Scandinavian Heartland är ett samarbete mellan Fjellregionen i Norge och Dalarna i Sverige för att öka sysselsättning och inflyttning. Projektet Business Improvement stöttar företag och kommuner i deras innovationsarbete. Detta gör vi genom att utbyta metoder över gränsen och testa utvecklingsmetoder som är nya för företag och kommuner. Projektet avslutades 2018-12-31.

Scandinavian Heartland is a collaboration between the Fjell region in Norway and Dalarna in Sweden to increase employment and migration. The Business Improvement project supports companies and municipalities in their innovation efforts. We do this by exchanging methods across the border and testing development methods that are new to companies and municipalities. The project ended on 31 December 2018.

Achievements (SV):

Under 2015-2018 har Fjellregionen i Norge och kommunerna i norra Dalarna i Sverige samarbetat i projektet Scandinavian Heartland – Business Improvement för att öka sysselsättningen och inflyttningen i projektregionen. Genom utbyte av metoder över gränsen och test av nya metoder för företag och kommuner har projektet stöttat aktörerna i deras innovationsarbete. Mass Customization (MSS) är en företagsutvecklingsmetod som förenar fördelen med massproduktionens låga kostnader och mervärden förknippade med kundanpassad produktion. Genom ett tätt samarbete i projektet mellan norska SINTEF, Högskolan Dalarna och IUC Dalarna har metoden spridits från Røros till Dalarna. Arbetet har bl.a. resulterat i att MAFI AB i Mora beslutat om nya investeringar, Kjellmark AS i Holtålen har tagit fram underlag för en ny fabrikslayout och Avldal Skurlag har tagit fram ett helt nytt koncept för stugor tillsammans med andra företag. Projektets insatser för att sprida MSS har även bidragit till etableringen av det nya industriklustret Norwegian Mass Customization Cluster, med målsättning om ökat värdeskapande, lönsamhet och innovationsförmåga. Mass Customization är efter projektslut även tillgängligt för företag genom Högskolan i Dalarna. I upplägget kan företag och kommuner som är intresserade av metoden få tillgång till nyexaminerade akademiker som hjälper företaget i sitt MSS-arbete. Akademikern får i sin tur coaching från SINTEF i Norge och processtöd från forskare på sin lokala högskola. Business Improvement Districts (BID) är en internationellt beprövad samverkansform där offentlig sektor (kommun) och privat sektor (företag, fastighetsägare, markägare) tillsammans förverkligar idéer som tidigare verkade omöjliga. Projektet har tillsammans med Svenska Stadskärnor, fem svenska och fyra norska kommuner tagit fram en BID-modell anpassad för svenska förhållanden och landsbygdens behov. Kommunerna har fått omfattande stöd att utveckla sina centrumkärnor enligt BID-modellen, och är mycket nöjda med arbetet och anser att de äntligen har fått ett fungerande utvecklingsverktyg som kan anpassas till de varierande förutsättningarna som kan råda i orter eller områden. BID-kommunen Torsby var en av de fem kommuner i Sverige där handeln utvecklats mest gynnsamt under 2017, och årets centrumutvecklare 2018 blev Sussi Sakofall i BID-kommunen Ludvika. Båda händelserna kan i hög grad tillskrivas deltagande i Scandinavian Heartlands BID-arbete. Idag förvaltas och vidareutvecklas BID-modellen av Svenska Stadskärnor som använder den i sitt platsutvecklingsarbete, och flertalet kommuner i Värmland, Dalarna och Hedmark har visat starkt intresse för att delta i framtida BID-satsningar. Ytterligare resultat från Scandinavian Heartland – Business Improvement, som även har arbetat med metoderna Tidig dialog i offentlig upphandling, Knowledge Transfer Partnership (KTP), och Flerkulturell verdiskaping, återfinns i projektets slutrapport.

During 2015-2018, the Fjell region in Norway and the municipalities in northern Dalarna in Sweden have collaborated on the Scandinavian Heartland — Business Improvement project to increase employment and migration in the project region. Through the exchange of methods across the border and testing of new methods for companies and municipalities, the project has supported the actors in their innovation work. Mass Customisation (MSS) is a business development method that combines the advantage of the low costs of mass production and the added value associated with customised production. Through close collaboration in the project between Norwegian SINTEF, Dalarna University and IUC Dalarna, the method has spread from Røros to Dalarna. The work has resulted in MAFI AB in Mora deciding on new investments, Kjellmark AS in Holtålen has developed the basis for a new factory layout and Avldal Skurlag has developed a completely new concept for cottages together with other companies. The project’s efforts to spread MSS have also contributed to the establishment of the new industrial cluster Norwegian Mass Customisation Cluster, with the aim of increasing value creation, profitability and innovation capacity. Mass Customisation is also available to companies through Dalarna University. In the set-up, companies and municipalities interested in the method can have access to newly graduated graduates who help the company in their MSS work. The academic in turn receives coaching from SINTEF in Norway and process aid from researchers at their local university. Business Improvement Districts (BID) is an internationally proven form of collaboration where the public sector (municipality) and private sector (companies, property owners, landowners) together realise ideas that previously seemed impossible. The project, together with the Swedish City Centres, five Swedish and four Norwegian municipalities, has developed a BID model adapted to Swedish conditions and rural needs. The municipalities have received extensive support to develop their cores according to the BID model, and are very satisfied with the work and believe that they have finally received a working development tool that can be adapted to the varying conditions that may prevail in places or areas. The Bid municipality Torsby was one of the five municipalities in Sweden where trade developed most favourably in 2017, and this year’s center developer in 2018 became Sussi Sakofall in the BID municipality of Ludvika. Both events can be largely attributed to participation in Scandinavian Heartland BID work. Today, the BID model is managed and further developed by Svenska Stadskärnor who use it in their site development work, and several municipalities in Värmland, Dalarna and Hedmark have shown strong interest in participating in future BID initiatives. Further results from Scandinavian Heartland — Business Improvement, which has also worked with the methods Early dialogue in public procurement, Knowledge Transfer Partnership (KTP), and multicultural verdiskaping, can be found in the project’s final report.
