Description (EN):

SECURUS 2 project means the continuity and improvement of SECURUS 1 (as a part of the 1st project term in POCTEFA 2014 - 2020), responding to the challenge of protecting the road connexions between Bielsa - Aragnouet (Lannemazan - Ainsa) and Portalet Area (Laruns - Biescas), in order to ensure the safety of its users against natural hazards. These routes require managing and monitoring from the territorial authorities against recurring natural hazards, through actions that go beyond the administrative and geographical limits with greater coordination of the human and material resources of both countries. In order to protect users and make these routes more reliable during all seasons, SECURUS 2 will implement the following actions: protection and improvement of avalanche channels, protection against the risk of landslides in bridges and roads, improvement of first help medical attendance against accidents and mayor situations, in addition to integrating road cleaning teams for wintertime. The total cost of the project is 5.728.844 €, 65% is funded by the Interreg European program V A Spain-France-Andorra (POCTEFA 2014-2020).

Le projet SECURUS 2 est une continuité et une amélioration du projet SECURUS 1, présenté lors du premier appel à projets du Programme POCTEFA 2014 - 2020, et il répond au défi de sécuriser les itinéraires de Bielsa - Aragnouet (Lannemazan - Aínsa) et de l'Espace Pourtalet (Laruns - Biescas), avec l'objectif de garantir la sécurité des usagers contre les risques naturels. Ces itinéraires demandent une surveillance et une réaction des acteurs du territoire face aux risques naturels récurrents, à travers des actions qui dépassent les limites géographico-administratives, avec une meilleure coordination entre les moyens humains et financiers binationaux. Afin de protéger les usagers et fiabiliser ces itinéraires le long de toute l'année, SECURUS 2 travaillera suivant les principes d’actions suivants: protection et amélioration des versants avalancheux, protection contre le risque de glissement et de l'érosion du terrain, autant aux ponts qu'aux routes, amélioration du traitement sanitaire de première intervention en cas d'accident ou catastrophe, ainsi que l'intégration des équipes de viabilité hivernale. Le budget total du projet monte à 5.728.844 €, financé au 65% par des fonds européens du Programme Interreg V A Espagne-France-Andorre (POCTEFA 2014-2020).

El proyecto SECURUS 2, supone la continuación y mejora del proyecto SECURUS 1, presentado en la primera convocatoria de proyectos POCTEFA 2014 - 2020, y responde al reto de proteger el itinerario de los ejes Bielsa - Aragnouet (Lannemazan - Aínsa) y del Espacio Portalet (Laruns - Biescas), con el fin de garantizar la seguridad de sus usuarios contra los riesgos naturales. Estos itinerarios requieren de una vigilancia y reacción de los actores del territorio frente a riesgos naturales recurrentes, mediante actuaciones que superen los límites geográfico-administrativos, con una mayor coordinación entre los medios humanos y materiales binacionales. Con el fin de proteger a los usuarios y fiabilizar estos itinerarios durante todas las épocas del año, SECURUS 2 trabajará en las siguientes líneas de actuación: protección y adecuación de vertientes avalanchosas, protección contra el riesgo del deslizamiento y erosión de tierras, tanto en puentes como en carreteras, mejora de la atención sanitaria en primera intervención frente a accidentes y catástrofes, así como la integración de los equipos de vialidad invernal. El importe total del proyecto asciende a 5.728.844 €, financiado en un 65% por fondos europeos del Programa Interreg V A España-Francia-Andorra (POCTEFA 2014-2020).
