L'objectif de POCRISC est de promouvoir une culture commune du risque sismique dans les Pyrénées: développer des approches partagées pour l’évaluation du risque pour les services chargés de la prévention, favoriser la diffusion d’une information commune aux autorités locales et au grand public et fournir des outils pour aide à la décision adaptés aux besoins des gestionnaires des crises. Le périmètre du projet est la zone transfrontalière des régions de la Catalogne en Espagne, l’Occitanie en France et l’Andorre. Un des résultats principaux est un outil d’estimation des dommages en temps quasi-réel, à niveau communal, destiné aux acteurs de la gestion des risques. Un autre résultat est le développement d’une application smartphone pour évaluer la vulnérabilité sismique et les dégâts post-séisme qui sera utile aux services de gestion des crises. Une autre valeur ajoutée du projet sera un guide sur les bonnes pratiques pour la réduction de la vulnérabilité vis-à-vis les séismes, à destination des ingénieurs, architectes et gestionnaires. Tous ces résultats seront mis en application au travers de collaborations conjointes des services transfrontaliers de secours avec des exercices de crise sismique. Le contenu du projet présenté lors du premier appel à projets a été amélioré avec l'inclusion de nouveaux partenaires du domaine de la protection civile, du bâtiment et du génie civil. Les résultats obtenus à l’échelle du projet seront transférables à l'ensemble du massif pyrénéen.

El objetivo del proyecto POCRISC es fomentar una cultura común del riesgo sísmico en los Pirineos, desarrollando aproximaciones armonizadas de la evaluación del riesgo sísmico para los gestores de emergencia, favoreciendo así la difusión de información común y compartida dirigida a las autoridades locales y al público, y proporcionando las herramientas de ayuda a la decisión adaptadas a las necesidades de los gestores de crisis. Todo ello enfocado a una zona transfronteriza que comprende las regiones de Cataluña en España, Occitania en Francia y Andorra. Uno de los resultados principales del proyecto es una estimación automática a nivel municipal en tiempo quasi-real de los daños causados por un terremoto dirigida a gestores de emergencias. Además, una aplicación para teléfonos inteligentes para la evaluación de la vulnerabilidad y del daño post-sísmico serán de gran utilidad a los servicios de la gestión de la emergencia sísmica. Las guías prácticas de vulnerabilidad sísmica dirigidas a los técnicos de la construcción y a los gestores del riesgo representan un gran valor añadido. Los resultados se pondrán en común por servicios tranfronterizos de emergencia a través de ejercicios de crisis. Se ha mejorado el contenido del proyecto respecto al presentado en primera convocatoria, gracias a la inclusión de nuevos socios relacionados con protección civil, la edificación y la ingeniería civil. Los resultados obtenidos en la zona de estudio podrán transferirse a todo el Pirineo.

Description (EN):

The objective of the POCRISC project is to foment a common culture of seismic risk in the Pyrenees, developing harmonized approximations of the seismic vulnerability and risk, thereby promoting the dissemination of common and shared information to both local authorities and the public, and providing tools to decision help adapted to necessities of seismic crisis managers. All of this focused on a cross-border area comprising the regions of Catalonia in Spain, Occitania in France and Andorra. The main results of the project include a municipal level estimation of the expected earthquake damage targeted to risk management actors for the benefit of the population. In addition, smartphones applications aimed at assessing vulnerability and post-seismic damage will be of great use to seismic emergency management services. The practical guidelines for seismic vulnerability directed at construction technicians and risk managers will be of great added value. All these results will be implemented by the collaboration of cross-border emergency services during the seismic crisis exercises. The content of the project has been improved by the inclusion of new partners related to civil protection and building construction and by restricting it to the indicated study area, maintaining that its results would be transferable to the whole Pyrenees.
