbild och tillräckliga svar till företagarna i gränsöverskridande fall måste man hämta information från flera olika myndigheter i båda länderna. Den uppgiften kan Nordkalottens Gränstjänst sköta för företagaren. Projektet har tagit fram en modell för den näringslivsvägledning som Nordkalottens Gränstjänst skulle kunna arbeta med i framtiden. Företagare känner ofta till hemlandets regler och praxis, och genom att få en strukturerad bild av vad motsvarande praxis är i grannlandet, blir det lättare att förstå och erkänna olikheterna mellan länderna. Det arbete som Gränstjänstens anställda utför kommer att bidra till uppbyggandet och förstärkning av gränsöverskridande kompetens när resultaten av genomförda utredningar sparas på Gränstjänstens webbplats.
