Le projet SECURUS répond au défi de sécuriser les itinéraires de Bielsa - Aragnouet (Lannemazan - Aínsa) et de l'Espace Pourtalet (Laruns - Biescas), avec l'objectif de garantir la sécurité des usagers contre les risques naturels. Ces itinéraires demandent une surveillance et une réaction des acteurs du territoire face aux risques naturels récurrents, à travers des actions qui dépassent les limites géographico- administratives, avec une meilleure coordination entre les moyens humains et financiers binationaux. Afin de protéger les usagers et fiabiliser ces itinéraires le long de toute l'année, SECURUS travaillera suivant les principes d’actions suivants: protection et prévention du risque d'avalanches, du risque des glissements et de l'érosion de terres, et des risques par la foudre, ainsi que le développement et la mise à jour des Plans d'Actions Binationaux, articulés sur des équipes de première intervention. La cohérence et la force du projet résident dans le fait qu'il est porté par deux structures de coopération territoriale transfrontalières (CTBA 2008 et GECT 2011), qui ont des moyens propres et l'expérience des projets POCTEFA (Gescontrans, Bidirex, Espalet), avec une problématique commune de risques naturels et la recherche de synergies et de solutions innovantes entre les deux structures. Le budget total du projet approuvé monte à 4.220.626,28 €, financé au 65% par des fonds européens du Programme Interreg V A Espagne-France-Andorre (POCTEFA 2014-2020).

SECURUS project responds to the challenge of protecting the road connexions between Bielsa - Aragnouet (Lannemazan - Ainsa) and Portalet Area (Laruns - Biescas), in order to ensure the safety of its users against natural hazards. These routes require managing and monitoring from the territorial authorities against recurrring natural hazards, through actions that go beyond the administrative and geographical limits with greater coordination of the human and material ressources of both countries. In order to protect users and make these routes more reliable during all seasons, SECURUS will implement the following actions: prevention and protection against avalanches, risk of landslides and thunderstorms, in addition to developing and updating the cross-border Action Plans related to First Response Teams. The consistency and strength of the project lies in the fact that it is developed by two border territorial cooperation structures (CTBA 2008 and EGCT 2011), which have their own resources and experience in POCTEFA projects (Gescontrans, Bidirex, Espalet), with a common problem of natural hazards and a search for innovative solutions and synergies between the two structures. The total cost of the approved project is 4.220.626,28 euros, 65% is funded by the Interreg European program V A Spain-France-Andorra (POCTEFA 2014-2020).

El proyecto SECURUS responde al reto de proteger el itinerario de los ejes Bielsa - Aragnouet (Lannemazan - Aínsa) y del Espacio Portalet (Laruns - Biescas), con el fin de garantizar la seguridad de sus usuarios contra los riesgos naturales. Estos itinerarios requieren de una vigilancia y reacción de los actores del territorio frente a riesgos naturales recurrentes, mediante actuaciones que superen los límites geográfico-administrativos, con una mayor coordinación entre los medios humanos y materiales binacionales. Con el fin de proteger a los usuarios y fiabilizar estos itinerarios durante todas las épocas del año, SECURUS trabajará en las siguientes líneas de actuación: protección y prevención del riesgo de avalanchas, del riesgo del deslizamiento y erosión de tierras, y de riesgos por tormenta eléctrica, así como el desarrollo y actualización de Planes de Actuación Binacionales, articulados en base a equipos de primera intervención. La coherencia y fuerza del proyecto residen en el hecho de que está desarrollado por dos estructuras de cooperación territorial transfronteriza (CTBA 2008 y AECT 2011), que disponen de medios propios y de experiencia en proyectos POCTEFA (Gescontrans, Bidirex, Espalet), con una problemática común de riesgos naturales y buscando sinergias y soluciones innovadoras. El importe total del proyecto aprobado asciende a 4.220.626,28 €, financiado en un 65% por fondos europeos del Programa Interreg V A España-Francia-Andorra (POCTEFA 2014-2020).
