The MABA II project aims to facilitate future cross-border infrastructure investment in the BA region by providing supporting documents. The project will work on the following actions: Investigation of the TEN-T status and core connections of Kvarken ports, current situation analysis and investigations of existing resources, including the development of cross-border port statistics, in-depth Impact Analysis, follow-up and deepening of regional and national development effects of a new ferry and enhanced connection across Kvarken, analysis of final ferry design, design/procurement documentation for the port and terminal areas and new ferry, investigation of different funding options, knowledge and information dissemination, participation in seminars and fairs, meetings with relevant authorities at EU and national level. The activities will take place in the partnership and in close cooperation with the regional authorities and industry. The MABA II project aims at the end of the project to have well-founded data, studies and analyses in order to enable the process of developing the central link of the East-West Transport Route to progress, and that authorities at regional, national and EU level should be able to decide on further actions. These objectives shall be achieved by developing and presenting studies and analyses on the TEN-T status of Kvarken ports and TEN-T Core links, developing and presenting studies on alternative financing solutions and launching design for the development of the port and terminal areas and a new ferry.

MABA II -projektet syftar till att underlätta kommande gränsöverskridande infrastrukturinvestering i BA-regionen genom att ta fram underlag för dessa. Projektet kommer att arbeta med följande åtgärder: Utredning av Kvarkenhamnarnas TEN-T status och Core-kopplingar, nulägesanalys och utredningar av befintliga resurser, inklusive framtagande av gränsöverskridande hamnstatistik, fördjupad Impact Analysis, uppföljning och fördjupning av regionala och nationella utvecklingseffekter av en ny färja och förstärkt förbindelse över Kvarken, analys av slutlig färjedesign, projektering/upphandlingsunderlag för hamn- och terminalområdena samt nya färjan, utredning av olika finansieringsalternativ, kunskaps- och informationsspridning, deltagande i seminarier och mässor, möten med berörda myndigheter på EU- och nationell nivå. Aktiviteterna kommer att ske i partnerskapet samt i nära samarbete med regionens myndigheter och näringsliv. MABA II projektets mål är att det vid slutet av projekttiden skall finnas väl underbyggda underlag, utredningar och analyser för att processen kring att utveckla det öst-västliga transportstråkets centrala länk skall kunna gå framåt, och att myndigheter på regional, nationell och EU nivå skall kunna fatta beslut om vidare åtgärder. Dessa mål skall uppnås genom att ta fram och presentera utredningar och analyser kring Kvarkenhamnarnas TEN-T status och TEN-T Core kopplingar, ta fram och presentera utredningar kring alternativa finansieringslösningar samt att inleda projektering kring utveckling av hamn- och terminalområdena och en ny färja.

Achievements (EN):

Concrete results and substantiated evidence: The cross-border project MABA II (Midway Alignment Botnia Atlantica II) has been targeted. The project has played a crucial role in the new ferry for traffic over Kvarken, but expectations were exceeded when the new specially adapted ferry was already ordered in good time before the project ended. MABA II was intended to produce documentation, including the basis for decisions regarding both authorities and financial institutions. These data have been necessary in order to be able to make legally correct and financially sound decisions and thus to secure communications over Kvarken in the long term, which is a prerequisite for all other cross-border cooperation in the region. The documentation was delivered so that the new specially adapted ferry could be procured and the agreement signed in good time before the end of the project. The project has helped us get the ferry project in goal. This is thus an exceptional concrete and successful project whose results have a significant impact on the development of the region. Brilliant results and highly productive project: The main expected results, i.e. increased number of precise strategies on sustainable east-west transport links, and that at the end of the project period there should be evidence to enable authorities to take decisions on further actions are realised. All the main actions have been implemented, such as: —investigation of funding options; — the basis for decision-making for investments in both the municipality, the State and the European Investment Bank; — analysis of final ferry design, — analysis of the previous CEF application; — investigation of the TEN-T status of Kvarken ports and Core couplings; — advocacy and discussions with relevant authorities at national and EU level; — tender documentation for the ferry and ports; — m.m.

Achievements (SV):

Konkreta resultat och väl underbyggda underlag: Det gränsöverskridande projektet MABA II (Midway Alignment Botnia Atlantica II) har kommit i mål. Projektet har haft en avgörande roll i fråga om den nya färjan för trafiken över Kvarken, men förväntningarna överträffades då man redan i god tid innan projketslut hann beställa den nya specialanpassade färjan. MABA II var ämnat för att ta fram underlag, däribland underlag för beslut både gällande myndigheter och finansieringsinstitut. Dessa underlag har varit nödvändiga för att kunna ta juridiskt korrekta och finansiellt sunda beslut och för att på så sätt trygga kommunikationerna över Kvarken på lång sikt, vilket är en förutsättning för allt övrigt gränsöverskridande samarbete i regionen. Underlagen levererades så att den nya specialanpassade färjan kunde upphandlas och avtalet tecknas redan i god tid innan projektslut. Projektet har bidragt till att vi fått färjeprojektet i mål. Detta är således ett exeptionellt konkret och lyckat projekt vars resultat markant påverkar utvecklingen i regionen. Lysande resultat och mycket produktivt projekt: De huvudsakliga förväntade resultaten, dvs ökat antal preciserade strategier kring hållbara öst-västliga transportlänkar och att det vid slutet av projekttiden skall finnas underlag så att myndigheter ska kunna fatta beslut om vidare åtgärder är förverkligade. Därmded har samtliga huvudåtgärder genomförts, såsom; – utredning av finansieringsalternativ, – beslutsunderlag för investeringar i både kommun, stat och Europeiska investeringsbanken, – analys av slutgiltig färjedesign, – analys av tidigare CEF ansökan, – utredning av Kvarkenhamnarnas TEN-T status och Core-kopplingar, – intressebevakning och diskussioner med berörda myndigheter på nationell och EU-nivå, – upphandlingsunderlag för färjan och hamnarna, – m.m.
