In the Lystra project, Sweden and Finland will jointly develop the High Coast/Kvarken Archipelago World Heritage Site and to increase the accessibility and attractiveness of the area for residents, entrepreneurs and visitors alike. The goal is to bring more visitors to the world. The hilly landscape of the High Coast with high islands, steep beaches, smooth cliffs, deep straits and mountains in the day is the exact opposite of the Kvarken archipelago with its thousands of low islands, rocky grains, shallow coves, thick soil layers, moraine backs and massive fields with boulders. The reason why the area has been included in the UNESCO World Heritage List is that the High Coast/Kvarken Archipelago together shows in a unique way how ice times, land elevation, waves and winter ice have affected both the natural and cultural landscapes for thousands of years. The area is managed jointly by Metsähallitus in Finland and the County Administrative Board of Västernorrland, Sweden.

I projektet Lystra ska Sverige och Finland gemensamt vidareutveckla världsarvet Höga Kusten/Kvarkens skärgård och för att öka områdets tillgänglighet och attraktionskraft för både invånare, företagare och besökare. Målet är att få fler besökare till värld Höga Kustens kuperade landskap med höga öar, branta stränder, släta klippor, djupa sund och berg i dagen är raka motsatsen till Kvarkens skärgård med sina tusentals låga öar, steniga grynnor, grunda vikar, tjocka jordlager, moränryggar och massiva fält med stenblock. Orsaken till att området upptagits på Unescos världsarvlista är att Höga Kusten/Kvarkens skärgård tillsammans visar på ett unikt sätt hur istider, landhöjningen, vågorna och vinterns isar under tusentals år har påverkat både natur- och kulturlandskapet. Området förvaltas tillsammans av Forststyrelsen i Finland och Länsstyrelsen i Västernorrland, Sverige.
